An email list provider sells you verified business email addresses, by file, by lookup or by API, so you do not collect them yourself. Sales teams, agencies and developers who need contacts at volume are the buyers. Most of them hit the same wall.
The wall is the unit price. Most providers sell credits, and credits are cheap at 500 lookups and costly at a million. We compared seven providers on published list prices, API limits and MCP support. We did not run a find-rate test, so this page makes no accuracy claims. Run your own sample before you buy.
If you are leaving one of these tools, we have pages for Hunter.io, Apollo, Prospeo, ZoomInfo, Lusha and UpLead. Related reading: email list churn, list hygiene tools and how to buy an email database.

What we evaluated
- Cost at 1M records a month. We use the vendor's own published price. If no public price reaches 1M, we say so and do not multiply a rate out.
- API access. Which plans include it, and the rate limit per key or per endpoint.
- MCP server. Whether an agent can search and enrich through a hosted server, and on which plans.
- Data scope. Published record counts, and whether email status is returned on each address.
- Export and bulk limits. Rows per file or per request, and whether bulk export sits behind a higher plan.
1. LeadOcean: best for API, agents and volume
LeadOcean is a people and company data API with a hosted MCP server. It holds 693M people and 67M companies in one dataset. 366M people have an email and 166M have a phone number. Every email carries one of 13 status values, from verified to spam_trap, so you filter before you send.
There are no credits. Free gives you 1,000 records for life, with no card. Paid plans run on a fair-use pace: Solo is $97 a month, Agency is $497 a month and Platform is $1,997 a month. Agency allows 1M enrichments a day and 25M search records a month, so 1M email records fits inside one month. Reaching the pace slows the key. It does not bill you extra.
Counting is free. leadocean_count_leads and GET /v1/companies/count size a list before you spend a record. Bulk CSV export is on Solo and above. Agency exports 50,000 rows a file, and exports stop at 500,000 rows a day, so a 1M-row pull takes two days.
Pros
- Flat price at volume: $497 a month for Agency, with no per-record price and no overage invoice.
- 13 MCP tools, with OAuth sign-in and no key pasted into a chat.
- Rate limit by plan: 5 requests a second on Free, 50 on Solo, 200 on Agency, 10,000 on Platform.
- Search starts from the audience (50 people filters, 34 company filters), not from a domain you already know.
Cons
- No rep workspace. There are no sequences, dialer, CRM or Chrome extension, so you export to a sequencer.
- Free is 1,000 records once, not a monthly allowance.
- Bulk CSV export is not on Free.
Best for: engineers, RevOps teams and agents that pull data in code or in bulk. Pricing: Free $0, Solo $97, Agency $497 and Platform $1,997 a month (LeadOcean pricing, October 2026).
2. Hunter.io: best for finding emails by domain
Hunter finds the address for a person at a domain. Give it a name and a domain and it returns an email, with a verifier on the side. It also sells Sequences, a browser extension and Signals, so a small team can find and send from one login.
Hunter sells credits. One credit is one email found, and one verification costs half a credit. Plans run from Free at 50 credits a month to Scale at $299 a month for 25,000 credits (Hunter pricing, September 2026). For volume there is Data Platform, which sells 1,000,000 Search credits for $6,900 as a single purchase valid 12 months (Hunter Data Platform, September 2026).
That 1M price is the lowest published figure of the seven. It is a one-off pack, not a monthly plan, and it buys emails, not a searchable people database.
Pros
- The cheapest published 1M price on this page, at $6,900 once.
- API and MCP on every plan, including Free (Hunter MCP, September 2026).
- Extension, Sheets add-on and Sequences in one tool.
- Email Verifier included, at half a credit a check.
Cons
- Lookups start at a domain. Building a list by title across a market means paging through domains.
- Rate limits are per endpoint: 15 requests a second on Email Finder and Domain Search, 5 on Discover (Hunter API docs, September 2026).
- Monthly credits do not roll over on monthly plans.
Best for: marketers and small sales teams who know the target domains. Pricing: Starter $49 a month, or $34 billed yearly, for 2,000 credits (Hunter pricing, September 2026).
3. Apollo: best for reps who prospect and send in one tool

Apollo is a sales workspace with a contact database inside it. Reps search, enrich, sequence and call from one app. For a team that wants one tool, nothing else here does as much per seat.
Apollo prices per seat, with a credit allowance per seat. Basic is $65 a seat a month with 2,500 credits, Professional is $99 with 4,000 and Organization is $149 with 6,000, with a three-seat minimum (Apollo pricing, September 2026). One verified email costs one credit.
At 1M emails a month the seat model costs more. The cheapest public path is 250 Professional seats at $99, or $24,750 a month. Billed yearly, 400 Basic seats at $49 come to $19,600 a month. The price of extra credits is not public, so a cheaper seats-plus-add-ons route cannot be priced.
Pros
- Search, enrichment, sequences and calling in one product.
- API on every plan, including Free. Enrichment endpoints reach 1,000 requests a minute on paid plans (Apollo rate limits, September 2026).
- Official MCP server at
mcp.apollo.io/mcp, on any plan (Apollo MCP, September 2026). - A usable Free plan to test with.
Cons
- Seat pricing makes high volume expensive: $24,750 a month at 1M emails.
- Credit use rises on phones. Enrichment through MCP spends the same credits.
- Search endpoints are rate limited per team, not per key.
Best for: sales reps and small teams that want data and outreach in one login. Pricing: Free, then Basic $65 a seat a month, or $49 billed yearly (Apollo pricing, September 2026).
4. Prospeo: best for verified emails and mobiles per seat
Prospeo sells verified emails and mobile numbers by the credit. It has a search API, an enrich API and a hosted MCP server with 8 tools. Its pitch is verification: you pay for an email it has checked.
Plans are per user. Starter is $49 a month for 2,000 credits, Growth is $99 for 5,000 and Pro is $249 for 15,000 (Prospeo pricing, September 2026). A verified email is one credit and a mobile is ten. Add-on packs run from $0.02 down to $0.009 a credit on yearly billing.
No single tier reaches 1M. The cheapest public path is 44 Pro seats plus a 350,000-credit add-on, $14,456 a month. Billed yearly it is $11,223 once for 1,040,000 credits delivered upfront.
Pros
- Mid-range 1M cost among the vendors that publish one.
- Hosted MCP server with OAuth 2.0 or an API key (Prospeo MCP docs, September 2026).
- Pro raises the Enrich API to 30 requests a second (Prospeo rate limits, September 2026).
- Credit add-ons for months that run over.
Cons
- Search API is slow on lower plans: 1 request a second on Starter, 5 on Pro.
- Mobiles cost ten credits each.
- Free-plan API access is disputed between its pricing table and its help center.
Best for: teams that care most about verified addresses and want a per-seat plan. Pricing: Starter $49 a user a month, or $37 billed yearly (Prospeo pricing, September 2026).
5. ZoomInfo: best for enterprise teams with a sales-led budget
ZoomInfo is the enterprise incumbent. It reports 500M contacts and 100M companies, and its phone and direct-dial data is a core selling point. Platform plans are quoted by sales, and zoominfo.com/pricing sat behind a human check when we read it.
The self-serve route is GTM.AI, ZoomInfo's credit product. It gives 1,000 data credits free. Data credits cost from $0.45 down to $0.25 by purchase size, and the slider stops at 100,000 credits for $25,000. Above that it is Enterprise (GTM.AI pricing, September 2026). There is no public price at 1M records.
ZoomInfo runs an official MCP server for Claude, ChatGPT and Cursor. It needs a GTM.AI account or an existing subscription with data credits (ZoomInfo MCP docs, September 2026).
Pros
- Large reported database with strong phone coverage claims.
- Official MCP server and API.
- Free GTM.AI tier with 1,000 data credits and no card.
Cons
- No public price at 1M. Platform plans need a sales call.
- API rate limits are tiered by package: 5 requests a second on Builder, 25 on Standard, 35 on Scaling (GTM.AI rate limits, September 2026).
Best for: enterprise sales orgs with budget and a procurement process. Pricing: platform by quote. GTM.AI credits from $0.45 to $0.25 each (GTM.AI pricing, September 2026).
6. Lusha: best for small teams that want a browser tool

Lusha is a contact finder that lives in the browser. Its extension shows emails and phones as you browse profiles. It also has an API on every plan and an MCP server with 50 tools.
Plans are credit based. Free gives 40 credits a month. Starter is $49.90 a month for 400 credits, Pro is $69.90 for 600 and Premium is $399.90 for 3,400 (Lusha pricing, September 2026). An email costs one credit and a phone five.
The top public tier holds 10,000 credits a month. 1M emails by bulk API is 1,040,000 credits, about 104 times that tier. Scale is custom, so there is no public 1M price.
Pros
- API key on every plan, including Free (Lusha API guide, September 2026).
- MCP server with 50 tools sharing the REST credit pool (Lusha MCP tools, September 2026).
- Easy to start for one rep.
- Premium billed yearly lowers the credit rate to about $0.0795.
Cons
- Rate limits are per minute: 40 on Free and Starter, 300 on Premium.
- Bulk calls take 100 contacts per request.
- No public price at 1M.
Best for: individual reps and small teams that prospect in the browser. Pricing: Starter $49.90 a month, or $37.45 billed yearly (Lusha pricing, September 2026).
7. UpLead: best for verified lists on a fixed credit plan
UpLead sells verified B2B contact lists with a credit per record. It is built for list building in the app, with a fixed monthly allowance and a clear price per extra credit.
Essentials is $99 a month for 170 credits, or $74 billed yearly. Plus is $199 a month for 400 credits, or $149 billed yearly. Extra credits cost $0.60 on Essentials and $0.50 on Plus (UpLead pricing, September 2026). Professional is a custom quote.
Extra credits at $0.50 are capped at $2,000 of purchases a day, about 124,000 extra credits in a 31-day month (UpLead help center, September 2026). So there is no public path to 1M records a month.
Pros
- Clear published price per extra credit.
- A credit is charged only for a Valid or Accept All email, and never twice for the same record.
- API rate limit of 500 requests a minute (UpLead API docs, September 2026).
Cons
- Full API access is on Professional only, and Professional is a quote.
- No MCP server in its docs.
- No bulk export endpoint in the API docs.
- 170 credits a month on Essentials is small.
Best for: small teams that build verified lists in the app. Pricing: Essentials $99 a month, or $74 billed yearly (UpLead pricing, September 2026).

Units differ. A credit buys one email at most vendors. A LeadOcean record is one person or company returned, with the profile and status included. Costs come from each vendor's own pricing page, checked in September 2026 (LeadOcean in October 2026).
How to choose
- You pull data through an API or an agent at volume: LeadOcean. A flat $497 a month covers 1M records with no per-record price.
- You know the domains and want an email for each: Hunter.io. Its $6,900 pack is the cheapest published 1M price.
- Your reps prospect and send from one tool: Apollo. Budget for seats, not for credits.
- You want verified emails and mobiles on a per-seat plan: Prospeo.
- You are an enterprise buyer with procurement: ZoomInfo. Expect a quote.
- You prospect from the browser, a few hundred contacts a month: Lusha.
- You buy small verified lists and never use the API: UpLead's Essentials or Plus plan.
Verdict
LeadOcean wins for developers, agencies and agents that need volume at a fixed price. Hunter.io wins for cheap domain-based email finding. Apollo wins for reps who want data and outreach in one place. Prospeo is the per-seat pick when verified mobiles matter. ZoomInfo is the enterprise pick if budget is not the constraint. Lusha and UpLead suit small teams that work in the app. If you need a rep workspace, LeadOcean is the wrong tool. It is data only.
FAQ
What is an email list provider?
It is a vendor that sells business email addresses by file, lookup or API. Good ones verify each address and return a status, so you can drop risky rows before sending.
How much does an email list cost?
It depends on the unit. Credit plans start near $49 a month for a few thousand lookups. At 1M records, published prices range from $6,900 once (Hunter.io) to $24,750 a month (Apollo). Three of the seven publish no 1M price.
Is it legal to buy an email list?
This page does not give legal advice. Rules differ by country and by how you contact people, so check them with counsel. Choose a provider that returns email status and sourcing details you can audit.
How do I test a provider before buying?
Take 500 rows you already know. Run them through each provider's free plan and compare the share that returns a verified address. Then send to a small batch and watch bounces. We did not run this test for this page.
Can an AI agent use these providers?
Six of the seven have an MCP server. UpLead does not list one in its docs. LeadOcean's has 13 tools and signs in with OAuth. Free counts let an agent size a list before it spends records.
Do email lists go stale?
Yes. People change jobs and domains lapse. Read email list churn and re-verify old rows before a campaign. See pricing for LeadOcean's plans.
