The 6 Best Waterfall Enrichment Tools in 2026

Six tools that fill email and phone gaps, compared on price, API, MCP and what a million records a month costs.

A waterfall enrichment tool asks several data providers for the same field in order and stops at the first valid answer. It exists because no single provider holds every email and phone number. If you run outbound at volume, feed an agent, or keep a CRM fresh, you need one.

People leave their first waterfall for three reasons. Credits run out faster than the plan page suggests. Rate limits cap the API. Or the chain costs more per found record than the data is worth. Our own pages on Clay, FullEnrich, BetterContact, Lusha and Apollo go deeper on each. For the method itself, read what waterfall enrichment is.

We did not run a head-to-head benchmark for this page. The ranking rests on published pricing, documentation and limits, checked in September 2026. The hub for this topic is the waterfall enrichment use case.

TL;DR

ToolBest forStarting priceCost at 1M records a month

Prices are monthly list prices first, billed-yearly figures after, from each vendor page in September 2026. LeadOcean was checked in October 2026.

What we evaluated

  • Fill rate mechanics. How many sources sit in the chain, and whether you can order or limit them.
  • Miss cost. Whether a lookup that finds nothing costs credits. This decides how expensive a long chain gets.
  • API and MCP. Whether the waterfall is callable from code and from an agent, and on which plans.
  • Rate limit. Requests per second or minute, because it sets how fast you can fill a list.
  • Cost at 1M records a month. The published price, or the plain statement that none exists.

1. FullEnrich: best for API and agent teams

FullEnrich is a ready-made waterfall. You send a contact, it checks 25+ data sources and returns verified results. The pricing page lists 25+ sources, while the homepage still says 20+ (FullEnrich pricing, September 2026).

The API, MCP server, search and bulk CSV are on every plan, including the free trial. A lookup that finds nothing costs 0 credits. A work email is 1 credit, a personal email 3 and a mobile 10 (FullEnrich credit docs, September 2026).

The limit is pace. The API allows 60 calls a minute across enrich, reverse email and search, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026).

Pros

  • Waterfall, API, MCP and bulk CSV on every plan.
  • Misses and landlines cost 0 credits.
  • Unused credits roll over 3 months monthly, 12 months yearly.
  • Unlimited users on every plan.

Cons

  • 60 API calls a minute caps list-filling speed.
  • No public price at 1M. Above 100,000 credits you contact sales.
  • A mobile costs 10 credits, so phone-heavy lists add up fast.

Best for: teams that want a managed chain behind one API call or one MCP tool.

Pricing: Pro starts at $29 a month for 500 credits. Billed yearly the entry tier is $26 a month. Free trial is 50 credits (FullEnrich pricing, September 2026).

2. Clay: best for custom chains in tables

clay homepage

Clay is a spreadsheet where each column is an enrichment, and a waterfall is a stack of columns. It reaches 150+ data partners, so you can order providers exactly as you like. Waterfalls are on the Free plan too (Clay pricing, September 2026).

That control has a cost. Clay prices in Data Credits and Actions. A fully enriched record typically costs 6 to 20 Data Credits plus an Action per enrichment (Clay docs, September 2026). An enrichment that returns nothing is charged nothing.

The Public API is on every plan, but the rate limit is per workspace and Clay publishes no number (Clay developer docs, September 2026). Table access through the API is read-only unless you are on Enterprise.

Pros

  • Order any of 150+ providers in any sequence.
  • Waterfalls and bring-your-own-key on the Free plan.
  • Public API and an MCP guide for agents.
  • Conditional runs skip rows a prior column already filled.

Cons

  • Actions cannot be topped up. The biggest self-serve tier is 200,000 Actions a month.
  • Credit math is hard to forecast before you build.
  • No public price at 1M. Enterprise only.
  • Phone enrichment is not on Free.

Best for: RevOps teams that want to design and tune their own chain.

Pricing: Launch is $185 a month billed monthly, $167 billed yearly. Growth is $495 monthly, $446 yearly (Clay pricing, September 2026).

3. LeadOcean: best for volume and the first hop

LeadOcean does not run a waterfall. It is one large source: 693M people and 67M companies over REST, MCP and CSV export. We rank it third because it fits as the first hop, not the whole chain. Put it at the top of your waterfall and send only its misses to hop two.

POST /v1/people/enrich takes one of linkedin_url, email, phone or person_id. A person we hold nothing for returns a 404 and costs nothing. Every record carries an email_status, one of 13 values, so your own later hops can test the result. The hosted MCP server has 13 tools.

Two limits. There is no name plus company lookup, so search by domain first. And LeadOcean has no waterfall builder, table UI or sequencer. Your script, Clay or an agent handles the misses.

Pros

  • Flat price at volume: Agency is $497 a month with no per-record price.
  • A miss on person enrich is a free 404.
  • 200 requests a second on Agency, 5 on Free.
  • 13 MCP tools with OAuth sign-in, no key pasted.
  • Free plan: 1,000 records for life, no card.

Cons

  • Not a waterfall. You build the later hops.
  • Phone and email come from one dataset, not 20 sources.
  • Paid plans have a fair-use pace, so a very large month is slowed, not cut off.
  • No rep workspace, dialer or CRM.

Best for: engineers, agents and RevOps teams pulling data at volume through an API.

Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).

4. BetterContact: best for a hands-off chain

BetterContact runs 20+ data providers in one waterfall and verifies emails with Bouncer. You upload a list or call the API, and it returns valid results. You pay only on valid ones: 1 credit for an email, 10 for a mobile (BetterContact pricing, September 2026).

The API is rate limited to 100 requests a minute on Starter and free accounts, and 200 a minute on Pro (BetterContact docs, September 2026). We found no MCP server on the homepage, pricing page or docs index.

Pros

  • 20+ providers and email verification in one price.
  • Charged only on valid results.
  • Cheap entry: Starter is $15 a month.
  • Credits roll over, capped at twice the plan.

Cons

  • No MCP server found.
  • The phone add-on price is not published.
  • No public price above 50,000 credits.
  • 200 requests a minute caps API speed.

Best for: small teams that want a chain without building one.

Pricing: Starter $15 a month for 200 credits, about $12.50 billed yearly. Pro from $49 a month for 1,000 credits (BetterContact pricing, September 2026).

5. Lusha: best as a waterfall add-on

lusha homepage

Lusha added a Data Waterfall to its API and MCP server. It costs 2 credits per work email and 8 per phone, only on a successful match. It is on all paid plans since the 23 September 2026 changelog (Lusha waterfall docs, September 2026).

The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026). The catch is scale. Premium tops out at 10,000 credits a month on the pricing page, so a million-row job needs a sales quote.

Pros

  • Waterfall available on API and MCP.
  • Charged only on a successful match.
  • Hosted MCP with 50 tools.

Cons

  • Small credit ladder: 10,000 credits a month at the top public tier.
  • Docs disagree on whether a no-match request is charged.
  • Rate limits are low on Free and Starter: 40 requests a minute.
  • No public 1M price.

Best for: teams already on Lusha who want fallback coverage.

Pricing: Starter $49.90 a month for 400 credits, $37.45 billed yearly. Premium $399.90 a month (Lusha pricing, September 2026).

6. Apollo: best inside a seat-based platform

apollo homepage

Apollo adds waterfall enrichment to a platform that also has a database, sequences and a dialer. Credits are per seat, so a small team pays little and a volume job pays a lot. Email waterfall typically uses 1 to 4 credits and phone waterfall 8 to 25, and some vendor setups can use 20+ or 45+ (Apollo API pricing, September 2026). Some vendors in the chain charge even when they find nothing.

Every plan includes API access. Enrichment endpoints allow 1,000 calls a minute on paid plans (Apollo rate limits, September 2026). Apollo runs an official MCP server at mcp.apollo.io (Apollo MCP docs, September 2026). The pricing page lists Waterfall Enrichment on Basic, Professional and Organization, not on Free (Apollo pricing, October 2026).

Pros

  • Waterfall sits next to search, sequences and a dialer.
  • 1,000 enrichment calls a minute on paid plans.
  • Official MCP server.
  • Free plan available, without Waterfall Enrichment.

Cons

  • Per-seat credits make volume expensive: about 250 Professional seats for 1M emails at 1 credit each.
  • Waterfall credit use is variable and can spike.
  • Add-on credit prices are not published.

Best for: sales teams that want enrichment and outreach in one login.

Pricing: Basic is $65 a seat a month, $49 billed yearly. Free is $0 with 75 credits a month (Apollo pricing, September 2026).

Apollo's 1M figure is list arithmetic: 250 Professional seats at $99, 4,000 credits each, at 1 credit per email (Apollo pricing, September 2026). Waterfall credits would raise it.

How to choose

  • You call an API or an agent. Start with FullEnrich for a managed chain, or LeadOcean as hop one with your own fallbacks.
  • You want to design the chain yourself. Clay.
  • You pull millions of rows. LeadOcean first. The others publish no 1M price.
  • You are a small team with no engineer. BetterContact.
  • You already pay for Lusha or Apollo. Use their waterfall before you add a vendor.
  • You need a name and company lookup. Use a chain tool. LeadOcean has no such lookup.

Verdict

FullEnrich wins for API and agent buyers who want a managed chain. Clay wins for RevOps teams that want control over the order. LeadOcean wins at volume, because Agency is $497 a month and nothing else here publishes a 1M price. BetterContact wins for small teams with no engineer. Lusha and Apollo win only if you already live in them. The strongest setup for most API buyers is LeadOcean as hop one and a managed chain behind it for the misses.

FAQ

What is the best waterfall enrichment tool?

It depends on who calls it. FullEnrich fits API and agent teams, Clay fits teams that build their own chains, and BetterContact fits small teams. For volume, use LeadOcean as the first hop.

How much does waterfall enrichment cost?

Per found email, credit-based tools run from about $0.035 to $0.075 a credit at published tiers. FullEnrich is $0.035 a credit at 100,000 credits (FullEnrich pricing, September 2026). BetterContact is $0.03998 at 50,000 (BetterContact pricing, September 2026).

Do I pay for lookups that find nothing?

It varies. FullEnrich, Clay and BetterContact do not charge for a miss. Apollo says some vendors in its chain charge even when they find nothing. On LeadOcean, a miss on person enrich is a free 404.

Can I run a waterfall from an AI agent?

Yes on FullEnrich, Clay, Lusha, Apollo and LeadOcean, which have MCP servers. We found none for BetterContact. See the waterfall enrichment use case.

Is LeadOcean a waterfall tool?

No. It is one dataset you call as hop one. Your script, Clay or an agent decides what happens on a miss. See enrichment for the terms and pricing for plans.

Does a waterfall guarantee valid emails?

No. It finds a value and does not prove the mailbox exists. Check the email status before you send. LeadOcean gives no refund for bounced emails.
