A phone number finder returns a direct dial or mobile number for a B2B contact from a name, a LinkedIn URL or an email. A small business needs one when the buyers it wants answer the phone faster than they answer email.
Small businesses buy on three things: a cheap entry plan, no seat tax and an allowance that covers a month of calling. Most tools charge 5 to 10 credits for a mobile, so a $50 plan buys 80 to 300 phones, not thousands. We compared the published pricing, API and MCP docs of six tools in September 2026. We did not run a hit-rate test, so no find rate below is ours. For the wider field, see the full phone finder list. To compare one vendor head to head, read Apollo, Prospeo, Lusha, Kaspr or ContactOut against LeadOcean.

What we evaluated
- Cost of one phone. The credits or dollars a mobile costs on the entry paid plan, and whether a miss is charged.
- Entry price. What a small business pays in month one, and whether a free plan exists.
- Seats. Whether the price grows with every person who needs the data.
- API and MCP. Whether a key is on the cheap plans and whether an agent can call the tool.
- Volume. What 1M records a month would cost, using only published prices.
1. LeadOcean: best for small businesses that pull phones in code or with an agent
LeadOcean is a data API with a hosted MCP server. It holds 693M people, and 166M of them have a phone number. You call GET /v2/people/phone, or the find_phone tool over MCP, and you get the number back (LeadOcean pricing, October 2026).
The price is a flat monthly fee with no credits and no seats. Free gives 1,000 records for life with no card, so you can run up to 1,000 phone lookups before paying. Solo is $97 a month for one person at 50 requests a second. Agency is $497 a month for a team, at 200 requests a second, with 5 keys.
LeadOcean is not a rep tool. There is no dialer, sequencer, CRM or Chrome extension. The app at app.leadocean.io has an Exports page with a filter builder, a column picker, a price preview and a CSV download. If the person calling wants a screen to work in, rank Apollo above it. If a developer or an agent does the pulling, rank LeadOcean first.
Pros
- Phones are included on Solo and Agency, with no per-phone credit.
- 13 MCP tools, including
find_phone, over OAuth with no key pasted. - No seat price. A new hire shares the plan, not a new bill.
- A free count call sizes a list before you spend a record.
Cons
- A v2 contact call that finds nothing still costs one record.
- No browser extension, dialer or CRM for reps.
- Bulk CSV export is not on Free.
Best for: small businesses where a developer, a no-code builder or an agent does the lookups.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. Apollo: best for owners who want a rep workspace and a free plan

Apollo is the default small-business choice because it bundles a database, sequences and a free plan. Free is $0 with 75 credits a month. Basic is $65 per seat a month with 2,500 credits, or $49 billed yearly (Apollo pricing, September 2026).
A phone costs 8 credits and an email 1. Free therefore buys about 9 mobiles a month, and Basic about 312. If every Basic credit goes to phones, that is about $0.21 a phone. Credits are pooled across the team, expire at the end of each billing cycle and do not roll over (Apollo API pricing, September 2026).
Every plan includes API access. Paid plans allow 1,000 enrichment requests a minute, and Free allows 50 a minute and 600 a day (Apollo rate limits, September 2026). The official MCP server works on any plan, Free included, and spends the same credits (Apollo MCP docs, September 2026).
Pros
- A free plan with API and MCP access.
- Sequences, a database and enrichment in one seat.
- The lowest cost per phone among the per-seat plans here.
Cons
- 8 credits per phone makes the entry plans small for phone work.
- Pricing is per seat, and Organization needs a minimum of 3 seats.
- Credits expire each cycle.
Best for: non-technical owners who want one tool for data and outreach.
Pricing: Free $0, Basic $65, Professional $99, Organization $149 per seat a month. Billed yearly: $49, $79 and $119 (Apollo pricing, September 2026).
3. Prospeo: best for two to five people on cheap per-seat plans
Prospeo sells per-user plans with a shared credit pool. A mobile costs 10 credits and a verified email 1. A lookup with no result costs 0, and re-enriching the same record within 90 days costs 0 (Prospeo credits, September 2026).
Free is $0 with 100 credits a month, which is 10 mobiles. Starter is $49 per user a month for 2,000 credits, or 200 mobiles, about $0.25 a phone. Billed yearly, Starter is $37 a month for 24,000 credits a year (Prospeo pricing, September 2026).
The enrich API runs at 5 requests a second on Starter and Growth and 30 on Pro. The hosted MCP server has 8 tools and takes OAuth or an API key (Prospeo rate limits, September 2026; Prospeo MCP docs, September 2026).
Pros
- Misses and repeat lookups inside 90 days cost nothing.
- An 8-tool hosted MCP server with OAuth.
- A low entry price for one user.
Cons
- 10 credits per mobile limits Starter to 200 phones a month.
- Credits expire at the end of each cycle.
- No single tier reaches 1M credits a month.
Best for: a small team that wants cheap seats and no charge for misses.
Pricing: Starter $49, Growth $99, Pro $249 per user a month. Billed yearly: $37, $74 and $187 (Prospeo pricing, September 2026).
4. Lusha: best for one rep who works in the browser

Lusha puts a browser extension in front of its credits. A phone costs 5 credits and an email 1. Email plus phone is 7 credits through a single API request (Lusha API guide, September 2026).
Free is 40 credits a month, about 8 phones. Starter is $49.90 a month for 400 credits, about 80 phones, which is about $0.62 a phone. Billed yearly it is $37.45 (Lusha pricing, September 2026). Starter includes one seat, and Pro adds a second.
Every plan has an API key. Free and Starter allow 40 requests a minute and 100 a day. The MCP server has 50 tools and shares the REST credit pool (Lusha MCP tools, September 2026).
Pros
- A browser extension and an API on one credit pool.
- A 50-tool MCP server.
- A Free plan with an API key.
Cons
- The daily cap of 100 API requests on Free and Starter blocks batch work.
- 5 credits per phone, with a small pool on the cheap plans.
- Seat price climbs with the team: Pro includes 2 seats, Premium 5.
Best for: an owner or first sales hire who looks up a few contacts a day in the browser.
Pricing: Starter $49.90 a month ($37.45 billed yearly), Pro $69.90 ($52.45), Premium $399.90 ($299.95) (Lusha pricing, September 2026).
5. Kaspr: best for small teams that want a fixed phone allowance per seat
Kaspr gives each seat a monthly phone allowance and makes B2B emails unlimited on paid plans. Starter is $65 per user a month with 100 phone credits. Business is $99 per user a month with 200 phone credits. Free gives 5 phone credits a month (Kaspr pricing, September 2026).
On Starter that is about $0.65 a phone, the highest cost per phone here. Credits roll over and are shared across the account on paid plans. The page opens in euros (Starter EUR 59, Business EUR 99), and the dollar figures come from its currency switcher.
API access is on request and not on Free. Starter allows 20 requests an hour and 250 a day. Business allows 250 an hour and 500 a day, and each successful API call also spends an export credit (Kaspr API setup, September 2026). Kaspr's homepage and help center list no MCP server (Kaspr help center, October 2026).
Pros
- B2B emails are unlimited on paid plans, under a fair use policy.
- Credits roll over and are shared across the account.
- A Free plan with 5 phone credits a month.
Cons
- About $0.65 a phone on Starter.
- The API is on request, and 250 calls a day on Starter is small.
- Priced per user, and exports are capped at 12,000 a year on Starter.
Best for: a small team that mostly needs work emails and a few phones per person.
Pricing: Starter $65, Business $99 per user a month, billed monthly. Enterprise is custom (Kaspr pricing, September 2026).
6. ContactOut: best for one person who wants many phones on a flat price

ContactOut sells flat plans with "unlimited" emails and phones under a fair use limit. Email is $49 a month, or $39 billed yearly. Email + Phone is $99 a month, or $79 billed yearly, with 600 exports a month (ContactOut pricing, September 2026).
The fair use terms cap an account at 2,000 email credits and 1,000 phone credits a month. Spread over the 600 exports, Email + Phone is about $0.17 an export at the monthly price. Every self-serve plan lists a one user per company limit, so a second caller needs a different arrangement (ContactOut terms, September 2026).
The team and API tier shows "Contact Us" with no price, and API keys come from booking a meeting. The MCP page lists 15 tools (ContactOut API, September 2026; ContactOut MCP, September 2026).
Pros
- The lowest cost per phone among the self-serve plans here, if you use the allowance.
- Free gives 5 phones and 5 exports a day.
- A 15-tool MCP server.
Cons
- One user per company on self-serve plans.
- No public API price. A meeting is needed for a key.
- The 600 exports a month cap, and the original prices shown crossed out may be a standing promo.
Best for: a solo owner who calls from a browser and wants one flat bill.
Pricing: Email $49, Email + Phone $99 a month. Billed yearly: $39 and $79 (ContactOut pricing, September 2026).

FAQ
What is the cheapest phone number finder for a small business?
For a first test, the free plans are the cheapest: LeadOcean gives 1,000 records for life, and the others give a handful of credits a month. On a paid plan, ContactOut Email + Phone and Apollo Basic have the lowest cost per phone we calculated, about $0.17 and $0.21 at list price.
Do I need a seat for every person?
It depends on the tool. Apollo, Prospeo, Lusha and Kaspr price per seat or per user. ContactOut limits self-serve plans to one user per company, and LeadOcean has no seat price.
Which tools have an API on the free plan?
Apollo and Lusha include an API key on Free. LeadOcean's free plan has both search and enrich scopes inside the 1,000 records. Kaspr does not offer the API on Free, and ContactOut's API needs a meeting.
Can an AI agent look up phone numbers for me?
Yes. LeadOcean (13 tools), Lusha (50), ContactOut (15), Prospeo (8) and Apollo publish MCP servers. Apollo spends the same credits through MCP as through the API.
How accurate are the phone numbers?
We did not run a hit-rate test, so we do not publish a find rate for any tool. Run 100 of your own prospects through the free plans before you pay.
Is it legal to call numbers from these tools?
That depends on your country, who you call and whether the number is a business line. Check the calling rules where the prospect is based. We do not give legal advice.
