A B2B data provider for Italy sells records of people and companies in Italy, with titles, work emails and phones, through an app, an API or both. Sales teams use one to fill pipeline. Engineers and agents use one to enrich Italian accounts in code.
Here, coverage in Italy is the only test. A global total says little about the owner of a 40-person machinery maker in Brescia. Cognism names six European regions as its strongest, and Italy is not among them. LeadOcean has a free count call, so we counted, and the numbers are in section 2.
One provider also carries a legal flag for Italy: the Italian data protection authority fined Lusha in July 2026. We cover it in section 6. Each rival has its own page: Cognism, Kaspr, ZoomInfo, Apollo and Lusha. Also read best B2B databases, best B2B data providers in the UK and best B2B data providers.

"1M records" means 1M work-email lookups that return a result, at list price. Where a vendor publishes no price at that size, we say so and do not multiply a small-plan rate.
What we evaluated
- Italy coverage claim: what the vendor publishes about Italy, and whether it gives a count or only a global or European total.
- Coverage test: 100 named Italian contacts (40 around Milan, 30 around Rome, 30 elsewhere), half with Italian titles such as Amministratore Delegato, Direttore Generale and Titolare. Run them through each tool's free allowance. Score found, email returned and phone returned.
- Reachability: emails and phones, and what a miss costs.
- Access: API, MCP and rate limit.
- Price at volume: flat, credits, seats or quote, and the cost of 1M records.
Only LeadOcean counts were run by us, on 2026-10-01. For every other tool we give the free allowance you can spend on the test. We have not run named lists through rival tools, so we quote no match rates.
1. Cognism: best for outbound teams that call mobiles in Europe

Cognism sells sales prospecting built around phone-verified mobiles and European data. Its EMEA page says coverage is strongest in the UK, DACH, Benelux, the Nordics, France and Spain (Cognism EMEA data, October 2026). Italy is not on that list. The same page claims more than 200M European contacts, with no Italian count.
Cognism claims more than 10M phone-verified contacts globally and screens phones against Do Not Call registries. It names the US, Australia, the UK, France and Germany, and says the full country list is available on request (Cognism Diamond Data, October 2026). Italy is not named, so ask. It publishes no dollar price. Pricing is tailored to team setup and usage, with Standard and Pro plans at five seats each (Cognism pricing, September 2026).
Italy coverage test: the EMEA page offers a 25-lead sample and a way to check coverage in your key markets before you buy (Cognism EMEA data, October 2026). Ask for the sample to be built from Italian accounts, and count how many come back with a mobile.
The API allows 500 requests a minute per account, per operation (Cognism rate limits, September 2026). The MCP server has 15 tools and OAuth 2.0 sign-in (Cognism MCP docs, September 2026). API and MCP need a package that includes them.
Pros
- Phone-verified mobiles with Do Not Call checks.
- Free sample to test your own Italian list.
- API and MCP server on paid packages.
Cons
- Italy is missing from its own strongest-coverage list.
- No public price at any size, so 1M needs a sales call.
- No Italian count, and no total beyond "hundreds of millions" (Cognism FAQ, September 2026).
Best for: outbound teams that call mobiles in Europe, can buy through sales and will run the sample on an Italian list first.
Pricing: Quote only. Standard and Pro (Cognism pricing, September 2026).
2. LeadOcean: best for Italian data by API, agent or at volume
LeadOcean holds 693M people worldwide, and 67M companies. We counted the Italian slice on 2026-10-01 with the free count_leads tool over MCP, filtering on where the person is located. The default counts only people whose best email is verified, catch-all valid or catch-all, so these are mailable counts unless the row says otherwise.
| Query (person located in Italy) | People |
|---|---|
| Verified or catch-all email | 1,511,329 |
| Milan | 218,914 |
| Rome | 149,112 |
| C-Team job level | 82,285 |
| Owner, founder or C-level at companies with 11 to 200 employees | 27,638 |
| Machinery makers with 51 to 500 employees, owner, founder or C-level | 374 |
| Title Titolare | 5,880 |
| Title Direttore Generale | 1,581 |
| Title Amministratore Delegato | 2,560 |
| Title CEO or Managing Director | 12,350 |
| Any email status, including none | 10,247,044 |
| With a phone number, any email status (not a mailable count) | 577,106 |
Italy holds 87% of the mailable count we measured for Germany (1,744,229 on the same day). Milan is 14% of the Italian total and Rome 10%. The largest industries in the mailable set are IT services at 102,276 and banking at 93,414. Industrial machinery adds 25,044.
Italian-language titles are thinner than English ones. Amministratore Delegato matches 2,560 people, against 12,350 for CEO or Managing Director. Filter on jobLevel or seniority first, then add titles.
Italy coverage test: pass each of your 100 account domains to count_leads with country IT. The call is free, so you can test thousands of accounts. A miss on POST /v1/people/enrich is a free 404. The REST count caps meta.total at 100,000, so use MCP for Italy-wide totals.
Agency is $497 a month, flat, with 200 requests a second per account and 5 API keys. Solo is $97 for one person. Search is 50 people filters and 34 company filters, phones are GET /v2/people/phone, and POST /v1/exports returns up to 50,000 rows a request. The MCP server at https://api.leadocean.io/mcp uses OAuth 2.1 and exposes 13 tools. The data is refreshed monthly.
Pros
- A measured Italy count that you can rerun for free.
- Flat $497 a month on Agency, with no credit meter.
- REST and MCP on every plan, including Free.
- An
email_statuson every record, with 13 values.
Cons
- Phone is thin in Italy: 577,106 people, about 6% of the Italian records, against 24% worldwide.
- Small firms are a minority. Companies with 1 to 10 employees are 99,441 people, about 7% of the mailable count.
- No phone verification, Do Not Call screening or intent data.
- No rep workspace, sequencer, dialer, CRM or Chrome extension. No name plus domain lookup either: search by domain, then enrich by
person_id.
Best for: engineers, RevOps teams and agents that pull Italian people by API or MCP at a fixed bill.
Pricing: Free is 1,000 records, one-off, no card. Solo is $97, Agency $497 and Platform $1,997 a month, flat (LeadOcean pricing, October 2026).
3. Kaspr: best for reps prospecting from LinkedIn across Europe
Kaspr is a LinkedIn-first contact finder, born in France, with hubs in the UK and Spain. Its data page claims 200 million European B2B decision-makers from 120+ sources (Kaspr data page, October 2026). It gives no figure for Italy.
Free is $0 per user with 15 B2B email credits, 5 phone credits and 5 direct email credits a month. Starter is EUR 59 or $65 per user a month billed monthly, and Business is EUR 99 or $99 (Kaspr pricing, September 2026). Phone, direct email and export credits are extra.
Italy coverage test: the free plan gives 5 phone credits, so run 15 Italian names for email and 5 for phones, then upgrade one Starter seat for a month if the hit rate is good. Export on Free is capped at 100.
API access is on request on paid plans. Starter allows 20 requests an hour and 250 a day, and Business allows 250 an hour and 500 a day (Kaspr pricing, September 2026). Each API call spends the data credit plus one export credit (Kaspr help center, September 2026). The API docs list no MCP server (Kaspr API docs, October 2026).
Pros
- Europe is the home market, and a Spanish hub sits next to Italy.
- Free plan and a low per-user price.
- Unlimited B2B email credits on paid plans, subject to fair use.
Cons
- No Italian count on the pages we read.
- API on request, 500 calls a day at the top public tier, and no MCP server listed.
- Business caps exports at 30,000 a year, so no public plan reaches 1M.
Best for: reps who look up contacts one profile at a time in the browser and sell across Europe.
Pricing: Free, Starter EUR 59 or $65 and Business EUR 99 or $99 per user a month billed monthly (Kaspr pricing, September 2026).
4. ZoomInfo: best for enterprise teams that sell in Italy and worldwide
ZoomInfo is an enterprise sales intelligence suite. Its MCP docs claim 100M+ companies and 500M+ contacts, worldwide (GTM AI MCP docs, September 2026). Its data page map lists Italy at 4.5M contacts, 1.3M mobile numbers and 1.1M companies (ZoomInfo data page, October 2026). That is the only Italian count a rival publishes here.
Platform plans are quoted by sales. For code, ZoomInfo sells GTM AI, an API, MCP server and CLI on pay-as-you-go credits. List price falls from $0.45 a data credit to $0.25 at 100,000 credits, which is $25,000 (GTM AI pricing, September 2026).
Italy coverage test: Free gives 1,000 data credits with no card, and search and lookup are free (GTM AI pricing, September 2026). Size your Italian accounts with free searches, then spend 100 data credits enriching your named list.
Rate limits are 5 requests a second on Builder, 25 on Standard and 35 on Scaling (ZoomInfo API docs, September 2026).
Pros
- Free tier of 1,000 data credits with API and MCP, no card.
- A published Italy count, and free search and lookup, so a sizing test is cheap.
- Intent data in the same suite.
Cons
- The credit slider stops at 100,000 credits. Beyond that is a quote.
- Platform prices are not public, and Italy is 4.5M of its contacts.
Best for: enterprise sales teams that sell in Italy as one of many regions and want signals in one login.
Pricing: GTM AI credits from $20, $0.45 down to $0.25 each. Platform plans by quote (GTM AI pricing, September 2026).
5. Apollo: best for small teams that want an app and a cheap seat

Apollo is a prospecting app with a database behind it. Its pricing page claims 240M contacts and 30M companies (Apollo pricing, September 2026). The page shows no split for Italy, so the global total says nothing about Italian owners or managing directors.
Plans bill per seat. Free is $0 with 75 credits a month. Basic is $65 a seat a month with 2,500 credits, Professional is $99 with 4,000 and Organization is $149 with 6,000. Billed yearly they are $49, $79 and $119 (Apollo pricing, September 2026). An email costs 1 credit and a phone 8 (Apollo API pricing, September 2026).
Italy coverage test: the free plan has 75 credits, enough for 75 emails or 9 phones. Run 75 of your 100 names for email, and note how many come back.
Paid plans allow 1,000 enrichment requests a minute (Apollo rate limits, September 2026). Apollo runs an official MCP server on any plan (Apollo MCP docs, September 2026).
Pros
- Full sales app with API and MCP on the free plan.
- Low per-seat price.
Cons
- No Italian count on the pages we read.
- Seats cap the credits. 1M work emails is 250 Professional seats, or $24,750 a month at list.
- Credits do not roll over, and a phone costs 8 credits.
Best for: small teams that want prospecting and sequencing in one app and will test Italy on the free plan first.
Pricing: Free, then $65, $99 and $149 per seat a month, or $49, $79 and $119 billed yearly (Apollo pricing, September 2026).
6. Lusha: best for teams that can first confirm it serves Italian contacts

Lusha sells contact data on self-serve credit plans, with a browser extension and an API. Its data page claims 515M+ contacts, 29M+ companies and 165M+ verified emails (Lusha data page, October 2026). Those are global totals with no Italian split.
For Italy, read the legal history first. On 27 July 2026 the Italian data protection authority, the Garante, announced a EUR 2 million fine on Lusha Systems Inc. The decision, adopted on 14 July, banned Lusha from processing data on people in Italy and ordered it to erase that data (PPC Land, July 2026). We could not confirm the order's status in October 2026. Ask Lusha whether it serves Italian contacts today.
Free is $0 for 40 credits a month. Starter is $49.90 a month for 400 credits, or $37.45 billed yearly. Pro is $69.90 for 600, or $52.45 yearly. Premium is $399.90 for 3,400, or $299.95 yearly (Lusha pricing, September 2026). An email costs 1 credit and a phone 5 (Lusha API guide, September 2026).
Italy coverage test: Free gives 40 credits, enough for 40 emails or 8 phones. Run 40 of your Italian names in the app before you pay. If most come back empty, you have your answer.
Free and Starter allow 40 requests a minute and 100 a day, and Premium allows 300 a minute. The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026).
Pros
- Low entry price, with a free plan and no card.
- API key and a 50-tool MCP server on the same credits.
Cons
- A 2026 Garante order covering Italian data, current status unconfirmed.
- A global total only, no Italian count.
- The top public tier is 10,000 credits a month. 1M is 100 times that.
Best for: small phone-first teams, but only after a free test shows Italian contacts come back.
Pricing: Free, then $49.90, $69.90 and $399.90 a month, or $37.45, $52.45 and $299.95 billed yearly (Lusha pricing, September 2026).

How to choose
- Calling Italian mobiles, buying through sales: Cognism. Run its sample on your own list first, because Italy is not on its strongest list.
- Italian people by API, agent or at volume, with a count you can verify: LeadOcean.
- LinkedIn-first reps selling across Europe: Kaspr, after you test its Italian coverage on the free plan.
- Italy as one region in a global enterprise plan: ZoomInfo.
- A cheap app seat to test Italy: Apollo on the free plan.
- Lusha: only after the free plan returns Italian contacts and you have checked the Garante order.
Verdict
Cognism wins for phone-led outbound teams that buy through sales, as long as its sample holds up on Italian names. LeadOcean wins for API, agent and volume buyers. It is the only one here with a free, repeatable Italy count, 1,511,329 mailable people, with phone and micro-business coverage as the thin spots. ZoomInfo publishes 4.5M Italian contacts but sells volume through sales. Kaspr suits LinkedIn-first reps, ZoomInfo suits global enterprises, and Apollo suits small teams on its free plan. Lusha comes last until its Italian status is confirmed. We have not measured Italian match rates for the rivals, so run the same 100 names through any two before you pay. Start on the free plan.
