A B2B data provider for France sells records of people and companies in France, with titles, work emails and phones, through an app, an API or both. Sales teams use one to fill pipeline. Engineers and agents use one to enrich French companies in code.
On this page, France coverage is the only test. A global total says little about a Directeur général in Lyon. Cognism and Kaspr claim European depth, and neither gives a French count on the pages we read. LeadOcean has a free count call, so we counted.
We quote no match rates. Each rival has its own comparison: Cognism, Kaspr, Dropcontact, Apollo, ZoomInfo and Lusha. Also read best B2B databases, best B2B data providers in the UK and best B2B data providers.

"1M records" means 1M work-email lookups that return a result, at list price. Where no price is published at that size, we say so.
What we evaluated
- France test: can you size French contacts for free, with a country filter, before you spend a credit?
- France coverage on record: does the vendor name France, or give a French count, in a first-party source?
- Reachability: emails and phones, and what a miss costs.
- API and MCP: can code or an agent run the same France search and pull the rows?
- Price at volume: flat, credits, seats or quote, and the list cost of 1M records.
We ran no accuracy test. Only LeadOcean gets French counts from us, dated 1 October 2026. For the rest, we give the free allowance for your own test.
1. LeadOcean: best for French people pulled by API, agent or export
LeadOcean is the only provider here where we can show French counts. On 1 October 2026 a free count_leads call with country: FR returned 2,529,919 people with a mailable email. "Mailable" means verified, catch_all_valid or catch_all. The call costs no records.
country is where the person is. hqCountry is where the company is headquartered. They give different answers, so test both.
| Filter (counted 1 October 2026, free) | People |
|---|---|
country: FR, mailable email | 2,529,919 |
country: FR, jobLevel C-Team or VP, mailable email | 122,324 |
country: FR, jobFunction Sales & Business Development, mailable email | 141,855 |
country: FR, employeeRange 51-200 or 201-500, jobLevel C-Team, mailable email | 20,107 |
country: FR, city keyword Paris, mailable email | 638,298 |
country: FR, title Directeur général, mailable email | 9,598 |
hqCountry: FR (company HQ in France), mailable email | 2,146,993 |
country: FR, holds an email of any status | 6,831,593 |
country: FR, holds a phone number, any email status | 566,353 |
The first seven rows are mailable counts. The last two are labelled by what they filter, and the any-status email count includes addresses we would not send to. The Directeur général row misses PDG and Gérant, so it understates French owners.
The France test: pass each of your French account domains to count_leads with country: FR. The call is free, so you can test thousands of accounts. A miss on POST /v1/people/enrich is a free 404.
Over REST, the free sizing call is a search with count=true in the query string, with limit 1 in the body, as below.
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"country": ["FR"], "jobLevel": ["C-Team"], "limit": 1}'meta.total stops at 100,000 on that route, so use count_leads over MCP for the exact figure. The MCP server at https://api.leadocean.io/mcp has 13 tools and signs in with OAuth 2.1.
Paid plans are flat: Solo $97, Agency $497 and Platform $1,997 a month. Agency runs 200 requests a second per account. There are no credits and no per-record price. The data is refreshed monthly.
Pros
- Free exact counts by country, HQ country, city, title, seniority, company size and email status.
- Flat $497 a month on Agency, with REST and MCP on every plan, including Free.
POST /v1/exportsreturns up to 50,000 rows a request, so a French list is a short export job.- Email status comes back on every record, with 13 values.
Cons
- Phones are thin in France: 566,353 people hold a number, so a dialing team needs a phone-led vendor.
- No French company identifiers such as SIREN.
- No rep workspace, sequencer, dialer, CRM or Chrome extension. The app has an Exports page.
- Past the fair-use pace, a key is slowed to one request a minute until the window resets.
Best for: engineers, RevOps teams and agents that pull French people at volume on a fixed bill.
Pricing: Free is 1,000 records, one-off, no card. Solo is $97, Agency $497 and Platform $1,997 a month, flat (LeadOcean pricing, October 2026).
2. Cognism: best for French mobile outbound bought through sales

Cognism sells prospecting built around phone-verified mobiles and European data. Its EMEA page names France among its strongest markets and claims more than 200M European contacts (Cognism EMEA data, October 2026). Those are vendor claims, and the page gives no count for France.
France has one specific line. Cognism says it screens its phone data against Do Not Call registries in 15 territories, and it names France among them (Cognism EMEA data, October 2026). The same page says Cognism acquired Kaspr, a French data provider. Its Diamond Data page claims over 10m phone-verified contacts worldwide, with no French split (Cognism Diamond Data, September 2026).
The search schema has a location person filter and a count route, POST /persons/filter/count (Cognism API reference, September 2026). The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and OAuth 2.0 sign-in (Cognism MCP docs, September 2026). API and MCP need a package that includes them.
The France test: the EMEA page offers a free 25-lead sample and a way to check coverage in your markets before you buy. Send 100 French names and ask for the sample to be built from them. Count how many return a mobile. If you get API access, call the count route with a French location. Cognism's docs disagree on whether a count costs a search token: the Credits page says 1, the endpoint tables say free (Cognism credits, September 2026).
Pros
- Phone-verified mobiles, with France named among its Do Not Call registries.
- Free sample to test your own French list.
- A count route in the API and a 15-tool MCP server.
Cons
- No public price at any size, so 1M needs a sales call.
- No French count, and no total beyond hundreds of millions of profiles.
- API and MCP depend on the package you buy.
Best for: French outbound teams that call mobiles and can buy through a sales contract.
Pricing: Quote only. Standard and Pro plans come with five seats each (Cognism pricing, September 2026).
3. Kaspr: best for reps prospecting French buyers from LinkedIn
Kaspr has the closest tie to France on this list. Its data page says it was born in France and claims 200 million European B2B decision makers (Kaspr data page, October 2026). The page gives no figure for France alone.
Kaspr works inside LinkedIn through a Chrome extension. Free is $0 per user with 15 B2B email credits, 5 phone credits and 5 direct email credits a month. Starter is EUR 59 or $65 per user a month billed monthly, and Business is EUR 99 or $99 (Kaspr pricing, September 2026).
API access is on request on paid plans. Starter allows 20 requests an hour and 250 a day, and Business allows 250 an hour and 500 a day. Each call spends the data credit plus one export credit (Kaspr help center, September 2026). The API docs list no MCP server (Kaspr API docs, October 2026).
The France test: use the Free plan with the extension. Open 20 LinkedIn profiles of French buyers and count how many return a work email and a phone.
Pros
- A French origin and a first-party European headline of 200 million contacts.
- Free plan to test, and unlimited B2B email credits on paid plans under fair use.
- Integrations with HubSpot, Salesforce, Pipedrive, Lemlist, Brevo and Aircall.
Cons
- No French count on the pages we read.
- API on request, 500 calls a day at the top public tier, and no MCP server listed.
- The API starts from a LinkedIn profile URL.
- Business caps exports at 30,000 a year, so no public plan reaches 1M.
Best for: reps, recruiters and founders who prospect French buyers one LinkedIn profile at a time.
Pricing: Free, Starter EUR 59 or $65 and Business EUR 99 or $99 per user a month billed monthly (Kaspr pricing, September 2026).
4. Dropcontact: best for French teams cleaning a list they already own
Dropcontact is a French email finder, not a database you search. It says it uses its own algorithms and no contact databases (Dropcontact pricing, October 2026). So there is no France count to show.
What it gives France is local fit. The API returns French company data including SIREN (Dropcontact API docs, September 2026). Processing runs on EU-based servers, and Dropcontact says it was audited against CNIL standards. It publishes no phone coverage figure.
You send a name and a company, a LinkedIn URL or an email. The API takes batches of up to 250 contacts and allows 60 requests a second. The MCP server at mcp.dropcontact.com enriches a contact or validates an email (Dropcontact API docs, September 2026). It does not search.
The France test: sign up for the 50 free credits and send 50 French contacts you already hold. Count how many come back with a verified address. A credit is refunded when no email is found, so a miss costs nothing.
Pros
- French company, with SIREN data and CNIL-audited processing, per its own pages.
- A credit is refunded when no email is found.
- API and MCP from the first paid tier.
Cons
- No search and no filters. You must bring the contacts.
- No contact database, so no France count and no way to size a market.
- The top published tier is 150,000 credits a month. Above 200,000 is a custom quote.
Best for: French and European teams that need verified emails on a list they already own.
Pricing: 50 free credits. Starter runs from EUR 29 a month for 500 credits to EUR 2,245 for 150,000. Growth runs from EUR 35 to EUR 3,652. Yearly billing is 20% lower. Enterprise starts at 200,000 credits a month (Dropcontact pricing, October 2026).
5. Apollo: best for small teams that want a free French search in an app

Apollo lets you test France for free. People API Search costs 0 credits, takes person_locations[] and organization_locations[], and accepts cities, states and countries (Apollo API docs, September 2026). The first is where the person lives. The second is where the employer is headquartered.
Apollo claims 240M+ contacts and 30M+ accounts, with no French split (Apollo, September 2026). Search hides emails and phones. Enrichment spends credits: 1 for an email and 8 more if a mobile comes back (Apollo API pricing, September 2026).
Paid plans allow 200 search requests a minute and 1,000 enrichment requests a minute (Apollo rate limits, September 2026). Apollo runs an official MCP server at https://mcp.apollo.io/mcp on every plan, including Free (Apollo MCP docs, September 2026).
The France test: call the search with person_locations[]=france and per_page=1, then read the total. Repeat with organization_locations[], and again with a French city. It costs 0 credits.
Pros
- Free search with country and city filters, by API and in the app.
- API and official MCP server on every plan.
Cons
- Credits are per seat and expire each billing cycle.
- A mobile costs 8 credits against 1 for an email.
- A search shows 50,000 records at most, so a big pull needs slicing.
- No published French coverage figure.
Best for: small teams that want to see French contacts in an app before they pay.
Pricing: Free has 75 credits a month. Basic is $65 a seat a month, or $49 billed yearly. Professional is $99 ($79 yearly) (Apollo pricing, September 2026). At 1M email lookups the cheapest monthly route is 250 Professional seats, $24,750 a month. The yearly route is 400 Basic seats, $19,600 a month.
6. ZoomInfo: best for pay-as-you-go credits with free search
ZoomInfo's self-serve product is GTM AI. Search, lookup and find-similar cost nothing. One data credit enriches or exports one company, contact or intent record (GTM AI credit docs, September 2026).
Contact search has continent and country filters on the company's primary address. A locationSearchType switch picks the person, the headquarters or both (GTM AI search docs, September 2026).
ZoomInfo claims 500M+ contacts worldwide with no French split (GTM AI MCP docs, September 2026). Platform plans are quoted by sales (ZoomInfo, July 2026). The default API rate is 5 requests a second on Builder, 25 on Standard and 35 on Scaling (GTM AI rate limits, September 2026).
The France test: sign up free, run a contact search with country set to France, and read totalResults. Search is free. Repeat with locationSearchType set to Person and then HQ.
Pros
- Free search, so you can size France with no credit spent.
- Pay as you go from $20, with no seat fee.
- Country and a person-or-HQ switch in one search.
- Official MCP server, plus API and CLI.
Cons
- The public slider stops at 100,000 credits for $25,000. Above that is Enterprise.
- The location filter reads the company address, so remote staff may be missed.
Best for: teams that want free search and credits they buy in packs.
Pricing: Free has 1,000 data credits. Pay as you go runs from $0.45 a credit at 100 credits to $0.25 at 100,000 for $25,000 (GTM AI pricing, September 2026).
7. Lusha: best for single lookups in a browser extension

Lusha claims 525M+ contacts and 29M+ companies, all global, with no French figure (Lusha, October 2026).
Search and filters cost 0 credits. Credits are spent when you reveal a contact (Lusha credit docs, September 2026). A work email costs 1 credit and a phone number costs 5 (Lusha API guide, September 2026).
The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026). Free and Starter keys allow 40 requests a minute and 100 a day.
The France test: on the free plan, filter the prospecting search to France and read the result total. It costs nothing. Then reveal a handful of contacts with the 40 free credits. A test has many misses, and Lusha's docs disagree on what a miss costs. The API guide says one credit minimum, and the billing FAQ says none (Lusha billing FAQ, September 2026). Test in the app first.
Pros
- Free filtering in the platform.
- API key on every plan, including Free.
- MCP server with 50 tools.
Cons
- Free and Starter cap API use at 100 requests a day.
- Phones cost 5 credits, and credits reset on a cycle.
- The public tiers stop at 10,000 credits a month.
- No French count on the pages we read.
Best for: reps who look up one French contact at a time.
Pricing: Free is 40 credits a month. Starter is $49.90 a month ($37.45 billed yearly). Pro is $69.90 ($52.45 yearly). Premium is $399.90 ($299.95 yearly) (Lusha pricing, September 2026).

How to choose
- French people by API, agent or at volume, with a count you can verify: LeadOcean.
- Cold-calling French buyers on a negotiated contract: Cognism. Run its sample on your own list first.
- LinkedIn-first reps selling to France: Kaspr, after you test its French coverage on the free plan.
- A French list you already own that needs verified emails: Dropcontact.
- A free French search in an app: Apollo, then ZoomInfo or Lusha.
- Credits you buy in packs with free search: ZoomInfo.
- One-at-a-time lookups: Lusha.
Verdict
LeadOcean wins for anyone who pulls French people by API, agent or export. It is the only one here with a free, repeatable France count, 2,529,919 mailable people on 1 October 2026, and a flat $497 Agency price. It does not win on phones: 566,353 French people hold a number, and Cognism is built around phone-verified data. Kaspr suits LinkedIn-first reps, and Dropcontact suits teams that own a list and need it verified. Apollo is the best free place to test France in an app, ZoomInfo suits free search with pay-as-you-go credits, and Lusha suits single lookups. We measured no French match rates for the rivals, so run 100 French names through any two before you pay. Start on the free plan.
FAQ
What is the best B2B data provider for France?
For API, agent and volume work, LeadOcean. It returned 2,529,919 mailable people in France on 1 October 2026, and the count was free. For French mobile outbound, Cognism. For a LinkedIn workflow, Kaspr.
How many French contacts does LeadOcean have?
On 1 October 2026, 2,529,919 people with country: FR and a mailable email (verified, catch_all_valid or catch_all). With an email of any status the count was 6,831,593, and 566,353 hold a phone number. All three counts were free.
How do I test a provider's French coverage before paying?
Run a country filter on its free search or count, then read the total. Apollo, ZoomInfo and Lusha search for free. Cognism offers a 25-lead sample and Kaspr a free plan. Check whether the filter reads the person's location or the company's headquarters.
Does a global record count say anything about France?
No. Apollo, ZoomInfo and Lusha publish global totals and no French split. Only a filtered count shows what you can pull. Kaspr's 200 million is a European figure, not a French one.
Is Dropcontact a data provider or a list cleaner?
A list cleaner. It finds and verifies a business email for a contact you send, and it holds no database you can search. Use it with a source of French contacts, not instead of one.
Which provider is cheapest for 1M French records a month?
On list price, LeadOcean Agency at $497 a month flat, with fair use. Apollo publishes a seat route at about $19,600 to $24,750 a month. The other five publish no 1M price.
