A flat-fee data provider charges one fixed monthly price for access to B2B contact data, instead of billing each record from a credit balance. It matters most to anyone whose volume is high or hard to predict, such as engineers, RevOps teams and AI agents.
The catch is the word "unlimited". Most vendors that use it attach a per-seat price, an export cap or a fair-use line. We read each vendor's public terms to find the real ceiling. For the pricing theory, read flat fee vs credit pricing, or run your own numbers in the flat fee calculator.
Our own pages cover the head-to-head cases: BlitzAPI, ContactOut, Wiza, Kaspr and Lead411. Prices are monthly list first, billed-yearly figure after.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | API, agent and volume pulls | Free (1,000 records, one-off). Solo $97 a month | $497 a month on Agency. Fair use applies |
| BlitzAPI | An API-only flat plan with a stated record cap | 1,000 free records. Start $99 a month | $499 a month on Scale (5,000,000 records a month fair use) |
| ContactOut | One person who needs emails and phones | Free (5 emails, 5 phones, 5 exports a day). Email $49 a month ($39 billed yearly) | No public 1M price. Self-serve 'unlimited' is capped at 2,000 emails per account per month |
| Wiza | LinkedIn prospecting by seat | Free (20 valid emails, 5 phones). Email $83 a month per user, billed yearly | No public 1M price. Annual seats cap exports at 2,500 a month |
| Kaspr | Unlimited B2B emails for reps in Europe | Free (15 B2B emails a month). Starter $65 per user a month | No public 1M price. Top public tier caps API at 500 requests a day |
| Lead411 | Export-capped US and Canada lists, unlimited by quote | 7-day trial (50 exports). Spark $49 a month ($490 billed yearly) | No public 1M price. Unlimited exports are priced by quote |
"1M records" means 1M work-email lookups that return a result. Where a vendor sells no public plan at that size, the cell says so and names the highest public tier. Enterprise quotes can be lower, so ask each vendor at your volume.
What we evaluated
- What "flat" means: whether the fee covers the whole workload, or only seats, one data type or a capped number of exports.
- The ceiling: the fair-use line, export cap or daily request cap behind any "unlimited".
- API and MCP: whether the API is self-serve, what sits behind a sales call, and whether an agent can pull records through MCP.
- Rate limit: the published requests per second, minute or day.
- Price at 1M records: the cost of 1M work-email lookups from the public price list, or a note that none exists.
We read each vendor's pricing page and docs in September and October 2026. We ran no accuracy test, so we quote no quality numbers.
1. LeadOcean: best for API, agent and volume pulls
LeadOcean is one dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 67M companies. Every plan gets the same data and every feature. The price buys speed, pace, keys and rights.
Agency is $497 a month for teams. It allows 1M enrichments a day and 25M search records a month, both raisable, at 200 requests per second per account. Phones and exports are included. There are no credits, and reaching the pace slows the key instead of stopping it.
Sizing a list is free. Send count=true as a query parameter with limit 1, and the call returns a total and spends no records. The MCP server at https://api.leadocean.io/mcp signs in with OAuth 2.1 and exposes 13 tools, including a free company count (LeadOcean docs, September 2026).
curl -X POST "https://api.leadocean.io/v1/people/search?count=true&limit=1" \
-H "x-api-key: $LEADOCEAN_API_KEY" \
-H "content-type: application/json" \
-d '{"title":["VP Sales"],"country":["CA"]}'Pros
- One price for the workload: no credit meter and no per-record price on paid plans.
- REST and MCP on every plan, Free included, with OAuth sign-in for agents.
- Free counts, and a miss on
POST /v1/people/enrichis a free 404. - Email status on every record, from
verifiedtospam_trap. - A published rate limit per plan: 5 requests a second on Free, 50 on Solo, 200 on Agency.
Cons
- No Chrome extension, sequencer, dialer or CRM. The app is an Exports page with a filter builder and a CSV download.
- Search pages hold up to 100 rows, and one search pages to 10,000 rows. Narrow the filters to go deeper.
- A v2 contact lookup that finds nothing still costs one record, and Free is 1,000 records for life.
Best for: engineers, RevOps and agents that need volume and a fixed bill.
Pricing: Free is 1,000 records, one-off, no card. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).
2. BlitzAPI: best for an API-only flat plan with a stated record cap
BlitzAPI is the closest like-for-like flat plan. It sells one API for companies, people, verified work emails, US phone numbers and job postings. Every endpoint is open on every plan, and the plans differ by speed, fair use and support (BlitzAPI pricing, October 2026).
Start is $99 a month with a fair-use line of 200,000 records a month at 10 requests per second per endpoint. Scale is $499 a month with 5,000,000 records and 25 requests per second. Build Your Infra starts at $999 a month and is scoped on a call.
BlitzAPI also runs a hosted MCP server at https://api.blitz-api.ai/mcp that returns data. It has 20 tools and signs in with OAuth, or takes an x-api-key header (BlitzAPI MCP, October 2026). Two gaps matter for bulk buyers. We found no bulk or CSV export in its docs or OpenAPI spec (BlitzAPI docs, September 2026). Phone numbers are US only.
Pros
- A flat monthly price with a stated record line: 200,000 on Start, 5,000,000 on Scale.
- Per-endpoint rate limits, so email lookups never slow company searches.
- A call that finds nothing counts nothing.
Cons
- No documented CSV or bulk export. Data comes through the API with cursor pagination, and Find People stops at 50,000 results per query.
- Phone coverage is US only.
- No SLA on Start or Scale. An SLA comes with Build Your Infra.
Best for: developers who want a flat API bill, job postings and an MCP server, and do not need CSV exports.
Pricing: Start is $99 a month, Scale $499 and Build Your Infra from $999. A free trial gives 1,000 records with no card (BlitzAPI pricing, October 2026).
3. ContactOut: best for one person who needs emails and phones

ContactOut is a contact finder sold on monthly seat plans. Email is $49 a month ($39 billed yearly) with unlimited emails and 300 exports a month. Email + Phone is $99 a month ($79 billed yearly) with unlimited emails and phones and 600 exports a month (ContactOut pricing, September 2026).
The "unlimited" has a number behind it. The terms set a fair-use policy of 2,000 email credits and 1,000 phone credits per account per month. Every self-serve plan also lists a one-user-per-company limit (ContactOut terms, September 2026).
The API is not self-serve. Team / API shows Contact Us, and the docs say to book a meeting to get a key. Rate limits are 60 requests a minute for People Search and 1,000 a minute for most other endpoints (ContactOut API docs, September 2026). The MCP server at contactout.com/mcp lists 15 tools (ContactOut MCP, September 2026).
Pros
- A cheap flat price for one user: $49 or $99 a month.
- Emails and phones in the same plan.
- A hosted MCP server with 15 tools.
- A free plan for testing: 5 emails, 5 phones and 5 exports a day.
Cons
- Fair use caps self-serve at 2,000 emails and 1,000 phones per account per month.
- One user per company, so a team cannot buy more seats.
- The API has no public price and needs a meeting.
- The pricing page shows struck-through "original" prices with no end date.
Best for: a single recruiter or rep who works from a browser and needs a few thousand contacts a month.
Pricing: Email $49 a month ($39 billed yearly). Email + Phone $99 a month ($79 billed yearly). API on request (ContactOut pricing, September 2026).
4. Wiza: best for LinkedIn prospecting by seat
Wiza is a LinkedIn-first email and phone finder. Its annual plans carry the "unlimited" label: Email is $83 a month per user billed yearly ($990 a year), with unlimited email reveals and 2,500 exports a month. Email + Phone is $166 a month per user ($1,990 a year) with unlimited phone reveals too (Wiza pricing, September 2026).
Monthly billing is not unlimited. Email + Phone was $199 a month per user for 500 valid emails and 500 phone numbers when we read the monthly view in September 2026. Teams of 3 or more get custom pricing, and API access sits on the Team plan (Wiza pricing, October 2026).
The API price is not published. Wiza's API page says "Book a call to discuss API pricing" (Wiza API, September 2026). The API has a concurrency of 5 on Starter (Wiza docs, September 2026). The MCP server exposes 5 tools and needs API access and credits (Wiza MCP guide, September 2026).
Pros
- Unlimited email reveals on the annual Email plan.
- A LinkedIn workflow: lists from Sales Navigator, Recruiter or a CSV.
- Credits are charged only for emails marked valid.
- CRM integrations on every paid plan.
Cons
- Priced per user, so an API workload still needs a seat.
- Exports stop at 2,500 a month per seat on the annual plans.
- The "unlimited" applies to annual billing only.
- API pricing needs a sales call, and the MCP server needs API credits.
Best for: a rep who prospects one LinkedIn profile at a time.
Pricing: Free gives 20 valid emails and 5 phone numbers. Email is $83 a month per user billed yearly, Email + Phone $166 (Wiza pricing, September 2026).
5. Kaspr: best for unlimited B2B emails for reps in Europe
Kaspr is a LinkedIn contact finder sold per user. Starter is $65 per user a month on monthly billing and Business is $99. Both have unlimited B2B email credits under a fair-use policy (Kaspr pricing, September 2026). The page shows no billed-yearly price, so we quote none.
Phones and direct emails are not unlimited. Starter includes 100 phone credits a month and 5 direct email credits. Business includes 200 of each. Exports are capped at 12,000 a year on Starter and 30,000 a year on Business.
The API is on request for paid plans only. Business allows 250 requests an hour and 500 a day, and each API call also spends one export credit (Kaspr help center, September 2026). Kaspr lists no MCP server on its pricing, API or help pages.
Pros
- Unlimited B2B email credits on paid plans, subject to fair use.
- Credits are shared across the account and roll over on paid plans.
- A free plan with 15 B2B email credits a month.
- Phone and direct email add-on packs are public.
Cons
- Per-user pricing, with phones and direct emails metered in credits.
- API access is on request and capped at 500 requests a day on Business.
- Exports stop at 30,000 a year on Business.
- No MCP server listed.
Best for: sales reps who work inside LinkedIn and need unlimited B2B email lookups.
Pricing: Free, then Starter at $65 and Business at $99 per user a month on monthly billing (Kaspr pricing, September 2026).
6. Lead411: best for export-capped lists with unlimited by quote
Lead411 sells plans by export count. Spark is $49 a month ($490 billed yearly) for 1,000 exports a month, with no API and no direct phones. Ignite starts at $150 a month ($1,500 billed yearly) with "1000+" exports, direct phones and API access (Lead411 pricing, September 2026).
The only unlimited tier is Blaze. It has no public price, it is annual only, and it adds API access and direct phones. Buyer intent is an add-on on annual plans. The data covers 13 countries, mainly the US and Canada (Lead411 FAQ, September 2026).
The API publishes no rate limit number. It returns 429 on a breach and advises exponential backoff. MCP exists at mcp.lead411.com/mcp but only for approved accounts, and returns 401 until Lead411 Support enables it (Lead411 API docs, September 2026).
Pros
- Public entry prices from $49 a month.
- A documented V3 API with an OpenAPI spec and a Postman collection.
- Direct phones and 25+ CRM integrations.
- Unlimited exports are available on Blaze.
Cons
- Spark and Ignite are export-capped, so they are not flat in practice.
- Unlimited needs an annual contract and a sales conversation.
- API access starts at Ignite, and MCP needs approval.
- No published rate limit, and no public price at 1M.
Best for: a US sales team that wants capped exports and plans to negotiate unlimited.
Pricing: Spark $49 a month ($490 billed yearly). Ignite from $150 a month ($1,500 billed yearly). Blaze by quote (Lead411 pricing, September 2026).

How to choose
- You pull data through an API or an agent: pick LeadOcean for a flat price with MCP records on every plan. Pick BlitzAPI if you need job postings and your volume fits 200,000 or 5,000,000 records a month.
- You need a flat bill at 1M records a month: only LeadOcean and BlitzAPI publish a plan that covers it. Everything else is a seat plan or a quote.
- You are one rep or recruiter: ContactOut, Wiza and Kaspr all have a paid plan under $100 a month. Pick the one that fits your workflow: browser, LinkedIn or Europe.
- You need phones: LeadOcean includes them on paid plans. ContactOut and Kaspr cap them. BlitzAPI covers the US only.
- You want bulk CSV exports: LeadOcean exports up to 50,000 rows per request. Others cap exports by seat or by month, and BlitzAPI documents none.
- You can negotiate: Lead411 Blaze and Kaspr Enterprise offer unlimited, but only by quote.
For a deeper look at the model, see flat fee B2B data and the pricing page.
Verdict
LeadOcean is the best flat-fee provider for API, agent and volume buyers: one price covers the whole workload, with MCP on every plan and CSV export from Solo up. BlitzAPI is the closest rival. It has an MCP server that returns data and includes job postings. It lacks documented exports, phones outside the US and free counts. Scale runs 25 requests a second against 200 on Agency. ContactOut wins for one person who needs emails and phones for under $100. Wiza wins for LinkedIn prospecting, and Kaspr for unlimited B2B emails inside a rep workflow. Lead411 suits a US team that will negotiate unlimited exports. For a single rep, a seat plan is cheaper than $497.
FAQ
What is a flat-fee data provider?
A flat-fee provider charges a fixed monthly price for data access instead of billing each record from a credit balance. Most still set a fair-use line, an export cap or a per-seat price. Read that line before you buy.
Is "unlimited" B2B data really unlimited?
No vendor here is unlimited without a limit. ContactOut caps self-serve at 2,000 emails per account per month. Kaspr caps exports at 30,000 a year on Business. BlitzAPI sets a record line per plan. LeadOcean paces a key that reaches its window instead of stopping it.
What is the cheapest flat-fee option?
For one user, ContactOut Email at $49 a month or Lead411 Spark at $49 a month. For a team or an API workload, BlitzAPI Start at $99 a month and LeadOcean Solo at $97 a month are the lowest public prices.
Which flat-fee provider has an MCP server that returns records?
LeadOcean (13 tools, OAuth 2.1, every plan), BlitzAPI (20 tools), ContactOut (15 tools) and Wiza (5 tools, needs API credits) return records. Lead411's is for approved accounts, and Kaspr lists none.
How much does 1M records a month cost on a flat fee?
LeadOcean Agency is $497 a month and BlitzAPI Scale is $499 a month, both at list. The other four publish no plan that reaches 1M in a month, so you need a quote. Use the flat fee calculator to compare it with a credit plan.
Can I try a flat-fee provider without a card?
LeadOcean gives 1,000 records for life with no card, and BlitzAPI gives 1,000 free records. ContactOut, Wiza and Kaspr have free plans. Lead411 offers a 7-day trial with 50 exports.
