Best B2B databases for Saudi Arabia

6 Best B2B Databases for Saudi Arabia in 2026

Six databases ranked on one question, how many reachable decision makers they hold in the Kingdom, with an exact free count for Riyadh, Jeddah and Dammam, a coverage test for each and the cost of 1M records a month.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

A B2B database for Saudi Arabia holds business contacts based in the Kingdom, deep enough in Riyadh, Jeddah and the Eastern Province to build a real list. Outbound teams, agencies and data engineers who sell into Vision 2030 buyers need one. Most vendors print one worldwide total and say nothing about Saudi Arabia.

Only ZoomInfo prints a Saudi figure, a rounded one on a country map. So coverage has to be tested, not read. We ran free counts on LeadOcean on 2026-10-21, and each rival below gets a test you can run on your own contacts.

This page ranks six databases on Saudi coverage alone, with list prices checked in September 2026. Read each rival on its own page: Lusha, ZoomInfo, Apollo, ContactOut and Cognism. The wider field is in best B2B databases, best B2B data providers and best B2B data providers for the UK.

"1M records" means 1M work-email lookups that return a result, at list price. Saudi Arabia alone holds fewer mailable people than that (see below), so a 1M month means Saudi plus other markets, or repeated refreshes.

What we evaluated

  • Saudi coverage: a figure for the Kingdom or its cities, with a source we can link. Most vendors print none.
  • Free coverage test: whether you can size a Riyadh or Jeddah audience, or test your own list, before you pay.
  • Saudi filters: whether you can cut by country, city, seniority, industry and company size, and read email status.
  • API and MCP: whether an agent or script can pull Saudi records directly.
  • Cost at 1M records a month: the list price, never multiplied out where a vendor prints no rate.

How to run the Saudi coverage test. Take 25 contacts you really sell to. Use ten in Riyadh, ten in Jeddah and five in the Eastern Province (Dammam, Khobar, Jubail). Use your own list, not ours. Run them through each free tier below and count how many return a work email, then how many return a mobile. Add a few names written in Arabic script, and note whether the tool matches them.

1. LeadOcean: best for API, agent and volume buyers

LeadOcean is the only tool here where you can read an exact Saudi count before you sign up. It holds 693M people and 67M companies and has a country filter with 254 codes. Its count_leads call is free. We ran it for country: SA on 2026-10-21.

Saudi Arabia has 2,467,358 people across all email statuses. 373,977 of them have a mailable email, meaning verified, catch-all valid or catch-all, spread over 27,684 employers. 94,127 have a verified email, and 156,139 have a phone number of any status. About 15% of Saudi people are mailable.

By city, mailable people (city keyword match) number 90,812 in Riyadh, 18,082 in Jeddah and 8,307 in Dammam. Those three add up to 117,201 of the 373,977, so most mailable Saudi people carry another city string or none we match. By industry, Oil and Gas leads with 34,484 mailable people. Hospitals and Health Care follows at 28,476, then Higher Education at 22,730, Construction at 21,567 and Government Administration at 19,994. IT Services is 15,279.

On the company side, leadocean_count_companies returned 71,746 companies headquartered in Saudi Arabia on the same date, 61,650 of them with 1 to 50 staff. It is free, as is GET /v1/companies/count.

Here is the weak point: size and level. 117,064 of the 373,977 mailable people work at companies with 10,001 or more staff, which is 31%. Entry-level people are 146,596, against 10,365 in the C-suite and 4,462 owners. If you sell to small Saudi firms or to founders, run your own filters before you buy.

The REST call below sizes a narrow Riyadh audience for free, with count=true as a query parameter.

bash
curl -X POST "https://api.leadocean.io/v1/people/search?count=true&limit=1" \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "content-type: application/json" \
  -d '{"country": ["SA"], "city": ["Riyadh"], "jobLevel": ["C-Team"], "hasEmail": true}'

That count is people with an email of any status, not a mailable count. Add emailStatus to narrow it. Over REST, meta.total stops at 100,000, so a country-wide Saudi query returns a floor. Use the MCP leadocean_count_leads tool for exact totals. The server at https://api.leadocean.io/mcp exposes 13 tools and signs in with OAuth 2.1.

Pros

  • A free, exact Saudi count with city, title, industry, company size and email status filters.
  • Flat paid plans with no credits: Solo $97, Agency $497 a month, fair-use pace.
  • REST and a 13-tool MCP server on every plan, Free included.
  • Bulk CSV export from the app on paid plans.

Cons

  • Arabic-script names and local-language titles are not a stated feature. Test them on your own list.
  • Only 15% of Saudi people are mailable, and 31% of those sit at companies of 10,001 or more.
  • No rep workspace, sequencer, dialer, CRM or Chrome extension.
  • Free is 5 requests a second and 1,000 records for life.

Best for: engineers, agencies and agents that sell into the Kingdom at volume and want a fixed bill.

Pricing: Free $0. Solo $97 a month. Agency $497 a month (200 requests a second, 5 keys). Platform $1,997 a month. No credits (LeadOcean pricing, October 2026).

2. Lusha: best for small, phone-first batches

lusha homepage

Lusha prints no Saudi figure on its data page today. The page shows 515M+ contacts and 29M+ companies worldwide, and 165M+ verified emails, with no country split (Lusha data page, October 2026). An earlier version carried a country table. It is gone, so any Saudi number quoted elsewhere is out of date.

That leaves the free tier as the test. An email costs 1 credit and a phone 5, so Lusha is built around reveals, not lists (Lusha API docs, September 2026). Every plan includes an API key, and the MCP server has 50 tools that share the API credit pool (Lusha MCP docs, September 2026).

Saudi coverage test. Lusha Free gives 40 credits a month. That covers about 30 work emails or 8 mobiles, so judge the email hit rate on your Riyadh and Jeddah contacts first. Run the same people again next month for phones.

Pros

  • Every plan, Free included, comes with an API key.
  • MCP server with 50 tools.
  • Phones are a core product, not an add-on.

Cons

  • No published Saudi or country figure.
  • Credits end at a small plan: 1M work emails by bulk API is 1,040,000 credits.
  • No public 1M price, and Scale is custom.

Best for: teams that work in small batches and care about mobiles.

Pricing: Free $0 for 40 credits a month. Starter $49.90 a month ($37.45 billed yearly). Pro $69.90 ($52.45). Premium $399.90 ($299.95) (Lusha pricing, September 2026).

3. ZoomInfo: best for teams that will take a sales call

ZoomInfo prints no Middle East row. Its map lists Saudi Arabia at 2.1M contacts, 474K mobile numbers and 53K companies (ZoomInfo data page, October 2026). Those are rounded vendor figures with no email split, so check them with the free search.

ZoomInfo's pay-as-you-go product, GTM AI, sells data credits from $20: $0.45 a credit at 100 and $0.25 at 100,000. Search and lookup are free, and a record is charged once per 12 months (GTM AI pricing, September 2026; GTM AI docs, September 2026). The free search is the useful part for a Saudi test.

Saudi coverage test. GTM AI Free includes 1,000 data credits, no card. Filter to Saudi Arabia, then to Riyadh, read the result counts, and spend credits only on the rows you keep. ZoomInfo has an official MCP server that works with Claude, ChatGPT and Cursor (GTM AI docs, September 2026).

Pros

  • Free search, with a record charged once a year.
  • Official MCP server and a free tier with API access.
  • A long-standing enterprise product with a sales team to call.

Cons

  • Rounded Saudi figures only, with no email split.
  • The public slider stops at 100,000 credits, so 1M is an Enterprise conversation.
  • Platform plan prices are not public: zoominfo.com/pricing showed a human check to our read.

Best for: teams that accept a sales call at volume and will judge Saudi coverage from the free search.

Pricing: GTM AI pay as you go from $20, with 1,000 free data credits at signup (GTM AI pricing, September 2026). ZoomInfo platform plans are quote only in our read.

4. Apollo: best for a free count by location plus sequences

apollo homepage

Apollo prints no Saudi figure. Its data page lists 240M contacts and 30M companies worldwide, with no country split (Apollo data page, September 2026). You can measure the Kingdom yourself, because Apollo's people search costs 0 credits and returns a total_entries count (Apollo API docs, September 2026).

Filter with person_locations[], which takes cities, states and countries. The search shows at most 50,000 records, 100 a page. An email costs 1 credit and a phone 8, and credits are pooled across the team (Apollo API pricing, September 2026).

Saudi coverage test. Apollo Free gives 75 credits a month and an API key. Search Saudi Arabia, then Riyadh, Jeddah and Dammam, read total_entries, then spend credits on your own contacts. Narrow by title for the country-wide count, because of the 50,000 display limit. The MCP server is at mcp.apollo.io and works on any plan (Apollo MCP docs, September 2026).

Pros

  • A free, public way to count people by country or city.
  • Sequences, dialer and extensions on the same plan.
  • Official MCP server on every plan.

Cons

  • Credits expire each billing cycle and do not roll over.
  • A phone costs 8 credits, and 1M emails means 250 to 400 seats.
  • The search display limit is 50,000 records, so a country-wide count needs narrow filters.

Best for: reps who want a free Saudi count and a sequencer in one app.

Pricing: Free $0 (75 credits a month). Basic $65 per seat a month ($49 billed yearly). Professional $99 ($79). Organization $149 ($119) (Apollo pricing, September 2026). 1M work emails is $24,750 a month at list on monthly billing, from 250 Professional seats.

5. ContactOut: best for profile-led lookups outside the US

contactout homepage

ContactOut prints no Saudi figure. Its global totals disagree by page: 350 million professionals on the homepage, 800 million on the data page (ContactOut, September 2026). It sells a regional plan for contacts outside the US. Regional Email is $25 a month ($19 billed yearly) and Regional Email + Phone is $49 ($39), against $49 and $99 for global coverage (ContactOut pricing, September 2026).

That regional price is the reason it ranks here. For a small team that looks up Saudi professionals one at a time, it is the cheapest paid plan on this page. It is not a bulk source: self-serve fair use is 2,000 emails and 1,000 phones per account a month, with one user per company (ContactOut terms, September 2026).

Saudi coverage test. ContactOut Free gives 5 emails, 5 phones and 5 exports a day, marked limited time. Run five of your own Saudi contacts a day and note the hit rate. API keys come from a sales meeting, with no public price (ContactOut API, September 2026). The MCP page shows 15 tools (ContactOut MCP, September 2026).

Pros

  • Regional plans start at $25 a month ($19 billed yearly).
  • Profile-led lookups for people outside the US.
  • MCP server with 15 tools.

Cons

  • No Saudi figure, and the global profile total differs by page.
  • 2,000 emails per account a month and one user per company.
  • No public API price. The People Search API allows 60 requests a minute.

Best for: recruiters and small sales teams that look up Saudi contacts one by one.

Pricing: Regional Email $25 a month ($19 billed yearly). Regional Email + Phone $49 ($39). Global Email $49 ($39). Global Email + Phone $99 ($79) (ContactOut pricing, September 2026).

6. Cognism: best for teams that will take a quote and a sample

cognism homepage

Cognism prints no Saudi figure and no price. Its FAQ says only "hundreds of millions" of company and contact profiles worldwide, and that it does not usually make general coverage claims (Cognism FAQ, September 2026). Saudi coverage has to come from a sample.

The API search takes a location filter with region and country sub-filters, and a count endpoint to size a list first (Cognism API docs, September 2026). One credit is one revealed contact. Plans are Standard and Pro, quote only (Cognism pricing, September 2026).

Saudi coverage test. Ask for the free data sample. You describe your ideal customer profile and Cognism says it returns a sample with verified mobiles and emails in about 72 hours (Cognism data sample, September 2026). Tell them to build it from Saudi accounts. Cognism's docs disagree on whether a count call costs one search token. The Credits page says yes, and the endpoint and MCP pages say no (Cognism credits docs, September 2026).

Pros

  • A location filter with region and country, and a count endpoint.
  • A free data sample built on your own profile.
  • MCP server with 15 tools, using the same tokens and credits.

Cons

  • No public price and no Saudi figure.
  • The sample takes about 72 hours, not minutes.
  • API search is limited to 500 requests a minute per operation.

Best for: teams that will go through sales and judge Saudi coverage from a sample.

Pricing: No public price. Plans are Standard and Pro, quote only (Cognism pricing, September 2026).

How to choose

  • Code, agents or volume: LeadOcean. Flat price, free exact Saudi counts, REST and MCP on every plan.
  • Small batches with mobiles: Lusha, tested on your own 25 contacts first.
  • A sales call and an enterprise contract: ZoomInfo, and run its free Saudi search first.
  • A free count plus a sequencer: Apollo, searched by person_locations[].
  • Cheap one-by-one lookups outside the US: ContactOut Regional.
  • A sample before a contract: Cognism, built from Saudi accounts.

Verdict

LeadOcean wins for API, agent and volume buyers. It gives a free, exact Saudi count, from 373,977 mailable people in the Kingdom to 90,812 in Riyadh on 2026-10-21. Agency is a flat $497 a month, with REST and an MCP server that returns records. Apollo wins for a free count and a sequencer, and Lusha for small batches with phones. ZoomInfo suits buyers who will take a sales call, ContactOut cheap regional lookups, and Cognism buyers who want a sample first. No vendor prints mailable Saudi coverage, so run the same 25 contacts through each free tier and pay the one that finds the most.

FAQ

What is the best B2B database for Saudi Arabia?

For code, agents and volume, LeadOcean: a free exact Saudi count and Agency at $497 a month. For a free count plus sequences, Apollo. For a sales-led contract, ZoomInfo or Cognism.

How many business contacts does Saudi Arabia have in a B2B database?

Only ZoomInfo prints a Saudi total: 2.1M contacts on its data page map, rounded. LeadOcean counted 2,467,358 people in Saudi Arabia on 2026-10-21 across all email statuses, and 373,977 with a mailable email. Each vendor defines a "contact" its own way, so compare hit rates on your own list.

How do I test Saudi coverage before paying?

Run 25 of your own Riyadh, Jeddah and Eastern Province contacts through each free tier. Count the emails and mobiles returned. Apollo and LeadOcean also give a free count by location, and Cognism builds a free sample from your profile.

How much do 1M Saudi records cost?

LeadOcean Agency is $497 a month with fair use, no credits (LeadOcean pricing, October 2026). Apollo is $24,750 a month at list from 250 Professional seats. Lusha, ZoomInfo, ContactOut and Cognism publish no 1M price, so ask for a quote. Saudi Arabia holds 373,977 mailable people on LeadOcean, so 1M a month means other markets too.

Does LeadOcean cover Arabic-script contacts?

We have not tested Arabic-script names or titles and make no claim. Run your own list through the free plan and check the rows. Count queries use the title and country filters.

Can I pull Saudi data through an MCP server?

Yes, on LeadOcean, Lusha, ZoomInfo, Apollo, ContactOut and Cognism, each with its own tool count. LeadOcean's server has 13 tools, and leadocean_count_leads sizes a Saudi audience for free.
