An AI outreach tool finds prospects, writes or personalizes the message, or sends it, with a language model doing part of the work. Sales teams, agencies and founders who send more than a few hundred messages a week need one.
Most lists mix three jobs: data, writing and sending. Few tools do all three, and the bill changes a lot with the job. Clay and Apollo charge in credits. Instantly, Smartlead and lemlist charge for sending volume. We read each vendor's pricing page and API docs, then priced the same workload on all seven: 1M records a month.
If you are leaving a tool, start with our pages on Clay and Apollo. For method, see how to personalize outbound sales emails and our guide to AI outbound tools.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |

Prices are monthly list first, billed-yearly after it. Sources are in each section.
What we evaluated
- Price at volume. The list price of the entry plan, and what 1M records a month costs. If a vendor publishes no price at that size, we say so and do not multiply a rate.
- Where the AI sits. Writing, research, reply handling or data. We name the feature and skip the claims we cannot find on a vendor page.
- API and rate limit. Whether a developer can drive the tool from code, and how fast.
- MCP access. Whether an agent in Claude or ChatGPT can call the tool directly.
- Job fit. Whether it sends mail, finds contacts or both. A tool that only sends needs data from somewhere else.
We did not send campaigns for this page. The comparison rests on published prices and docs, each linked with the month we checked.
1. Clay: best for research-heavy personalization

Clay is a table where each row is a prospect and each column is an enrichment or an AI step. Its research agent, Claygent, and waterfall lookups sit in the same grid. You build the research, then write a line per row.
The AI work is real, and so is the meter. Clay's own doc says a fully enriched record typically costs 6 to 20 Data Credits, plus one Action per enrichment (Clay docs, September 2026). The largest self-serve tiers stop at 200,000 Actions and 50,000 Data Credits a month, so 1M lookups needs an Enterprise quote.
The Public API is on every plan, including Free. The HTTP API column, which calls outside APIs from a table, starts on Growth (Clay pricing, September 2026). Clay publishes no Public API rate limit number.
Pros
- Claygent and waterfalls in one grid make deep per-row research possible.
- Free plan with 100 Data Credits and 500 Actions a month, plus unlimited seats.
- Public API on every plan.
- A no-result enrichment is charged nothing.
Cons
- Credits plus Actions make a bill hard to forecast.
- No self-serve tier reaches 1M lookups a month.
- It does not send email. You still need a sequencer.
- Extra credits cost a 30 percent premium on Launch and Growth.
Best for: Teams that research each account by hand or with agents before writing.
Pricing: Launch is $185 a month billed monthly, or $167 billed yearly. Growth is $495 monthly, or $446 yearly (Clay pricing, September 2026).
2. lemlist: best for multichannel sequences with built-in AI
lemlist sends email, LinkedIn, SMS and calls from one sequence. Its AI sits in lemAgent plus signal, enrichment and messaging agents, and it lists AI reply intent detection and AI out-of-office detection.
It documents an MCP server. Connect it to Claude at https://app.lemlist.com/mcp with OAuth (lemlist developer docs, October 2026). The REST API allows 20 requests per 2 seconds per key (lemlist rate limits, October 2026).
lemlist also sells data. The pricing page lists a 650M+ lead database and a data add-on of $20 a month for 2,000 credits, which it describes as 400 emails or 100 phones. That is a small allowance for list building at scale.
Pros
- Email, LinkedIn, SMS and calling in one tool.
- Unlimited users and senders on the Email plan.
- MCP server with OAuth.
- AI agents and reply classification are on the pricing page.
Cons
- API limit of 20 requests per 2 seconds is low for bulk jobs.
- Data credits are priced for small lists, not for volume.
- Multichannel features sit on the higher plan.
Best for: Teams that want one sequencer across email and LinkedIn with AI help inside it.
Pricing: Email is $69 a month, or $55 billed yearly. Multichannel is $109, or $87 yearly. Enterprise is custom (lemlist pricing, October 2026).
3. Instantly: best for high-volume cold email
Instantly sells sending capacity. Every plan includes unlimited email accounts and unlimited warmup, so the price scales with contacts and monthly emails, not seats.
Its AI products include an AI Reply Agent, an AI Sales Agent and a Lead Finder agent, all listed on the pricing page. The API allows no more than 100 requests per second and 6,000 per minute for the whole workspace, shared across keys (Instantly rate limits, October 2026). That is the highest sender limit in this list. Instantly also runs an official MCP server that exposes the V2 API as tools, for campaigns, leads and accounts (Instantly MCP docs, October 2026).
The limits are caps on volume. Growth allows 1,000 uploaded contacts and 5,000 emails a month. Light Speed allows 100,000 uploaded contacts and 500,000 emails a month. Beyond that you talk to sales.
Pros
- Unlimited mailboxes and warmup on every plan.
- Official MCP server over the V2 API.
- Workspace API limit of 100 requests per second.
- Low entry price.
- AI reply handling and an AI sales agent are on the page.
Cons
- Contact and email caps on every plan.
- Its own lead data is a separate product with its own credits.
- No phone, LinkedIn or dialer on the plans we read.
Best for: Founders and agencies who send cold email from many domains.
Pricing: Growth is $47 a month, Hypergrowth $97 and Light Speed $358 a month, billed monthly (Instantly pricing, October 2026).
4. Smartlead: best for agencies running many client inboxes
Smartlead is built for agencies. The pricing page lists clients and workspaces, white-label options, a unified inbox and mailbox rotation. Its AI is mainly in reply categorization and in warmup.
The API is a REST API at https://server.smartlead.ai/api/v1 for campaigns, leads, email accounts and webhooks. The docs give no rate limit number: they say limits vary by plan and to contact support (Smartlead API docs, October 2026). That makes capacity planning a support ticket. We found no MCP server on its pricing page or in its API docs.
Smartlead separates email credits from verified prospect email credits. The Prime plan includes 500,000 sends and 170,000 verified emails a month.
Pros
- Built for many clients and many inboxes.
- Unlimited contacts on Smart and Prime.
- Mailboxes can be bought inside the app.
- Lowest entry price among the senders.
Cons
- No published rate limit.
- No MCP server found.
- The prospect data allowance is small next to the send allowance.
- Two kinds of credits to track.
Best for: Agencies that run campaigns for several clients.
Pricing: Base is $39 a month, or $32 yearly. Pro is $94, or $78 yearly. Smart is $174, or $144 yearly. Prime is $379, or $315 yearly (Smartlead pricing, October 2026).
5. Apollo: best for one tool that holds data and sequences

Apollo combines a contact database with engagement tools in one seat. Its pricing is per seat with pooled credits. One email costs 1 credit and one phone number costs 8 credits (Apollo API pricing, September 2026).
Every plan includes API access, Free included. Enrichment endpoints allow 1,000 requests a minute on paid plans (Apollo rate limits, September 2026). Apollo also runs an official MCP server at https://mcp.apollo.io/mcp, with OAuth, on any plan (Apollo MCP docs, September 2026).
The cost problem is volume. A million work emails is 1,000,000 credits. At 4,000 credits per Professional seat, that is 250 seats, or $24,750 a month at list price.
Pros
- Database and engagement tools in one seat.
- API and MCP on every plan, Free included.
- Paid enrichment allows 1,000 requests a minute.
- A cheap entry point for one rep.
Cons
- Credits are pooled per seat and expire each cycle.
- The price of an extra credit is not public.
- Volume pricing means hundreds of seats.
- Phone numbers cost 8 credits each.
Best for: A small team that wants data and sending under one login.
Pricing: Basic is $65 per seat a month, or $49 billed yearly. Professional is $99, or $79 yearly. Organization is $149, or $119 yearly, with a 3-seat minimum (Apollo pricing, September 2026).
6. Amplemarket: best for small teams that want data and sending together
Amplemarket is a sales platform with a data source inside it. Duo Copilot and AI Intent Signals are on every plan, per its pricing page. Duo Voice starts at Growth and Duo Inbox at Elite.
Only Startup shows a price. It is $600 a month on an annual term for 2 users, with 13,500 email credits and 600 phone credits per user per year. Growth and Elite are quotes (Amplemarket pricing, September 2026).
The API is available on every account, with a default of 500 requests a minute (Amplemarket API, September 2026). Elite lists 40,000 email credits per user, so 1M a month has no public price.
Pros
- Data, sequences and a dialer in one platform.
- API on every account.
- AI copilot and intent signals on every plan.
- Phone credits included in the plan.
Cons
- Only one public price, on an annual term.
- Credits are yearly pools per user.
- Bulk enrichment runs at 15,000 records an hour.
- No free plan.
Best for: Teams of two to ten reps who prefer one contract.
Pricing: Startup is $600 a month on an annual term. Growth and Elite are custom (Amplemarket pricing, September 2026).
7. LeadOcean: best for the data feed behind AI outreach
LeadOcean does not write or send messages. It is the data layer for the tools above: 693M people, 366M with email, 166M with phone, and 67M companies, through REST and a hosted MCP server with 13 tools. There is no sequencer, dialer, CRM or Chrome extension.
It fits AI outreach in three ways. POST /v1/people/enrich returns career history (past roles, education, certifications, awards) for opening lines. leadocean_count_leads and leadocean_count_companies size a list for free before you spend a record. And the 50 people filters let an agent build the list from a prompt.
The price is flat. Agency is $497 a month with 200 requests a second, 5 keys and a fair-use pace instead of credits. Free gives 1,000 records for life with no card. For a snippet-based workflow, see the AI snippets recipe.
Pros
- Flat plans: Free, Solo $97, Agency $497.
- 200 requests a second on Agency, 5 a second on Free.
- 13 MCP tools with OAuth sign-in.
- Free counts, so you size a list before buying it.
- Career history on person enrich.
Cons
- It sends nothing. Pair it with lemlist, Instantly or Smartlead.
- No rep workspace.
- Bulk CSV export is not on Free.
- Search pages to 10,000 rows, so you narrow filters.
Best for: Developers and RevOps who feed an AI workflow or agent with contacts at volume.
Pricing: Free $0, Solo $97 a month, Agency $497 a month, Platform $1,997 a month. See LeadOcean pricing, checked October 2026.

Verdict
No single tool wins every buyer, because writing, sending and data are different jobs. Clay wins for research-heavy personalization, lemlist for multichannel, Instantly for raw email volume and Smartlead for agencies. Apollo wins for a solo rep who wants one login, and Amplemarket for a small team on one contract. LeadOcean wins when the job is feeding contacts into any of them through an API or an agent at a flat price. A working stack pairs one sender with one data source.
