A lead generation tool finds the people and companies worth contacting and hands you their details. This list is for buyers who pull that data at volume, through an API, an agent or a CSV, not for teams shopping for a rep workspace.
Most "best of" lists rank on feature count. We ranked on three things you can check: the published price, the cost of 1M records a month, and the API limits. We did not run a hands-on find-rate test for this page, so no tool here is scored on accuracy. Treat accuracy as something to test on your own list in the free tiers.
If you already use one of these and are hitting its limits, we have pages on the alternatives to Apollo, ZoomInfo, Clay, Cognism, Lusha and Hunter.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | API, agent and volume pulls | Free $0, then Solo $97 a month | $497 a month (Agency) |
| Apollo | Reps who want data and sequences in one app | Basic $65 per seat a month ($49 billed yearly) | $24,750 a month ($19,600 billed yearly) |
| ZoomInfo (GTM AI) | Enterprise coverage, pay as you go | From $20, credits at $0.45 | No public 1M price |
| Clay | Enrichment workflows in tables | Launch $185 a month ($167 billed yearly) | No public 1M price |
| Cognism | Phone-verified data for European sales teams | Quote only | No public 1M price |
| Lusha | Small teams that need a browser extension | Starter $49.90 a month ($37.45 billed yearly) | No public 1M price |
| Hunter | Email finding at the lowest published rate | Starter $49 a month ($34 billed yearly) | $6,900 one-off (Data Platform, email only) |
Cost at 1M means 1,000,000 work-email lookups in a month, list price, USD. Where a vendor publishes no rate that reaches 1M, we say so and do not multiply a small-tier rate out.
What we evaluated
- Cost at 1M records. The list price of 1,000,000 work-email lookups, monthly price first and billed-yearly figure after it.
- Price model. Seats, credits or flat. Credits that expire each cycle and per-seat minimums change the real bill.
- API limits. Published rate limits and whether the API is on every plan.
- MCP support. Whether an official MCP server exists, and what it spends.
- Free entry. What you can try before paying, and whether it needs a card.
1. LeadOcean: best for API, agent and volume pulls
LeadOcean is the data layer only: 693M people and 67M companies over REST and a hosted MCP server. There are no seats and no credits. Paid plans have a fair-use pace, so the bill does not change with the record count.
Free gives you 1,000 records for life, no card, with every feature and the whole database. Solo is $97 a month for one person, with phones and bulk CSV export included. Agency is $497 a month for teams: 1M enrichments a day, 25M search records a month, 200 requests a second and 5 keys. At 1M records a month that is the whole bill.
The workflow is search, size, then enrich. /v1/people/search and /v1/companies/search take 50 people filters and 34 company filters. The count calls are free, so you size a list before you spend a record. POST /v1/people/enrich takes a LinkedIn URL, email, phone or person ID. The MCP server has 13 tools, and the free ones are leadocean_count_leads and leadocean_count_companies.
Pros
- Flat price: $497 a month covers the 1M case, with no seats and no overage invoice.
- Free sizing calls: counts, filters and enum lookups cost nothing.
- 13 MCP tools on OAuth 2.1 sign-in, so an agent can query it without a pasted key.
- Rate limit scales by plan: 5, 50, 200 and 10,000 requests a second.
Cons
- No rep workspace: no sequencer, dialer, CRM or Chrome extension.
- One search pages to 10,000 rows, so large pulls need narrower filters or exports.
- Bulk CSV export is not on Free.
- Not a fit if you want an all-in-one selling app.
Best for: developers, RevOps teams and agencies that pull records through an API, an agent or CSV exports.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month. LeadOcean pricing, October 2026.
2. Apollo: best for reps who want data and outreach in one app

Apollo is a sales platform: a contact database, sequences, a dialer and a rep workspace. Its pricing is per seat with a monthly credit allowance. That suits a sales team that lives in the app, and it gets expensive when you only need the data.
An email costs 1 credit and a phone number costs 8. Credits are pooled across the team and expire at the end of each billing cycle. Every plan has API access, and paid enrichment endpoints reach 1,000 requests a minute. Apollo also runs an official MCP server on any plan, including Free, and MCP enrichment spends the same credits (Apollo MCP docs, September 2026).
The 1M case shows the seat model. Professional gives 4,000 credits per seat a month, so 1M lookups need 250 seats at $99, which is $24,750 a month. Billed yearly, 400 Basic seats at $49 come to $19,600 a month.
Pros
- Data, sequences and dialer in one tool.
- Free plan with API access and an official MCP server.
- Enrichment endpoints allow 1,000 requests a minute on paid plans.
Cons
- Per-seat credits make volume expensive: $24,750 a month for 1M email lookups.
- Credits expire each cycle and do not roll over.
- General endpoints are limited to 200 a minute on Basic and Professional.
- The price of an extra credit is not public.
Best for: sales teams that want one app for data and outreach.
Pricing: Free, then Basic $65 per seat a month ($49 billed yearly), Professional $99 ($79), Organization $149 ($119). Apollo pricing, September 2026.
3. ZoomInfo (GTM AI): best for enterprise coverage on pay as you go
ZoomInfo now sells its data through GTM AI, a pay-as-you-go product with no contract and no seat fee. Search, lookup and find-similar are free. One data credit enriches or exports one company, contact or intent record, and a record is charged once per 12 months.
The free tier gives 1,000 data credits and 1,000 AI credits at signup, with API, MCP and CLI access at 5 requests a second. Paid packages raise that to 25 and 35 requests a second. Credits cost $0.45 each at the base tier and fall to $0.25 at 100,000 credits ($25,000), which is where the slider stops.
Above that you talk to sales, so there is no public 1M price. Multiplying the $0.25 rate by ten would be a guess, not a list price. ZoomInfo's platform plan prices sit behind a human check, so we could not read them from ZoomInfo.
Pros
- Search and lookup are free, and a record is charged once a year.
- Free tier with API and MCP access, no card.
- Official MCP server for Claude, ChatGPT, Cursor and others.
Cons
- No public price at 1M: the slider ends at 100,000 credits.
- Rate limits are 5 to 35 requests a second by package.
- Pay-as-you-go credits at small tiers cost $0.38 to $0.45 each.
Best for: enterprise teams that want broad company and contact coverage and prefer paying per record.
Pricing: from $20, $0.45 a credit at the base tier, $0.25 at 100,000 credits. GTM AI pricing, September 2026.
4. Clay: best for enrichment workflows in tables

Clay is a workflow spreadsheet that chains many data providers on credits. You build a table, add enrichment columns and let it run. It is the best tool here for a GTM engineer who wants to combine sources and write the logic in a grid.
Launch starts at $185 a month billed monthly ($167 billed yearly) with 15,000 Actions and 2,500 Data Credits. Growth starts at $495 ($446 billed yearly). Data Credits start at $0.05 each. The Public API is on every plan, including Free, but search volume is capped by plan: paid plans allow 500 results per request.
Nothing self-serve reaches 1M lookups a month. The largest public tiers top out at 200,000 Actions and 50,000 Data Credits, and Actions cannot be bought as top-ups. Clay's own docs say a fully enriched record typically costs 6 to 20 Data Credits, so the real cost per record is well above a single lookup.
Pros
- Combines many data providers in one table.
- Public API on every plan, with an MCP guide published by Clay.
- Free plan with 100 Data Credits a month.
Cons
- No public price at 1M: self-serve stops at 50,000 Data Credits a month.
- Credits per record vary, so cost is hard to forecast.
- The Public API rate limit is per workspace and has no published number.
- Phone enrichment is not on Free.
Best for: GTM engineers who build multi-source enrichment workflows.
Pricing: Free $0, Launch $185 a month ($167 billed yearly), Growth $495 ($446). Clay pricing, September 2026.
5. Cognism: best for phone-verified data for European sales teams

Cognism sells prospecting data to sales teams on quote-only plans. Standard and Pro each include 5 seats. Pro adds higher-quality mobile data, on-demand verification and buying-intent prioritisation. Cognism's Diamond Data page claims over 10m phone-verified contacts.
The API allows 500 requests a minute per account, per operation, and sets higher limits per package. Search returns up to 100 records a page, with cursor paging up to 100,000 records per journey. The MCP server has 15 tools on OAuth 2.0 (Cognism MCP docs, September 2026).
Cognism publishes no price per plan, seat or credit. One credit reveals one contact. With no list price there is nothing to multiply, so there is no public 1M price. At 500 requests a minute, 1M records is about 10,000 search calls.
Pros
- Phone-verified data and Do Not Call cross-referencing in 15 territories.
- Official MCP server with 15 tools.
- Cursor paging up to 100,000 records per journey.
Cons
- No published prices of any kind.
- Credit allocation per seat is not public.
- API and MCP need a package that includes them.
Best for: sales teams that call mobiles and want verified numbers.
Pricing: quote only, Standard and Pro. Cognism pricing, September 2026.
6. Lusha: best for small teams that need a browser extension

Lusha is a contact finder with a browser extension, an API and an MCP server. It is priced on credits per seat, and it is the cheapest paid entry on this list for one person.
Free gives 40 credits a month. Starter is $49.90 a month billed monthly (400 credits) or $37.45 billed yearly. Pro is $69.90 ($52.45) with 600 credits. Premium is $399.90 ($299.95) with 3,400 credits and 5 seats. An email costs 1 credit and a phone number 5. Waterfall enrichment costs 2 credits per work email and 8 per phone, on a match only.
The top public tier is 10,000 credits a month ($977.40 billed monthly). 1M work emails would be 104 times that, so there is no public 1M price. The MCP server has 50 tools and shares the API credit pool. Premium allows 300 requests a minute per key.
Pros
- Low entry price for one seat.
- MCP server with 50 tools.
- API key on every plan, including Free.
Cons
- No public price at 1M: the top tier is 10,000 credits a month.
- Free and Starter API limits are 40 requests a minute and 100 a day.
- Lusha's docs disagree on whether a no-match request costs a credit.
Best for: founders and small teams that look up contacts one at a time.
Pricing: Free, Starter $49.90 a month ($37.45 billed yearly), Pro $69.90 ($52.45), Premium $399.90 ($299.95). Lusha pricing, September 2026.
7. Hunter: best for email finding at the lowest published rate
Hunter finds and verifies email addresses by domain or name. It is narrower than the others: emails, not phones and not a full people database. Within that scope it publishes the lowest rate on this list.
The all-in-one plans run $49 a month (Starter, 2,000 credits), $149 (Growth, 10,000) and $299 (Scale, 25,000), with a free plan of 50 credits. The Data Platform is API and bulk only. It sells Search credits as one-off purchases valid 12 months, and 1,000,000 credits cost $6,900, or $0.0069 each.
Besides Apollo, it is the only competitor here with a published 1M price, and it is not the same shape as LeadOcean's. Hunter's $6,900 is one purchase of email credits. LeadOcean's $497 is a monthly plan that includes people, companies and phones. Hunter's lookup endpoints allow 15 requests a second, and its MCP server is on all plans.
Pros
- Published 1M price: $6,900 on the Data Platform.
- Official remote MCP server on every plan.
- No credit when nothing is found.
Cons
- Emails only: no phone database or company search at LeadOcean's depth.
- A rate-limited call returns 403, and 429 means you hit your credit quota.
- Verification credits are bought separately.
Best for: teams that only need verified work emails and can pay per credit.
Pricing: Free, Starter $49 a month ($34 billed yearly), Growth $149 ($104), Scale $299 ($209). Hunter pricing, September 2026.

How to choose
- You pull records through an API or an agent at volume: LeadOcean. The $497 Agency plan covers 1M a month and the count calls are free.
- Your reps want data and outreach in one app: Apollo. Budget per seat and watch the credit expiry.
- You need enterprise coverage and pay per record: ZoomInfo through GTM AI, with the 100,000-credit ceiling in mind.
- You build multi-source enrichment in tables: Clay. Forecast credits per record before you scale.
- You call mobiles in Europe: Cognism, after a quote.
- You only need work emails at the lowest published rate: Hunter's Data Platform.
- You are one person testing: start on a free tier. LeadOcean's 1,000 records are for life, not monthly.
Verdict
LeadOcean wins for API, agent and volume work, because it is the only tool here with a published flat price that covers 1M records a month. Apollo wins for reps who want data and sequences in one app, and Clay for workflow builders who accept variable credit costs. Hunter wins on the cheapest published email-only rate, ZoomInfo on enterprise breadth, Cognism on verified mobiles and Lusha on the lowest entry price for one seat. Test each on your own list before you commit, since this page compares price and limits, not accuracy.
FAQ
What is the best lead generation tool for developers?
