1. LeadOcean: best for contact data by API or agent at volume
LeadOcean is one dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 63M companies. You search with 50 people filters and 34 company filters. Counts are free.
Enrichment is POST /v1/people/enrich with exactly one of linkedin_url, email, phone or person_id. Phones are GET /v2/people/phone. Exports run up to 50,000 rows per request.
The price does not move with volume. Pro is $499 a month with unlimited searches, enrichments and lookups, 5 API keys and 100 requests per second per key. There are no credits and no overage invoice. A very large month is paced down to one request a minute until the reset, not cut off.

BlitzAPI sells B2B data as an API on flat monthly plans. Its docs list 550M+ contacts tied to LinkedIn profiles, 65M+ companies and 100M+ job postings (BlitzAPI docs, September 2026). It is the nearest swap for a ScrapIn buyer who wants one monthly bill and still resolves people from LinkedIn.
The plan ladder has three steps. Core is $399 a month and leaves out emails and phones. Plus is $499 and adds verified work emails. Full is $599 and adds US phone numbers (BlitzAPI pricing, September 2026).
The headline limits belong to the launch offer. Accounts opened by September 30, 2026 keep 50 requests per second and a fair-use line of 15,000,000 results a month. People Data Labs (PDL) is the largest like-for-like person dataset on this list. Its full dataset lists 2.47 billion person profiles, 592M with an email and 470M with a mobile number (PDL docs, September 2026). It also sells annual licences that deliver files, which ScrapIn offers only through its sales team.
Pricing is per match. One credit buys one person, and a request that finds nothing is not billed (PDL docs, September 2026). Pro starts at $98 a month for 350 credits, or $940 a year billed yearly. PDL says a Pro profile costs about $0.20 to $0.28 by volume (PDL blog, September 2026).
Self-serve is meant for volumes below roughly 100,000 person profiles. Above that, PDL sends buyers to Enterprise and publishes no 1M price. Enrichment allows 1,000 requests a minute on paid plans, but Person Search defaults to 10 a minute (PDL docs, September 2026). We found no official MCP server in PDL's docs index (PDL docs, September 2026).

Crustdata is the closest like-for-like to ScrapIn's real-time pitch. It sells live company and people data through APIs for search, enrichment, jobs and watchers that alert you to changes. It lists 1 billion+ people (Crustdata, September 2026). Pick it when freshness matters more than raw volume.
Pricing is credit based and the public page shows no dollar price per credit (Crustdata pricing, September 2026). The docs list costs per call. Search is 0.03 credits per result, person enrichment is 1 to 7 credits, and a work-email lookup is 2 credits on /person/enrich (Crustdata docs, September 2026).
Volume is the catch. Person and company enrichment default to 15 requests a minute and search to 30 (Crustdata docs, September 2026). The cheaper contact endpoint needs an enterprise plan (Crustdata docs, September 2026).
