A phone number database for APAC returns a direct or mobile number for a person in Asia Pacific, by search, by profile or by API. Sales teams, recruiters and data engineers who call into India, Australia, Singapore and Southeast Asia need one that holds those numbers. Most vendors print one global total and no regional phone figure.
Only ZoomInfo prints APAC mobile counts. For the rest, a free count or a small test has to settle it. We ran our own free phone count on LeadOcean on 2026-10-21, country by country.
The result is modest. Phones sit on about 7% of APAC people in our data, and 2% in Indonesia. Read each rival on its own page: Lusha, ZoomInfo, Apollo, ContactOut and Cognism. For email, see best B2B data providers for APAC.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | API, agent and volume buyers who want a free phone count by country | Free (1,000 records for life). Solo $97 a month, Agency $497 | $497 a month on Agency, phones included. Fair-use pace applies |
| Lusha | Pay-per-number lookups with a 5-credit phone | Free (40 credits a month). Starter $49.90 a month ($37.45 billed yearly) | No public 1M price. 1M phones is 5,000,000 credits |
| ZoomInfo | Published APAC mobile counts | GTM AI pay as you go from $20. Free 1,000 data credits | No public 1M price. Public slider stops at 100,000 credits for $25,000 |
| Apollo | Reps who want a free count plus a dialer | Free (75 credits a month). Basic $65 per seat a month ($49 billed yearly) | Seat arithmetic, not a quote: $198,000 a month on monthly billing, if every lookup returns a mobile |
| ContactOut | Low-cost regional phone lookups, one by one | Free (5 emails and 5 phones a day). Regional Email + Phone $49 a month ($39 billed yearly) | No public 1M price. Fair use is 1,000 phones per account a month |
| Cognism | Teams that want verified mobiles and will take a quote | No public price | No public 1M price |
"1M records" here means 1M phone lookups that return a number, at list price. We never multiply a per-credit rate out to 1M when the vendor publishes no price there.
What we evaluated
- Published APAC phone coverage: a mobile or phone figure for the region or by country, with a source we can link.
- Free phone test: whether you can size APAC phones, or test your own list, before you pay.
- Phone price per number: credits per phone, and whether a miss costs anything.
- API and MCP: whether an agent or script can pull APAC numbers directly.
- Price at volume: flat, credits, seats or quote, and the cost of 1M phone lookups.
We ran counts on LeadOcean only. We ran no query on the rivals, so we print no hit rates for them. Vendor figures are vendor claims, and each vendor counts a "phone" its own way.
The test we ran
We ran count_leads with hasPhone set to true on 2026-10-21. A count spends no records. Totals below are people with a phone number on file, with no email condition added, so they are not a mailable count.
| Country | People with a phone | Share of all people there |
|---|---|---|
| APAC (all) | 7,599,823 | 7.1% |
| India | 4,352,618 | 8.6% |
| Australia | 1,038,997 | 9.8% |
| Singapore | 271,960 | 12.4% |
| Indonesia | 157,694 | 1.9% |
| Japan | 146,796 | 9.0% |
| South Korea | 44,024 | 5.6% |
The share column divides each phone count by the people total we counted on 2026-10-01 for the same country. That is a 20-day gap, so treat the share as close, not exact. Run the same filter on your own titles before you pay anyone.
1. LeadOcean: best for API and volume buyers
LeadOcean holds 693M people and 166M with a phone worldwide. In APAC the number is 7,599,823, about 7% of the region. India carries most of it with 4,352,618, then Australia with 1,038,997.
Here is the weak point: Indonesia is thin at 157,694 phones against 8,499,067 people, and South Korea has 44,024. If you call into Seoul or Jakarta, test those titles first. ZoomInfo prints more APAC mobiles than LeadOcean holds, so a phone-count winner is not a LeadOcean call.
The reason to pick it is the pull. A search with count=true sizes any country for free, and GET /v2/people/phone returns a number for one person. A v2 lookup costs one record, including a miss. The MCP tool leadocean_find_phone does the same for an agent.
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"country": ["SG"], "jobLevel": ["C-Team"], "hasPhone": true, "limit": 1}'Over REST, meta.total stops at 100,000, so use narrow filters or the MCP leadocean_count_leads tool for exact totals. The server at https://api.leadocean.io/mcp exposes 13 tools and signs in with OAuth 2.1.
Pros
- A free, exact phone count for any APAC country, before you spend a record.
- Phones and bulk CSV export are included on Solo and Agency, with no credit meter.
- Agency allows 200 requests a second, with 5 keys.
- REST and MCP on every plan, Free included.
Cons
- Phones are about 7% of APAC people, and 2% in Indonesia.
- No dialer, sequencer, CRM or Chrome extension.
- A v2 phone lookup costs a record even on a miss, and Free is 1,000 records for life.
Best for: engineers, agencies and agents that pull APAC phones at volume and want a fixed bill.
Pricing: Free is 1,000 records for life, no card. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).
2. Lusha: best for pay-per-number lookups

Lusha prices a phone openly, at 5 credits. An email is 1 credit, and email plus phone is up to 7 credits in a single API request (Lusha API docs, September 2026). Its data page prints global totals, such as 515M+ verified contacts, and no APAC phone split (Lusha, October 2026).
That makes the cost easy to read and the coverage hard to read. Starter is 400 credits a month, which buys 80 phones. Premium tops out at 10,000 credits a month, which buys 2,000. Scale is custom.
APAC phone test. Lusha Free gives 40 credits a month, so 8 phones. Look up 8 of your own APAC contacts and count the hits. The MCP server has 50 tools and shares the API credit pool (Lusha MCP docs, September 2026).
Pros
- A phone costs 5 credits, printed in the docs.
- Every plan includes an API key, Free included.
- MCP server with 50 tools.
Cons
- 1M phones is 5,000,000 credits, and no 1M price is public.
- No published APAC phone figure.
- Rate limits are per minute and per day, from 40 a minute on Free and Starter.
Best for: small teams that look up APAC numbers in batches of hundreds, not millions.
Pricing: Free $0 for 40 credits a month. Starter $49.90 a month ($37.45 billed yearly). Pro $69.90 ($52.45). Premium $399.90 ($299.95) (Lusha pricing, September 2026).
3. ZoomInfo: best for published APAC mobile counts
ZoomInfo is the only provider here that prints APAC mobile numbers. Asia shows 68.3M+ contacts and 12.9M+ mobiles. Australia and New Zealand show 12.7M+ contacts and 4.1M+ mobiles (ZoomInfo data page, October 2026).
By those figures, mobiles are about 19% of Asian contacts and 32% of Australian and New Zealand contacts. That is a higher share than our 9.8% for Australia, though the vendors define a contact differently. There is no country table for Asia on that page.
APAC phone test. GTM AI, ZoomInfo's pay-as-you-go product, sells data credits from $20. Search and lookup are free, and a record is charged once per 12 months (GTM AI docs, September 2026). Free includes 1,000 data credits, so filter first and spend on rows you keep. An official MCP server works with Claude, ChatGPT and Cursor (GTM AI MCP docs, September 2026).
Pros
- Published mobile counts for Asia and for Australia and New Zealand.
- Free search, with a record charged once a year.
- Free tier with API and MCP access.
Cons
- The public slider stops at 100,000 credits, so 1M is an Enterprise talk.
- Platform plan prices are not public in our read.
- No country table for Asia.
Best for: teams that need APAC mobile numbers and accept a sales call at volume.
Pricing: GTM AI pay as you go from $20. List price per data credit falls from $0.45 at 100 credits to $0.25 at 100,000 (GTM AI pricing, September 2026).
4. Apollo: best for a free count plus a dialer

Apollo charges 8 credits for a phone number, the steepest rate on this page (Apollo API pricing, September 2026). People enrichment by API is 1 credit for the email and 8 more if a mobile comes back. Credits are per seat, expire each cycle and do not roll over.
That is the reason the 1M figure is large. At list price on monthly billing, Professional gives 4,000 credits per seat for $99 (Apollo pricing, September 2026). 1M phones is 8,000,000 credits, so 2,000 seats and $198,000 a month. That is our seat arithmetic, not an Apollo quote, and it assumes every lookup returns a mobile.
APAC phone test. Apollo Free gives 75 credits a month and an API key, which is 9 phones. Apollo prints no APAC figure. Its people search costs 0 credits, so filter by country and read the total. The MCP server works on any plan (Apollo MCP docs, September 2026).
Pros
- A free search to count APAC people by location.
- Dialer, sequences and extensions on the same plan.
- Official MCP server on every plan.
Cons
- A phone costs 8 credits, and credits do not roll over.
- 1M phones needs about 2,000 seats at list price.
- No published APAC phone coverage.
Best for: reps who want to count APAC people free and call from the same app.
Pricing: Free $0 (75 credits a month). Basic $65 per seat a month ($49 billed yearly). Professional $99 ($79). Organization $149 ($119) (Apollo pricing, September 2026).
5. ContactOut: best for cheap regional phone lookups

ContactOut sells a regional plan for contacts outside the US. Regional Email + Phone is $49 a month ($39 billed yearly), against $99 ($79) for global coverage (ContactOut pricing, September 2026). For one recruiter calling into Asia, it is the cheapest paid phone plan here.
It is not a volume source. Fair use is 2,000 emails and 1,000 phones per account a month, with one user per company (ContactOut terms, September 2026). It prints no APAC figure, and its global totals disagree by page.
APAC phone test. ContactOut Free gives 5 emails, 5 phones and 5 exports a day, marked limited time. Run five of your own APAC contacts a day for a week. API keys come from a sales meeting, with no public price (ContactOut API, September 2026). The MCP page shows 15 tools (ContactOut MCP, September 2026).
Pros
- Regional Email + Phone starts at $49 a month ($39 billed yearly).
- Profile-led lookups for people outside the US.
- MCP server with 15 tools.
Cons
- 1,000 phones per account a month on self-serve.
- No public API price.
- People Search allows 60 requests a minute.
Best for: recruiters and small sales teams that look up APAC numbers one by one.
Pricing: Regional Email $25 a month ($19 billed yearly). Regional Email + Phone $49 ($39). Global Email + Phone $99 ($79) (ContactOut pricing, September 2026).
6. Cognism: best for verified mobiles on a quote

Cognism sells on phone quality, with no public price and no APAC figure. Its Diamond Data page claims over 10m phone-verified contacts worldwide, verification on demand in under 48 hours and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). Those are global claims, and the page does not say which territories.
Pro adds higher-quality mobile data and on-demand verification over Standard (Cognism pricing, September 2026). One credit is one revealed contact. No credit price is published.
APAC phone test. Ask for the free data sample, built from APAC accounts. Cognism says it returns verified mobiles and emails in about 72 hours (Cognism data sample, September 2026). The MCP server has 15 tools (Cognism MCP docs, September 2026).
Pros
- Phone verification on demand, built into the Pro plan.
- A free sample built on your own profile.
- API search allows 500 requests a minute per operation.
Cons
- No public price and no APAC figure.
- The sample takes about 72 hours.
- Do Not Call coverage is stated for 15 territories, not named.
Best for: teams that will go through sales and judge APAC mobiles from a sample.
Pricing: No public price. Plans are Standard and Pro, quote only (Cognism pricing, September 2026).

How to choose
- Code, agents or volume: LeadOcean. Flat price, free exact phone counts, REST and MCP on every plan.
- The largest published APAC mobile count: ZoomInfo, and read its Asia and Australia rows first.
- A priced phone you can budget by the number: Lusha, at 5 credits.
- A free count plus a dialer: Apollo, but price phones at 8 credits.
- Cheap one-by-one lookups outside the US: ContactOut Regional Email + Phone.
- Verified mobiles from a sample: Cognism, built from APAC accounts.
Verdict
LeadOcean wins for API, agent and volume buyers: a free phone count by country, Agency at $497 a month with phones included and an MCP server that returns numbers. It does not win on size, because ZoomInfo prints more APAC mobiles and LeadOcean is thin in Indonesia and South Korea. Lusha is the pick for a clear per-phone price, ContactOut for cheap regional lookups, and Apollo for a free count and a dialer. Cognism suits buyers who want a verified sample first. Run the same 25 APAC contacts through each free tier, then pay the one that returns the most numbers.
