A B2B data provider for Mexico sells business contacts and company records located in Mexico, deep enough in Mexico City, Monterrey and Guadalajara to build a real list. Sales teams, agencies and data engineers who sell into Mexico need one. Most global vendors do not say how much of Mexico they hold.
Sendburg, Lusha and ZoomInfo print Mexico contact counts, and People Data Labs prints Mexico profile counts. Apollo prints none. Only one of the six, LeadOcean, lets you run a free, exact count for Mexico by city, seniority and email status.
This page ranks six providers on Mexico coverage alone, with list prices checked in September 2026. Read each global rival on its own page: Apollo, Lusha, ZoomInfo and People Data Labs. Also see best B2B databases, best B2B data providers for the UK and best B2B data providers.

"1M records" means 1M work-email lookups that return a result, at list price. Sendburg sells credits per verified email, but we found no price above its Scale plan.
What we evaluated
- Published Mexico coverage: a figure for Mexico itself, not a region that contains it, with a source we can link.
- Free coverage test: whether you can size a Mexican audience, or test your own list, before you pay.
- Email and phone depth: whether the figure counts contacts with a usable email or only profiles.
- API and MCP: whether an agent or script can pull Mexican records directly.
- Price at volume: flat, credits, seats or quote, and the cost of 1M records.
We ran our own counts on LeadOcean on 2026-10-01. We ran no query on the rivals, so we print no hit rates for them. Vendor figures are vendor claims, and each vendor counts "contacts" its own way.
How to run the coverage test
Take 25 contacts you really sell to in Mexico, split across Mexico City and two other cities. Use your own list, not ours. Run them through each free tier below and count how many return a work email. Do the same for phones.
Search in both languages, such as Director General and CEO, or Gerente de Ventas and Sales Manager. A title filter that only knows English can hide real matches. Try more than one spelling of the city as well: our own counts show why in section 1. Free tiers are enough for this: Sendburg Free gives 10,000 credits a month, Lusha Free 40, Apollo Free 75, ZoomInfo GTM AI 1,000 data credits and LeadOcean 1,000 records, one-off.
1. LeadOcean: best for API and agent buyers
LeadOcean holds 693M people and 67M companies. It has a country filter with 254 codes, where the country is the one the person is in. We ran count_leads on 2026-10-01, which spends no records. Mexico returns 10,947,122 people across all email statuses.
Of those, 973,394 have a verified or catch-all email, the mailable count. 2,972,474 have an email of any status, and 302,348 have a phone number. Mailable people are 8.9% of the Mexico total and phones are 2.8%. In Mexico, the mailable count is the number to plan around.
The mix leans large. 467,475 of the 973,394 mailable people work at companies of 10,001 or more staff. 130,133 sit at companies of 11 to 200 staff. 39,924 mailable people are C-Team, and 8,019 are VP, Director or C-Team in Sales and Business Development.
City spelling changes the answer. "Mexico City" returns 117,642 mailable people and "Ciudad de México" returns 53,097. Together they return 170,739, so the two spellings are separate records and a single spelling misses about 31%. "CDMX" added nothing. Monterrey returns 43,700 and Guadalajara 39,371. Titles behave the same way: "Sales Manager" returns 4,179 mailable people and "Gerente de Ventas" returns 1,882.
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"country": ["MX"], "city": ["Monterrey"], "jobLevel": ["C-Team"], "hasEmail": true, "limit": 1}'That count is people with an email of any status, not a mailable count. Add emailStatus to narrow it. The MCP server at https://api.leadocean.io/mcp exposes 13 tools, including the free count_leads, and signs in with OAuth 2.1.
Pros
- A free, exact count for Mexico by city, seniority, industry, company size and email status.
- Agency is $497 a month flat, with 200 requests a second per account and no credit meter.
- REST and MCP on every plan, including Free.
- The dataset is refreshed monthly, and each record carries its own
fetched_atdate.
Cons
- Mexico is a thin spot: mailable people are 8.9% of the country total, and phones are 2.8%.
- Mostly large employers: about 48% of the mailable count sits at companies of 10,001 or more staff.
- No tax ID (RFC) filter in the filter list, and no WhatsApp flag.
- No rep workspace, sequencer, dialer or CRM. v2 contact lookups cost a record even on a miss.
Best for: engineers, agencies and agents that sell into Mexico's larger companies at volume and want a fixed bill.
Pricing: Free is 1,000 records, one-off, no card. Solo is $97, Agency $497 and Platform $1,997 a month, flat (LeadOcean pricing, October 2026).
2. Sendburg: best for a published Mexico count and a big free allowance
Sendburg is the only rival here with a page dedicated to Mexico. It claims 5M+ Mexican contacts, 450K+ Mexican companies, 50+ search filters and a weekly data refresh (Sendburg Mexico page, September 2026). The page does not say how many contacts hold an email or a phone, and it does not define "verified".
The page names Mexico City, Guadalajara, Monterrey, Puebla, Querétaro and Tijuana, and says each verified work email comes with an automatic credit refund on an undeliverable result. One credit buys one verified email. The Free plan gives 10,000 credits a month, with an email finder, company profiles and basic filters but no CSV export (Sendburg pricing, September 2026).
Mexico coverage test. Free is enough to test 25 contacts and then some, with 10,000 credits a month and no card. Filter by city, then by title in both languages, and count how many return a verified email. Compare its claim with our mailable count of 973,394, and remember the two vendors count differently.
Pros
- A published Mexico figure for contacts and for companies.
- 10,000 free credits a month, the largest free allowance on this list.
- Credit refund on undeliverable emails, per its pricing page.
- MCP connectors for Claude and ChatGPT on the Scale plan.
Cons
- The REST API is listed under the Enterprise plan only, so a script cannot call it on Free, Growth or Scale.
- Its own pages disagree on Growth credits: the plan table says 25,000 a month, the FAQ says 10,000.
- No public price above Scale at 50,000 credits a month, and no rate limit on the pages we read.
- Contact counts are claims with no email or phone split.
Best for: teams that want a Mexico-specific figure, a Chrome extension and a large free tier, and do not need an API on a self-serve plan.
Pricing: Free $0 for 10,000 credits a month. Growth $35 a month ($29 billed yearly). Scale $88 a month billed yearly, and its monthly figure is not shown (Sendburg pricing, September 2026).
3. Apollo: best for reps who also need sequences and a dialer

Apollo prints no Mexico figure. Its search page says to sign up and search by region to see the accounts and contacts in your market (Apollo, September 2026). You can measure Mexico yourself, because the people search API costs 0 credits and returns a total_entries count (Apollo API docs, September 2026).
Filter with person_locations[] and set the country to Mexico. The search shows at most 50,000 records, 100 a page, so a count above that is a floor for what you can page through. An email costs 1 credit and a phone 8, and credits are per seat (Apollo API pricing, September 2026).
Mexico coverage test. Apollo Free gives 75 credits a month and an API key. Search Mexico by country and by city, read total_entries, then spend credits on your own 25 contacts. Try both "Mexico City" and "Ciudad de México", since a location string may not merge them. The MCP server is at mcp.apollo.io and works on any plan (Apollo MCP docs, September 2026).
Pros
- Free, countable search with
person_locations[]. - Sequences, dialer and rep workspace in one product.
- Official MCP server on every plan, Free included.
Cons
- No published Mexico figure, so the first number comes from your own test.
- A phone costs 8 credits, and 1M emails needs about 250 seats.
- Credits expire each billing cycle and do not roll over.
Best for: sales reps who want Mexico search and outreach in one workspace.
Pricing: Basic $65 per seat a month ($49 billed yearly), Professional $99 ($79), Organization $149 ($119, three seats minimum) (Apollo pricing, September 2026).
4. Lusha: best for small batches and fast checks

Lusha's data page lists Mexico at 11.2M+ contacts and 330K+ companies, out of 515M+ contacts worldwide (Lusha data page, October 2026). Those are contact counts. Lusha does not say how many Mexican contacts hold an email or a phone.
An email costs 1 credit and a phone 5. Every plan includes an API key, Free included, with 40 requests a minute and 100 a day on Free and Starter (Lusha API docs, September 2026). The MCP server has 50 tools and shares the API credit pool (Lusha MCP docs, September 2026).
Mexico coverage test. Lusha Free gives 40 credits a month, so you can look up about 25 Mexican contacts on emails alone and read the hit rate yourself. Phones cost 5 each and eat the allowance fast.
Pros
- Every plan includes an API key, Free included.
- MCP server with 50 tools.
- Clear credit costs: 1 for an email, 5 for a phone.
Cons
- No email or phone split for Mexico, so depth shows only when you spend credits.
- Credits end at a small plan: Premium tops out at 10,000 a month.
- No public 1M price, and Scale is custom.
Best for: teams that check small batches of Mexican contacts and want an extension and an API on one free key.
Pricing: Free $0 for 40 credits a month. Starter $49.90 a month ($37.45 billed yearly). Pro $69.90 ($52.45). Premium $399.90 ($299.95) (Lusha pricing, September 2026).
5. ZoomInfo: best for teams that accept a sales call at volume
ZoomInfo's data page map lists Mexico at 5.9M contacts, 617K mobiles and 410K companies (ZoomInfo data page, October 2026). Mobiles are about 10% of those Mexican contacts.
Its pay-as-you-go product, GTM AI, sells data credits from $20. A credit costs $0.45 at 100 credits and $0.25 at 100,000. Search and lookup are free, and a record is charged once per 12 months (GTM AI pricing, September 2026; GTM AI docs, September 2026).
Mexico coverage test. GTM AI Free includes 1,000 data credits, no card. Because search is free, run your Mexican filters first and spend credits only on rows you keep. ZoomInfo has an official MCP server that works with Claude, ChatGPT and Cursor (GTM AI docs, September 2026).
Pros
- Free search, with a record charged once a year.
- Official MCP server and a free tier with API access.
- A published Mexico figure for contacts, mobiles and companies.
Cons
- Its Mexico contact count, 5.9M, is about half of Lusha's 11.2M+.
- The public slider stops at 100,000 credits, so 1M is an Enterprise talk.
- Platform plan prices are not public in our read.
Best for: teams that already run ZoomInfo and need Mexico added, and accept a sales call at volume.
Pricing: GTM AI pay as you go from $20, with 1,000 free data credits at signup (GTM AI pricing, September 2026). Platform plans are quoted by sales (ZoomInfo, July 2026).
6. People Data Labs: best for licensed datasets with Mexico counts

People Data Labs (PDL) publishes a table of records by country for its resume dataset. Mexico has 17,077,452 profiles, just under Italy and just above Spain (PDL country stats, September 2026). PDL warns that the table has duplicates. Its company table lists 559,795 companies headquartered in Mexico (PDL company stats, September 2026).
These are profiles, not mailable contacts. PDL does not print a Mexico email share, so expect it to be a fraction of the country total.
Mexico coverage test. PDL Free gives up to 100 credits a month, but contact data is obscured. Use it to test match rate on your 25 contacts, not emails. Person Search allows 10 requests a minute, and each record returned is one credit (PDL usage limits, September 2026).
Pros
- A country count for Mexico, for both people and companies.
- Dataset licences for your own warehouse.
- Enrichment allows 1,000 calls a minute on paid plans.
Cons
- The country count is profiles, with duplicates, not contacts with emails.
- No official MCP server in its docs index (PDL docs, September 2026).
- Above 100,000 records you go to an Enterprise quote.
Best for: teams that license Mexican profiles into a warehouse and find emails elsewhere.
Pricing: Free up to 100 credits a month. Pro from $98 a month for 350 credits, or $78 a month billed yearly (PDL pricing, September 2026).

How to choose
- You pull Mexico through an API or an agent: pick LeadOcean. A free count for Mexico, email status filters and a flat $497 a month on Agency fit volume work.
- You want a Mexico-specific figure and a large free tier: pick Sendburg, then test your own 25 contacts for verified emails.
- Your reps need a workspace and Mexico is one region: pick Apollo, and read
total_entriesfor Mexico first. - You check small batches and want an extension: pick Lusha, and test emails before phones.
- You already run ZoomInfo: add Mexico there, and run free search first to check its 5.9M figure against your list.
- You license profiles into a warehouse: pick People Data Labs and find emails with another source.
Verdict
LeadOcean wins for API, agent and volume buyers, because it is the only one here that gives a free, exact Mexico count with email and phone filters, at $497 a month flat on Agency. Its Mexico base is thin on mailable contacts and leans toward large employers, so small-company lists need a test before you commit. Sendburg wins on a Mexico page and a free allowance, and Apollo wins for reps who want search and outreach in one workspace. Lusha suits small batches, ZoomInfo suits sales-led teams, and People Data Labs suits licensed profiles. Run the 25-contact test before you pay anyone, LeadOcean included.
FAQ
Which provider has the most Mexican contacts?
PDL prints the largest figure, 17,077,452 profiles, but its table has duplicates (PDL, September 2026). Lusha prints 11.2M+ contacts. Our own count is 10,947,122 people on 2026-10-01, across all email statuses. ZoomInfo prints 5.9M and Sendburg claims 5M+. Each vendor defines a contact its own way, so compare only after a test.
How many Mexican contacts have an email you can send to?
On 2026-10-01 our count was 973,394 people in Mexico with a verified or catch-all email. That is the mailable count. People with an email of any status number 2,972,474.
Why does a Mexico City search return different numbers in different tools?
City names are stored as typed. Our count is 117,642 mailable people for "Mexico City" and 53,097 for "Ciudad de México", with no overlap. Search every spelling you expect, in each tool you test.
Are Mexican phone numbers as available as email?
No. We count 302,348 people with a phone in Mexico, against 2,972,474 with an email of any status. A phone also costs more: 5 credits at Lusha and 8 at Apollo (Lusha, September 2026; Apollo, September 2026).
Can I size a Mexican audience for free?
Yes, on four of them. LeadOcean's count_leads and count=true search spend no records. Apollo's people search costs 0 credits. ZoomInfo's GTM AI search is free. Sendburg Free gives 10,000 credits a month. PDL charges one credit per record returned.
How do I test coverage before I buy?
Run 25 contacts you sell to in Mexico through each free tier, with titles in Spanish and English and more than one city spelling. Count work emails and phones returned. Sendburg, Apollo, Lusha, ZoomInfo and LeadOcean all have a free allowance, so you can compare them on the same day.
Count your Mexican audience free, then pull it by API or agent.
Free to start. No credit card. 1,000 records to spend whenever you like.
