A phone number finder returns a direct dial or mobile number for a B2B contact, from a name, a LinkedIn URL or an email. A SaaS company needs one to call trial signups, route hot accounts to sales and fill the CRM with numbers a rep can dial.
SaaS buyers hit three limits fast. Signups arrive in bursts, so a daily API cap or a small credit pool stalls the lookup. Per-seat pricing grows with every AE and SDR you hire. And phones cost 5 to 10 credits each, so a cheap plan buys a few hundred numbers.
We ranked seven tools on those limits, using published pricing and docs from September 2026. We did not run a hit-rate test, so no find rate below is ours. If you are leaving one of them, read our pages on Apollo, ZoomInfo, Cognism, FullEnrich, Prospeo and Lusha. For the wider field, see the full phone finder list.
TL;DR
LeadOcean fits SaaS teams that pull phones in code, in a signup workflow or with an agent, because Agency is one flat price with phones included. Apollo and Cognism fit teams whose reps work inside the vendor app.
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | SaaS teams pulling phones through an API, an agent or CSV exports | Free $0 (1,000 records), Solo $97, Agency $497 a month | $497 a month on Agency, fair-use pace, phones included |
| Apollo | Teams that want data, sequences and dialer on one seat-based login | Free, then $65 per seat a month ($49 billed yearly) | $24,750 a month for 1M work emails at list; phones are 8 credits each, no public 1M price |
| ZoomInfo | Teams already on ZoomInfo that want pay-as-you-go API pulls | Free 1,000 data credits on GTM AI, then $0.45 a credit | No public 1M price. Public slider stops at 100,000 credits for $25,000 |
| Cognism | Reps who dial verified mobiles, mainly in Europe | No public price, quote only | No public 1M price |
| FullEnrich | Waterfall enrichment with unlimited users | $29 a month for 500 credits ($26 billed yearly) | No public 1M price. Top public tier is 100,000 credits for $3,500 a month |

| Lusha | A few reps on a browser extension | Free, then $49.90 a month ($37.45 billed yearly) | No public 1M price. Top public tier is 10,000 credits for $977.40 a month |
What we evaluated
- Volume. What the top public plan covers, and whether a signup backfill of 100,000 or 1M numbers is possible without a sales call.
- Price model. Flat fee, credits or seats, and what a mobile costs next to an email.
- API and MCP. Whether an API is open on the plan, the rate limit, and whether an MCP server exists for agents.
- Seats. Per-user pricing, and whether adding an AE or an ops analyst changes the bill.
- Phone cost visible before you spend. Whether the pricing page states what a phone number costs.
1. LeadOcean: best for SaaS teams that pull phones in code or with an agent
LeadOcean is a people and company data API with a hosted MCP server. It holds 693M people, and 166M of them carry a phone number. There is no seat price and no credit balance (LeadOcean pricing, October 2026).
For phones you call GET /v2/people/phone, or the find_phone MCP tool. Each lookup is one record, including a call that finds nothing on the v2 contact endpoints. A 404 on person enrich costs nothing. Agency is $497 a month, with phones and bulk CSV export included, 5 API keys and 200 requests a second per account. Paid plans run on a fair-use pace, so reaching it slows the key instead of stopping it.
That fits a SaaS signup flow: a webhook fires on a new trial, your code looks up the number, and the lead lands in the CRM with a phone. LeadOcean is not a rep workspace. It has no dialer, sequencer, CRM or Chrome extension, so reps need their own dialer. If your sales team wants one screen for data and calling, rank Apollo above it.
Pros
- One flat price covers the whole team, with no per-seat fee.
- Phones are included on Solo and Agency, with no separate phone credit.
- 13 MCP tools let an agent search, count, enrich and export.
- Free plan gives 1,000 records for life with no card, on the same API.
Cons
- No dialer, CRM or Chrome extension. The app has an Exports page, not a rep workspace.
- Bulk CSV export is not on Free.
- v2 contact lookups cost a record even on a miss.
Best for: SaaS teams that backfill or enrich phones at volume through an API, an agent or CSV exports.
Pricing: Free $0, Solo $97 a month, Agency $497 a month, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. Apollo: best for teams that want data, sequences and a dialer on one login

Apollo sells a database, sequencer and dialer per seat, with API access on every plan. Credits are pooled across the team and expire at the end of each billing cycle. An email costs 1 credit and a phone number costs 8 (Apollo API pricing, September 2026).
Seats set the credit pool. Basic is $65 per seat a month with 2,500 credits, Professional $99 with 4,000, and Organization $149 with 6,000 and a 3-seat minimum. Billed yearly they are $49, $79 and $119 (Apollo pricing, September 2026).
For 1M work emails a month, the cheapest list path is 250 Professional seats at $99, or $24,750 a month. A phone is 8 credits, so a phone-heavy month costs more. Add-on credit prices are not public. Paid plans allow 1,000 enrichment requests a minute, and the official MCP server works on every plan (Apollo rate limits, September 2026; Apollo MCP docs, September 2026).
Pros
- Database, sequences and dialer sit in one login, so reps need no second tool.
- Enrichment allows 1,000 requests a minute on paid plans.
- Official MCP server on every plan, including Free.
- Credits are pooled across seats.
Cons
- Priced per seat, so headcount drives the bill.
- Credits do not roll over, including purchased add-ons.
- A phone is 8 credits, and add-on credit prices are not public.
Best for: SaaS sales teams that run reps, sequences and calling in one seat-based platform.
Pricing: Free with 75 credits a month; Basic $65 per seat a month, $49 billed yearly (Apollo pricing, September 2026).
3. ZoomInfo: best for teams that want pay-as-you-go API pulls
ZoomInfo is a sales intelligence platform sold on annual contracts, with a separate pay-as-you-go product called GTM AI. GTM AI gives 1,000 data credits free at signup with no card, with API, MCP and 5 requests a second included (GTM AI pricing, September 2026).
One data credit enriches or exports one company, contact or intent record. A record is charged once per 12 months, so re-enriching it in that window costs nothing (GTM AI credit docs, September 2026). Credits start at $0.45 each for 100 credits and fall to $0.25 at 100,000 credits for $25,000.
The slider stops at 100,000, and larger volumes go to Enterprise. Batch enrichment takes at most 25 contacts per call. ZoomInfo publishes no platform plan price, so ask sales for it in writing.
Pros
- GTM AI has public credit prices and a free 1,000-credit start.
- Search and lookup are free; only enrich and export spend credits.
- Official MCP server for Claude, ChatGPT, Cursor and Copilot.
- Re-enriching a record inside 12 months costs no extra credit.
Cons
- Platform plan prices are not readable without talking to sales.
- The public slider stops at 100,000 credits.
- Batch enrichment takes at most 25 contacts per call.
Best for: SaaS teams that want a public per-credit price and an API, without a platform contract.
Pricing: GTM AI from $20 pay as you go; $0.45 to $0.25 a credit by volume (GTM AI pricing, September 2026).
4. Cognism: best for reps who dial verified mobiles in Europe

Cognism is a sales intelligence platform built around phone-verified mobiles. Its Diamond Data page claims over 10M phone-verified contacts and on-demand verification in under 48 hours (Cognism Diamond Data, September 2026).
Cognism publishes no dollar price. The pricing page lists Standard and Pro with 5 seats each, and says pricing is tailored by team setup and usage (Cognism pricing, September 2026). One credit reveals one contact, each seat has an allocation, and the same credits work across the platform, Enrich and the API.
The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and uses the same tokens and credits (Cognism MCP, September 2026). API and MCP need a package that includes them.
Pros
- Phone-verified mobiles, which matters for a team that dials all day.
- Credits work across the app, Enrich and the API.
- MCP server with 15 tools.
- A revealed contact is free to view again.
Cons
- No public price, so you cannot size a budget before a sales call.
- Seat-based packages, with credits allocated per seat.
- Credit allocations are not published.
Best for: SaaS companies selling into Europe with a calling team that needs verified mobiles.
Pricing: No public price; quote only (Cognism pricing, September 2026).
5. FullEnrich: best for waterfall enrichment with unlimited users
FullEnrich runs a lookup across 25+ data sources and charges only when it finds something. Users are unlimited on every plan, and API, MCP and bulk CSV are on every plan too. That suits a SaaS team where sales, marketing and ops all touch the same lists.
A work email costs 1 credit, a personal email 3 and a mobile 10. A landline or a miss costs 0 (FullEnrich credits, September 2026). Pro starts at $29 a month for 500 credits, which is 50 mobiles (FullEnrich pricing, September 2026).
The API default is 60 calls a minute, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). The top public tier is 100,000 credits for $3,500 a month, which is 10,000 mobiles. Above that you contact sales.
Pros
- Unlimited users on every plan, so seat count does not move the bill.
- Pays only for found results. Misses and landlines cost 0.
- API, MCP and bulk CSV are open on every plan.
Cons
- A mobile is 10 credits, so phone-heavy lists burn credits fast.
- 60 calls a minute is slow for a single large pull.
- No public price at 1M; the top monthly tier stops at 100,000 credits.
Best for: SaaS teams that enrich lists in a waterfall and want to pay per found result.
Pricing: Pro from $29 a month for 500 credits, or $26 a month billed yearly (FullEnrich pricing, September 2026).
6. Prospeo: best for small teams on cheap per-user plans
Prospeo sells per-user plans with a shared credit pool. A mobile costs 10 credits and a verified email 1. A lookup with no result costs 0, and re-enriching the same record within 90 days costs 0 (Prospeo credits, September 2026).
Free is $0 with 100 credits a month, which is 10 mobiles. Starter is $49 per user a month for 2,000 credits, or 200 mobiles. Billed yearly, Starter is $37 a month (Prospeo pricing, September 2026).
The enrich API runs at 5 requests a second on Starter and Growth and 30 on Pro. The hosted MCP server has 8 tools and takes OAuth or an API key (Prospeo rate limits, September 2026; Prospeo MCP docs, September 2026).
Pros
- Misses and repeat lookups inside 90 days cost nothing.
- An 8-tool hosted MCP server with OAuth.
- A low entry price for one user.
Cons
- 10 credits per mobile limits Starter to 200 phones a month.
- Credits expire at the end of each cycle.
- No single tier reaches 1M credits a month. The cheapest public path is 44 Pro seats plus a $3,500 add-on: $14,456 a month.
Best for: a two-to-five person SaaS sales team that wants cheap seats and no charge for misses.
Pricing: Starter $49, Growth $99, Pro $249 per user a month. Billed yearly: $37, $74 and $187 (Prospeo pricing, September 2026).
7. Lusha: best for a few reps on a browser extension

Lusha is a browser-extension finder with an API and a 50-tool MCP server on a shared credit pool. A phone number costs 5 credits and an email 1. Through a single API request, email plus phone is 7 credits (Lusha API guide, September 2026).
Plans scale by seats: Starter has 1 seat, Pro 2, Premium 5. Premium is $399.90 a month for 3,400 credits, which is about 566 contacts with email and phone (Lusha pricing, September 2026). Free and Starter allow 100 API requests a day.
The highest public tier is 10,000 credits a month. That is far below the volume of a product-led funnel, so Lusha suits a rep who looks up one profile at a time (Lusha pricing, September 2026).
Pros
- A phone is 5 credits, the fewest credits per phone among the credit tools here.
- 50-tool MCP server on the same credit pool.
- A Free plan with an API key.
Cons
- Daily API caps on the cheap plans block batch work.
- The top public tier is 10,000 credits, far below SaaS funnel volume.
- Seat price climbs with the team.
Best for: a SaaS founder or first sales hire who looks up a few contacts a day in the browser.
Pricing: Free with 40 credits; Starter $49.90 a month ($37.45 billed yearly); Premium $399.90 ($299.95 billed yearly) (Lusha pricing, September 2026).

For a first test, LeadOcean Free gives 1,000 records for life with no card. On a paid plan, FullEnrich at $29 for 500 credits is the lowest entry here, but that is 50 mobiles. For volume, compare cost per mobile, not the entry price.
Do I pay per seat for these tools?
Apollo, Prospeo, Lusha and Cognism price by seat or user. FullEnrich has unlimited users on every plan. LeadOcean has no seat price and gives 5 API keys on Agency.
Which tool is best for enriching trial signups?
One with a high rate limit and no daily cap. LeadOcean Agency allows 200 requests a second per account, and Apollo enrichment allows 1,000 requests a minute on paid plans. Lusha Free and Starter cap at 100 API requests a day.
Which tools have an MCP server for agents?
LeadOcean (13 tools), Lusha (50), Cognism (15), Prospeo (8), FullEnrich, Apollo and ZoomInfo publish MCP servers in September 2026.
How much does a mobile number cost?
In credits: Lusha 5, Apollo 8, FullEnrich 10, Prospeo 10. Cognism and ZoomInfo platform plans publish no phone price. LeadOcean counts a phone lookup as one record inside a flat plan.
Can I get 1M phone numbers a month?
Only LeadOcean Agency is priced for that in public. The other tools publish no 1M price for phones, so you would need a sales quote. LeadOcean fits within its fair-use pace, and support can raise it.
