A B2B data provider for Europe sells people and company records, such as titles, work emails and phones, for contacts in European countries or at European companies. Sales teams, agencies and agent builders who sell across several European markets need one. Most vendors publish a global record count and no European number, so the headline size tells you little.
This page ranks seven providers on one question: how many usable European contacts can you confirm before you pay? We ran free counts on LeadOcean. For the rest we give the test you can run yourself, because we have not run paid searches on their accounts. Each has its own comparison: Cognism, Kaspr, Apollo, ZoomInfo, Lusha and Lead411. See also best B2B databases, best B2B data providers for the UK and best B2B data providers.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | European pulls by API, agent or export at volume | Free (1,000 records for life). Solo $97 a month, Agency $497 | $497 a month on Agency. Fair-use pace applies |
| Cognism | Phone-verified European contacts through a sales contract | No public price | No public 1M price. Quote only |
| Kaspr | LinkedIn prospecting in European markets | Free (15 B2B email credits a month). Starter EUR 59 or $65 a user a month | No public 1M price. Business stops at 500 API requests a day |

| ZoomInfo | Pay-as-you-go credits with free search | Free (1,000 data credits). Pay as you go from $20 | No public 1M price. Slider stops at 100,000 credits for $25,000 |

"1M records" means 1M work-email lookups that return a result, at list price.
What we evaluated
- Europe test: can you size European contacts for free, with a country or continent filter, before spending a credit?
- Europe coverage on record: does the vendor name Europe, or give a European count, in a first-party source?
- API and MCP: can code or an agent run the same Europe search and pull the rows?
- Price at volume: flat, credits, seats or quote, and the list cost of 1M records.
- Rate limit: the default per second, minute or hour for a bulk European pull.
We ran no accuracy test, so we quote no match rates. Only LeadOcean gets European counts from us, dated 1 October 2026. Kaspr is the one vendor here that publishes a European figure, and it is larger than ours.
1. LeadOcean: best for European pulls by API, agent or export
LeadOcean is the only provider here where we can show European counts. On 1 October 2026 a free count_leads call with continent: Europe returned 18,121,894 people with a mailable email. "Mailable" means verified, catch_all_valid or catch_all. The call costs no records.
Europe is many markets, so size it by country. country is where the person is. hqCountry is where the company is headquartered. They give different answers, so test both.
| Filter (counted 1 October 2026, free) | People |
|---|---|
continent: Europe, mailable email | 18,121,894 |
continent: Europe, jobLevel C-Team or VP, mailable email | 1,186,160 |
hqContinent: Europe, mailable email (company HQ in Europe) | 16,536,378 |
country: GB, mailable email | 4,238,467 |
country: FR, mailable email | 2,529,919 |
country: DE, mailable email | 1,744,229 |
country: NL, mailable email | 1,295,875 |
country: ES, mailable email | 1,010,798 |
continent: Europe, holds an email of any status | 52,695,869 |
continent: Europe, holds a phone number, any email status | 6,381,759 |
The first eight rows are mailable counts. The last two are labelled by what they filter, and the any-status email count includes addresses we would not send to. Phone coverage is the thin spot: 6.4M people in Europe hold a number.
Over REST, the free sizing call is a search with count=true in the query string and limit 1 in the body. Example:
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"country": ["DE"], "limit": 1}'meta.total stops at 100,000 on that route, so use count_leads over MCP for the exact figure. The MCP server at https://api.leadocean.io/mcp has 13 tools and signs in with OAuth 2.1.
Agency is $497 a month, flat, with 1M enrichments a day, 200 requests a second and 5 API keys. Solo is $97 a month for one person. There are no credits and no per-record price.
Pros
- Free exact counts by continent, country, HQ country, seniority and email status.
- Agency is $497 a month flat for 1M enrichments a day, with REST and MCP on every plan, including Free.
POST /v1/exportsreturns up to 50,000 rows a request, so a country list is a short export job.- Email status comes back on every record, with 13 values.
Cons
- Europe-first vendors claim more. Kaspr says 200 million European contacts, and we hold 52,695,869 people in Europe with an email of any status.
- Phone coverage in Europe is 6.4M people, so a dialing team needs a phone-led vendor.
- No rep workspace, sequencer, dialer, CRM or Chrome extension. The app has an Exports page.
- Reaching the fair-use pace slows the key until the window resets.
Best for: engineers, RevOps and agents that pull European records at volume on a fixed bill.
Pricing: Free is 1,000 records for life, no card. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).
2. Cognism: best for phone-verified European contacts through a sales contract

Cognism leads its homepage with "Europe's most trusted B2B data" (Cognism, September 2026). That is positioning, not a count. We found no European figure on its public pages.
What it does publish is phone data. Its Diamond Data page claims over 10m phone-verified contacts globally and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). There is no European split of the 10m.
The search schema has a location person filter and a count route, POST /persons/filter/count (Cognism API reference, September 2026). The API allows 500 requests a minute per operation (Cognism rate limits, September 2026). The MCP server has 15 tools (Cognism MCP docs, September 2026).
The Europe test: ask for a trial with API access, then call the count route with a European location, one country at a time. Search tokens cost 1 per record returned. Cognism's docs disagree on whether a count call costs a token, so ask before you size large lists (Cognism credits docs, September 2026).
Pros
- Built around Europe in its own positioning, with Do Not Call cross-referencing in 15 territories.
- A count route in the API, plus a 15-tool MCP server.
- One credit per revealed contact, and re-viewing a revealed contact is free.
- On-demand phone verification on Pro.
Cons
- No public price for a plan, seat or credit.
- API and MCP need a package that includes them.
- No European coverage figure on the pages we read.
Best for: teams that cold-call European buyers and buy phone data through a negotiated contract.
Pricing: no public price. Standard and Pro are quote only (Cognism pricing, September 2026).
3. Kaspr: best for LinkedIn prospecting in European markets
Kaspr makes the biggest European claim on this list. Its data page promises "200 million + European B2B contacts" from 120+ data sources (Kaspr data page, September 2026). The company says it was born in France, with hubs in the UK and Spain. The same page's FAQ says the data covers decision makers "across the globe", so read 200M as a headline, not a filtered count.
Kaspr works inside LinkedIn through a Chrome extension. API access is on request on paid plans, not on Free. Each call spends a credit for the data type plus an export credit (Kaspr pricing, September 2026; Kaspr help center, September 2026). We found no MCP server on its public API docs (Kaspr API docs, October 2026).
The Europe test: use the Free plan with the extension. Open 20 LinkedIn profiles in your target countries and count how many return a work email and a phone. Free has 15 B2B email credits and 5 phone credits a month, so the sample is small.
Pros
- A first-party European headline of 200 million contacts, the largest claim here.
- Free plan to test, and unlimited B2B email credits on paid plans under fair use.
- Credits roll over and are shared across the account on paid plans.
Cons
- API requests are capped: Starter 20 an hour and 250 a day, Business 250 an hour and 500 a day.
- The API starts from a LinkedIn profile URL, so it enriches people you already found.
- Search runs in the LinkedIn extension, not through a public search endpoint.
- No European count we can verify.
Best for: reps, recruiters and founders who prospect European buyers profile by profile in LinkedIn.
Pricing: Free has 15 B2B email credits a month. Starter is EUR 59 or $65 a user a month, billed monthly. Business is EUR 99 or $99 (Kaspr pricing, September 2026).
4. Apollo: best for free European search for small teams

Apollo lets you test any European country for free. People API Search costs 0 credits, takes person_locations[] and organization_locations[], and accepts cities, states and countries (Apollo API docs, September 2026). The first is where the person lives. The second is where the employer is headquartered.
Apollo claims 240M+ contacts and 30M+ accounts, with no European split (Apollo, September 2026). Search hides emails and phones. Enrichment spends credits: 1 for an email and 8 more if a mobile comes back (Apollo API pricing, September 2026).
Apollo runs an official MCP server at https://mcp.apollo.io/mcp on every plan, including Free (Apollo MCP docs, September 2026).
The Europe test: call the search with person_locations[]=germany and per_page=1, then read the total. Repeat for each target country, and again with organization_locations[]. It costs 0 credits.
Pros
- Free search with country and city filters, by API and in the app.
- API access on every plan, per the developer FAQ.
- Official MCP server on every plan.
- A free plan to try enrichment on a few European contacts.
Cons
- Credits are per seat and expire at the end of each billing cycle.
- A mobile costs 8 credits against 1 for an email.
- A search shows 50,000 records at most, so a big European pull needs slicing by country or title.
- No published European coverage figure.
Best for: small teams that want to see European contacts before they pay.
Pricing: Free has 75 credits a month. Basic is $65 a seat a month, or $49 billed yearly. Professional is $99 ($79 yearly) (Apollo pricing, September 2026). At 1M email lookups the cheapest monthly route is 250 Professional seats, $24,750 a month. The yearly route is 400 Basic seats, $19,600 a month.
5. ZoomInfo: best for pay-as-you-go credits with free search
ZoomInfo's self-serve product is GTM AI. Search, lookup and find-similar cost nothing. One data credit enriches or exports one company, contact or intent record (GTM AI credit docs, September 2026). A record is charged once per 12 months.
Contact search has continent and country filters on the company's primary address. A locationSearchType switch picks the person, the headquarters or both (GTM AI search docs, September 2026). Free signup gives 1,000 data credits and no card. The default rate is 5 requests a second on Builder, 25 on Standard and 35 on Scaling (GTM AI rate limits, September 2026).
The official MCP server needs a free GTM AI account or a ZoomInfo subscription with data credits (GTM AI MCP docs, September 2026).
The Europe test: sign up free, run a contact search with continent set to Europe, and read totalResults. Search is free. Repeat with locationSearchType set to Person and then HQ, and compare. Then reveal 20 contacts and check how many carry an email or phone.
Pros
- Free search, so you can size Europe with no credit spent.
- Pay as you go from $20, with no contract or seat fee.
- Continent, country and a person-or-HQ switch in one search.
- Official MCP server, plus API and CLI.
Cons
- The public slider stops at 100,000 credits for $25,000. Above that is Enterprise.
- Rate limits start low, at 5 requests a second.
- Platform plans are separate from GTM AI and are not public.
- The location filter reads the company address, so check how it treats remote staff.
Best for: teams that want free search and credits they buy in packs.
Pricing: Free has 1,000 data credits. Pay as you go runs from $0.45 a credit at 100 credits to $0.25 at 100,000 for $25,000 (GTM AI pricing, September 2026).
6. Lusha: best for single lookups in a browser extension

Lusha claims 525M+ contacts and 29M+ companies, and says 132M of those contacts are in the United States (Lusha, September 2026). It prints no European figure. The US number shows Lusha can split by region, which makes the missing European one worth asking for.
Searching and filtering cost 0 credits in the platform. Credits are spent when you reveal a contact (Lusha credit docs, September 2026). A work email costs 1 credit and a phone number costs 5. Email plus phone is 7 credits in one API request (Lusha API guide, September 2026).
The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026).
The Europe test: on the free plan, filter the prospecting search to one European country at a time and read the result total. It costs nothing. Then reveal a handful of contacts with the 40 free credits.
Pros
- Free filtering in the platform.
- API key on every plan, including Free.
- MCP server with 50 tools.
- Email plus phone in one API request.
Cons
- Per-key API quotas are small. Pro is 50 requests a minute.
- Phones cost 5 credits, and credits reset on a cycle.
- The public tiers stop at 10,000 credits a month.
- No European count on the pages we read.
Best for: reps who look up one contact at a time.
Pricing: Free is 40 credits a month. Starter is $49.90 a month ($37.45 billed yearly). Pro is $69.90 ($52.45 yearly). Premium is $399.90 ($299.95 yearly) (Lusha pricing, September 2026).
7. Lead411: best for teams selling in the UK and northern Europe
Lead411 is the one vendor here that names its European countries in a first-party list. It covers 13 countries, nine of them European: the UK, Belgium, Denmark, Finland, Ireland, Luxembourg, the Netherlands, Norway and Sweden (Lead411 FAQ, September 2026). Germany, France, Spain and Italy are not on the list. It does not publish a European record count.
It sells exports, not credits. A 7-day free trial gives 50 exports with no card. API access starts on Ignite, and the MCP server is for approved accounts that Lead411 Support enables (Lead411 API docs, September 2026). Lead411 publishes no rate limit number.
The Europe test: start the trial and filter advanced search to each country you sell into. Read the match count, then spend the 50 exports on a spread of titles and check email status.
Pros
- Nine European countries named in a first-party list.
- Verified emails and advanced search from $49 a month.
- Intent data licensed from Bombora.
- A trial with no card.
Cons
- No Germany, France, Spain or Italy on the country list.
- API access is not on Spark. It starts on Ignite.
- No published rate limit or European count.
- Unlimited exports and the top plan are quote only.
Best for: sales teams that work the UK, Benelux and the Nordics in an app.
Pricing: Spark is $49 a month, or $490 billed yearly, for 1,000 exports a month. Ignite starts at $150 a month ($1,500 billed yearly) (Lead411 pricing, September 2026).

How to choose
- Exact European counts by country, API, agent or volume: LeadOcean. Free counts, flat price, REST and MCP.
- The largest European headline and LinkedIn workflow: Kaspr, after you test a sample of your own profiles.
- Cold-calling European buyers on a negotiated contract: Cognism.
- A free European search in an app: Apollo, then ZoomInfo or Lusha.
- Credits you buy in packs with free search: ZoomInfo.
- UK, Benelux and the Nordics with a named country list: Lead411.
- One-at-a-time lookups: Lusha.
Verdict
LeadOcean wins for anyone who pulls European records by API, agent or export. It is the only one here with free exact counts by country (18,121,894 mailable people in Europe on 1 October 2026) and Agency at $497 a month flat. It does not win on the biggest European claim or on phones: Kaspr says 200 million contacts, and Cognism is built around European phone data. Apollo is the best free place to test a country in an app, and ZoomInfo suits buyers who want free search and pay-as-you-go credits. Lead411 fits UK and northern European teams, and Lusha fits single lookups. Whatever you pick, run its Europe test first, one country at a time, and start on the free plan to compare the same filter.
FAQ
What is the best B2B data provider for Europe?
For API, agent and volume work, LeadOcean. It returned 18,121,894 mailable people in Europe on 1 October 2026, and the count was free. For a LinkedIn workflow, Kaspr. For phone-led European calling, Cognism.
How many European contacts does LeadOcean have?
On 1 October 2026, 18,121,894 people with continent: Europe and a mailable email (verified, catch_all_valid or catch_all). With an email of any status the count was 52,695,869, and 6,381,759 hold a phone number. All three counts were free.
How do I test a provider's European coverage before paying?
Run a country filter on its free search or count, then read the total, one country at a time. Apollo, ZoomInfo and Lusha search for free. Lead411 and Kaspr give a trial or free plan. Check the filter's meaning: the person's location or the company's headquarters.
Does a global record count say anything about Europe?
No. Vendors such as Apollo and Lusha publish global counts and no European split. Only a filtered count shows what you can pull. Kaspr's 200 million is a European headline, but its own FAQ says the data covers decision makers across the globe.

On list price, LeadOcean Agency at $497 a month flat, which allows 1M enrichments a day. Apollo publishes a seat route at about $19,600 to $24,750 a month. The other five publish no 1M price.
Do I need a credit card to try LeadOcean?
