A B2B database for the GCC holds business contacts in the six Gulf states: the UAE, Saudi Arabia, Qatar, Kuwait, Bahrain and Oman. Outbound teams, agencies and data engineers who sell into the Gulf need one that is deep in Dubai and Riyadh and still has people in Muscat and Manama. Most vendors print one worldwide total and leave the Gulf to the buyer.
None of the six below prints a GCC total on its data page that we could find. So coverage has to be tested, not read. We ran free exact counts on LeadOcean on 2026-10-21, one per Gulf state, and each rival below gets a test you can run on your own contacts.
This page ranks six databases on Gulf coverage alone, with list prices checked in September 2026. Read each rival on its own page: Lusha, ZoomInfo, Apollo, ContactOut and Cognism. For the wider region, see best B2B data providers for the Middle East. For another market, see best B2B data providers in the UK. The full field is in best B2B databases and best B2B data providers.

What we evaluated
- Gulf coverage by country: a figure for each of the six states, with a source we can link. Most vendors print none.
- Free coverage test: whether you can size a Gulf audience, or test your own list, before you pay.
- Filters: whether you can cut by country, city, seniority, job function and industry across the six states.
- API and MCP: whether an agent or script can pull Gulf records directly.
- Cost at 1M records a month: the list price, never multiplied out where a vendor prints no rate.
How to run the Gulf coverage test. Take 36 contacts you really sell to: six from each Gulf state. Use your own list, not ours. Run them through each free tier below and count how many return a work email, then how many return a mobile. A tool that does well in Dubai and badly in Muscat tells you more than any vendor total.
1. LeadOcean: best for API, agent and volume buyers
LeadOcean is the only tool here where you can read an exact count for every Gulf state before you sign up. It holds 693M people and 67M companies and has a country filter with 254 codes. Its count_leads call is free and exact. We ran it on 2026-10-21 for the six GCC countries.
Mailable people, meaning verified, catch-all valid or catch-all email, number 1,101,231 across the six, spread over about 98,997 employers. Across all email statuses the same filters match 8,452,111 people. The mailable count is the number to plan on. The split by country:
| Country | Mailable people | All people (any email status) | Employers (mailable) |
|---|---|---|---|
| UAE | 537,755 | 4,327,981 | not split |
| Saudi Arabia | 373,977 | 2,467,358 | not split |
| Qatar | 79,092 | 571,793 | not split |
| Kuwait | 48,419 | 450,637 | 5,683 |
| Oman | 37,643 | 374,851 | 5,117 |
| Bahrain | 24,345 | 259,491 | 4,180 |
The UAE and Saudi Arabia hold 83% of the mailable total. Bahrain, Oman and Kuwait are small, so narrow roles run thin there. The company side is free too: leadocean_count_companies found 321,690 companies headquartered in the six states, 206,555 of them in the UAE. These are counts on that date, not a promise that every address will deliver. Read email_status before you send.
By seniority, 35,662 mailable GCC people are C-suite and 9,632 are VP. By industry the largest are Oil and Gas (76,573), IT Services (56,162), Construction (55,824) and Banking (53,592). That mix is the Gulf, not a generic list.
Over REST the same call is count=true on GET /v1/people/search, where meta.total stops at 100,000. The MCP server at https://api.leadocean.io/mcp exposes 13 tools and signs in with OAuth 2.1, so an agent can size a Gulf audience from a chat.
Gulf coverage test. Sign up free, run leadocean_count_leads with country: ["KW"] and your own title and industry filters, then pull a few rows from your own list. The free plan is 1,000 records, one-off, with the whole database and every feature.
Pros
- A free, exact count by country, city, title, industry and email status.
- Flat paid plans with no credits: Solo $97, Agency $497 a month, fair-use pace.
- REST and a 13-tool MCP server on every plan, Free included.
- Bulk CSV export from the app on paid plans.
Cons
- Arabic-script names and local-language titles are not a stated feature. Test them on your own list.
- Bahrain, Oman and Kuwait are thin for narrow roles.
- No rep workspace, sequencer, dialer, CRM or Chrome extension.
- Free is 5 requests a second and 1,000 records for life.
Best for: engineers, agencies and agents that sell into the Gulf at volume and want a fixed bill.
Pricing: Free $0. Solo $97 a month. Agency $497 a month (200 requests a second, 5 keys). Platform $1,997 a month. No credits (LeadOcean pricing, October 2026).
2. Lusha: best for small, phone-first batches

Lusha prints no Gulf figure on its data page today. The page shows 515M+ contacts and 29M+ companies worldwide, and 165M+ verified emails, with no country or region split (Lusha data page, October 2026).
That leaves the free tier as the test. An email costs 1 credit and a phone 5, so Lusha is built around reveals, not lists (Lusha API docs, September 2026). Every plan includes an API key, and the MCP server has 50 tools that share the API credit pool (Lusha MCP docs, September 2026).
Gulf coverage test. Lusha Free gives 40 credits a month. That covers 40 work emails or 8 mobiles in the platform, so judge the email hit rate first on contacts from all six states. Then run the same people again next month for phones.
Pros
- Every plan, Free included, comes with an API key.
- MCP server with 50 tools.
- Phones are a core product, not an add-on.
Cons
- No published Gulf or country figure.
- The top public tier holds 10,000 credits a month, and 1M work emails by bulk API is 1,040,000 credits.
- No public 1M price, and Scale is custom.
Best for: teams that work in small batches and care about mobiles.
Pricing: Free $0 for 40 credits a month. Starter $49.90 a month ($37.45 billed yearly). Pro $69.90 ($52.45). Premium $399.90 ($299.95) (Lusha pricing, September 2026).
3. ZoomInfo: best for teams that will take a sales call
ZoomInfo prints no Gulf row. Its data page splits the world into six blocks, from North America to Australia and NZ, and does not say where Gulf countries sit (ZoomInfo data page, October 2026). Coverage has to come from the free search.
ZoomInfo's pay-as-you-go product, GTM AI, sells data credits from $20: $0.45 a credit at 100 and $0.25 at 100,000. Search and lookup are free, and a record is charged once per 12 months (GTM AI pricing, September 2026; GTM AI docs, September 2026). The free search is the useful part for a Gulf test.
Gulf coverage test. GTM AI Free includes 1,000 data credits, no card. Filter to each Gulf state in turn, read the result counts, and spend credits only on the rows you keep. ZoomInfo has an official MCP server that works with Claude, ChatGPT and Cursor (GTM AI docs, September 2026).
Pros
- Free search, with a record charged once a year.
- Official MCP server and a free tier with API access.
- A long-standing enterprise product with a sales team to call.
Cons
- No Gulf or country figure, so coverage rests on the free search.
- The public slider stops at 100,000 credits, so 1M is an Enterprise conversation.
- Platform plan prices are not public in our read.
Best for: teams that accept a sales call at volume and will judge Gulf coverage from the free search.
Pricing: GTM AI pay as you go from $20, with 1,000 free data credits at signup (GTM AI pricing, September 2026).
4. Apollo: best for a free count by location plus sequences

Apollo prints no Gulf figure. Its data page lists 240M contacts and 30M companies worldwide, with no country split (Apollo data page, September 2026). You can measure the Gulf yourself, because Apollo's people search costs 0 credits and returns a total_entries count (Apollo API docs, September 2026).
Filter with person_locations[], which takes cities, states and countries. The search shows at most 50,000 records, 100 a page. An email costs 1 credit and a phone 8. Credits come with each seat and are pooled across the team (Apollo API pricing, September 2026).
Gulf coverage test. Apollo Free gives 75 credits a month and an API key. Search each Gulf state, read total_entries, then spend credits on your own contacts. The display limit is 50,000, so narrow by title for the UAE and Saudi Arabia. The MCP server is at mcp.apollo.io and works on any plan (Apollo MCP docs, September 2026).
Pros
- A free, public way to count people by country or city.
- Sequences, dialer and extensions on the same plan.
- Official MCP server on every plan.
Cons
- Credits come with each seat, expire each cycle and do not roll over.
- A phone costs 8 credits, and 1M emails means 250 to 400 seats.
- The search display limit is 50,000 records, so a country-wide count needs narrow filters.
Best for: reps who want a free Gulf count and a sequencer in one app.
Pricing: Free $0 (75 credits a month). Basic $65 per seat a month ($49 billed yearly). Professional $99 ($79). Organization $149 ($119) (Apollo pricing, September 2026). 1M work emails is $24,750 a month at list on monthly billing, from 250 Professional seats.
5. ContactOut: best for profile-led lookups outside the US

ContactOut prints no Gulf figure. Its global totals disagree by page: 350 million professionals on the homepage, 800 million on the data page (ContactOut, September 2026). It sells a regional plan for contacts outside the US. Regional Email is $25 a month ($19 billed yearly) and Regional Email + Phone is $49 ($39), against $49 and $99 for global coverage (ContactOut pricing, September 2026).
That regional price is the reason it ranks here. For a small team that looks up Gulf professionals one at a time, it is the cheapest paid plan on this page. It is not a bulk source: self-serve fair use is 2,000 emails and 1,000 phones per account a month, with one user per company (ContactOut terms, September 2026).
Gulf coverage test. ContactOut Free gives 5 emails, 5 phones and 5 exports a day, marked limited time. Run five of your own contacts a day across the six states and note the hit rate. API keys come from a sales meeting, with no public price (ContactOut API, September 2026). The MCP page shows 15 tools (ContactOut MCP, September 2026).
Pros
- Regional plans start at $25 a month ($19 billed yearly).
- Profile-led lookups for people outside the US.
- MCP server with 15 tools.
Cons
- No Gulf figure, and the global profile total differs by page.
- 2,000 emails per account a month and one user per company.
- No public API price. The People Search API allows 60 requests a minute.
Best for: recruiters and small sales teams that look up Gulf contacts one by one.
Pricing: Regional Email $25 a month ($19 billed yearly). Regional Email + Phone $49 ($39). Global Email $49 ($39). Global Email + Phone $99 ($79) (ContactOut pricing, September 2026).
6. Cognism: best for teams that will take a quote and a sample

Cognism prints no Gulf figure and no price. Its FAQ says only "hundreds of millions" of company and contact profiles worldwide, and that it does not usually make general coverage claims (Cognism FAQ, September 2026). Gulf coverage has to come from a sample.
The API search takes a location filter with region and country sub-filters, and a count endpoint to size a list first (Cognism API docs, September 2026). One credit is one revealed contact. Plans are Standard and Pro, quote only (Cognism pricing, September 2026).
Gulf coverage test. Ask for the free data sample. You describe your ideal customer profile and Cognism says it returns a sample with verified mobiles and emails in about 72 hours (Cognism data sample, September 2026). Tell them to build it from Gulf accounts. Cognism's docs disagree on whether a count call costs one search token, so ask before you size large lists (Cognism credits docs, September 2026).
Pros
- A
locationfilter with region and country, and a count endpoint. - A free data sample built on your own profile.
- MCP server with 15 tools, using the same tokens and credits.
Cons
- No public price and no Gulf figure.
- The sample takes about 72 hours, not minutes.
- API search is limited to 500 requests a minute per operation.
Best for: teams that will go through sales and judge Gulf coverage from a sample.
Pricing: No public price. Plans are Standard and Pro, quote only (Cognism pricing, September 2026).

Verdict

Agency is a flat $497 a month, with REST and an MCP server that returns records. Apollo wins for a free count and a sequencer, and Lusha for small batches with phones. ZoomInfo suits buyers who will take a sales call, ContactOut cheap regional lookups, and Cognism buyers who want a sample first. No vendor prints Gulf coverage, so run the same contacts through each free tier and pay the one that finds the most.
