A B2B data provider for the Netherlands sells records of people and companies located there, with titles, work emails and phones, through an app, an API or both. Sales teams use one to fill pipeline. Engineers and agents use one to enrich Dutch accounts in code.
Here, coverage in the Netherlands is the only test. Only Lusha publishes a Netherlands contact figure, and it is not a mailable count. LeadOcean has a free count call, so we ran it: 1,295,875 mailable people in the Netherlands on 2026-10-01.
We have not run named Dutch lists through rival tools, so we quote no match rates. The vendors with their own pages here: Cognism, Apollo, ZoomInfo, Lusha, Kaspr and People Data Labs. For wider reading, see best B2B databases, the UK and best B2B data providers.

"1M records" means 1M work-email lookups that return a result, at list price. Where a vendor publishes no price at that size, we say so and do not multiply a small-plan rate.
What we evaluated
- Netherlands coverage claim: what the vendor publishes about the Netherlands, and whether it gives a count or only a global or European total.
- Coverage test: 100 named Dutch contacts, 50 at companies of 51 to 500 staff and 50 at larger groups, half with Dutch titles such as directeur or eigenaar. Run them through the free allowance and score found, email returned and phone returned.
- Reachability: emails and phones, and what a miss costs.
- Access: API, MCP and rate limit.
- Price at volume: flat, credits, seats or quote, and the cost of 1M records.
Only LeadOcean counts were run by us, on 2026-10-01.
1. Cognism: best for Benelux outbound teams that call mobiles

Cognism sells prospecting built around phone-verified mobiles and European data. Its own EMEA page says coverage is strongest in the UK, DACH, Benelux, the Nordics, France and Spain, and claims more than 200M European contacts (Cognism EMEA data, October 2026). Benelux is one block, with no Dutch count.
Cognism claims more than 10M phone-verified contacts globally and Do Not Call checks in 15 territories (Cognism Diamond Data, September 2026). The EMEA page names Belgium among those registries but does not name the Netherlands. Cognism publishes no dollar price (Cognism pricing, September 2026).
Netherlands coverage test: the EMEA page offers 25 tailored leads and a way to validate coverage in your key markets before you buy (Cognism EMEA data, October 2026). Send your 100 Dutch names and ask for the sample to be built from them. Count how many return a mobile.
The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and OAuth 2.0 sign-in (Cognism MCP docs, September 2026). Both need a package that includes them.
Pros
- Phone-verified mobiles with Do Not Call screening.
- Benelux named as a strong region by the vendor.
- Free sample built from your own Dutch list.
Cons
- No public price at any size, so 1M needs a sales call.
- No Netherlands count, and no total beyond hundreds of millions of profiles (Cognism FAQ, September 2026).
- API and MCP depend on the package you buy.
Best for: Benelux outbound teams that call mobiles and can buy through a sales contract.
Pricing: Quote only. Standard and Pro plans come with five seats each (Cognism pricing, September 2026).
2. LeadOcean: best for Dutch data by API, agent or at volume
LeadOcean holds 693M people worldwide, and 67M companies. We counted the Netherlands slice on 2026-10-01 with the free count_leads tool over MCP. The default counts only people whose best email is verified, catch-all valid or catch-all, so those rows are mailable counts. "Located in the Netherlands" means the person's country is NL.
| Query | People |
|---|---|
| Located in the Netherlands, verified or catch-all email | 1,295,875 |
| Located in the Netherlands, any email status, including none | 7,762,166 |
| Located in the Netherlands, holds an email of any status (not a mailable count) | 4,225,734 |
| Located in the Netherlands, holds a phone number, any email status (not a mailable count) | 624,631 |
| Employer headquartered in the Netherlands, person anywhere, verified or catch-all email | 1,330,240 |
| Located in the Netherlands, C-team or VP, verified or catch-all email | 76,058 |
| Located in the Netherlands, city keyword Amsterdam, verified or catch-all email | 191,268 |
| Located in the Netherlands, sales and business development function, verified or catch-all email | 41,418 |
| Located in the Netherlands, title keyword Directeur, verified or catch-all email | 11,066 |
| Located in the Netherlands, companies of 51 to 500 staff, C-team, verified or catch-all email | 8,115 |
About 17% of the people we hold in the Netherlands are mailable, and about 8% have a phone number. The mailable set leans to large groups: 351,445 people, 27%, work at companies of 10,001 or more staff, against 217,551, 17%, at companies of 51 to 500. The title row counts one keyword, so it misses titles such as Managing Director and CEO.
Netherlands coverage test: pass each of your 100 account domains to count_leads with country NL. The call is free, so you can test thousands of accounts. A miss on POST /v1/people/enrich is a free 404. The REST count caps meta.total at 100,000, so use MCP for country-wide totals.
curl "https://api.leadocean.io/v1/people/search?jobLevel=Director&country=NL&limit=1&count=true" \
-H "x-api-key: $LEADOCEAN_API_KEY"Paid plans are flat monthly prices with a fair-use pace, not credits. Solo is $97 a month at 50 requests a second, and Agency is $497 a month at 200 requests a second with 5 keys. Person enrich also returns career history: past roles, education and certifications. Search has 50 people filters and 34 company filters, phones are GET /v2/people/phone, and POST /v1/exports returns up to 50,000 rows a request. The MCP server at https://api.leadocean.io/mcp uses OAuth 2.1 and exposes 13 tools. The data is refreshed monthly.
Pros
- A measured Netherlands count that you can rerun for free.
- Flat monthly price with a fair-use pace, not a credit meter. Agency is $497 a month.
- REST and MCP on every plan, including Free.
- An
email_statuson every record, with 13 values.
Cons
- The Dutch set leans to large groups. Firms of 51 to 500 staff are 17% of mailable people.
- Bulk CSV export is not on the Free plan.
- No rep workspace, sequencer, dialer, CRM or Chrome extension.
- No name plus domain lookup. Search by domain, then enrich by
person_id.
Best for: engineers, RevOps teams and agents that pull Dutch people by API or MCP at a fixed bill.
Pricing: Free is 1,000 records for life, no card, 5 requests a second. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).
3. Apollo: best for sizing the Netherlands for free in an app

Apollo lets you size the Netherlands before you pay. People API Search costs 0 credits and takes person_locations[] and organization_locations[], which accept cities, states and countries (Apollo API docs, October 2026). The first is where the person lives. The second is where the employer is headquartered.
Apollo claims 240M contacts and 30M companies, with no split for the Netherlands (Apollo pricing, September 2026). Search returns no emails or phones. Enrichment spends credits: 1 for an email and 8 more if a mobile comes back (Apollo API pricing, September 2026).
Netherlands coverage test: call the search with person_locations[]=netherlands and per_page=1, then read total_entries. Repeat with organization_locations[], and again with a Dutch city. It costs 0 credits. Then spend the free plan's 75 credits enriching 75 of your names.
A search shows 50,000 records at most (Apollo API docs, October 2026). Paid plans allow 1,000 enrichment requests a minute and 200 search requests a minute (Apollo rate limits, September 2026). Apollo runs an official MCP server on any plan (Apollo MCP docs, September 2026).
Pros
- Free search by country and city, by API and in the app.
- API and official MCP server on every plan, including Free.
Cons
- No Netherlands coverage figure on the pages we read.
- A search shows 50,000 records at most, so a big Dutch pull needs slicing by title or industry.
- Seats cap the credits. 1M work emails is 250 Professional seats, or $24,750 a month at list.
Best for: small teams that want to see Dutch contacts in an app before they pay.
Pricing: Free, then $65, $99 and $149 per seat a month, or $49, $79 and $119 billed yearly (Apollo pricing, September 2026).
4. ZoomInfo: best for free search with credits bought in packs
ZoomInfo's self-serve product is GTM AI. Search, lookup and find-similar cost nothing. One data credit enriches or exports one company, contact or intent record (GTM AI credit docs, September 2026).
Contact search has continent and country filters on the company's primary address. A locationSearchType switch picks the person, the headquarters or both (GTM AI search docs, September 2026). ZoomInfo claims 500M+ contacts worldwide, with no Dutch split (GTM AI MCP docs, September 2026).
Netherlands coverage test: Free gives 1,000 data credits with no card (GTM AI pricing, September 2026). Run a contact search with country set to the Netherlands and read totalResults. Repeat with locationSearchType set to person and then headquarters. Then spend 100 credits enriching your named list.
Platform plans are quoted by sales (ZoomInfo, July 2026). API rate limits are 5 requests a second on Builder, 25 on Standard and 35 on Scaling (GTM AI rate limits, September 2026).
Pros
- Free search, so you can size the Netherlands with no credit spent.
- Pay as you go from $20, with no seat fee.
- Official MCP server, plus API and CLI.
Cons
- The public slider stops at 100,000 credits for $25,000. Above that is Enterprise.
- The location filter reads the company address, so remote staff may be missed.
- No Netherlands count on the pages we read.
Best for: teams that want free search and credits they buy in packs.
Pricing: Free has 1,000 data credits. Pay as you go runs from $0.45 a credit at 100 credits to $0.25 at 100,000 for $25,000 (GTM AI pricing, September 2026).
5. Lusha: best for single lookups in a browser extension

Lusha is the one vendor here that prints a Netherlands figure. Its data page lists 6.1M+ Dutch contacts (Lusha data page, October 2026). It does not say how many of them hold an email or a phone. Its contact filters include a countries list that you can read in full from the API (Lusha contact filters, October 2026).
Search and filters cost 0 credits. Credits are spent when you reveal a contact (Lusha credit docs, September 2026). A work email costs 1 credit and a phone number costs 5 (Lusha API guide, September 2026).
Netherlands coverage test: in the app, filter the prospecting search to the Netherlands and read the result total. It costs nothing. Then reveal a handful of contacts with the 40 free credits. Lusha's docs disagree on what a miss costs. The API guide says a request costs at least 1 credit even with no data (Lusha API guide, September 2026). The billing FAQ says a request with no match costs nothing (Lusha billing FAQ, September 2026). Test in the app first.
The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026). Free and Starter keys allow 40 requests a minute and 100 a day.
Pros
- A published Netherlands figure, 6.1M+ contacts.
- Free filtering by country.
- API key on every plan, including Free.
- MCP server with 50 tools.
Cons
- Free and Starter cap API use at 100 requests a day.
- Phones cost 5 credits, and yearly credits reset at the end of the cycle.

- The Netherlands figure counts contacts, with no email or phone split.
Best for: reps who look up one Dutch contact at a time.
Pricing: Free is 40 credits a month. Starter is $49.90 a month ($37.45 billed yearly). Pro is $69.90 ($52.45 yearly). Premium is $399.90 ($299.95 yearly) (Lusha pricing, September 2026).
6. Kaspr: best for reps prospecting from LinkedIn across Europe
Kaspr is a LinkedIn-first contact finder, born in France. Its data page claims 200 million European B2B contacts from 120+ sources (Kaspr data page, October 2026). We found no Netherlands figure on that page.
Free is $0 per user with 15 B2B email credits, 5 phone credits and 5 direct email credits a month. Starter is EUR 59 or $65 per user a month, and Business is EUR 99 or $99 (Kaspr pricing, September 2026).
Netherlands coverage test: use the Free plan with the extension. Open 15 LinkedIn profiles of Dutch buyers for email and 5 for phones, and count how many return a result. Export on Free is capped at 100.
API access is on request on paid plans. Starter allows 20 requests an hour and 250 a day, and Business allows 250 an hour and 500 a day. Each call also spends one export credit (Kaspr help center, September 2026). The API docs list no MCP server (Kaspr API docs, October 2026).
Pros
- European home market and a free plan.
- Unlimited B2B email credits on paid plans, subject to fair use.
Cons
- No Netherlands count on the pages we read.
- API on request, 500 calls a day at the top public tier, and no MCP server listed.
- Business caps exports at 30,000 a year, so no public plan reaches 1M.
Best for: reps who look up contacts one profile at a time in the browser and sell across Europe.
Pricing: Free, Starter EUR 59 or $65 and Business EUR 99 or $99 per user a month billed monthly (Kaspr pricing, September 2026).
7. People Data Labs: best for data teams that write their own Dutch queries

People Data Labs (PDL) is a person and company data API sold per record. Its dataset page lists 2,466,510,427 profiles, 592,376,573 of them with an email (PDL datasets, September 2026). PDL fills location_country on 74% of records, so a quarter of profiles cannot match a Netherlands filter at all (PDL stats, October 2026).
PDL Person Search takes an Elasticsearch or SQL query and charges one credit per profile returned (PDL docs, October 2026). Free is up to 100 records a month with contact data obscured. Pro starts at $98 a month for 350 credits, or $78 billed yearly (PDL pricing, September 2026).
Netherlands coverage test: send a search with location_country set to netherlands and size 1, and read total. It costs one credit. Set dataset to all, because the default dataset is resume. The free plan hides contact data, so it tests counts, not emails.
Enrichment allows 100 requests a minute on Free and 1,000 on paid plans. Person Search allows 10 a minute by default (PDL usage limits, September 2026). PDL's docs list no official MCP server (PDL docs index, September 2026).
Pros
- Query any field in a large person schema.
- A free plan to test search counts.
- A miss is not billed.
Cons
- No Netherlands count on the pages we read, and a country field missing on 26% of profiles.
- Self-serve stops near 100,000 profiles (PDL pricing guide, September 2026).
- Person Search is 10 requests a minute by default, and there is no official MCP server.
Best for: data teams that want a large person database and write their own Netherlands queries.
Pricing: Free, then Pro from $98 a month for 350 credits, or $78 billed yearly. Enterprise is a quote (PDL pricing, September 2026).

Verdict
Cognism wins for outbound teams that call mobiles in the Benelux, as long as its sample holds up on your Dutch list. LeadOcean wins for API, agent and volume buyers. It is the only one here with a free, repeatable Netherlands count, 1,295,875 mailable people. The set leans to large groups, and only about 8% of Dutch people hold a phone number. Apollo wins for free sizing, ZoomInfo suits free search with credit packs, Lusha suits single lookups, Kaspr suits LinkedIn-first reps, and People Data Labs suits data teams. We have not measured Dutch match rates for the rivals, so run the same 100 names through any two before you pay. Start on the free plan.
FAQ
What is the best B2B data provider for the Netherlands?
It depends on how you buy. Cognism claims Benelux depth and suits teams that call mobiles. LeadOcean suits buyers who pull by API or agent and want a Netherlands count they can check.
How do I test Netherlands coverage before I buy?
Take 100 named contacts, 50 at companies of 51 to 500 staff and 50 at larger groups, half with Dutch titles. Run them through each tool's free allowance and score found, email returned and phone returned.
Which provider has the most contacts in the Netherlands?
Lusha prints 6.1M+ Netherlands contacts, with no email split (Lusha data page, October 2026). LeadOcean counted 7,762,166 people in the Netherlands on 2026-10-01, 1,295,875 of them mailable. Apollo, ZoomInfo and People Data Labs let you read a Dutch total through search. Ask each vendor for a count on your own filters.
Is a US database good enough for the Netherlands?
Only a test on your list can say. Apollo and ZoomInfo publish global totals with no Dutch split, and People Data Labs leaves the country blank on 26% of profiles. Run your 100 names through the free plans first.
Which of these providers have an MCP server?
LeadOcean, Cognism, Apollo, ZoomInfo and Lusha do. Kaspr's API docs list none, and People Data Labs lists no official one. At Apollo, MCP calls spend the same credits as the API.
What does Dutch data cost at 1M records a month?
LeadOcean Agency is $497 a month flat, with a fair-use pace and no credits. Apollo is $24,750 a month at list on monthly billing, or $19,600 billed yearly. The other five publish no price at 1M, so ask for a quote.
