A reverse phone lookup takes a phone number and returns the name of the person who holds it. Developers, RevOps teams and agent builders need one to fix CRM rows where only a number survived, or to name an unknown inbound caller.
Most "free" tools stop at a handful of lookups. Some hide the contact fields on the free plan, and some only cover US numbers. We compared the published free tiers, APIs and pricing pages in September and October 2026. We did not run a find-rate test, so no tool below has a match rate we measured. For tools that find a phone from a name, see best phone number finder tools. For one-to-one comparisons, read the LeadOcean pages on BlitzAPI, People Data Labs, ContactOut and Swordfish.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | Reverse lookups through an API or an agent, at volume | Free (1,000 records for life), then Solo $97 a month | Agency $497 a month, inside fair use |
| BlitzAPI | US numbers resolved to a LinkedIn-based profile | 1,000 free records, then Start $99 a month | Scale $499 a month (5,000,000 records a month fair use) |
| People Data Labs | Developers who want a person graph with a phone input | Free (100 credits a month, contact data obscured), then Pro $98 a month | No public 1M price |
| ContactOut | Recruiters and sales users who also need LinkedIn data | Free (5 phones a day), then Email + Phone $99 a month ($79 billed yearly) | No public 1M price |
| Swordfish AI | Reps who look up one number at a time | Free trial on request. No price we could read | No public 1M price |
| Truecaller | One-off caller ID checks for consumer numbers | Free app | No public 1M price |
What we evaluated
- Free tier. How many lookups cost nothing, and whether the free plan hides the fields you need.
- Input. Whether a phone number is a documented input, or whether the tool only goes from a person to a phone.
- API and MCP. Whether a key exists on the free plan and whether an agent can call the tool.
- Coverage limits. Country limits and what a lookup that finds nobody costs.
- Volume. What the cost looks like at 1M records a month, using only published prices.
1. LeadOcean: best for reverse lookups through an API or an agent
LeadOcean is a data API and a hosted MCP server. There are two ways to name a number. GET /v2/people/reverse with a phone returns the holder's identity and costs one record per call, including a call that finds nobody (LeadOcean contact docs, October 2026). POST /v1/people/enrich with a phone returns the full profile, and a number nobody holds is a 404 that costs nothing.
Free gives you 1,000 records for life, with no card and every feature. A hit is one record. Free keys have both the search and enrich scopes, so both calls work from the first request (LeadOcean pricing, October 2026). The same lookup runs over MCP: leadocean_get_lead takes a phone and answers who the number belongs to, and a miss is free there too. For a messy list, use enrich so you pay only for hits.
curl -s -X POST "https://api.leadocean.io/v1/people/enrich" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"phone": "+1 415 555 0133"}'LeadOcean is not a rep tool. There is no dialer, sequencer, CRM or Chrome extension. The app at app.leadocean.io has an Exports page, but it does not take a list of numbers and return names. Reverse lookups go through the API or an agent. We publish no reverse match rate, so sample your own numbers on the Free plan.
Pros
- A miss on
POST /v1/people/enrichor MCPget_leadcosts nothing, so a messy list only bills the hits. - Free keys can run phone lookups, with no card.
- 13 MCP tools over OAuth, with no key pasted into a chat.
- Agency is a flat $497 a month with 200 requests a second, not a credit table.
Cons
- Reverse lookup is API and MCP only. The app has no paste-a-number screen.
GET /v2/people/reversebills a miss, so use enrich for long lists.- There is no lookup by name and domain. Search by domain first, then enrich by
person_id. - 1,000 free records are one-off, not monthly.
Best for: developers, agent builders and RevOps teams that resolve numbers in code or at volume.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. BlitzAPI: best for US numbers resolved to a profile
BlitzAPI sells a "caller ID for B2B". One endpoint, POST /v2/enrichment/phone-to-person, takes a single verified US phone number. It returns the name, headline, role, company, LinkedIn URL, experience and education (BlitzAPI reverse phone lookup, October 2026).
Phone coverage is the United States only. Since October 2026 the pricing page lists Start at $99 a month, with 10 requests a second and 200,000 records a month. Scale is $499 (25 a second, 5,000,000 records), and Build Your Infra starts at $999. Phone numbers and reverse phone lookups are included on every plan (BlitzAPI pricing, October 2026).
Every account starts with 1,000 free records, no card. In September the page said phone endpoints were not available on the trial. The October page no longer says, so try one number before you plan on it.
Its hosted MCP server returns data, with 20 tools and OAuth sign-in or an x-api-key header (BlitzAPI MCP, October 2026). A call that finds nothing counts nothing.
Pros
- A dedicated phone-to-person endpoint that returns the full profile.
- Phones on every paid plan, from $99 a month.
- A miss counts no record.
Cons
- US numbers only.
- Phone access on the free records is not stated on the October pricing page.
- Scale runs 25 requests a second, against 200 on LeadOcean Agency.
- 10 requests a second on Start.
Best for: teams with US-only phone data that want a full profile per number.
Pricing: Start $99, Scale $499 and Build Your Infra from $999 a month, no yearly figure published (BlitzAPI pricing, October 2026).
3. People Data Labs: best for developers who want a person graph

People Data Labs (PDL) takes a phone as an input to its Person Enrichment API. The docs say the number must begin with + and the country code for a match to return (PDL input parameters, October 2026). A min_likelihood score sets how sure a match must be. The default is 2, and PDL recommends 6 or higher for accuracy-sensitive work.
The free plan is the catch. It gives up to 100 credits a month, and phone, email and address data are obfuscated (PDL pricing, October 2026). Check that the name field comes back on your test numbers before you build on Free. One credit is used per match, and a 404 is not billed (PDL pricing blog, September 2026).
Rate limits are 100 requests a minute on Free and 1,000 on paid plans (PDL reference, October 2026). No official PDL MCP server appears in its docs.
Pros
- A documented phone input and a likelihood score you can tune.
- 404s are not billed.
- A large person dataset: 763,983,403 profiles with any phone, by PDL's own count.
Cons
- Free hides contact data, so it is a test of the API shape, not of the match.
- Pro starts at 350 credits a month, which is about $0.28 a credit.
- No official MCP server.
- Self-serve stops near 100,000 profiles, then it is Enterprise.
Best for: engineers who want a probabilistic match and a tunable threshold.
Pricing: Pro from $98 a month for 350 credits, or $940 a year billed yearly (PDL pricing, October 2026).
4. ContactOut: best for recruiters who also need LinkedIn data

ContactOut's People Enrich API accepts one primary identifier: a linkedin_url, an email or a phone. A phone match returns the profile, and a profile found costs 1 search credit (ContactOut API docs, October 2026).
The free plan is $0 with 5 emails, 5 phones and 5 exports a day, marked as a limited-time offer (ContactOut pricing, September 2026). Email + Phone is $99 a month, or $79 billed yearly. Unlimited plans follow a fair-use cap of 1,000 phone credits a month per account (ContactOut terms, September 2026).
The API is the weak point for self-serve buyers. The pricing page lists Team / API as Contact Us, and the API docs give credit use but no dollar price per credit. ContactOut's MCP page lists 15 tools.
Pros
- A phone is an accepted primary identifier in the API.
- A free plan that includes phones.
- A 15-tool MCP server.
Cons
- API access runs through a sales conversation.
- Every self-serve plan has a one-user-per-company limit.
- Fair use caps unlimited plans at 1,000 phone credits a month.
Best for: recruiters and sales users who work from LinkedIn and sometimes need to name a number.
Pricing: Email + Phone $99 a month, $79 billed yearly (ContactOut pricing, September 2026).
5. Swordfish AI: best for reps who look up one number at a time
Swordfish AI builds a profile from one data point, such as a phone number. A ZoomInfo review of the product says outputs include cell and business numbers, personal and business emails, line type, location and the carrier (ZoomInfo Pipeline, October 2026). That review is from a competitor, so treat it as a description, not a test.
Swordfish sells unlimited lookups under a written fair-use policy, and offers a customized free trial through its data team (Swordfish, October 2026). Its pricing page blocked our read, so we quote no price and no API terms.
We found no MCP server for it. Plan on a Chrome extension and a single-seat workflow.
Pros
- Reverse lookup is a core feature, and it returns line type and carrier.
- Unlimited lookups under a written fair-use policy.
- A free trial on request.
Cons
- No self-serve free tier: the trial goes through its team.
- No price or API terms we could read on its own site.
- No MCP server found.
Best for: individual reps who check one number at a time in a browser.
Pricing: Not readable on its own site in October 2026. Ask for a quote and the fair-use terms in writing (Swordfish, October 2026).
6. Truecaller: best for one-off caller ID checks
Truecaller is a consumer caller ID app. Its Premium page lists Caller ID, spam blocking and a verified badge, not a developer API (Truecaller Premium, October 2026). It names who is calling from a crowd-sourced directory, so it fits personal numbers and unknown callers better than business contacts.
The app is free to install. Its Premium and business pages publish no free search limit and no developer API that we could find (Truecaller for business, October 2026). Treat it as a spot check, not a data source. Its terms also limit how you reuse results, so read them before you copy names into a CRM.
Pros
- Free to start, with no key and no setup.
- Strong on consumer and spam numbers.
- Useful as a second opinion on a name from another tool.
Cons
- No public API or MCP that we could confirm.
- A name from a crowd-sourced directory is not a business profile: no title, company or LinkedIn URL.
- Not built for a list of numbers.
Best for: a one-off check on a single unknown caller.
Pricing: Free app. Premium, Family and Gold plans are paid (Truecaller Premium, October 2026).

How to choose
- You resolve numbers in code or from an agent. Start with LeadOcean. The reverse endpoint is on the free key and a miss is free.
- Your numbers are US-only and you want experience and education per number. Test BlitzAPI from $99 a month.
- You want a tunable match score. Use PDL, and move off Free before judging the match, since Free obscures contact data.
- You recruit from LinkedIn. ContactOut's free plan includes phones, and its API accepts a phone.
- You work one number at a time in a browser. Swordfish fits, once you get its price in writing.
- You need to name a single unknown caller. Use Truecaller, and treat the name as a hint.
Verdict
LeadOcean wins for developers, agent builders and anyone who resolves numbers at volume. Lookups are free to try, a miss on enrich costs nothing and Agency is a flat $497 a month. PDL wins when you want a likelihood score. BlitzAPI wins for US-only numbers with a full profile. ContactOut fits recruiters, Swordfish fits single reps, and Truecaller fits a one-off check. Run the same 100 numbers through the free tiers that let you, and keep the one whose names you can verify.
FAQ
Can I really match a phone number to a name for free?
Yes, within limits. LeadOcean gives 1,000 records for life, ContactOut gives 5 phones a day, and PDL gives 100 credits a month with contact data obscured. BlitzAPI gives 1,000 free records, and phones are included on every paid plan.
Is reverse phone lookup legal?
It depends on where the person is and what you do with the result. We give no legal advice. Read each vendor's terms, check your local rules, and keep a reason for every lookup.
Which tool has a reverse phone API?
LeadOcean, BlitzAPI, PDL and ContactOut document a phone input. Swordfish's API terms were not readable to us. Truecaller has no public API that we could confirm.
Does a lookup that finds nobody cost anything?
On LeadOcean a 404 on POST /v1/people/enrich costs nothing, while GET /v2/people/reverse bills one record even on a miss. PDL does not bill a 404. BlitzAPI counts nothing for a call that finds nothing. Check the others before you run a long list.
How accurate are the matches?
We did not measure it. Vendors publish accuracy figures, and we do not repeat them as fact. Sample 100 of your own numbers on each free tier and check the names by hand.
Can an AI agent do the lookup?
Yes, on LeadOcean. The leadocean_get_lead tool takes a phone number over MCP, and you sign in with OAuth. See reverse phone lookup and the phone number finder for the fields and costs, and find a phone number for the other direction.
