A waterfall contact provider finds an email or phone number by asking one data source, then the next, until one answers. Sales ops, agencies and outbound teams use it when a single database leaves too many gaps on a list they already own.
The catch is the bill. Most waterfalls charge per credit, and a mobile number costs four to ten times an email. None of the five waterfalls publishes a price at 1M lookups a month, so large volumes become a sales call. Rate limits are also tight for bulk jobs.
We did not run a head-to-head find-rate test for this page. Every figure below comes from vendor pricing pages and docs, checked in September 2026. Find rates are the vendors' own claims, and we label them that way.
LeadOcean is on the list, but it is not a waterfall. It is one database you call by API or MCP. If you want a waterfall alternative to FullEnrich, BetterContact, Clay, Lusha or LeadMagic, see our pages on FullEnrich, BetterContact, Clay, Lusha and LeadMagic.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |

| BetterContact | Lowest entry price for a waterfall | $15 a month ($12.50 billed yearly) | No public 1M price. Top tier: 50,000 credits, $1,999 a month |
| Clay | Teams that build tables and workflows | $185 a month ($167 billed yearly) | No public 1M price. Top Growth tier: $2,975 a month |
| Lusha | Reps who want a waterfall inside a contact app | $49.90 a month ($37.45 billed yearly) | No public 1M price. Top Premium tier: 10,000 credits, $977.40 a month |
| LeadMagic | Email finding at a lower credit price | $99 a month ($83 billed yearly) | No public 1M price. Top tier: 100,000 credits, $849 a month |
| LeadOcean | API and agent pulls at volume, no waterfall | Free, then $97 a month (Solo) | $497 a month (Agency), fair-use pace |
What we evaluated
- Sources: how many providers sit behind the waterfall, and whether the vendor names them.
- Price at volume: the list price per credit and what the public tiers cover. If there is no public 1M price, we say so.
- API and rate limits: requests per minute or second, and how many contacts one call takes.
- MCP access: whether an AI agent can call the tool, and how it signs in.
- Charge on a miss: whether a lookup that finds nothing costs credits.
1. FullEnrich: best for waterfall mobiles on a modest list
FullEnrich asks 25+ data sources for each contact and says verification removes about 30% of raw data (FullEnrich pricing, September 2026). It claims about an 80% find rate on work emails. That is the vendor's number, and we did not test it.
A work email costs 1 credit, a personal email 3 and a mobile 10. A lookup that finds nothing costs 0 (FullEnrich docs, September 2026). API, MCP, bulk CSV and HubSpot are on every plan, including the free trial.
The limit is throughput. The API allows 60 calls a minute, with up to 100 contacts per bulk request (FullEnrich docs, September 2026). The Pro slider stops at 100,000 credits a month, so 1M lookups need a quote.
Pros
- Names its 25+ sources and charges nothing for a miss.
- Unlimited users on every plan.
- Credits roll over 3 months on monthly plans and 12 months on yearly plans.
- API and MCP on every plan, including the free trial.
Cons
- 60 API calls a minute is a slow lane for bulk jobs.
- A mobile costs 10 credits, so a contact with email and phone costs 11.
- No public price above 100,000 credits a month.
Best for: teams that want waterfall-verified mobiles on a few thousand contacts a month.
Pricing: Pro from $29 a month for 500 credits, or $26 a month billed yearly for 6,000 credits a year. The free trial gives 50 credits (FullEnrich pricing, September 2026).
2. BetterContact: best for the lowest entry price
BetterContact routes each lookup through 20+ data providers and charges only for valid results. Email verification by Bouncer is included (BetterContact pricing, September 2026). It is the cheapest paid entry on this list.
An email with verification costs 1 credit and a mobile with verification costs 10 (BetterContact docs, September 2026). The API docs say phone enrichment needs a phone add-on. We found no add-on price published.
The API allows 100 requests a minute on Starter and 200 on Pro, with up to 100 leads per bulk call (BetterContact docs, September 2026). We found no MCP server on its site or in its docs index (BetterContact API index, September 2026).
Pros
- Starter is $15 a month, the lowest paid entry here.
- 20+ providers in one waterfall, with verification included.
- Charges only for valid results.
- 28 native integrations.
Cons
- No MCP server that we could find, so an agent needs glue code.
- The phone add-on price is not published.
- Top public tier is 50,000 credits a month, 5% of a 1M month.
Best for: small teams that want a waterfall on a list they already own and a low monthly floor.
Pricing: Starter $15 a month for 200 credits, about $12.50 a month billed yearly. Pro from $49 for 1,000 credits up to $1,999 for 50,000. Enterprise from $799 a month on a quote (BetterContact pricing, September 2026).
3. Clay: best for teams that build tables and workflows

Clay is a workflow tool that resells 150+ data providers, with waterfalls on every plan (Clay pricing, September 2026). You build each waterfall column by column, which gives you the most control on this list.
Clay prices in two units: Data Credits for the data and Actions for each step. Its own docs say a fully enriched record typically costs 6 to 20 Data Credits, plus one Action per enrichment (Clay docs, September 2026). An enrichment that returns nothing is charged neither.
The Public API and CLI are on every plan. The HTTP API column needs Growth. Clay publishes no API rate limit number, only a per-workspace limit that returns 429 (Clay docs, September 2026).
Pros
- Widest provider reach and the most flexible waterfall logic.
- Free plan includes waterfalls and unlimited seats.
- Public API on every plan, and an MCP server for Claude and ChatGPT.
- No charge when an enrichment returns nothing.
Cons
- Two meters, Actions and Data Credits, make cost hard to forecast.
- Largest self-serve tier is 200,000 Actions and 50,000 Data Credits a month.
- Tables stop at 50,000 rows on Launch and Growth.
- Free has no phone enrichment.
Best for: GTM engineers and RevOps who want to design the waterfall themselves in a table.
Pricing: Launch $185 a month, $167 billed yearly. Growth $495 a month, $446 billed yearly. Free is $0 with 100 Data Credits a month (Clay pricing, September 2026).
4. Lusha: best for reps who want a waterfall in a contact app

Lusha is a contact database with a Chrome extension and a Data Waterfall for API and MCP. The waterfall costs 2 credits per work email and 8 per phone, only on a successful match. It is on all paid plans (Lusha docs, September 2026).
Rate limits are per key and tied to the plan. Premium allows 300 requests a minute and 18,000 a day. Pro allows 1,500 a day (Lusha docs, September 2026). Bulk requests take up to 100 contacts.
The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026). The docs disagree on whether a no-match API request is charged, so read the billing page before you script a large job.
Pros
- Waterfall and a rep-facing extension in one product.
- API key on every plan, including Free.
- MCP server with 50 tools.
- Waterfall charges only on a match.
Cons
- Credit prices are the highest on this list at small volume.
- Pro caps API use at 1,500 requests a day.
- The top public tier is 10,000 credits a month.
Best for: sales reps who prospect in a browser and want waterfall coverage without building tables.
Pricing: Starter $49.90 a month, $37.45 billed yearly. Pro $69.90, $52.45 billed yearly. Premium $399.90, $299.95 billed yearly. Free is $0 for 40 credits (Lusha pricing, September 2026).
5. LeadMagic: best for email finding at a lower credit price
LeadMagic lists Waterfall Enrichment among its products and says it plugs into Clay, Apollo and sequencer waterfalls (LeadMagic, October 2026). It does not publish its list of sources, so we cannot say how deep its own waterfall goes.
An email costs 1 credit and a miss is free. A mobile costs 5 credits and validation 0.25 (LeadMagic docs, September 2026). The email finder allows 600 requests a minute on standard plans.
The MCP server is hosted and signs in with OAuth only, with no static API key (LeadMagic MCP page, September 2026). There is no free plan, only a 14-day money-back guarantee on the first payment.
Pros
- A mobile costs 5 credits, half the FullEnrich and BetterContact rate.
- Misses on email lookups are free.
- 600 requests a minute on the email finder.
- Hosted MCP server.
Cons
- No free plan or trial credits.
- Sources behind the waterfall are not named.
- Self-serve plans stop at 100,000 credits a month.
- Top-up prices are not published.
Best for: teams that mostly need valid emails and want a lower credit price than the other waterfalls.
Pricing: Essential $99 a month for 5,000 credits, about $83 a month billed yearly. Ultimate $849 for 100,000 credits (LeadMagic pricing, September 2026).
6. LeadOcean: best for API and agent pulls at volume
LeadOcean is not a waterfall. It is one database of 693M people and 67M companies that you call over REST or MCP. There is no fallback to a second source, so a person we do not hold is a free 404.
That trade pays off at volume. Agency is $497 a month with no credits, 200 requests a second and a fair-use pace of 1M enrichments a day (LeadOcean pricing, October 2026). Enrich with POST /v1/people/enrich, or call GET /v2/people/email/work and GET /v2/people/phone for contact details.
Every record carries one of 13 email status values, from verified to spam_trap, so you filter your own risk line. The MCP server has 13 tools, and leadocean_count_leads sizes a list for free before you pull a row (LeadOcean MCP docs, October 2026).
Pros
- One flat price, with no credits and no per-record price on paid plans.
- 200 requests a second on Agency, against 60 to 600 a minute at the waterfalls that publish a limit.
- 13 MCP tools with OAuth sign-in, on every plan.
- Free plan: 1,000 records, no card, API and MCP included.
Cons
- No waterfall, so people outside our 693M are not found by a second source.
- 166M people have a phone number, so a mobile hunt across several sources may reach more.
- No rep workspace, table builder, sequencer or Chrome extension.
Best for: engineers, RevOps and agents that pull people and companies at volume and want a fixed bill.
Pricing: Free $0 for 1,000 records. Solo $97 a month. Agency $497 a month. Platform $1,997 a month (LeadOcean pricing, October 2026).
Comparison table
| Tool | Best for | Starting price | Cost at 1M records a month | API | MCP | Rate limit |

How to choose
- You need the widest find rate on a list you own: pick FullEnrich or BetterContact. Test both on 500 of your own contacts.
- You want to design the waterfall yourself: pick Clay.
- Your reps work in a browser: pick Lusha.
- You mostly need valid emails and a lower credit price: pick LeadMagic.
- You pull people and companies through code or an agent: pick LeadOcean.
- You run a million lookups a month: ask every vendor for a written quote first. None of the five waterfalls publishes one.
Verdict
For a waterfall on a list you already own, FullEnrich is the strongest default, and BetterContact wins on entry price. Clay wins when you want to build the logic, and Lusha wins when reps live in a browser extension. LeadMagic wins on the credit price of an email.
If you pull data in code, through an agent or at volume, a waterfall is the wrong shape and a flat-priced database is cheaper. LeadOcean is the pick there. You can also run both: LeadOcean first, then a waterfall for the people it misses.
FAQ
What is a waterfall contact provider?
It is a tool that tries several data sources in order for each contact. If the first has no email or phone, it asks the second, and so on. You pay for the match, not the attempts.
Is a waterfall better than one database?
It finds more on a list you already own, because each source has gaps. A single database is cheaper and faster when you search by filter and pull in bulk. Pick by the job, not the label.
How much does a waterfall cost at 1M lookups a month?
No waterfall here publishes a price at 1M a month. LeadOcean Agency is $497 a month with a fair-use pace. The top public tiers cover 10,000 to 100,000 credits (Lusha pricing; FullEnrich pricing). Ask for a written quote.
Which waterfall providers have an MCP server?
FullEnrich, Clay, Lusha and LeadMagic do. We found none for BetterContact (BetterContact API index, September 2026). LeadOcean has a 13-tool MCP server on every plan, including Free.
Do you pay when a waterfall finds nothing?
Mostly no. FullEnrich, Clay and LeadMagic charge nothing for a miss. BetterContact charges only for valid results and Lusha only on a match, though Lusha's docs disagree on no-match API requests. Check before you script it.
Can I use LeadOcean with a waterfall?
Yes. Pull people and email status from LeadOcean first, then send only the misses to a waterfall. That keeps waterfall credits for the hard contacts. The free plan includes 1,000 records to test the split.
