A B2B data provider for agencies is a source of people and company records that one team can draw on for many clients, by app, API or agent. Lead generation, outbound and RevOps agencies buy one when a client list has to be built, enriched or refreshed every month.

Agency volume is lumpy. A month with several client onboardings can spike. Per-seat and per-credit plans punish that, so the price model matters as much as the data.

This page ranks seven providers on seats, price model, API, MCP and volume. Each has its own comparison: Apollo, Clay, Prospeo, FullEnrich, Lusha and ZoomInfo. See also best B2B data providers, best B2B databases and best B2B data providers in the UK.

"1M records" means 1M work-email lookups that return a result, at list price. Where a vendor publishes no price at that size, we say so and do not multiply a small-plan rate.

What we evaluated

  • Seats: whether the price grows with each person on the team, or whether the whole agency shares one plan.
  • Price model: flat, credits, seats or quote, and what 1M records a month costs.
  • API: which endpoints return people and companies, and which plans include them.
  • MCP: whether an agent can search and enrich through a hosted server.
  • Rate limit and bulk: the default throughput, and how many rows one request or export returns.

We ran no accuracy test, so we quote no match rates. Every figure comes from a vendor page or doc linked in its section.

1. LeadOcean: best for agencies that pull client lists by API, agent or export

LeadOcean has a plan named for this buyer. Agency is $497 a month, flat, for your own and your clients' work, with 5 API keys and 200 requests a second. It allows 1M enrichments a day and 25M search records a month, both raisable. There are no credits or seats, so a month with three onboardings costs what a quiet month costs. Reaching the fair-use pace slows the key until the window resets. Nothing stops.

The data is 693M people, 366M with an email and 166M with a phone number, plus 67M companies. You search with 50 people filters and 34 company filters. Enrichment is POST /v1/people/enrich, phones are GET /v2/people/phone, and POST /v1/exports returns up to 50,000 rows a request.

For agencies that deliver a CSV, the app has an Exports page. It has a filter builder, a column picker, the record price before you start and a Download button. For agencies that build with agents, the MCP server at https://api.leadocean.io/mcp signs in with OAuth 2.1 and exposes 13 tools.

Pros

  • Agency is $497 a month flat, with client work in the licence, 5 keys and no seat count.
  • REST and MCP on every plan, including Free.
  • Free counts, so you can size a client audience before you spend a record.
  • An email_status on every record, with 13 values from verified to spam_trap.

Cons

  • Bulk CSV export is not on Free.
  • No rep workspace, sequencer, dialer, CRM or Chrome extension. The app has an Exports page, not a client workspace.
  • No name plus domain lookup. Search by domain first, then enrich by person_id.
  • No refund for bounced emails, so read email_status before you send.

Best for: agencies that build client lists in code, in an agent or through exports and want a fixed bill.

Pricing: Free is 1,000 records for life, no card. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).

2. Apollo: best for agencies with SDRs who want an app plus sequences

apollo homepage

Apollo is a prospecting app with a database behind it. Its pricing page claims 240 million contacts and 30 million companies (Apollo pricing, September 2026). Sequences sit on the same login as the data, so a junior SDR can search, enrich and send in one place.

Plans bill per seat. Basic is $65 a seat a month with 2,500 credits, Professional is $99 with 4,000 and Organization is $149 with 6,000 and a three-seat minimum. Billed yearly they are $49, $79 and $119 (Apollo pricing, September 2026). Credits are pooled across the team and expire at the end of each cycle.

An email costs 1 credit and a phone number 8 (Apollo API pricing, September 2026). Every plan includes API access, and paid plans allow 1,000 enrichment requests a minute (Apollo developer FAQ, September 2026; Apollo rate limits, September 2026). Apollo runs an official MCP server on any plan (Apollo MCP docs, September 2026).

Pros

  • A full sales app with sequences, so one tool covers data and outreach for SDR-led agencies.
  • API and an official MCP server on the free plan.
  • Enrichment limit of 1,000 requests a minute on paid plans.

Cons

  • Every new person on the team is another seat, and seats cap the credits.
  • 1M work emails is 250 Professional seats, which is $24,750 a month at list.
  • Credits do not roll over, and Apollo prints no price per extra credit on the pages we could read.

Best for: agencies whose SDRs prospect and sequence inside one app, with an API on the side.

Pricing: Free, then $65, $99 and $149 per seat a month, or $49, $79 and $119 billed yearly (Apollo pricing, September 2026).

3. Clay: best for no-code client workflows with unlimited users

clay homepage

Clay is a workflow spreadsheet that resells 150+ data providers on credits. Its pricing page lists unlimited users per workspace on every plan, which suits an agency that wants a table per client (Clay pricing, September 2026). The Public API and CLI are on every plan, Free included (Clay docs, September 2026).

Clay meters twice. Actions pay for the work, and Data Credits pay for the data. Launch starts at $185 a month ($167 billed yearly) and Growth at $495 ($446 billed yearly). Data Credits start at $0.05 each (Clay pricing, September 2026).

Clay says a fully enriched record typically costs 6 to 20 Data Credits, plus one Action per enrichment (Clay docs, September 2026). The HTTP API column that calls other APIs starts on Growth. The Public API has a per-workspace rate limit with no published number (Clay developer docs, September 2026).

Pros

  • Unlimited users per workspace, so headcount does not move the bill.
  • Waterfalls across 150+ providers and Claygent research columns in one table.
  • An enrichment that finds nothing is charged no credits and no Actions.

Cons

  • Two meters make a client quote hard to predict.
  • The largest self-serve tiers are 200,000 Actions and 50,000 Data Credits a month. Above that is an Enterprise quote.
  • Tables cap at 50,000 rows on Launch and Growth.
  • No published API rate limit.

Best for: agencies whose ops people build client workflows in a table without code.

Pricing: Free, then Launch from $185 a month ($167 billed yearly) and Growth from $495 a month ($446 billed yearly) (Clay pricing, September 2026).

4. Prospeo: best for small agencies on per-user credits

Prospeo is an email and mobile finder sold per user. It has a REST API, an MCP server and a Chrome extension. Starter is $49 a user a month, Growth is $99 and Pro is $249, with 2,000, 5,000 and 15,000 credits. Billed yearly they are $37, $74 and $187 (Prospeo pricing, September 2026).

Plan credits from every seat go into one shared team pool, and add-on credits are shared too (Prospeo help center, September 2026). A verified email costs 1 credit and a mobile 10. A lookup with no result costs nothing.

Add-ons stop at 350,000 credits a month for $3,500 on the public slider (Prospeo help center, September 2026). Enrichment runs at 5 requests a second on Starter and Growth and 30 on Pro (Prospeo rate limits, September 2026). The MCP server has 8 tools (Prospeo MCP docs, September 2026).

Pros

  • Cheap per credit for a small agency, with the lowest plan rate at $0.0125 on yearly Pro.
  • Pooled credits mean one busy seat can spend what a quiet seat leaves.
  • Chrome extension for reps who work in the browser.

Cons

  • Every paid plan is priced per user, so a bigger team costs more.
  • A mobile is 10 credits, so a phone-heavy list burns credits ten times faster.
  • Credits do not roll over, and no tier reaches 1M without add-ons.

Best for: small agencies with a few reps, low monthly volume and an extension workflow.

Pricing: Free, then $49, $99 and $249 per user a month, or $37, $74 and $187 billed yearly (Prospeo pricing, September 2026).

5. FullEnrich: best for mobile-heavy lists and unlimited users

FullEnrich is a waterfall tool that asks 25+ data sources for each email and phone and bills credits for what it finds. Users are unlimited on every plan, and API, MCP, search and bulk CSV are on every plan too (FullEnrich pricing, September 2026).

Pro starts at $29 a month for 500 credits, or $26 a month billed yearly. The monthly slider runs up to 100,000 credits for $3,500 (FullEnrich pricing, September 2026). A work email is 1 credit, a personal email 3 and a mobile 10. Not found costs nothing (FullEnrich docs, September 2026).

Unused credits roll over 3 months on monthly plans and 12 months on annual plans. The API allows 60 calls a minute by default, with up to 100 contacts per bulk request (FullEnrich docs, September 2026). The MCP server covers search, enrich and export (FullEnrich help, September 2026).

Pros

  • Unlimited users on every plan, so team size does not change the price.
  • Waterfall sourcing suits phone-heavy outbound lists.
  • Credits roll over, and a miss is free.

Cons

  • 60 calls a minute is low for bulk client pulls.
  • Search costs 0.25 credits for every person returned, before you enrich.
  • No public price at 1M. The slider stops at 100,000 credits a month.

Best for: agencies that sell phone-led outbound and need mobiles on a short list per client.

Pricing: Pro from $29 a month for 500 credits ($26 billed yearly), up to $3,500 a month for 100,000 credits (FullEnrich pricing, September 2026).

6. Lusha: best for self-serve teams that add seats as they grow

lusha homepage

Lusha sells contact data on self-serve credit plans, with a browser extension and an API. Free and Starter include 1 seat. Pro includes 2 seats and can grow to 10, and Premium includes 5 and can grow to 25 (Lusha docs, September 2026).

Starter is $49.90 a month for 400 credits, or $37.45 billed yearly. Pro is $69.90 for 600 credits and Premium is $399.90 for 3,400, or $52.45 and $299.95 billed yearly (Lusha pricing, September 2026). Scale is custom.

An email costs 1 credit and a phone 5, and email plus phone through one API request is 7. Free and Starter allow 40 requests a minute and 100 a day, and Premium allows 300 a minute (Lusha API guide, September 2026). The MCP server has 50 tools on the REST credit pool (Lusha MCP docs, September 2026).

Pros

  • Seats are explicit: 1, 2 and 5 on the first plans, with room to add more.
  • Every plan, Free included, gets an API key.
  • A 50-tool MCP server on the same credit pool.

Cons

  • The top public tier is 10,000 credits a month. 1M is about 104 times that.
  • Free and Starter cap API use at 100 requests a day.
  • Yearly credits reset at the end of the cycle.

Best for: small agencies that want a self-serve extension and a light API, and will add seats over time.

Pricing: Free, then $49.90, $69.90 and $399.90 a month, or $37.45, $52.45 and $299.95 billed yearly (Lusha pricing, September 2026).

7. ZoomInfo: best for agencies serving enterprise clients that expect intent data

ZoomInfo is an enterprise sales intelligence suite. Its platform plans are quoted by sales, and the vendor says most paid plans bill annually upfront (ZoomInfo, July 2026). That is a hard fit for an agency whose client roster changes every quarter.

For code, ZoomInfo sells GTM AI, an API, MCP server and CLI on pay-as-you-go credits from $20, with no seat fee. List price falls from $0.45 a credit to $0.25 at 100,000 credits, which is $25,000 (GTM AI pricing, September 2026). Search and lookup are free, and a record is charged once per 12 months (ZoomInfo API docs, September 2026).

Rate limits are 5 requests a second on Builder, 25 on Standard and 35 on Scaling (ZoomInfo API docs, September 2026). The MCP server needs a GTM AI account or a ZoomInfo subscription with data credits (GTM AI docs, September 2026).

Pros

  • GTM AI has no seat fee, and the free tier gives 1,000 data credits with API and MCP, no card.
  • A record is charged once a year, so repeat enrichment inside the window is free.
  • Buyer intent signals sit in the wider suite (ZoomInfo Sales, October 2026).

Cons

  • The credit slider stops at 100,000 credits. Beyond that is a quote.
  • Platform prices are not public, and terms are annual.
  • The free tier is limited to 5 requests a second.

Best for: agencies whose enterprise clients expect ZoomInfo-grade signals and will pay for them.

Pricing: GTM AI credits from $20, $0.45 down to $0.25 each. Platform plans by quote (GTM AI pricing, September 2026).

How to choose

  • Client lists in code, agents or exports, with a flat bill: LeadOcean.
  • SDRs who prospect and send in one app: Apollo, if you can live with seat-based credits.
  • No-code workflows per client and a big team: Clay, since users are unlimited.
  • A few reps with an extension and low volume: Prospeo.
  • Phone-led outbound on short lists: FullEnrich.
  • A small team that adds seats over time: Lusha.
  • Enterprise clients that expect intent data: ZoomInfo, through sales or GTM AI credits.

Verdict

LeadOcean wins for agencies that pull client lists through an API, an agent or exports. Its Agency plan is $497 a month flat, covers client work, has no seat count and comes with an MCP server that returns records. Apollo wins for SDR-led agencies that want sequences in the same app. Clay wins for no-code workflows with unlimited users, and FullEnrich for mobile-heavy lists. Prospeo and Lusha win on a small self-serve start, and ZoomInfo on enterprise signals. Start on the free plan and run one client list through two of them.

FAQ

What is the best B2B data provider for agencies?

For agencies that build lists in code, in an agent or through exports, LeadOcean has the flat price and no seat count. For SDR-led agencies, Apollo. For no-code workflows with a big team, Clay.

Which providers charge per seat?

Apollo, Prospeo and Lusha all price by seat or user. Clay and FullEnrich list unlimited users. ZoomInfo's GTM AI has no seat fee, and LeadOcean has no per-seat price.

What does 1M records a month cost for an agency?

At list price, LeadOcean Agency is $497 a month flat, and it allows 1M enrichments a day. Apollo is $24,750 a month on monthly billing, or $19,600 billed yearly. Prospeo is $14,456 a month. The other four publish no price at 1M, so ask each for a quote.

Are credits or a flat fee better for an agency?

Credits suit one or two clients with steady, small pulls. A flat fee suits several clients with uneven months, because the bill does not move when a client onboards. Mobiles cost 5 to 10 credits at Lusha, Apollo, Prospeo and FullEnrich.

Which of these have an MCP server that returns data?

All seven do. Apollo and Lusha spend the same credits through MCP as through the API, and ZoomInfo's needs data credits. Check the credit rules before you let an agent loop.

Do I need a credit card to try LeadOcean?

No. The free plan needs a work email and no card. It gives you 1,000 records for life, with the same API and MCP server as the paid plans.
