"1M records" here means 1M work-email lookups that return a result, one credit each where the vendor uses credits. Figures are list prices or, where noted, arithmetic. Where a vendor sells no plan at 1M, the cell says so. Volume quotes differ, so ask each vendor at your volume.

1. LeadOcean: best for API, agent and volume buyers

LeadOcean is one dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 63M companies. You search with 50 people filters and 34 company filters. Counts are free.

Enrichment is POST /v1/people/enrich and it answers in the same response. You start no job and poll nothing. Phones are GET /v2/people/phone, and exports run up to 50,000 rows per request, so a 1M-row pull is 20 calls over two days.

The price does not move with volume. Pro is $499 a month with unlimited searches, enrichments and lookups, 5 API keys and 100 requests per second per key. There are no credits and no overage invoice. A very large month is paced down to one request a minute until the reset, not cut off.

2. BlitzAPI: best for flat-price search and enrichment by API

BlitzAPI sells B2B data as an API on flat monthly plans. Its pricing page lists 550M+ profiles, 65M+ companies, 65M+ verified emails and 45M+ US phone numbers (BlitzAPI pricing, September 2026). It is the closest rival to LeadOcean on price model. See LeadOcean vs BlitzAPI.

The plan ladder is where it gets fiddly. Core is $399 a month and leaves out emails and phones. Plus is $499 and adds verified work emails. Full is $599 and adds US phone numbers. If you enrich for contact data, you buy Plus or Full.

Check two details before you commit. The 50 requests per second is tied to accounts opened by September 30, 2026, against a standard 5 per second, and limits apply per endpoint (BlitzAPI docs, September 2026). Its MCP server gives an assistant the API documentation, not the data (BlitzAPI docs, September 2026).

Pros

  • Flat monthly price. The stated 15,000,000 results a month is a launch-offer limit for accounts opened by September 30, 2026 (Terms 9.1). Limits for later accounts are not published.

LeadMagic is a credit-based enrichment API. It lists 400M+ people, 25M+ companies and 46M+ job posts, reachable through REST, CSV, a command-line tool and a hosted MCP server (LeadMagic, September 2026). Failed lookups cost nothing.

The credit price falls as you climb the plans. Essential is $99 a month for 5,000 credits. Professional is $499 for 50,000. Ultimate is $849 for 100,000, or $0.00849 a credit (LeadMagic pricing, September 2026). A valid email costs 1 credit and a mobile costs 5. Searching in the app spends no credits on any paid plan. In the API, Essential and Growth bill about 1 credit per person returned. Professional and Ultimate get zero-credit search at 5 and 10 requests per second (LeadMagic docs, September 2026).

The Email Finder endpoint allows 600 requests a minute. LeadMagic also says a sustained find rate below 10% can lead to throttling or suspension (LeadMagic docs, September 2026). FullEnrich queries 25+ sources for each contact and charges only for data it finds (FullEnrich pricing, September 2026). Pro lists API access, people and company search, unlimited users and an MCP server. It suits teams that care about mobiles more than raw database size.

Credits are the meter. A work email costs 1 credit, a personal email 3 and a mobile 10. Pro starts at $29 a month for 500 credits, or $0.058 each. The default step is $55 a month for 1,000 credits, which is $0.055 each. Search costs 0.25 credits per person returned (FullEnrich docs, September 2026). A mobile at $0.055 a credit costs $0.55.

The API allows 60 calls a minute, with up to 100 contacts in a bulk request, so 6,000 contacts a minute. Higher limits are an Enterprise feature (FullEnrich docs, September 2026). People Data Labs (PDL) is a long-running person and company data API with bulk licences. It is ISO and SOC 2 Type 2 compliant, which matters for procurement (PDL pricing, September 2026). A request that returns a person costs one credit, and a miss costs none.

The entry price is high per record. Pro starts at $98 a month for 350 credits, and PDL puts Pro at about $0.20 to $0.28 a profile (PDL blog, February 2026). The Free plan gives up to 100 records a month with contact data hidden (PDL docs, September 2026). Above about 100,000 profiles a year it is quote only.

Paid plans default to 1,000 enrichment calls a minute, and the bulk endpoint takes up to 100 records per request (PDL docs, September 2026). PDL's docs index lists no MCP page (PDL docs index, September 2026). Community wrappers exist, but they are not PDL's own.

6. ZoomInfo (GTM AI): best for ZoomInfo data on pay-as-you-go credits

GTM AI is ZoomInfo's headless product. It sells ZoomInfo contact, company and intent data through an API, an MCP server and a CLI (GTM AI pricing, September 2026). It is a separate track from ZoomInfo's platform plans, which are sold by sales. ZoomInfo lists 500M+ contacts and 100M+ companies (GTM AI docs, September 2026).

Search, lookup and find-similar are free. A data credit covers one company, contact or intent record enriched or exported, from $0.45 each on a small purchase down to $0.25 each at 100,000 credits ($25,000). Free signup gives 1,000 data and 1,000 AI credits, and top-ups start at $20. ZoomInfo says a record is charged once per 12 months.

The free tier runs at 5 requests per second and 5 apps. The MCP server signs in per user, and its enrich tools take up to 10 records per call (GTM AI docs, September 2026). Mobile phone data, SSO and custom limits sit in Enterprise packages.

Free gives 900 credits per seat a year. Basic is $49 per seat a month with 30,000 credits a year. Professional is $79 with 48,000. Organization is $119 with 72,000 and a three-seat minimum, all billed annually.

For code, the limits are workable. Enrichment allows 1,000 requests a minute on paid plans, and search allows 200 a minute and 50,000 a day (Apollo docs, September 2026). The MCP server works on any plan, including Free, and signs in with OAuth (Apollo MCP page, September 2026).
