7 Best Phone Number Databases for North America (Accuracy Claims Compared)

Seven databases that hold B2B direct dials and mobiles, compared on what each says about accuracy, what a phone costs, the API, MCP and rate limits.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

A phone number database holds direct dials and mobile numbers for business contacts, so a rep or a script can call the person instead of emailing. Dialing teams, recruiters and agent builders need one when email alone does not get a reply.

We have not run a phone accuracy test for this page, so no tool below has a hit rate we measured. We compared what each vendor publishes about accuracy, what a phone costs, the API, the MCP server and the rate limit, all checked in September and October 2026.

Phone credits cost 5 to 8 times an email at the vendors that meter them. Most publish no price at 1M records.

For one-to-one pages, read ZoomInfo, Cognism, Lusha, Apollo, UpLead and Lead411 against LeadOcean. To test accuracy yourself, use the bench in how to test phone enrichment tools.

What we evaluated

  • Published accuracy. What the vendor claims about phone or contact accuracy, and whether it shows a method. We measured none of it.
  • Cost of one phone. The credits or dollars a direct dial costs, and whether a miss is charged.
  • API and MCP. Whether a key exists on the cheap plans, and whether an agent can call the tool.
  • Rate limits. Requests per second or per minute, because they set how fast a phone batch runs.
  • Cost at volume. What 1M records a month costs, using only published prices.

1. LeadOcean: best for phone lookups through an API or an agent

LeadOcean is a data API and a hosted MCP server. It holds 693M people, and 166M of them have a phone number. You call GET /v2/people/phone, or use the leadocean_find_phone tool over MCP, and get the number back (LeadOcean pricing, October 2026).

We rank it first for one buyer: the one who pulls phones in code, through an agent or at volume. We rank it that way for price and access, not accuracy. LeadOcean does not verify a number by calling it and makes no accuracy claim. It also does not split phone coverage by region on its pricing page.

Size a North America list before you spend a record. leadocean_count_leads is free and takes a country filter and hasPhone. On 2026-10-21 a free count of US sales VPs and directors with hasPhone: true returned 864,742 people with a phone on file, at 296,626 employers. That is a phone count, not a connect rate. Every plan has the whole database and every feature. Agency is $497 a month at 200 requests a second with 5 keys.

Pros

  • Phones and bulk CSV export are included on paid plans, with no per-phone credit.
  • 13 MCP tools over OAuth, with no key pasted, including leadocean_find_phone.
  • 200 requests a second on Agency and 10,000 a second on Platform.
  • Counts are free, so you know the list size before the first lookup.

Cons

  • No phone verification and no accuracy claim.
  • A v2 contact call that finds nothing still costs one record.
  • No dialer, sequencer, CRM or Chrome extension. The app has an Exports page and nothing else for reps.
  • Bulk CSV export is not on Free.

Best for: developers, RevOps teams and agent builders that pull phones in code or at volume.

Pricing: Free $0 (1,000 records for life), Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).

2. ZoomInfo: best for enterprise dialing teams

ZoomInfo is the incumbent for direct dials. Its Sales page claims 120M+ direct dials and, elsewhere on the same page, over 70M phone numbers. It states no phone accuracy rate (ZoomInfo Sales, October 2026).

The platform price is not public. The zoominfo.com pricing page returned a human check to our fetch. The self-serve route is GTM AI: data credits pay as you go from $20, with a list rate of $0.25 a credit at 100,000 credits for $25,000. Past 100,000, it is Enterprise and quote only (GTM AI pricing, September 2026).

ZoomInfo has an official MCP server. It needs a free GTM AI account or an existing subscription (ZoomInfo MCP docs, September 2026). API limits run 5 requests a second on Builder, 25 on Standard and 35 on Scaling (GTM AI rate limits, September 2026).

Pros

  • The biggest direct-dial claim in this list.
  • Search, lookup and find similar are free. A record is charged once per 12 months.
  • Free signup gives 1,000 data credits, API and MCP included, no card.

Cons

  • No public price at 1M records and no public platform price.
  • Two different phone counts on one page, and no accuracy rate.
  • 35 requests a second is the top published package.

Best for: enterprise sales teams with a budget and a dialer.

Pricing: GTM AI from $20 pay as you go; platform plans are quote only (GTM AI pricing, September 2026).

3. Cognism: best for phone-verified mobiles

cognism homepage

Cognism sells phone-verified mobiles. Its Diamond Data page claims over 10M phone-verified contacts globally, on-demand verification in under 48 hours and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). It does not split that count by region, so we cannot say how many are in North America.

It is the one vendor here that says it verifies by phone. That is a claim, not a result we tested. The Pro plan adds higher-quality mobile data and on-demand verification (Cognism pricing, September 2026).

The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools, mostly search, count and dictionary lookups (Cognism MCP, September 2026).

Pros

  • Phone verification and Do Not Call checks are part of the pitch.
  • One credit per revealed contact, and viewing a revealed contact again is free.
  • API and an MCP server with OAuth sign-in.

Cons

  • No dollar price at any volume. You cannot size a 1M job before a sales call.
  • The 10M+ verified count is global, and it is a small slice of the database.
  • 500 requests a minute is about 8 a second.

Best for: dialing teams that value a verified mobile over a large count.

Pricing: No public price. Standard and Pro are quote only (Cognism pricing, September 2026).

4. Lusha: best for reps who want an extension and an API

lusha homepage

Lusha is a contact database with a browser extension and an API on every plan, including Free. Its data page lists 515M+ verified contacts with no North America split (Lusha data, October 2026). The accuracy figures on its homepage are customer quotes, not a published rate with a method.

A phone costs 5 credits and an email 1. One API request for both costs 7: 5 for the phone, 1 for the email and 1 for the request (Lusha API guide, September 2026). Premium is $399.90 a month for 3,400 credits, which is 680 phones.

The Lusha MCP server has 50 tools and shares the REST credit pool (Lusha MCP tools, September 2026). Premium API limits are 300 requests a minute and 18,000 a day.

Pros

  • Extension, API and a 50-tool MCP server.
  • Free plan with 40 credits a month and no card.
  • Lowest published rate is about $0.0795 a credit on Premium billed yearly.

Cons

  • Phones cost 5 times an email, so volume gets expensive fast.
  • No phone accuracy rate is published, only customer quotes.
  • No public price at 1M. Scale is custom.
  • The docs disagree on whether a no-match request is charged.

Best for: individual reps and small teams that work in the browser.

Pricing: Free $0; Starter $49.90 a month ($37.45 billed yearly); Pro $69.90 ($52.45); Premium $399.90 ($299.95) (Lusha pricing, September 2026).

5. Apollo: best for a database and a sequencer in one seat

apollo homepage

Apollo sells a contact database and an outreach tool per seat. A phone number costs 8 credits, and an email 1. API people enrichment costs 1 to 9 credits, with 8 added when a mobile is returned (Apollo API pricing, September 2026).

Every plan includes API access. Paid plans get 1,000 enrichment requests a minute with no hourly or daily cap (Apollo rate limits, September 2026). The official MCP server works on any plan (Apollo MCP, September 2026). Apollo publishes no phone accuracy rate in the pages we read.

At volume the seat model bites. The list-price math for 1M work emails is 250 Professional seats at $99, or $24,750 a month, and $19,600 a month on yearly billing with 400 Basic seats. Phones cost 8 times the credits, and we do not price that out (Apollo pricing, September 2026). Apollo's pages do not say whether that many seats can be bought self-serve.

Pros

  • Database, sequences and a dialer in the same seat.
  • 1,000 enrichment requests a minute on paid plans.
  • Free plan with API access and 75 credits a month.

Cons

  • A phone costs 8 credits, and credits are granted per seat.
  • Add-on credit prices are not public.
  • No published phone accuracy rate.

Best for: teams that want data and outreach in one product.

Pricing: Free $0; Basic $65 a month per seat ($49 billed yearly); Professional $99 ($79); Organization $149 ($119) (Apollo pricing, September 2026).

6. UpLead: best for a written accuracy guarantee

UpLead backs its data with a 95% accuracy guarantee and refunds bounces and poor data (UpLead data page, September 2026). That is the only written guarantee in this list. It is a contact-level promise, and the page does not break out phone accuracy.

Mobile direct dials come in the same credit as the contact (UpLead pricing, September 2026). No phone count is published. The database is 200M+ contacts with email and 19M+ company profiles.

The API is the limit. Enrichment and full API access are ticked only on Professional, which is a custom annual quote. The API allows 500 requests a minute (UpLead API docs, September 2026). UpLead mentions no MCP server.

Pros

  • A 95% accuracy guarantee with refunds on bounces.
  • Phones sit in the same credit as the contact.
  • 500 API requests a minute.

Cons

  • API access starts on a custom annual plan.
  • No MCP server and no published phone count.
  • Extra credits are capped at $2,000 a day, so 1M is not reachable on self-serve.

Best for: reps who prospect in the app and want a refund path.

Pricing: Essentials $99 a month ($74 billed yearly, 170 credits); Plus $199 ($149, 400 credits) (UpLead pricing, September 2026).

7. Lead411: best for direct dials without enterprise pricing

Lead411 claims 97% verified emails and phones on its homepage (Lead411, September 2026). It does not publish how many contacts have a direct dial.

Spark at $49 a month does not include direct phone numbers or the API. Direct phones, API access and CRM customizations start on Ignite, from $150 a month (Lead411 pricing, September 2026). The V3 API takes an API key header and publishes no rate limit number (Lead411 API docs, September 2026).

MCP is not tied to a plan. It is for approved customers and must be switched on by Lead411 Support. Requests return 401 until it is.

Pros

  • Direct phones and API at $150 a month on Ignite.
  • A 7-day trial with 50 exports and no card.
  • OpenAPI spec and Postman collection for the V3 API.

Cons

  • No direct phones on the $49 plan.
  • No published rate limit and no direct-dial count.
  • No public price at 1M. Unlimited exports are on Blaze, by quote.

Best for: small teams that want direct dials and an API at a mid-tier price.

Pricing: Spark $49 a month ($490 a year); Ignite from $150 a month ($1,500 a year); Blaze by quote (Lead411 pricing, September 2026).

How to choose

  • You pull phones through an API, a script or an agent: LeadOcean. Flat price, phones included, 200 requests a second on Agency.
  • Your reps dial all day and want verified mobiles: Cognism, then ZoomInfo if budget allows. Ask both for a quote at your volume.
  • You want an extension and a small monthly bill: Lusha. Count phones at 5 credits each.
  • You want data and sequences in one seat: Apollo. Count phones at 8 credits each.
  • You need a written guarantee and refunds: UpLead.
  • You want direct dials and an API without an enterprise contract: Lead411 Ignite.
  • You need a proven hit rate: run the same 100-person bench on two vendors and dial the results.

Verdict

Pick by how you pull the data. LeadOcean wins for API, agent and volume buyers, because phones are included and Agency is $497 a month at 1M records. Cognism wins for dialing teams that want a vendor that says it verifies mobiles by phone. ZoomInfo wins for enterprise teams that want the largest direct-dial claim and can pay for it. Lusha fits individual reps, Apollo fits teams that also want outreach, UpLead fits buyers who want a refund, and Lead411 fits the budget in the middle. None of these accuracy claims is ours, so test before you commit.

FAQ

Which phone number database is most accurate for North America?

We do not know. We did not run a test, and no vendor here publishes a phone accuracy rate with a method. UpLead and Lead411 publish accuracy claims, but they cover contacts, not phones alone. Run a 100-person bench before you buy.

How much does a phone number cost?

It depends on the model. Lusha charges 5 credits and Apollo 8 credits per phone. Cognism and ZoomInfo publish no per-phone price. LeadOcean includes phones in a flat monthly fee, but a v2 call that finds nothing still costs one record.

Can I get North America phone numbers through an API?

Yes, on most of these. LeadOcean, Lusha and Apollo include an API key on every plan. UpLead gates the API to Professional, and Lead411 to Ignite and above.

Do any of these have an MCP server?

Yes. LeadOcean has 13 tools, Lusha 50, Cognism 15, and ZoomInfo and Apollo have official servers. Lead411 gives MCP to approved customers. UpLead mentions none.

Does LeadOcean verify phone numbers?

No. LeadOcean holds 166M people with a phone number and does not call them to confirm. If your reps need verified mobiles, Cognism is built for that. Use LeadOcean to find numbers at volume, then verify the short list.

What does 1M phone records a month cost?

Only LeadOcean has a public figure: $497 a month on Agency. Apollo's list math is $24,750 a month for 1M work emails, and a phone costs 8 credits. Every other vendor here is quote only at that volume.
