Outbound sales software is the set of tools that find prospects, get their contact details and feed them to your sequences. An agency needs one that stays cheap when it serves ten clients at once.

Most agencies leave their first tool for the same reason: the bill grows with the list. Apollo charges per seat with a credit pool (LeadOcean vs Apollo). Clay charges two meters (Clay alternative). Lusha, ZoomInfo and Seamless.AI sell credits that run out (Lusha, ZoomInfo, Seamless.AI).

This page ranks seven tools by what they cost at agency volume. We compared published prices, limits and MCP docs from September 2026. We did not run a benchmark, so there are no find-rate numbers here. For the wider playbook, see outbound sales automation and how to automate outbound sales.

Cost at 1M means 1,000,000 work-email lookups in one month. Where a vendor publishes no price at that size, we say so and do not multiply a small-tier rate out to 1M.

What we evaluated

  • Price model at agency volume. Seats, credits, actions or flat. What happens when a client list doubles.
  • Cost at 1M records a month. From the vendor's own price page only. No public price means we say so.
  • API and rate limits. Published limits per key or account, and whether the API is on every plan.
  • MCP access. Is there an official hosted MCP server, and can an agent size a list before it spends credits?
  • Use across clients. Can one account serve several clients, and do the terms allow it?

1. LeadOcean: best for agencies pulling data through an API or agent

LeadOcean is a data layer, not a rep workspace. It holds 693M people and 67M companies, reachable over REST and over a hosted MCP server at https://api.leadocean.io/mcp with OAuth 2.1 sign-in. The server has 13 tools, and leadocean_count_leads and leadocean_count_companies are free.

Free counts matter to an agency. Before a client signs off a list, you size it with 50 people filters and 34 company filters, and nothing is spent. On 2026-09-30, VP-level sales leaders in Canada came to 5,066 mailable contacts (counted with jobLevel VP, jobFunction Sales & Business Development, country CA). Then POST /v1/people/search pulls the rows and POST /v1/exports writes up to 50,000 per request.

Agency is $497 a month. It is made for agencies and RevOps teams, and the plan covers your own and your clients' work. There are no credits, 5 API keys and 200 requests a second. Paid plans have a fair-use pace, not a per-record price.

Pros

  • Public flat price. Agency is $497 a month with no credit balance and no overage invoice.
  • Clients' work is allowed on the Agency plan.
  • Free plan includes REST and MCP, so you can test before paying.
  • Counts, filter lookups and empty enrichments cost nothing.

Cons

  • No rep workspace: no sequencer, dialer, CRM or Chrome extension.
  • No AI research columns. You bring your own model through MCP.
  • Bulk CSV export is not on Free.
  • Reaching the fair-use pace slows your key until the window resets.

Best for: agencies, RevOps teams and engineers who want people and company data in code or in Claude at a predictable price.

Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026). MCP details are in the LeadOcean MCP docs, October 2026.

2. Apollo: best for agencies that want data and sequences in one seat

apollo homepage

Apollo is an all-in-one sales platform with a contact database, sequences, a dialer and a rep workspace. It is the tool most agencies start on, because one login covers finding and emailing.

The model is per seat with a monthly credit pool. An email costs 1 credit and a phone number costs 8. Credits are pooled across the team and expire at the end of each billing cycle (Apollo API pricing, September 2026).

Apollo also runs an official MCP server at https://mcp.apollo.io/mcp, on any plan, Free included (Apollo MCP docs, September 2026). At agency volume the seat count becomes the cost.

Pros

  • Data, sequences and a dialer in one product.
  • Official MCP server on every plan.
  • API on every plan, with enrichment at 1,000 requests a minute on paid plans.
  • Low per-seat price for a small team.

Cons

  • Credits are per seat and do not roll over.
  • General endpoints allow 200 requests a minute and 2,000 a day on Basic and Professional.
  • The price of add-on credits is not public.
  • At volume you buy seats to get credits.

Best for: agencies whose reps send from the same tool that finds the data.

Pricing: Free $0; Basic $65 per seat a month billed monthly, or $49 billed yearly; Professional $99 or $79; Organization $149 or $119 with 3 seats minimum (Apollo pricing, September 2026). At 1M work emails the cheapest monthly path is 250 Professional seats, $24,750 a month at list. Billed yearly, 400 Basic seats come to $19,600 a month. Rate limits are in the Apollo docs, September 2026.

3. Clay: best for table workflows with AI research

clay homepage

Clay is a workflow spreadsheet. You build a table, add enrichment columns from many data providers, and run Claygent, its AI research agent, per row. Claygent is on every plan, including Free (Clay pricing, September 2026).

Agencies like Clay because a strategist can build a client workflow without code. The Public API and CLI are on every plan. The HTTP API column starts on Growth (Clay docs, September 2026). Clay also has an MCP server (Clay MCP guide, September 2026).

Billing uses two meters: Data Credits and Actions. A fully enriched record typically costs 6 to 20 Data Credits plus one Action per enrichment (Clay docs, September 2026).

Pros

  • Claygent runs web research per row, on every plan.
  • Waterfalls across many providers inside one table.
  • Public API and CLI on every plan, Free included.
  • A miss is not charged.

Cons

  • Two meters. You track Actions and Data Credits together.
  • The largest self-serve tier is 200,000 Actions a month, and Actions cannot be bought as top-ups.
  • Tables hold 50,000 rows on Launch and Growth.
  • The Public API rate limit has no published number.

Best for: agencies with an ops person who builds enrichment and research workflows per client.

Pricing: Free $0; Launch from $185 a month billed monthly, or $167 billed yearly; Growth from $495, or $446 yearly; Enterprise by quote (Clay pricing, September 2026). Clay publishes no price at 1M, and no self-serve tier reaches 1M Actions a month. Rate limits: Clay developer docs, September 2026.

4. ZoomInfo (GTM.AI): best for teams on ZoomInfo data and intent

ZoomInfo is an enterprise sales intelligence suite sold on negotiated contracts. For API and agent use it now sells GTM.AI, with an API, MCP server and CLI on pay-as-you-go data credits and a free tier.

The MCP server works with Claude, ChatGPT and Cursor. It needs a free GTM.AI account or an existing ZoomInfo subscription (GTM.AI MCP docs, September 2026). Search and lookup are free. One data credit enriches or exports one company, contact or intent record.

Credits list from $0.45 each at 100 credits down to $0.25 at 100,000 credits for $25,000. The public slider stops there (GTM.AI pricing, September 2026).

Pros

  • Free tier with 1,000 data credits and 1,000 AI credits, no card.
  • MCP, API and CLI included on the free tier.
  • Intent records sit in the same credit model.
  • A record is charged once per 12 months.

Cons

  • Free tier is limited to 5 requests a second.
  • Batch enrichment takes at most 25 records per call.
  • No public price past 100,000 credits.
  • Platform contracts are quote only.

Best for: agencies serving enterprise clients that already pay for ZoomInfo data.

Pricing: pay as you go from $20 on GTM.AI (GTM.AI pricing, September 2026). Rate limits: Builder 5 requests a second, Standard 25, Scaling 35 (GTM.AI rate limits, September 2026). No public 1M price.

5. Lusha: best for reps working from a browser extension

lusha homepage

Lusha is a contact and company data platform with a Chrome extension, CRM apps, a REST API and an MCP server. The MCP server has 50 tools at https://mcp.lusha.com and shares the REST API credit pool (Lusha MCP tools, September 2026).

It suits a rep who researches accounts in the browser and wants contact details one click away. An email costs 1 credit and a phone number 5. A request that returns email plus phone is 7 credits (Lusha API guide, September 2026).

The public plans stop at 10,000 credits a month. That is fine for one rep and small for an agency.

Pros

  • Official MCP server with 50 tools.
  • API key on every plan, Free included.
  • Chrome extension and native CRM apps.
  • Low entry price for one person.

Cons

  • Free and Starter allow 40 requests a minute and 100 a day.
  • The top public plan holds 10,000 credits a month.
  • Lusha's docs disagree on whether a no-match request costs a credit.
  • No public price at 1M.

Best for: individual reps and small teams who want contact data in the browser.

Pricing: Free $0 with 40 credits; Starter $49.90 a month, or $37.45 billed yearly; Pro $69.90 or $52.45; Premium $399.90 or $299.95; Scale by quote (Lusha pricing, September 2026). No public 1M price.

6. BetterContact: best for waterfall email and mobile finding on small lists

BetterContact runs a waterfall across 20+ data providers and charges only for valid results. An email with verification costs 1 credit and a mobile costs 10 (BetterContact credits, September 2026).

It is a good fit when you already have a list of names and domains and want the best find rate per row. It is not a database you search. The top public step is 50,000 credits for $1,999 a month, and bigger volumes need a quote (BetterContact pricing, September 2026).

We found no MCP server in its docs index (BetterContact docs, September 2026). The API allows 100 requests a minute per key on Starter and 200 on Pro (BetterContact rate limits, September 2026).

Pros

  • Credits are charged only on valid results.
  • Waterfall across 20+ providers in one call.
  • Low entry price: Starter is $15 a month.
  • Unused credits roll over, up to twice the subscribed amount.

Cons

  • No MCP server found in its docs.
  • Phone add-on price is not published.
  • Rate limit is per minute, 100 to 200.
  • The top public step covers 50,000 credits.

Best for: agencies that enrich lists they already own and send them to a sequencer.

Pricing: Starter $15 a month for 200 credits; Pro from $49 for 1,000 credits up to $1,999 for 50,000; Enterprise from $799 a month by quote (BetterContact pricing, September 2026). No public 1M price.

7. Seamless.AI: best for reps who want a Chrome extension and dialer

seamless-ai homepage

Seamless.AI is a sales platform with a Chrome extension, a dialer and a credit meter. It publishes no dollar price. The pricing page is an inquiry form, and API keys are bundled with plan tiers or sold as an add-on (Seamless.AI pricing, September 2026).

Credits are public. One credit researches one contact and covers email and phone together. Search costs 1 credit per 10 results. The default API limit is 60 requests a minute per endpoint, shared by the whole organization (Seamless.AI docs, September 2026).

There is a hosted MCP server at https://mcp.seamless.ai/mcp with 57 tools. Access must be enabled on the account (Seamless.AI MCP docs, September 2026). Subscriptions are annual, and cancelling needs 60 days' notice (Seamless.AI terms, September 2026).

Pros

  • One credit covers a contact's email and phone together.
  • Hosted MCP server with OAuth 2.1 or an API key.
  • Search accepts 43 request properties.
  • Chrome extension and dialer for reps.

Cons

  • No public dollar price for any license or credit.
  • Annual contract with 60 days' notice to cancel.
  • 60 requests a minute per endpoint, shared by the organization.
  • A Pro license holds 10,000 credits a month.

How to choose

  • You pull client lists through an API or an agent: LeadOcean. Flat price, free counts, clients' work allowed on Agency.
  • Your reps send from the same tool that finds the data: Apollo. Budget for seats.
  • You want enrichment and AI research in a table: Clay. Watch Actions and Data Credits together.
  • You already pay for ZoomInfo: start with GTM.AI's free tier on the same records.
  • Your reps work from the browser: Lusha, or Seamless.AI if you want a dialer too.
  • You enrich lists you already own: BetterContact.
  • You use two tools: let the flat-priced one size and pull, and use the other for what only it does.

Verdict

LeadOcean wins for agencies that pull data through an API or an agent at volume, because it is the only tool here with a public flat price at 1M records. Apollo wins for agencies that want data and sequences in one seat. Clay wins for table workflows with AI research, ZoomInfo for teams already inside its data, and Lusha for browser-first reps. BetterContact wins for waterfall enrichment of lists you own, and Seamless.AI for reps who want an extension and dialer on a quote. LeadOcean does not replace a sequencer or a CRM. Pair it with the tool that sends.
