A phone number finder takes a person (a LinkedIn URL, an email or an ID) and returns a direct dial or mobile number. An AI agent needs one when it qualifies a lead, builds a call list or hands a hot account to a rep.
Agents break the tools built for reps. A rep makes 40 lookups a day in a browser. An agent makes thousands in a loop, with no human to hit a cap and no seat to log in to. We compared published pricing, API and MCP docs in September 2026. We did not run a hit-rate test, so no tool below has a find rate we measured. The general list covers rep use. This one ranks for the agent buyer.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | Agents and code that pull phones at volume | Free, then Solo $97 a month | Agency $497 a month, phones included |
| FullEnrich | Waterfall lookups where a miss is free | $29 a month ($26 billed yearly) | No public 1M price |
| Prospeo | Small agent projects on per-seat plans | $49 a month ($37 billed yearly) | No single tier reaches 1M |
| Crustdata | Agents that also need live web and job data | No public dollar price | No public 1M price |
| LeadMagic | Pay-as-you-go credits with a hosted MCP server | $99 a month ($83 billed yearly) | No public 1M price |
| Lusha | Teams with an extension plus an API | $49.90 a month ($37.45 billed yearly) | No public 1M price |
| RocketReach | A published credit table to budget from | $69 a month (reported) | No public 1M price |
What we evaluated
- Volume. Whether the plan allows thousands of lookups a day, and what the published prices say about 1M records a month.
- Price model. Flat fee or credits, what a mobile costs, and whether a miss is charged. An agent that retries burns credits fast.
- API. Whether a key exists on the cheap plans, what input the phone call takes and which rate limit applies.
- MCP. Whether an agent can connect directly, how many tools the server exposes and how sign-in works.
- Seats. Whether billing is per user. A loop has no user, so per-seat pricing is a poor fit for an agent.
1. LeadOcean: best for agents that pull phones at volume
LeadOcean is a data API with a hosted MCP server at https://api.leadocean.io/mcp. It holds 693M people, and 166M of them have a phone number. An agent calls the find_phone tool, or your code calls GET /v2/people/phone (LeadOcean pricing, October 2026).
The price is a flat monthly fee, not a credit table. Phones, bulk CSV export and every endpoint are on every paid plan. Free gives 1,000 records for life with no card and 5 requests a second. Solo is $97 a month at 50 requests a second. Agency is $497 a month at 200 requests a second, with 5 keys and no per-seat charge.
Agents get a few things that help in a loop. The MCP server has 13 tools and signs in over OAuth 2.1, so no key is pasted into a prompt. leadocean_count_leads and leadocean_count_companies are free, so an agent can size a list before it spends a record. LeadOcean is not a rep tool. There is no dialer, sequencer, CRM or Chrome extension.
Pros
- Phones are included on Solo and Agency, with no per-phone credit.
- 13 MCP tools over OAuth, including
find_phone, with free count tools. - 200 requests a second on Agency and 10,000 a second on Platform.
- No seats. One key per agent, 5 keys on Agency.
Cons
- A v2 contact call that finds nothing still costs one record.
- No browser extension, dialer or CRM for reps.
- Bulk CSV export is not on Free.
Best for: developers and agent builders who call phones from code or over MCP.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. FullEnrich: best for waterfall lookups with free misses
FullEnrich runs a lookup across 25+ data sources and returns the first match it can verify. Its pricing page lists search access to 800M people and 50M companies (FullEnrich pricing, September 2026). API, MCP, search and bulk CSV are on every plan, including the free trial.
A mobile costs 10 credits. A work email costs 1 credit and a personal email 3. A lookup that finds nothing, or returns a landline, costs 0 (FullEnrich credit docs, September 2026). For an agent that retries, a free miss matters.
The ceiling is the rate limit. The API allows 60 calls a minute across Enrich, Reverse Email and Search, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). See how it compares on LeadOcean vs FullEnrich.
Pros
- No charge when a lookup finds nothing.
- API and MCP on every plan, including the free trial.
- Bulk requests of up to 100 contacts soften the call limit.
Cons
- 10 credits per mobile means the $29 plan (500 credits) buys 50 mobiles a month.
- 60 calls a minute is slow for a large agent loop.
- Monthly tiers stop at 100,000 credits ($3,500), then it is sales.
Best for: agents that cascade across many sources and should pay only for a match.
Pricing: Pro starts at $29 a month for 500 credits, $26 a month billed yearly. Free trial is 50 credits (FullEnrich pricing, September 2026).
3. Prospeo: best for small agent projects on per-seat plans
Prospeo sells per-seat plans with a shared credit pool. A mobile costs 10 credits and a verified email 1. A lookup with no result costs 0, and re-enriching a record within 90 days costs 0 (Prospeo credits, September 2026).
Starter is $49 a month for 2,000 credits, which is 200 mobiles. Growth is $99 for 5,000 and Pro is $249 for 15,000. The hosted MCP server has 8 tools and takes OAuth or an API key (Prospeo MCP docs, September 2026).
Enrich limits are 5 requests a second on Starter and Growth and 30 on Pro (Prospeo rate limits, September 2026). Credits expire at the end of each cycle. See LeadOcean vs Prospeo.
Pros
- Misses and repeat lookups cost nothing.
- An 8-tool hosted MCP server that accepts a key for code.
- Pro allows 30 enrich requests a second.
Cons
- 10 credits per mobile limits the cheap plans to a few hundred phones.
- Credits expire at the end of the cycle.
- No single tier reaches 1M credits a month.
Best for: a small agent project that wants a hosted MCP server and no charge for misses.
Pricing: Starter $49 a month ($37 billed yearly), Growth $99 ($74), Pro $249 ($187) (Prospeo pricing, September 2026).
4. Crustdata: best for agents that also need live web and job data

Crustdata is a data API with its own index of people, companies, jobs and posts, sold on credits. A person enrich costs 1 credit for the base profile and 2 more for a phone, so a mobile lookup is 3 credits (Crustdata pricing docs, September 2026). Search is 0.03 credits per result.
The pricing page lists no plan names and no dollar price per credit. The docs say the dollar value depends on your plan and tell you to read the cost in the dashboard. That is why we write "No public 1M price" for it. Contact enrich, the cheaper endpoint, is enterprise only.
The hosted MCP server at install.crustdata.com/mcp takes OAuth for interactive clients and an API key as a bearer token for code (Crustdata MCP docs, September 2026). Default limits are 15 requests a minute on person enrich and 30 on search (Crustdata rate limits, September 2026). See LeadOcean vs Crustdata.
Pros
- MCP with both OAuth and a bearer API key.
- Search at 0.03 credits per result is cheap for sizing.
- Batch person enrich takes up to 10,000 identifiers a job.
Cons
- No public dollar price per credit or plan list.
- 15 requests a minute on person enrich by default.
- The cheaper contact enrich endpoint needs an enterprise plan.
Best for: agents that mix phone lookups with live web, job and change data.
Pricing: No public dollar price. Credits per call are published (Crustdata pricing docs, September 2026).
5. LeadMagic: best for pay-as-you-go credits with a hosted MCP server
LeadMagic sells monthly credit plans. Essential is $99 for 5,000 credits a month. Growth is $249 for 20,000, Professional $499 for 50,000 and Ultimate $849 for 100,000 (LeadMagic pricing, September 2026). A Mobile Finder call costs 5 credits (LeadMagic pricing explained, September 2026). There is no free plan.
Ultimate works out to $0.00849 a credit, but top-up and Enterprise prices are not published. So there is no public price at 1M a month, and we do not multiply a rate out. Email Finder runs at 600 requests a minute on standard plans, and most other endpoints at 300 a minute (LeadMagic Email Finder docs, September 2026).
LeadMagic has a hosted MCP server. Sign-in is OAuth only and static API keys are not accepted, which suits an interactive client more than a headless job (LeadMagic MCP, October 2026). See LeadOcean vs LeadMagic.
Pros
- Credit ladder up to 100,000 credits a month on self-serve.
- A hosted MCP server.
- Email Finder misses are free.
Cons
- No free plan or trial credits.
- MCP is OAuth only, so a scheduled job cannot use a static key.
- 5 credits per mobile, so Essential buys about 1,000 phones.
Best for: teams that want credits they can scale to 100,000 a month and an interactive MCP client.
Pricing: Essential $99, Growth $249, Professional $499, Ultimate $849 a month; billed yearly $83, $208, $416 and $708 a month (LeadMagic pricing, September 2026).
6. Lusha: best for teams with an extension and an API

Lusha sells credits per user and puts a browser extension in front of most of them. A phone number costs 5 credits and an email 1. Email plus phone is 7 credits through a single API request (Lusha API guide, September 2026).
Every plan has an API key, including Free, which gives 40 credits a month. Starter is $49.90 a month for 400 credits, so about 80 phone numbers. The MCP server has 50 tools and draws on the same credit pool as the REST API (Lusha MCP tools, September 2026).
Premium allows 300 requests a minute and 18,000 a day. Free and Starter cap the API at 100 requests a day, which an agent hits in seconds. See LeadOcean vs Lusha.
Pros
- A browser extension and an API on the same credit pool.
- A 50-tool MCP server.
- An API key on every plan, including Free.
Cons
- 5 credits per phone makes the cheap plans small for phone work.
- Free and Starter cap the API at 100 requests a day.
- Billing is per user, which fits reps better than agents.
Best for: sales teams that work in the browser and add an agent on the side.
Pricing: Starter $49.90 a month ($37.45 billed yearly), Pro $69.90 ($52.45), Premium $399.90 ($299.95). Scale is custom (Lusha pricing, September 2026).
7. RocketReach: best for a published credit table
RocketReach publishes what each action costs in Universal Credits. A phone is 6 credits, a professional email 2, a personal email 3. Nothing is charged when no data is found, and re-lookups of the same profile are free while the plan is active (RocketReach credit docs, September 2026).
Phone lookups start on the Pro plan, reported at $119 a month on monthly billing, with 250 exports a month (G2, September 2026). RocketReach's own pricing page showed a bot check on the day we looked, so these prices are reported by G2, not read first-party. We could not verify billed-yearly prices, so we leave them out.
The global API limit is 10 requests a second. The MCP server exposes 9 tools over OAuth 2.1 (RocketReach rate limits, September 2026; RocketReach MCP docs, September 2026). See LeadOcean vs RocketReach.
Pros
- A clear credit table with phone and email prices per action.
- No charge for a miss.
- A 9-tool MCP server and a 10 requests a second API.
Cons
- No public dollar price per credit or API plan price.
- Monthly price figures come from G2 while the pricing page is blocked.
- 250 exports a month on Pro is low for an agent.
Best for: teams that want to estimate agent credit use from a published table.
Pricing: Essentials $69, Pro $119, Ultimate $209 a month on monthly billing, as reported by G2 (G2, September 2026).

How to choose
- Your agent runs thousands of lookups a day: LeadOcean. Phones are flat-priced and Agency allows 200 requests a second.
- Misses are common and you want them free: FullEnrich or Prospeo.
- The agent runs headless on a schedule: pick a tool with a key-based MCP or REST path: LeadOcean, Prospeo or Crustdata. LeadMagic MCP needs OAuth.
- You also need job changes and live web data: Crustdata.
- Reps in a browser and an agent share one tool: Lusha.
- You are a startup with a small budget: start on a free plan. See the startup list.
- You want to test one lookup first: use the free phone number finder.
Verdict
LeadOcean wins for the agent buyer who needs volume. Phones are flat-priced, there are no seats and the API runs to 200 requests a second on Agency. FullEnrich wins when a free miss and a waterfall matter more than speed. Prospeo suits a small project. Crustdata suits an agent that also reads the live web. LeadMagic, Lusha and RocketReach fit teams that already budget in credits. Check the plans before you size an agent loop.
FAQ
What should an AI agent look for in a phone number finder?
Look for a hosted MCP server, a key-based API for headless jobs and a rate limit that fits a loop. Then check the price of a miss, because an agent retries. A flat fee beats credits once you pass a few thousand lookups a month.
Which phone finder has an MCP server?
LeadOcean (13 tools), Lusha (50), RocketReach (9) and Prospeo (8) publish tool counts. FullEnrich lists MCP on every plan. Crustdata and LeadMagic run hosted servers, and we do not state a tool count for either.
How much does a mobile cost per lookup?
It ranges from 3 credits on Crustdata to 10 on FullEnrich and Prospeo, with Lusha at 5, LeadMagic at 5 and RocketReach at 6. LeadOcean has no per-phone credit: phones are included on paid plans.
Can an agent find phone numbers for free?
Yes. LeadOcean's free plan gives 1,000 records for life with no card, and the same API and MCP server as paid plans. There is also a free phone number finder tool.
Do per-seat plans work for agents?
Rarely. An agent has no seat, so per-user billing means you pay for a person who never logs in. Flat plans with several keys, such as LeadOcean Agency with 5 keys, fit better.
How accurate are the phone numbers?
We did not run a hit-rate test, so we do not publish a find rate for any tool. Run 100 of your own contacts through the free plans before you buy.
