6 Best AI Outbound Tools That Actually Book Meetings in 2026

No tool books a meeting on its own. We compare six on the part that decides reach: data, API, MCP and what 1M records a month costs.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

An AI outbound tool finds prospects, enriches them and drafts or sends messages with a model in the loop. Sales leaders, RevOps and GTM engineers buy them to book more meetings with fewer reps.

Here is the part vendors skip. No tool books a meeting by itself. Meetings come from reaching the right person, with a verified address, and a message worth answering.

The first two are decided by data and cost. That is what we compare. We did not run a booked-meetings test, so we do not rank on one. Teams leave Apollo over per-seat credits, Clay over credit math at volume, ZoomInfo and Cognism over quote-only pricing, and Seamless.AI over a missing price.

What we evaluated

  • Data and email status. Can you see how good an address is before you send? Bounces kill meetings faster than weak copy.
  • API. Can code, not just a person in a browser, search and enrich? What does each plan allow?
  • MCP. Does an agent in Claude or ChatGPT reach the data directly, and on which plans?
  • Cost at volume. Monthly list price first, yearly after. We use the 1M-record price only when the vendor publishes one.
  • What happens after the data. Sequences, a dialer and a rep workspace matter to reps. Engineers care less.

1. Apollo: best for reps who want one workspace

apollo homepage

Apollo is the closest thing to one box for outbound. It combines a contact database, sequences, a dialer and a Chrome extension, priced per seat with a credit allowance. A rep can find a prospect, enroll them and call them without leaving the app.

The price is the catch. Monthly billing runs from Basic at $65 to Professional at $99 and Organization at $149 per seat, with 2,500, 4,000 and 6,000 credits (Apollo pricing, September 2026). Credits are pooled, expire each cycle and do not roll over. One email costs 1 credit and a phone number costs 8.

Every plan includes API access, and an official MCP server works on any plan, Free included (Apollo MCP docs, September 2026). The limits rise with the plan: paid plans get 200 requests a minute on general endpoints and 1,000 a minute on enrichment (Apollo rate limits, September 2026).

Pros

  • Data, sequences and dialer in one product.
  • API and MCP on every plan, including Free.
  • Record selection up to 10,000 per action on Organization.
  • A real free plan for a first test.

Cons

  • Credits are per seat, so volume means seats. 1M work emails is 250 Professional seats at $99.
  • Credits expire. Add-on credits renew until you remove them, and the price per extra credit is not public.
  • Phone numbers cost 8 credits each.
  • Rate limits are per team, per endpoint and per window.

Best for: sales teams whose reps live in the tool all day.

Pricing: Free; Basic $65 per seat monthly, $49 yearly; Professional $99 monthly, $79 yearly; Organization $149 monthly, $119 yearly with 3 seats minimum (Apollo pricing, September 2026). At 1M emails a month: $24,750 monthly, or $19,600 a month on yearly billing (Apollo API pricing, September 2026).

2. Clay: best for GTM engineers building workflows

clay homepage

Clay is a workflow spreadsheet that runs enrichments in sequence, called waterfalls, and adds AI research columns through Claygent. It suits people who like to design the process. You build the table, wire in providers and decide what runs when.

Cost follows two meters. Launch starts at $185 a month billed monthly and Growth at $495, with Data Credits from $0.05 each and one Action per enrichment (Clay pricing, September 2026). Clay's own doc says a fully enriched record typically costs 6 to 20 Data Credits (Clay University, September 2026).

The Public API is on every plan, Free included (Clay University, September 2026). Clay also has an MCP server (Clay MCP guide, September 2026). The Public API rate limit is per workspace and has no published number.

Pros

  • Waterfalls and Claygent on every plan, Free included.
  • No charge when an enrichment returns nothing.
  • Unlimited seats on Free.
  • Strong fit when logic is the hard part.

Cons

  • Two meters, Actions and Data Credits, to forecast.
  • Actions cannot be bought as top-ups. The largest self-serve tier is 200,000 Actions a month.
  • Extra credits carry a 30 percent premium.
  • The HTTP API column is Growth and above.

Best for: GTM engineers who want to own the workflow.

Pricing: Free; Launch $185 monthly, $167 yearly; Growth $495 monthly, $446 yearly (Clay pricing, September 2026). No public price at 1M: the largest self-serve tier stops at 200,000 Actions and 50,000 Data Credits a month.

3. LeadOcean: best for data over API or agent at volume

LeadOcean is the data layer only: 693M people and 67M companies over REST and a hosted MCP server. It has no sequencer, dialer, CRM or Chrome extension. The app has an Exports page with a filter builder, a column picker, a price preview and CSV download.

If you pull data through an API, an agent or at volume, this is the one to rank first. Agency is $497 a month flat, with no seats and no credits. Paid plans have a fair-use pace, not a balance, so a heavy month slows the key instead of billing you more (LeadOcean pricing, October 2026).

Sizing is free. A count call tells you how many people match before you spend a record. MCP has 13 tools, and leadocean_count_companies sizes a company list for free (LeadOcean MCP docs, October 2026).

bash
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "content-type: application/json" \
  -d '{"jobLevel":["VP"],"jobFunction":["Sales & Business Development"],"country":["CA"],"limit":1}'

Pros

  • Flat $497 a month on Agency at any volume, with 200 requests a second per account.
  • Email status on every record, 13 values from verified to spam_trap.
  • 50 people filters, 34 company filters, 366M people with an email and 166M with a phone.
  • Free plan includes REST and MCP: 1,000 records for life, no card.
  • A person we hold nothing for is a free 404.

Cons

  • No sequences, dialer, CRM or Chrome extension. You bring your own sender.
  • No buying-intent feed.
  • Bulk CSV export is not on Free.
  • No refund for bounced emails. Read email_status before you send.

Best for: engineers, RevOps and agents that need volume and a fixed bill.

Pricing: Free $0 (1,000 records for life); Solo $97 a month; Agency $497 a month; Platform $1,997 a month (LeadOcean pricing, October 2026). At 1M records a month: $497 on Agency, paced if you pass fair use.

4. ZoomInfo: best for enterprise teams with a quote budget

ZoomInfo is the incumbent sales intelligence platform, and platform plans are negotiated contracts. Its pricing page shows no dollar price, only a quote form (ZoomInfo pricing, October 2026).

The newer route is GTM AI, ZoomInfo's API and MCP server on pay-as-you-go credits. Data credits list from $0.45 each down to $0.25 at 100,000 credits for $25,000, and the public slider stops there (GTM AI pricing, September 2026). A record is charged once per 12 months.

The free tier gives 1,000 data credits and 1,000 AI credits with no card, plus API and MCP access at 5 requests a second. The official MCP server works with Claude, ChatGPT and Cursor (GTM AI MCP docs, September 2026).

Pros

  • Search, lookup and find similar are free on GTM AI.
  • No contract on GTM AI credits, and credits do not expire while the account is active.
  • API and MCP on the free tier.
  • Native integrations with CRMs and AI assistants.

Cons

  • No public price at 1M. Past 100,000 credits it is Enterprise sales.
  • Platform pricing is not public.
  • Free-tier API pace is 5 requests a second.
  • Small purchases list at $0.45 a credit, the highest rate on the ladder.

Best for: large teams that already budget for a ZoomInfo contract.

Pricing: GTM AI credits from $20; $0.45 down to $0.25 a credit by purchase size (GTM AI pricing, September 2026). No public 1M price.

5. Cognism: best for EMEA teams that need verified mobiles

cognism homepage

Cognism sells sales prospecting in Standard and Pro plans of 5 seats each, with CRM enrichment as an add-on. Its pitch is phone-verified mobile data, and its Diamond Data page claims over 10m phone-verified contacts, with Do Not Call checks in 15 territories (Cognism, September 2026).

Cognism publishes no dollar price. One credit is one revealed contact, and viewing a contact you already revealed is free (Cognism pricing, September 2026). You need a quote to know what a month costs.

The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and uses the same credits as the API (Cognism MCP docs, September 2026).

Pros

  • Strong mobile focus with on-demand verification on Pro.
  • Previously revealed contacts are free to view.
  • API and MCP use one credit model.
  • Company searches never use credits.

Cons

  • No public price for any plan, seat or credit.
  • API and MCP need a package that includes them.
  • Standard and Pro are sold in 5-seat blocks.
  • Token-based metering is documented in more than one way.

Best for: teams selling into Europe that want mobiles and accept a quote.

Pricing: No public price (Cognism pricing, September 2026). No public 1M price.

6. Seamless.AI: best for teams that want a large database on a quote

seamless-ai homepage

Seamless.AI claims 2.2B+ verified contacts and 448M+ verified mobile numbers on its API page (Seamless.AI, September 2026). Those are vendor claims, not figures we measured.

It publishes no dollar price. The pricing page is an inquiry form, and API keys are bundled with plan tiers or sold as an add-on (Seamless.AI pricing, September 2026). A Free license holds 50 credits with no refill, and Pro holds 10,000 credits a month.

On the API, one credit covers a contact's email and phone together, and search costs 1 credit per 10 results. The default limit is 60 requests a minute per endpoint, shared by the organization (Seamless.AI docs, September 2026). The hosted MCP server has 57 tools (Seamless.AI MCP docs, September 2026).

Pros

  • One credit buys email and phone together.
  • A search page returns up to 500 contacts.
  • Large claimed database.
  • MCP and REST both available.

Cons

  • No public dollar price for licenses, credits or the API.
  • Subscriptions are annual, with 60 days' notice to cancel.
  • Free license is 50 credits.
  • MCP access must be enabled on the account.

Best for: buyers who will negotiate a contract and want one large database.

Pricing: No public price (Seamless.AI pricing, September 2026). At 1M records that is 1,000,000 credits, or 100 Pro licenses. No public 1M price.

How to choose

  • You are a rep and want to start today: Apollo. The free plan covers a test, and sequences are built in.
  • You are a GTM engineer who wants control of the workflow: Clay for the table, with a data API behind it.
  • You pull data through code or an agent: LeadOcean. Flat price, free sizing and 13 MCP tools.
  • You sell into Europe and need mobiles: Cognism, once you have a quote.
  • You already hold a ZoomInfo contract: stay, and look at GTM AI for API work.
  • You want a very large database and will sign annually: Seamless.AI, after you see the price.

Outbound needs two layers: a data source and a sender. See how to wire the layers together and how to design the workflow. For prompt wording, read the Claude cold email prompts.

Verdict

Apollo wins for reps who want data and sending in one place, and it gets expensive once volume forces seats. Clay wins for engineers who want to design the logic, though it publishes no price at 1M. LeadOcean wins for API, agent and volume work: $497 a month flat, and you bring your own sender. ZoomInfo, Cognism and Seamless.AI are quote-first, so the winner there is whoever negotiates a price you can verify. Before you sign anything, compare data on your own list: see which enrichment tools help SDRs book more meetings, and check LeadOcean pricing.

FAQ

Which AI outbound tool books the most meetings?

None can be ranked on that alone. Meetings depend on list quality, deliverability and message. We compared data, API, MCP and cost, which you can verify, and we did not run a booked-meetings test.

Do I need an AI SDR tool or a data source?

You need a data source plus a sender. An AI SDR adds drafting and routing on top. If the data is wrong, the AI sends faster to the wrong people.

What does 1M records a month cost?

Apollo is $24,750 a month on monthly billing, or $19,600 on yearly billing. LeadOcean Agency is $497 a month. Clay, ZoomInfo, Cognism and Seamless.AI publish no 1M price, so we do not multiply a rate out.

Can an AI agent use these tools directly?

Yes. All six list an MCP server: Apollo, Clay, ZoomInfo, Cognism, Seamless.AI and LeadOcean. The plans that include it differ, so check the docs linked above.

Is there a free way to start?

Apollo, Clay, ZoomInfo GTM AI and Seamless.AI have free tiers. LeadOcean Free gives 1,000 records for life with no card, and counts cost nothing. Cognism publishes no free plan on its pricing page.

Does LeadOcean send emails?

No. It is the data layer. Export or call the API, then send with the tool you already use.

Find the people, then book the meetings. Start with 1,000 free records.

Free to start. No credit card. 1,000 records to spend whenever you like.
