"1M records" means 1M work-email lookups at one credit each, where the vendor uses credits. LeadOcean counts every person returned as one record, inside a flat plan. Only Apollo and LeadOcean publish a price you can multiply out. For the rest we say "no public 1M price" and do not extend a rate.

1. LeadOcean: best for B2B contact data by API or agent at volume
LeadOcean is one B2B dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 63M companies. You search with 50 people filters and 34 company filters, and counts are free.
Enrichment is POST /v1/people/enrich with exactly one of linkedin_url, email, phone or person_id. There is no name plus domain lookup and no postal address input. Search by domain first, then enrich by person_id. Phones are GET /v2/people/phone, and exports run up to 50,000 rows per request.
The price does not move with volume. Pro is $499 a month with unlimited searches, enrichments and lookups, 5 API keys and 100 requests per second per key. A very large month is paced down to one request a minute until the reset, not cut off. The MCP server at https://api.leadocean.io/mcp signs in with OAuth 2.1 and exposes 12 tools.

People Data Labs (PDL) is the closest like-for-like rival to FullContact Enrich. Its Person Enrichment API takes a profile URL, email, phone, email hash, or a name plus a location, company or school, and returns one matched person (PDL docs, September 2026). A request that finds nobody returns a 404 and is not billed. A min_likelihood score lets you reject weak matches.
The data is large. PDL lists 2.47 billion person profiles, 592 million with an email, and 764 million with a phone of any kind (PDL docs, September 2026). Its company dataset holds 76.6 million records (PDL docs, September 2026).
Pricing is per match. Pro starts at $98 a month for 350 credits, or $0.28 each, and PDL says Pro profiles cost about $0.20 to $0.28 by volume (PDL blog, September 2026). Self-serve is meant for volumes under roughly 100,000 profiles, and above that PDL quotes Enterprise only. Enrichment allows 1,000 calls a minute on paid plans, and Person Search defaults to 10 a minute (PDL docs, September 2026).

Apollo is a sales platform with a contact database and an API attached. It has sequences, a dialer and a Chrome extension (Apollo pricing, September 2026). That is the wrong shape for a pure data pipeline, but it suits a team whose reps already live in the app.
Pricing is per seat with a monthly credit allowance. Basic is $65 per seat a month for 2,500 credits, Professional $99 for 4,000, and Organization $149 for 6,000 with a three-seat minimum. Billed yearly they drop to $49, $79 and $119 (Apollo pricing, September 2026). An email costs 1 credit, a phone number 8, and API people enrichment 1 to 9 (Apollo docs, September 2026). Credits expire at the end of each billing cycle.
Every plan includes API access. Paid plans get 1,000 enrichment calls a minute, and bulk people enrichment takes 10 people per request (Apollo docs, September 2026). Crustdata sells company, people and job data through APIs for search, enrichment and change watchers. It is the pick here for agent builders who want fresh signals more than a static contact database. Search is cheap at 0.03 credits per result, so you narrow a list before you enrich it (Crustdata docs, September 2026).
Pricing is credit based, and the pricing page shows no plan names, dollar prices or price per credit (Crustdata pricing, September 2026). The docs give the credits per call. Person enrichment is 1 to 7 credits, and a work email through /person/enrich is 2 credits. The dedicated contact endpoint is 1 to 5.5 credits per matched person and is enterprise only (Crustdata docs, September 2026).
Volume is the catch. Default limits are 15 requests a minute on person enrich and 30 on search, and batch person enrich takes up to 10,000 identifiers a job (Crustdata docs, September 2026).
