How to Sell to an IT Manager (and Count the List by Region)

What an IT manager buys, who else is in the room, how many are mailable by region, and four first lines you can send today.

You sell to an IT manager by proving you will not become their next ticket. This guide covers what an IT manager cares about, where they sit in the buying committee, how many are reachable by region, and four first lines.

TL;DR

  • An IT manager buys fewer problems. They weigh security, uptime, integration effort and support load before price. Lead with how little work you add to their week.
  • Count first, send second. On 2026-10-21 LeadOcean counted 73,004 mailable IT managers across four sales regions. 36,959 of them are in NORAM.
  • The recipe takes about 25 minutes and spends about 26 LeadOcean records. Every count is free.

Prerequisites

  • A free LeadOcean account and an API key from app.leadocean.io. Free gives you 1,000 records for life, no card, 5 requests a second.
  • The key in your shell as $LEADOCEAN_API_KEY.
  • curl and jq.
  • Optional: Claude or any MCP client connected to https://api.leadocean.io/mcp, which has 13 tools including free counts.

What an IT manager actually cares about

An IT manager keeps the company's systems running and gets the call when they do not. Every new tool is a new thing that can break at 2 a.m.

They care about four things.

  1. Security. Will this tool touch company data, create a login, or open a port? A vendor that cannot answer in two lines gets forwarded to the security lead and then dropped.
  2. Uptime. Who is on call when it fails, and how fast do they answer? Support quality beats a feature list.
  3. Integration effort. Single sign-on, directory sync, an API, an admin console. Anything that needs a week of their team's time loses to a tool that needs an hour.
  4. Support load. Every user you add is a user who may file a ticket. Tools that cut tickets get attention. Tools that add them do not.

They do not read adjectives. They read a sentence that says what you change, what it touches and who maintains it.

What kills the deal

IT managers rarely dislike the product. They dislike the risk and the work.

  • "Security has to review it." Send the answers before they ask: where data lives, how access is granted, how it is revoked.
  • "We already have a tool for that." Do not argue. Ask what the current tool cannot do and who maintains it.
  • "Not on our roadmap." Their roadmap is full. Offer a pilot of one team, one week, no migration.
  • "Who supports this?" Name a person or a channel. Do not say "our team".

Where an IT manager sits in the buying committee

An IT manager is usually an evaluator and a blocker, not the final approver. They can kill a purchase that a business owner wants, and they rarely start one alone.

Write to the IT manager when the tool touches their systems or their users. Write to the business owner first when the pain is theirs, and make the IT review easy to pass. More role guides are on the LeadOcean blog.

Step 1: Count IT managers by region (free)

Start with a count. It spends zero records and tells you whether the region is worth a campaign.

leadocean_count_leads counts mailable people by default: verified, catch_all_valid and catch_all addresses. Run it from any MCP client. The filter below combines the Information Technology job function, the Manager job level and the title keyword "IT Manager". It also matches longer titles, such as "Senior IT Manager".

json
{
  "tool": "leadocean_count_leads",
  "arguments": {
    "jobFunction": ["Information Technology"],
    "jobLevel": ["Manager"],
    "title": ["IT Manager"],
    "salesRegion": ["NORAM"],
    "facets": false
  }
}

Repeat with EMEA, APAC and LATAM. Enum values are exact strings, so check them with leadocean_list_enum_values if a count comes back empty. For one country, use country with an ISO code such as ["DE"].

Step 2: Read the count for each region

Put the counts in one table before you pick a market. These ran on 2026-10-21 with the filter above and the default mailable email statuses.

RegionMailableEmployers coveredAll matches (any email status)
NORAM36,95918,11199,005
EMEA20,09712,899103,269
APAC12,4107,34562,579
LATAM3,5382,08012,044

Read three things from this. NORAM holds about half of the mailable list (36,959 of 73,004). EMEA has the most IT managers on file but a smaller share of them are mailable: 20,097 of 103,269. And the last column shows how much you would mail blind. Never send to the full match count.

The count is mailable people, not companies. A large company can list several IT managers, so plan one contact per employer for a first test.

Step 3: Pull a sample from your best region

Pull 25 rows from the region you picked. This spends 25 records. Search is a flat JSON body, filters are arrays, and limit runs from 1 to 100.

bash
curl -s -X POST https://api.leadocean.io/v1/people/search \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{
    "jobFunction": ["Information Technology"],
    "jobLevel": ["Manager"],
    "title": ["IT Manager"],
    "salesRegion": ["EMEA"],
    "employeeRange": ["201-500", "501-1000"],
    "emailStatus": ["verified"],
    "limit": 25
  }' | jq '{rows: (.data | length), next: .meta.nextCursor}'

Add the company-size filter first. An IT manager at 50 people runs everything alone. One at 5,000 owns a slice and answers to a director. Page by sending meta.nextCursor back as cursor. One search pages to 10,000 rows, so narrow the filters instead of walking the whole index.

Step 4: Enrich one record to read the career history

Before you write, read one profile. Person enrich returns career history: past roles, education, certifications and awards. Past employers carry no company_id yet.

Enrich takes exactly one of linkedin_url, email, phone or person_id. Each search row carries its id at meta.source_ids.person_id.

bash
curl -s -X POST https://api.leadocean.io/v1/people/enrich \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{"person_id": "1234567890", "reveal_email": true}' \
  | jq '.data.resume_data.certifications, .data.resume_data.experiences[0:3]'

This costs one record. A person we hold nothing for returns a 404 and costs nothing.

Look for the path. Certifications show what they run and trust. A manager who came up from help desk cares about tickets. One who came from infrastructure cares about uptime and access.

Step 5: Write the first line

The first line must show you know the job. Pick one of these four angles and keep the email under 90 words.

text
1. Security: "Acme's data stays in one place and access ends when the key is revoked. Want the two-line answer?"
2. Effort: "Setup is one API key and about an hour. No agent to install. Want the steps?"
3. Support load: "Which tool creates the most tickets for your team today?"
4. Territory: "I counted {N} mailable IT managers in {region} on {date}. Want the list?"

Only send angle 1 or 2 if the claim is true for your product. The territory line works because it is checkable: you ran a free count, so the number is real. Send it with the count and the date.

Match the angle to the company. In a small company the IT manager is the whole IT team, so lead with effort. In a large one they answer to security, so lead with the security answer.

These are starting points, not measured results. Do not claim a reply rate you have not measured. Test two angles on 100 contacts each and keep the winner.

Step 6: Save the list as a CSV

When the sample converts, export the list. Bulk CSV export is not on the Free plan. Solo ($97 a month) includes it, and Agency ($497 a month) exports 50k rows a file. The ceiling is 50,000 rows a request and 500,000 rows a day.

bash
curl -s -X POST https://api.leadocean.io/v1/exports \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "Content-Type: application/json" \
  -d '{
    "name": "IT managers EMEA 201-1000",
    "filters": {
      "jobFunction": ["Information Technology"],
      "jobLevel": ["Manager"],
      "title": ["IT Manager"],
      "salesRegion": ["EMEA"],
      "employeeRange": ["201-500", "501-1000"],
      "emailStatus": ["verified"]
    },
    "limit": 5000,
    "preset": "full"
  }'

The body takes filters (any people-search filter set), limit (rows) and a column preset. Poll GET /v1/exports/{id} until it returns a downloadUrl.

You can build the same export in the app at app.leadocean.io. The Exports page has a filter builder, a column picker and a price preview before you download. See pricing for the plans.

What you get

The count in step 1, run on 2026-10-21 with jobFunction: ["Information Technology"], jobLevel: ["Manager"], title: ["IT Manager"] and salesRegion: ["EMEA"], returned:

json
{
  "total": 20097,
  "totalIsExact": true,
  "totalAll": 103269,
  "distinctCompanies": 12899,
  "credits": 0
}

total is the mailable count. totalAll is everyone matching without the email filter. The call cost no records.

A search row, response shape from the API reference, with placeholder values:

json
{
  "success": true,
  "data": [
    {
      "profile_data": { "profile_full_name": "Jane Doe" },
      "contact_data": {
        "has_email": true,
        "email_status": "verified",
        "contact_current_experiences": [
          { "job_title": "IT Manager", "company_name": "Acme", "company_domain": "acme.com" }
        ]
      },
      "meta": { "source_ids": { "person_id": "1234567890" } }
    }
  ],
  "meta": { "count": 1, "credits": 1, "nextCursor": "..." }
}

FAQ

How do I find an IT manager's email address?

Search by function, level, region and company size, then read email_status before you send. Enrich with reveal_email set to true returns the address for one person at one record. Send only to verified addresses first.

Should I email the IT manager or the business owner?

Email the business owner when the pain is theirs, and the IT manager when the tool touches systems or users. Either way, send the security and setup answers early so the review passes.

How long should a cold email to an IT manager be?

Under 90 words, with one question and one concrete fact about setup or security. Skip the feature list.

How many IT managers can I reach by email?

On 2026-10-21, the filter in this guide counted 73,004 mailable people across NORAM, EMEA, APAC and LATAM. Your number depends on your size, industry and region filters, so run the free count.

Does the Free plan cover this recipe?

Yes, up to step 5. The counts are free and the sample and one enrichment spend about 26 of the 1,000 records. Bulk CSV export in step 6 needs Solo or Agency.
