7 Best Phone Number Finder Tools for Enterprise Teams (2026)

Seven tools that return a direct dial or mobile number for a B2B contact, ranked for enterprise teams on volume, price model, API and seats.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

A phone number finder returns a direct dial or mobile number for a B2B contact, from a name, a LinkedIn URL or an email. Enterprise teams need one at volume, across many reps, regions and systems.

Teams leave their current tool for three reasons. Platform plans are annual contracts quoted by sales, so the bill is hard to forecast. Seat pricing means every added caller raises it. API caps per minute or per day block bulk pulls into a CRM or warehouse.

We ranked seven tools on those limits, using published pricing and docs from September 2026. We did not run a hit-rate test, so no find rate below is measured. If you are leaving one of them, read our pages on ZoomInfo, Cognism, Apollo, Lusha, Seamless.AI and Lead411. The wider list is in our phone finder roundup.

TL;DR

LeadOcean fits enterprise teams that pull phones through an API, an agent or CSV exports, because its price is flat and public. ZoomInfo and Cognism fit teams whose reps need a full prospecting platform and will sign a contract.

What we evaluated

  • Volume. What the top public plan covers, and whether a pull of 100,000 or 1M numbers is possible without a sales call.
  • Price model. Flat fee, credits, seats or annual contract, and what a mobile costs next to an email.
  • API and MCP. Whether an API is open on the plan, the rate limit, and whether an MCP server exists for agents.
  • Seats and rollout. Per-user pricing, seat limits, key counts, and whether larger teams get SSO or a success team in writing.
  • Phone cost visible before you spend. Whether the pricing page or docs state what a phone number costs.

1. LeadOcean: best for enterprise teams that pull phones in code or with an agent

LeadOcean is a people and company data API with a hosted MCP server. It holds 693M people, and 166M of them carry a phone number. There is no seat price and no credit balance.

Agency costs $497 a month with phones and bulk CSV export included, 5 API keys and 200 requests a second per account. Platform costs $1,997 a month for 10,000 requests a second, 20 keys, a resell and embed licence, a private Slack channel and an uptime SLA. Paid plans run on a fair-use pace, so reaching it slows the key instead of stopping it.

For phones you call GET /v2/people/phone, or the leadocean_find_phone MCP tool. Each lookup is one record, including a call that finds nothing on the v2 contact endpoints. GET /v1/companies/count and leadocean_count_companies size a target account list for free before you spend anything. LeadOcean is not a rep workspace: it has no dialer, sequencer or Chrome extension.

Pros

  • One flat price covers every team and region, with no per-seat fee.
  • Phones are included on Solo and Agency, with no separate phone credit.
  • 13 MCP tools let an agent search, count, enrich and export.
  • Free plan gives 1,000 records for life with no card, on the same API.

Cons

  • No dialer, CRM or Chrome extension. The app has an Exports page, not a rep workspace.
  • We publish no phone accuracy figure, so test a sample on your own contacts.
  • v2 contact lookups cost a record even on a miss, and bulk CSV export is not on Free.

Best for: enterprise data, RevOps and engineering teams that pull phones at volume through an API, an agent or CSV exports.

Pricing: Free $0, Solo $97 a month, Agency $497 a month, Platform $1,997 a month. LeadOcean pricing, October 2026.

2. ZoomInfo: best for reps who want a full sales intelligence suite

ZoomInfo is the large sales intelligence suite, and direct dials are a core feature. Its Sales page claims 120M+ direct dials and gives no accuracy rate (ZoomInfo Sales, October 2026). Reps get intent data, org charts and a workflow in one login.

Platform plans are annual contracts quoted by sales. ZoomInfo says most paid plans are billed annually upfront (ZoomInfo, July 2026). Vendr reports a median of $33,500 a year, with contracts from $7,220 to $155,730 and terms of 1 to 3 years (Vendr, February 2026). ZoomInfo publishes no platform price, so ask sales for it in writing.

For code, ZoomInfo sells GTM.AI, a pay-as-you-go credit product with an API, an official MCP server and a CLI. Data credits run from $0.45 each down to $0.25 at 100,000 credits for $25,000, and the slider stops there (GTM.AI pricing, September 2026). One credit enriches or exports one company, contact or intent record, and a record is charged once per 12 months (GTM.AI credit docs, September 2026).

Pros

  • Intent data, org charts and direct dials in one suite.
  • GTM.AI has no contract and no seat fee, with 1,000 free data credits at signup.
  • Official MCP server for Claude, ChatGPT and Cursor.
  • Search, lookup and find-similar are free on GTM.AI.

Cons

  • Platform prices are not public, and Vendr reports multi-year terms with renewal increases.
  • API access on platform plans is a priced add-on, per Vendr.
  • GTM.AI limits are 5 requests a second on Builder, 25 on Standard and 35 on Scaling.

Best for: enterprise sales teams that want the suite and will sign an annual contract.

Pricing: GTM.AI credits from $20, $0.45 each at the base tier. Platform plans are quote only. GTM.AI pricing, September 2026.

3. Cognism: best for phone-verified mobiles, mainly in Europe

cognism homepage

Cognism is a sales intelligence platform built around phone-verified mobiles. It claims over 10M phone-verified contacts, on-demand verification in under 48 hours and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). For teams that dial Europe, that is the reason to pay.

Cognism publishes no dollar price. The pricing page lists Standard and Pro, with 5 seats each, and says pricing is tailored by team setup and usage. One credit reveals one contact, and no credit price or allocation is published (Cognism pricing, September 2026).

The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and uses OAuth 2.0 (Cognism MCP, September 2026). API and MCP need a package that includes them.

Pros

  • Phone-verified mobiles and on-demand verification on Pro.
  • Do Not Call cross-referencing for compliance-minded dialing teams.
  • API and a 15-tool MCP server share the same credits.
  • Re-viewing a revealed contact is free.

Cons

  • No public price at any tier, so budgeting needs a sales call.
  • The API is capped at 500 requests a minute per operation.
  • The verified set, 10M+, is far smaller than the full database.

Best for: enterprise sales teams that dial mobiles in Europe and want verification.

Pricing: No public price. Standard and Pro, quote only. Cognism pricing, September 2026.

4. Apollo: best for teams that also want sequences and a dialer

apollo homepage

Apollo sells a database, sequencer and dialer per seat, with API access on every plan. Credits are pooled across the team and expire at the end of each billing cycle. An email costs 1 credit and a phone number costs 8 (Apollo API pricing, September 2026).

Seats set the credit pool. Basic is $65 per seat a month with 2,500 credits, Professional $99 with 4,000, and Organization $149 with 6,000 and a 3-seat minimum. Billed yearly they are $49, $79 and $119 (Apollo pricing, September 2026).

For 1M work emails a month, the cheapest list path is 250 Professional seats at $99, or $24,750 a month. Billed yearly, 400 Basic seats come to $19,600 a month. A phone is 8 credits, and add-on credit prices are not public.

Pros

  • Database, sequences and dialer sit in one login.
  • Enrichment endpoints allow 1,000 requests a minute on paid plans with no daily cap.
  • Official MCP server on every plan, including Free.
  • Record selection limit rises to 10,000 per action on Organization.

Cons

  • Seat pricing means headcount drives the bill.
  • Credits do not roll over, including purchased add-ons.
  • A phone is 8 credits, and the price of an extra credit is not public.

Best for: enterprise teams that want data, sequencing and calling in one seat-based platform.

Pricing: Free with 75 credits a month; Basic $65 per seat a month, $49 billed yearly. Apollo pricing, September 2026.

5. Lusha: best for SSO on a credit plan

lusha homepage

Lusha is a browser-extension finder with an API and a 50-tool MCP server on a shared credit pool. A phone number costs 5 credits and an email 1. Through a single API request, email plus phone is 7 credits (Lusha API guide, September 2026).

Plans scale by seats. Premium has 5 seats, expandable to 25, at $399.90 a month for 3,400 credits ($299.95 billed yearly). Scale is custom and adds SSO, a dedicated success team and priority support, with 50 percent or more off the price per credit (Lusha pricing, September 2026).

Rate limits are per key. Premium allows 300 a minute and 18,000 a day. Scale allows 300 a minute and 50,000 a day. The highest public tier is 10,000 credits a month, which is $977.40 billed monthly.

Pros

  • A phone is a published 5 credits, so the cost is visible before you spend.
  • Scale lists SSO and a dedicated success team, which most tools here do not.
  • 50-tool MCP server on the same credit pool.
  • Waterfall is available on all paid plans, at 8 credits per phone.

Cons

  • Daily API caps limit bulk pulls, even on Scale.
  • The top public tier is 10,000 credits, far below enterprise volume.
  • Scale has no public per-credit price.

Best for: enterprise teams that need SSO and a success team on a credit plan and call one profile at a time.

Pricing: Free with 40 credits; Starter $49.90 a month ($37.45 billed yearly); Premium $399.90 ($299.95 billed yearly). Lusha pricing, September 2026.

6. Seamless.AI: best for reps who want phones and outreach in one app

seamless-ai homepage

Seamless.AI claims 2.2B+ verified contacts and 448M+ verified mobile numbers (Seamless.AI API page, September 2026). That is more phones than any other database here, by its own claims. It is built for reps who prospect and send outreach in one app.

Seamless.AI publishes no dollar price. Pricing is an inquiry form, and API keys are bundled with plan tiers or sold as an add-on (Seamless.AI pricing, September 2026). A Pro license carries 10,000 credits a month, and one credit covers a contact's email and phone together.

The API default is 60 requests a minute per endpoint, shared by the whole organization. A research request takes up to 500 records and runs asynchronously (Seamless.AI docs, September 2026). Subscriptions are annual, with 60 days' notice before renewal (Seamless.AI terms, September 2026).

Pros

  • The largest claimed mobile set here, at 448M+.
  • One credit covers email and phone together.
  • 57-tool MCP server with OAuth 2.1, once enabled on the account.
  • An organization can hold 25 persistent API keys.

Cons

  • No public price in dollars at any tier.
  • Annual terms, 60 days' notice and final sales.
  • Rate limit is shared across the whole organization, and research is asynchronous.

Best for: enterprise reps who want the largest claimed mobile set and an outreach app.

Pricing: No public price. Free license has 50 credits with no refill. Seamless.AI pricing, September 2026.

7. Lead411: best for US and Canada direct dials

Lead411 lists data for 13 countries, including the US, Canada, the UK and Australia (Lead411 FAQ, September 2026). Direct phone numbers start on the Ignite plan. Spark does not include direct dials or API access.

Spark is $49 a month for 1,000 exports ($490 a year). Ignite starts at $150 a month ($1,500 a year) and the FAQ says price varies by team size. Blaze offers unlimited exports by quote, annual only (Lead411 pricing, September 2026).

The V3 API uses an API key or OAuth and publishes an OpenAPI spec, but no rate limit number (Lead411 API docs, September 2026). An MCP server exists for approved customers, and it returns 401 until Lead411 Support enables it. Lead411 also reports one-click sync to 25+ CRMs.

Pros

  • Direct dials and API access on Ignite, with unlimited exports on Blaze.
  • A published OpenAPI spec and Postman collection.
  • One-click integration with 25+ CRMs.
  • A monthly plan exists below the annual tiers.

Cons

  • Coverage is 13 countries, so global teams will find gaps.
  • No published rate limit, and MCP is by approval only.
  • Ignite pricing is team-dependent and Blaze is annual only.

Best for: US and Canada enterprise teams that want direct dials and a CRM sync with an API.

FAQ

What do enterprise teams look for in a phone number finder?

Four things: volume without a sales call, a price model that does not grow with headcount, an open API and, increasingly, an MCP server for agents. Rate limits and key counts matter at scale.

Which tools publish a price at 1M records?

Only LeadOcean and Apollo. LeadOcean Agency is $497 a month within its fair-use pace. Apollo's arithmetic is $24,750 a month for 1M work emails at list, and phones cost 8 credits each. The rest publish no 1M price.

Do I pay per seat?

Apollo prices per seat. Cognism lists 5 seats on its plans. Lusha Premium includes 5 seats, expandable to 25. LeadOcean has no seat price and gives 5 API keys on Agency and 20 on Platform.

Which tools have an MCP server for agents?

LeadOcean (13 tools), Lusha (50), Seamless.AI (57), Cognism (15), Apollo and ZoomInfo publish MCP servers. Lead411 offers one only to approved customers.

How much does a mobile number cost?

In credits: Lusha 5, Apollo 8 and Lusha waterfall 8. Seamless.AI covers email and phone in one credit. Cognism, ZoomInfo and Lead411 publish no per-phone price. LeadOcean counts a phone lookup as one record inside a flat plan.

Can I get 1M phone numbers a month?

Only LeadOcean Agency is priced for that in public. The other tools publish no 1M phone price, so you would need a sales quote. LeadOcean fits within its fair-use pace, and Platform raises it in writing.
