A phone number finder takes a name, a LinkedIn URL or an email and returns a direct dial or mobile number for a B2B contact. GTM engineers need one inside a table, a script or an agent loop, not in a browser tab.
They leave phone tools for four reasons. A mobile costs 5 to 10 credits, so a cheap plan buys a few hundred numbers. The API sits behind a higher plan or a rate limit of 15 to 60 calls a minute. Billing is per seat, and a script has no seat. And no plan reaches a million lookups. We read the published pricing and docs of seven tools in September 2026. We ran no hit-rate test, so we publish no find rate. For one-to-one pages see Clay, FullEnrich, Crustdata, LeadMagic, Prospeo and Lusha. The general ranking is best phone number finder tools.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | Phones from code, tables or an agent at volume | Free, then Solo $97 a month | Agency $497 a month, phones included |
| Clay | Building the workflow, with data from other vendors | $185 a month ($167 billed yearly) | No public 1M price |
| FullEnrich | Waterfall lookups where a miss is free | $29 a month ($26 billed yearly) | No public 1M price |
| Crustdata | Enrichment with signals and a hosted MCP | No public dollar price | No public 1M price |
| LeadMagic | Pay-as-you-go credits with a hosted MCP | $99 a month ($83 billed yearly) | No public 1M price |
| Prospeo | A clean credit table, per-seat plans | $49 a month ($37 billed yearly) | No public 1M price |
| Lusha | Mixed teams of reps and engineers | $49.90 a month ($37.45 billed yearly) | No public 1M price |
What we evaluated
- Volume. Whether the published plans can serve thousands of lookups a day, and what the published prices say about 1M records a month. If a vendor publishes no 1M price, we say so and do not multiply a rate out.
- Price model. Flat fee, credits or actions. What a mobile costs, and whether a miss is charged. A GTM engineer retries and backfills, so the price of a miss matters.
- API. Whether a key exists on the cheap plans, what input the phone call takes and which rate limit applies.
- Seats. Whether the bill grows per user. A cron job and an agent have no seat, so per-seat pricing taxes the wrong thing.
- MCP. Whether an agent can call the tool directly, and how sign-in works.
1. LeadOcean: best for phones from code, tables or an agent at volume
LeadOcean is a data API and a hosted MCP server. It holds 693M people, and 166M of them have a phone number. You call GET /v2/people/phone, or the find_phone tool over MCP, and get the number back (LeadOcean pricing, October 2026).
The price model is a flat monthly fee. Phones, bulk CSV export and every endpoint are on the paid plans, with no per-phone credit and no seats. Free is 1,000 records for life with no card at 5 requests a second. Solo is $97 a month at 50 requests a second. Agency is $497 a month at 200 requests a second with 5 keys. Platform is $1,997 a month at 10,000 requests a second, with embed and resell rights.
The MCP server has 13 tools and signs in with OAuth 2.1, so no key is pasted into a client (LeadOcean MCP docs, October 2026). leadocean_count_leads and leadocean_count_companies are free, so you can size a list before you spend a record. LeadOcean is not a workflow tool. The app at app.leadocean.io has an Exports page and no table builder, sequencer, dialer, CRM or Chrome extension. Pair it with Clay or your own code.
Pros
- Phones are included on Solo and Agency, with no credit table to model.
- No seats. Agency gives 5 keys and 200 requests a second.
- 13 MCP tools over OAuth, including
find_phone. - Free counts show how many people match before you spend a record.
Cons
- A v2 contact call that finds nothing still costs one record.
- No table builder or rep workspace. You bring your own.
- Bulk CSV export is not on Free.
Best for: GTM engineers who pull phones in code, from a table's HTTP column or with an agent, at volume.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. Clay: best for building the workflow, with data from other vendors

Clay is the table most GTM engineers already work in. It is a workflow tool that calls data providers in a waterfall, and it bills in Data Credits and Actions. Launch starts at $185 a month ($167 billed yearly) for 15,000 Actions and 2,500 Data Credits. Growth starts at $495 a month ($446 billed yearly) for 40,000 Actions and 6,000 Data Credits (Clay pricing, September 2026).
Phones are the expensive part. Clay says a fully enriched record typically costs 6 to 20 Data Credits plus one Action per enrichment (Clay docs, September 2026). Free and the 14-day trial include no phone enrichment. Clay prints no Data Credit cost for a single phone lookup on its pricing page or credits doc.
The developer platform, with the Public API and CLI, is on every plan (Clay docs, September 2026). The HTTP API column, which lets a table call an outside API, starts on Growth (Clay pricing, September 2026). The Public API has a per-workspace rate limit and publishes no number (Clay developer docs, September 2026). Clay also runs an MCP server for ChatGPT, Claude and Codex (Clay MCP guide, October 2026). See LeadOcean vs Clay.
Pros
- The best table and waterfall builder here. Free has unlimited seats.
- An enrichment that returns no result is charged no credits and no Actions.
- A Public API and CLI on every plan.
Cons
- Phones cost more credits than emails, and no price per phone is published.
- The self-serve ceiling is 200,000 Actions and 50,000 Data Credits a month, far below 1M.
- The HTTP API column needs Growth, $495 a month.
Best for: engineers who build and maintain GTM tables and want one place to orchestrate many data sources.
Pricing: Launch from $185 a month ($167 billed yearly), Growth from $495 ($446), Enterprise custom (Clay pricing, September 2026).
3. FullEnrich: best for waterfall lookups with free misses
FullEnrich runs one lookup across 25+ data sources and returns the first match it can verify. API, MCP, search and bulk CSV are on every plan, including the free trial of 50 credits. Users are unlimited on every plan (FullEnrich pricing, September 2026).
A mobile costs 10 credits. A work email costs 1 and a personal email 3. A lookup that finds nothing, or returns a landline, costs 0 (FullEnrich credit docs, September 2026). For a script that fires at many contacts with unknown coverage, a free miss matters.
The ceiling is the rate limit and the plan ladder. The API allows 60 calls a minute across Enrich, Reverse Email and Search, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). The top monthly tier is 100,000 credits for $3,500, then sales. See LeadOcean vs FullEnrich.
Pros
- No charge when a lookup finds nothing.
- API and MCP on every plan, with unlimited users.
- Up to 100 contacts per bulk request.
Cons
- At 10 credits a mobile, the $29 plan (500 credits) buys 50 mobiles a month.
- 60 API calls a minute is slow without bulk requests.
- Monthly tiers stop at 100,000 credits, which is 10,000 mobiles.
Best for: engineers who want one call to try many sources and pay only for a match.
Pricing: Pro starts at $29 a month for 500 credits, $26 a month billed yearly (FullEnrich pricing, September 2026).
4. Crustdata: best for enrichment with signals and a hosted MCP

Crustdata sells credits, not plans you can read. Its pricing page lists no plan names and no dollar price per credit (Crustdata docs, September 2026).
Person enrich costs 1 credit for the base profile, plus 2 for a phone, so a phone lookup is 3 credits. The dedicated contact endpoint is 2 credits for a phone but needs an enterprise plan, and self-serve keys get a 403 (Crustdata contact docs, September 2026).
The hosted MCP server takes OAuth for interactive clients and an API key as a bearer token for code (Crustdata MCP docs, September 2026). The default limits are the tight part: 15 requests a minute on person enrich and 5 on batch contact enrich. A batch person enrich takes up to 10,000 identifiers a job (Crustdata rate limits, September 2026). See LeadOcean vs Crustdata.
Pros
- A hosted MCP server with OAuth and bearer-token modes.
- Batch person enrich takes up to 10,000 identifiers a job.
- Signals and phones in one API.
Cons
- No public dollar price. A lowest tier of $95 a month appears only in a Crustdata blog post (Crustdata blog, September 2026).
- 15 requests a minute on person enrich.
- The cheaper phone endpoint is enterprise only.
Best for: teams that already buy Crustdata for company and people signals and want phones in the same API.
Pricing: No public dollar price. Phone is +2 credits on enrich (Crustdata docs, September 2026).
5. LeadMagic: best for pay-as-you-go credits with a hosted MCP
LeadMagic sells monthly credit plans. Essential is $99 for 5,000 credits a month. Growth is $249 for 20,000, Professional $499 for 50,000 and Ultimate $849 for 100,000 (LeadMagic pricing, September 2026). Seats are 3, 5, 10 and 20 on those plans, sharing one credit pool. There is no free plan.
A Mobile Finder call costs 5 credits, so Essential buys about 1,000 phones (LeadMagic pricing explained, September 2026). Top-up and Enterprise prices are not published, so there is no public price at 1M a month. Email Finder runs at 600 requests a minute, and most other endpoints at 300 a minute (LeadMagic Email Finder docs, September 2026).
LeadMagic has a hosted MCP server. Sign-in is OAuth only and static API keys are not accepted, which suits an interactive client more than a scheduled job (LeadMagic MCP, September 2026). See LeadOcean vs LeadMagic.
Pros
- A credit ladder up to 100,000 credits a month on self-serve.
- A hosted MCP server.
- Email Finder misses are free.
Cons
- No free plan or trial credits.
- MCP is OAuth only, so a headless job cannot use a static key.
- 5 credits per mobile keeps the cheap plans to about 1,000 phones.
Best for: engineers who want pay-as-you-go credits, several seats on one pool and an MCP server for interactive clients.
Pricing: Essential $99, Growth $249, Professional $499, Ultimate $849 a month, or $83, $208, $416 and $708 billed yearly (LeadMagic pricing, September 2026).
6. Prospeo: best for a clean credit table and per-seat plans
Prospeo sells per-seat plans with one shared credit pool. A mobile costs 10 credits and includes the email. A lookup with no result costs 0, and re-enriching a record within 90 days costs 0 (Prospeo credits, September 2026).
Starter is $49 a month for 2,000 credits, which is 200 mobiles. Growth is $99 for 5,000 and Pro is $249 for 15,000. Enrich limits are 5 requests a second on Starter and Growth and 30 on Pro, with a daily cap of 2,000 on Starter (Prospeo rate limits, September 2026).
The hosted MCP server has 8 tools and takes OAuth or an API key (Prospeo MCP docs, September 2026). Seats are where it bites at volume. 1M mobiles is 10,000,000 credits, far above the 350,000 monthly add-on the pricing page offers. See LeadOcean vs Prospeo.
Pros
- Misses and repeat lookups within 90 days cost nothing.
- 30 enrich requests a second on Pro.
- An 8-tool hosted MCP server that takes an API key.
Cons
- 10 credits per mobile keeps the cheap plans to a few hundred phones.
- Credits are added per seat, so volume means more seats.
- The Starter daily cap of 2,000 enrich calls stops a backfill.
Best for: small teams that want a readable credit table and per-seat billing.
Pricing: Starter $49 a month ($37 billed yearly), Growth $99 ($74), Pro $249 ($187) (Prospeo pricing, September 2026).
7. Lusha: best for mixed teams of reps and engineers

Lusha sells credits per user and puts a browser extension in front of most of them. A phone costs 5 credits and an email 1. Email plus phone is 7 credits through a single API request (Lusha API guide, September 2026).
Every plan has an API key, including Free with 40 credits a month. Starter is $49.90 a month for 400 credits, about 80 phones. Free and Starter cap the API at 100 requests a day, and Premium allows 300 a minute and 18,000 a day. The MCP server has 50 tools and draws on the same credit pool as the REST API (Lusha MCP tools, September 2026).
Lusha's own docs disagree on whether an API request with no match is charged. The API guide says a 1-credit minimum, and the billing FAQ says no charge (Lusha billing FAQ, September 2026). Test it on your key before a batch. See LeadOcean vs Lusha.
Pros
- An API key on every plan, including Free.
- A 50-tool MCP server on the same credit pool.
- A browser extension for the reps on your team.
Cons
- 5 credits per phone makes the cheap plans small for phone work.
- 100 API requests a day on Free and Starter.
- Pricing is per credit and per seat, and the docs disagree on charging a miss.
Best for: a mixed team where reps use the extension and an engineer calls the API.
Pricing: Starter $49.90 a month ($37.45 billed yearly), Pro $69.90 ($52.45), Premium $399.90 ($299.95). Scale is custom (Lusha pricing, September 2026).

How to choose
- You pull phones from code, an HTTP column or an agent at volume: LeadOcean. Phones are included, there are no seats and Agency runs at 200 requests a second. Size the list first with the free count.
- You build and own the GTM table: Clay for the workflow, with LeadOcean or another provider behind it. Budget the Data Credits for phones first.
- Your batch has unknown coverage and you hate paying for misses: FullEnrich or Prospeo. Both charge 0 for a miss.
- You already buy company and people signals: Crustdata, if you accept 15 requests a minute and a quote.
- Your agent runs headless on a schedule: pick a key-based path: LeadOcean, Prospeo or Crustdata. LeadMagic MCP needs OAuth.
- Reps and engineers share one tool: Lusha.
- You want to try one lookup first: use the free phone number finder, or see the startup list.
Verdict
LeadOcean wins for the GTM engineer who pulls phones through an API, a table's HTTP column or an agent. Phones are flat-priced, there are no seats and Agency runs at 200 requests a second. Clay wins as the workflow home, and it is worth running with a flat-priced data source behind it. FullEnrich wins when a waterfall and a free miss matter more than speed. Crustdata suits teams that buy its signals, LeadMagic and Prospeo suit credit-based budgets, and Lusha suits mixed teams. Check LeadOcean pricing against your monthly volume.
FAQ
What should a GTM engineer look for in a phone number finder?
Look for a key-based API on the plan you can afford, a rate limit that fits a batch and a price per mobile you can model. Then check seats. A script and an agent have no user, so per-seat billing adds cost without adding capacity.
Which phone number finder has the highest rate limit?
LeadOcean allows 5, 50, 200 or 10,000 requests a second by plan. Prospeo allows 30 a second on Pro. FullEnrich allows 60 calls a minute and Crustdata 15 a minute on person enrich. Clay publishes no number.
Which tools charge for a miss?
Clay, FullEnrich, Prospeo and Crustdata's contact endpoint do not charge when nothing is found. LeadOcean's v2 contact endpoints cost one record even on a miss. Lusha's docs disagree, so test it on your key.
Can I use LeadOcean with Clay?
Yes, in principle. Clay's HTTP API column calls an outside API and starts on Growth, and LeadOcean is a REST API with an x-api-key header (Clay pricing, September 2026). Use the conditional run setting to skip rows that are already filled.
How accurate are the phone numbers?
We did not run a hit-rate test, so we publish no find rate for any tool. Run 100 of your own contacts through the free plans before you buy.
Is there a free way to test a phone lookup?
Yes. LeadOcean's free plan gives 1,000 records for life with no card and the same API as paid plans. There is also a free phone number finder tool.
Pull phone numbers from your own code, with phones included
Free to start. No credit card. 1,000 records to spend whenever you like.
