A waterfall phone finder asks several data providers for the same mobile number, in order, and stops at the first valid answer. Mobile numbers are the field where one provider misses most, so cold callers and SDR teams reach for a chain.
People leave their first chain for the bill. A mobile costs 8 to 10 credits on most of these tools, against 1 for an email. Rate limits also cap how fast you can fill a list. Our pages on FullEnrich, BetterContact, Clay, Lusha and Apollo go deeper on each. For the wider field, see the best phone number finder tools.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| 1. FullEnrich | API and agent teams that want a ready-made chain | $29 a month for 500 credits | No public 1M price. Top monthly tier is 100,000 credits for $3,500. |
| 2. BetterContact | Small teams that want a hands-off chain | $15 a month for 200 credits | No public 1M price. Top step is 50,000 credits for $1,999. |
| 3. Clay | RevOps teams that build their own chains in tables | $185 a month (Launch), Free plan has no phone | No public 1M price. Enterprise by quote. |
| 4. LeadOcean | Volume pulls, agents and the first hop of any chain | Free, then $97 a month | $497 a month (Agency), fair use applies. |
| 5. Lusha | Teams already on Lusha who want a waterfall add-on | $49.90 a month (Starter) | No public 1M price. Premium tops out at 10,000 credits a month. |
| 6. Apollo | Sales teams that want a phone waterfall inside a seat-based platform | $65 a seat a month (Basic) | About $198,000 a month as arithmetic, at 8 credits a mobile. |
Prices are monthly list prices first, billed-yearly figures after, from each vendor page in September 2026. LeadOcean was checked in October 2026. The last column is the cost of 1M mobile lookups. "No public 1M price" means the vendor publishes none and we did not multiply a rate out.
What we evaluated
We did not run a head-to-head find-rate test for this page. The ranking rests on published pricing, documentation and limits. A find-rate test needs the same list sent to every tool, and we have not published one.
- Cost per mobile. Credits or dollars for one found mobile, and whether a miss or a landline is free.
- Chain mechanics. How many sources sit behind one call, and whether you control the order.
- API and MCP. Whether the lookup is callable from code and from an agent, and on which plans.
- Rate limit. Requests per second or minute, because it sets how fast you fill a list.
- Cost at 1M records a month. The published price, or a plain statement that none exists.
1. FullEnrich: best for API and agent teams
FullEnrich is a ready-made waterfall. You send a contact and it checks 25+ data sources. The pricing page lists 25+, while the homepage still says 20+ (FullEnrich pricing, September 2026).
A mobile is 10 credits, a work email 1. A lookup that finds nothing, or a landline, costs 0 credits (FullEnrich credit docs, September 2026). At the top monthly rate of $0.035 a credit, that is $0.35 a mobile as arithmetic.
The API, MCP server and bulk CSV are on every plan, including the free trial (FullEnrich MCP page, September 2026). The limit is pace: 60 API calls a minute, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026).
Pros
- Chain, API, MCP and bulk CSV on every plan.
- Misses and landlines cost 0 credits.
- Credits roll over 3 months on monthly plans, 12 on yearly.
- Unlimited users on every plan.
Cons
- 60 API calls a minute caps list-filling speed.
- A mobile is 10 credits, so phone-heavy lists add up fast.
- No public price at 1M. Above 100,000 credits you contact sales.
Best for: teams that want a managed chain behind one API call or one MCP tool.
Pricing: Pro starts at $29 a month for 500 credits, which is 50 mobiles. Billed yearly the entry tier is $26 a month. The free trial is 50 credits (FullEnrich pricing, September 2026).
2. BetterContact: best for a hands-off chain
BetterContact runs 20+ data providers in one waterfall and charges only for valid results. A mobile is 10 credits, an email 1 (BetterContact credit docs, September 2026). It also scores each mobile by likelihood to connect, and you pay only for the top-scored numbers (BetterContact pricing, October 2026).
The phone price is where the page gets vague. The pricing page prices a mobile at 10 credits, but the API docs say phone enrichment needs a phone add-on or the call returns 402 (BetterContact API docs, September 2026). We found no add-on price on the pricing page or in the docs.
The API allows 100 requests a minute on Starter and free accounts, and 200 on Pro (BetterContact rate limit docs, September 2026). We found no MCP server on the homepage, pricing page or docs index.
Pros
- 20+ providers and email verification in one price.
- Charged only on valid results.
- Cheap entry: Starter is $15 a month.
- Credits roll over, capped at twice the plan.
Cons
- No MCP server found.
- The phone add-on price is not published.
- No public price above 50,000 credits.
- 200 requests a minute caps API speed.
Best for: small teams that want a chain without building one.
Pricing: Starter is $15 a month for 200 credits, which is 20 mobiles. Pro starts at $49 a month for 1,000 credits (BetterContact pricing, September 2026).
3. Clay: best for custom chains in tables

Clay is a spreadsheet where each column is an enrichment, and a waterfall is a stack of columns. It reaches 150+ data partners, so you order providers exactly as you like. Phone enrichment is not on the Free plan or the 14-day trial (Clay pricing, September 2026).
That control has a cost. Clay prices in Data Credits and Actions. Its own doc says a fully enriched record typically costs 6 to 20 Data Credits plus an Action per enrichment (Clay docs, September 2026). An enrichment that returns nothing is charged nothing.
The Public API is on every plan, but the rate limit is per workspace and Clay publishes no number (Clay developer docs, September 2026). Table access through the API is read-only unless you are on Enterprise.
Pros
- Order any of 150+ providers in any sequence.
- Conditional runs skip rows a prior column already filled.
- Public API on every plan, and an MCP guide for agents.
- Misses are not charged.
Cons
- No phone enrichment on Free or the trial.
- Actions cannot be topped up. The biggest self-serve tier is 200,000 Actions a month.
- Credit math is hard to forecast before you build.
- No public price at 1M. Enterprise only.
Best for: RevOps teams that want to design and tune their own chain.
Pricing: Launch is $185 a month billed monthly, $167 billed yearly. Growth is $495 monthly, $446 yearly (Clay pricing, September 2026).
4. LeadOcean: best for volume and the first hop
LeadOcean does not run a waterfall. It is one large source: 693M people, 166M of them with a phone number, over REST, MCP and CSV export. We rank it fourth because it is the right first hop for a phone chain, not the whole chain. Rows it answers never reach hop two.
Call GET /v2/people/phone for a number, or POST /v1/people/enrich with one of linkedin_url, email, phone or person_id. Phones come back in contact_phones[].phone. The hosted MCP server has 13 tools, including leadocean_find_phone, and one lookup is one record.
Two limits. A v2 contact call that finds nothing still counts one record, and there is no name plus company lookup, so search by domain first. LeadOcean also has no waterfall builder, dialer or sequencer. Your script, Clay or an agent handles the misses.
Pros
- Flat price at volume: Agency is $497 a month with phones included and no per-record price.
- 200 requests a second on Agency, 5 on Free.
- 13 MCP tools with OAuth sign-in, no key pasted.
- Free plan: 1,000 records for life, no card, API and MCP included.
- Bulk CSV export from Solo up.
Cons
- Not a waterfall. You build the later hops.
- Phones come from one dataset, not 20 sources.
- Paid plans have a fair-use pace, so a very large month is slowed, not cut off.
- No rep workspace, dialer or CRM.
Best for: engineers, agents and RevOps teams pulling phone numbers at volume through an API.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
5. Lusha: best as a waterfall add-on

Lusha added a Data Waterfall to its API and MCP server. It costs 2 credits per work email and 8 per phone, only on a successful match. It is on all paid plans since the 23 September 2026 changelog (Lusha waterfall docs, September 2026).
A plain phone lookup is 5 credits, so the waterfall costs 3 more per number for the extra sources (Lusha API guide, September 2026). The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026). The catch is scale. Premium tops out at 10,000 credits a month, so a million-row job needs a sales quote.
Pros
- Waterfall available on API and MCP.
- Charged only on a successful match.
- Hosted MCP with 50 tools.
Cons
- Small credit ladder: 10,000 credits a month at the top public tier.
- Docs disagree on whether a no-match request is charged.
- Low API limits on Free and Starter: 40 requests a minute and 100 a day.
- No public 1M price.
Best for: teams already on Lusha who want fallback coverage on missing mobiles.
Pricing: Starter $49.90 a month for 400 credits, $37.45 billed yearly. Premium $399.90 a month (Lusha pricing, September 2026).
6. Apollo: best inside a seat-based platform

Apollo puts phone enrichment next to a database, sequences and a dialer. A phone number costs 8 credits, and API enrichment runs 1 to 9 credits per person (Apollo API pricing, September 2026). Credits are per seat and do not roll over. Waterfall Enrichment is listed on Basic and the plans above it, not on Free (Apollo pricing, October 2026).
Every plan includes API access. Enrichment endpoints allow 1,000 calls a minute on paid plans (Apollo rate limits, September 2026). Apollo runs an official MCP server at mcp.apollo.io (Apollo MCP docs, September 2026).
Pros
- Phones, sequences and a dialer in one login.
- 1,000 enrichment calls a minute on paid plans.
- Official MCP server.
- Free plan to try the database, though Waterfall Enrichment starts on Basic.
Cons
- Per-seat credits make volume expensive: 2,000 Professional seats for 1M mobiles at 8 credits.
- Credits expire each cycle.
- Add-on credit prices are not published.
Best for: sales teams that want enrichment and calling in one login.
Pricing: Basic is $65 a seat a month, $49 billed yearly. Free is $0 with 75 credits a month (Apollo pricing, September 2026).
Comparison table
| Tool | Best for | Starting price | Cost at 1M records a month | API | MCP | Rate limit |
|---|---|---|---|---|---|---|
| FullEnrich | API and agent chains | $29 a month | No public 1M price | Yes, every plan | Yes | 60 calls a minute |
| BetterContact | Hands-off chain | $15 a month | No public 1M price | Yes | None found | 100 to 200 a minute |
| Clay | Custom chains | $185 a month | No public 1M price | Yes, every plan | Yes (guide) | Per workspace, no number |
| LeadOcean | Volume, first hop | Free, then $97 a month | $497 a month (Agency) | Yes | Yes, 13 tools | 5, 50, 200 a second by plan |
| Lusha | Waterfall add-on | $49.90 a month | No public 1M price | Yes | Yes, 50 tools | 40 to 300 a minute by plan |
| Apollo | Seat-based platform | $65 a seat a month | About $198,000 as arithmetic | Yes | Yes | 1,000 a minute on enrichment |
Apollo's 1M figure is list arithmetic, not a quote: 1M mobiles at 8 credits is 8M credits, which is 2,000 Professional seats at 4,000 credits and $99 on monthly billing (Apollo pricing, September 2026). It assumes every lookup returns a mobile. LeadOcean's figure assumes the 1M lookups fit inside the Agency fair-use pace.
How to choose
- You call an API or an agent. Start with FullEnrich for a managed chain, or LeadOcean as hop one with your own fallbacks.
- You want to design the chain yourself. Clay.
- You pull a million numbers. LeadOcean first. The others publish no 1M price.
- You are a small team with no engineer. BetterContact, once you have the phone add-on price in writing.
- You already pay for Lusha or Apollo. Use their phone waterfall before you add a vendor.
- You have names and companies only. Use a chain tool. LeadOcean has no name plus company lookup.
Verdict
FullEnrich wins for API and agent buyers who want a managed phone chain. Clay wins for RevOps teams that want control over the order. LeadOcean wins at volume, because Agency is $497 a month with phones included and no other tool here publishes a 1M price. BetterContact wins for small teams with no engineer. Lusha and Apollo win only if you already live in them. The strongest setup for most API buyers is LeadOcean as hop one and a managed chain behind it for the misses. To test any of these, send the same 50 contacts to each and compare found mobiles per dollar. LeadOcean's free plan covers the first hop for that test.
FAQ
What is the best waterfall phone finder?
It depends on who calls it. FullEnrich fits API and agent teams, Clay fits teams that build their own chains, and BetterContact fits small teams. For volume, use LeadOcean as the first hop.
How much does a waterfall mobile number cost?
Most tools charge 8 to 10 credits per found mobile. FullEnrich is 10 credits, BetterContact 10, Lusha 8 through its waterfall and Apollo 8 (FullEnrich docs, September 2026). As arithmetic, FullEnrich's top monthly rate of $0.035 a credit makes a mobile $0.35. Lusha's lowest published rate of about $0.0795 a credit makes an 8-credit mobile about $0.64 (Lusha pricing, September 2026).
Do I pay for lookups that find nothing?
It varies. FullEnrich, Clay and BetterContact do not charge for a miss. Lusha's docs disagree. On LeadOcean, a v2 phone call that finds nothing still counts one record, while a miss on person enrich is a free 404.
Can I run a phone waterfall from an AI agent?
Yes on FullEnrich, Clay, Lusha, Apollo and LeadOcean, which have MCP servers. We found none for BetterContact. LeadOcean's leadocean_find_phone tool returns a number for one record.
Is LeadOcean a waterfall tool?
No. It is one dataset you call as hop one. Your script, Clay or an agent decides what happens on a miss. Read what waterfall enrichment is for the method, or see pricing for plans.
Is a waterfall worth it for a small team?
Often not at first. A startup with a short list can run one source and top up the misses. See the best phone number finder tools for startups.
