A mobile number finder takes a name, a LinkedIn URL or an email and returns the personal-line mobile of a B2B contact, not the switchboard. Reps who cold call, recruiters and agent builders need one when email stops working.
Mobiles are the expensive field. Most tools price one at 5 to 10 times a work email, and several cap API calls so low that a batch takes days. We read the published pricing, API and MCP docs of each tool in September 2026. We did not run a hit-rate test, so no tool below has a find rate we measured. For the wider category, including direct dials, see the phone number finder list. To compare one vendor to LeadOcean line by line, read Cognism, FullEnrich, Lusha, Kaspr or ContactOut.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|

| Cognism | Phone-verified mobiles for teams that dial Europe | No public price | No public 1M price |
| FullEnrich | Waterfall lookups where a miss costs nothing | $29 a month ($26 billed yearly) | No public 1M price |
| Lusha | Reps who want a browser extension and an API | $49.90 a month ($37.45 billed yearly) | No public 1M price |
| Kaspr | LinkedIn-first lookups by individual reps | $65 a month per user ($49 billed yearly, reported) | No public 1M price |
| ContactOut | Recruiters and sales users who work from LinkedIn | $49 a month ($39 billed yearly) | No public 1M price |
What we evaluated
- Cost of one mobile. The credits or dollars a mobile costs, and whether a miss is charged.
- Phone verification. Whether the vendor says it checks that a number reaches the right person, or only that it is in service.
- API and MCP. Whether a key exists on cheap plans, what input it takes, and whether an agent can call the tool.
- Rate limits. Requests per second, minute or day, because they set how fast a mobile batch can run.
- Volume. What the cost looks like at 1M records a month, using only published prices.
1. LeadOcean: best for mobile lookups through an API or an agent
LeadOcean is a data API and a hosted MCP server. It holds 693M people, and 166M of them have a phone number. You call GET /v2/people/phone, or the find_phone tool over MCP, and the number comes back (LeadOcean pricing, October 2026).
The price is a flat monthly fee, not a credit table. Phones and bulk CSV export are included on every paid plan. Free gives you 1,000 records for life with no card and 5 requests a second. Solo is $97 a month at 50 requests a second. Agency is $497 a month at 200 requests a second, with 5 keys.
LeadOcean does not call numbers to verify them. It also publishes no split of mobiles against landlines in the 166M. It is not a rep tool either: there is no dialer, sequencer, CRM or Chrome extension. The app at app.leadocean.io has an Exports page with a filter builder, a column picker, a price preview and a CSV download.
Pros
- Phones are included on Solo and Agency, with no per-phone credit.
- 13 MCP tools, including
find_phone, over OAuth with no key pasted. - 200 requests a second on Agency and 10,000 a second on Platform.
- A free count call (
leadocean_count_leads) shows how many people match before you spend a record. A count withhasPhoneis a phone count, not a mailable count.
Cons
- A v2 contact call that finds nothing still costs one record.
- No phone-call verification and no Do Not Call checks.
- No browser extension, dialer or CRM for reps.
- Bulk CSV export is not on Free.
Best for: developers, agent builders and RevOps teams that pull phones in code or at volume.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).
2. Cognism: best for phone-verified mobiles in Europe

Cognism is the one tool here built around verified mobiles. Its Diamond Data page claims over 10M phone-verified contacts, on-demand verification in under 48 hours, and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). That is a vendor claim, and we did not test it.
Cognism publishes no dollar price. The pricing page lists Standard and Pro, five seats each, and says pricing is tailored. Pro adds higher-quality mobile data and on-demand verification (Cognism pricing, September 2026). One credit reveals one contact, and a contact you already revealed is free to view again.
The API allows 500 requests a minute per account, per operation, and needs a package that includes it (Cognism rate limits, September 2026). The MCP server has 15 tools, all search, count and settings lookups that mirror the API (Cognism MCP docs, September 2026).
Pros
- Phone-verified mobiles and Do Not Call checks, by Cognism's own claim, which matter if you dial the EU.
- 15-tool MCP server over OAuth 2.0.
- One credit pool covers the platform, Enrich and the API.
Cons
- No public price, so you cannot size a bill before a sales call.
- API and MCP access depend on the package you buy.
- The Cognism docs disagree on whether a count call costs a search token (Cognism credits docs, September 2026).
Best for: sales teams that dial mobiles, especially in Europe, and want verification before the call.
Pricing: No public price. Standard and Pro are quote only (Cognism pricing, September 2026).
3. FullEnrich: best for waterfall lookups where a miss is free
FullEnrich runs one lookup across 25+ data sources and returns a match it can verify. A mobile costs 10 credits, a work email 1 and a personal email 3. A lookup that finds nothing, or returns a landline, costs 0 (FullEnrich credit docs, September 2026).
The landline rule is useful: you pay only for a mobile. The cost is the credit count. The $29 entry plan holds 500 credits, which is 50 mobiles a month (FullEnrich pricing, September 2026).
API, MCP, search and bulk CSV are on every plan, including the free trial of 50 credits. The ceiling is the rate limit: 60 API calls a minute, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026).
Pros
- No charge for a miss or a landline.
- API and MCP on every plan, including the free trial.
- Unused credits roll over 3 months on monthly plans and 12 on annual plans.
Cons
- 10 credits per mobile keeps the cheap plans small.
- 60 API calls a minute is slow for a large batch without bulk requests.
- Monthly tiers stop at 100,000 credits ($3,500), then it is sales.
Best for: teams that want one call to try many sources and pay only for a mobile that comes back.
Pricing: Pro starts at $29 a month for 500 credits, $26 a month billed yearly (FullEnrich pricing, September 2026).
4. Lusha: best for reps who want an extension and an API

Lusha sells credits per user and puts a browser extension in front of most of them. A phone number costs 5 credits and an email 1. Email plus phone is 7 credits through a single API request (Lusha API guide, September 2026).
Every plan has an API key, including Free with 40 credits a month. Starter is $49.90 a month for 400 credits, so about 80 phones. Data Waterfall costs 8 credits per phone, only on a match, and works on every paid plan (Lusha Data Waterfall, September 2026). The MCP server has 50 tools and shares the REST credit pool (Lusha MCP tools, September 2026).
Rate limits depend on the plan. Premium allows 300 requests a minute and 18,000 a day.
Pros
- A browser extension and an API on one credit pool.
- A 50-tool MCP server.
- Waterfall phones only charge on a match.
Cons
- 5 credits per phone makes the cheap plans small for mobile work.
- Free and Starter cap the API at 100 requests a day.
- Lusha's own docs disagree on whether a no-match request is charged (Lusha billing FAQ, September 2026).
Best for: sales reps and small teams that work in the browser and sometimes call an API.
Pricing: Starter $49.90 a month ($37.45 billed yearly), Pro $69.90 ($52.45), Premium $399.90 ($299.95). Scale is custom (Lusha pricing, September 2026).
5. Kaspr: best for LinkedIn-first lookups
Kaspr starts from a LinkedIn profile. Its API takes a profile URL, and each successful call spends one credit for the data type plus one export credit (Kaspr API help, September 2026). B2B emails are unlimited on paid plans under fair use. Phones are metered.
Starter is $65 per user a month with 100 phone credits. Business is $99 per user with 200. API access is on request on paid plans, capped at 250 requests a day on Starter and 500 on Business (Kaspr pricing, September 2026). That cap is the real limit for any batch.
The pricing page opens in euros, with a switcher for dollars and sterling. We list dollars.
Pros
- Unlimited B2B email credits on paid plans, under fair use.
- Phone add-ons fall to $0.21 a credit in the largest pack.
- Credits roll over and are shared across the account on paid plans.
Cons
- API access is on request and not on Free.
- 500 API requests a day on Business is about 15,000 a month.
- No MCP server appears on its pricing or API pages in September 2026.
Best for: individual reps who look up one LinkedIn profile at a time.
Pricing: Starter $65 per user a month, Business $99. Annual figures of $49 and $79 appear in the page markup but are not shown as purchasable (Kaspr pricing, September 2026).
6. ContactOut: best for recruiters and LinkedIn users

ContactOut is the cheapest mobile plan here for one person. Email + Phone is $99 a month ($79 billed yearly) with unlimited phones. Fair use caps that at 1,000 phone credits a month per account (ContactOut pricing, September 2026; ContactOut terms, September 2026).
Self-serve plans list one user per company. API keys come from booking a meeting, and the API has no public price. Rate limits are 60 requests a minute for People Search and 1,000 a minute for the other APIs (ContactOut API, September 2026). The MCP server has 15 tools (ContactOut MCP, September 2026).
ContactOut states 350M, 600M+ and 800M profiles on different pages, so treat none of them as settled.
Pros
- Unlimited phones on Email + Phone, within a 1,000 a month fair use cap.
- A 15-tool MCP server.
- Regional Email + Phone plans outside the US are $49 a month ($39 billed yearly).
Cons
- One user per company on self-serve plans.
- The API has no public price and needs a meeting.
- Coverage figures differ across its own pages.
Best for: recruiters and single sales users who work from LinkedIn.
Pricing: Email + Phone $99 a month ($79 billed yearly). Email only $49 ($39). Free is 5 phones a day (ContactOut pricing, September 2026).

How to choose

- You live in the browser and make a few dozen lookups a day: Lusha or Kaspr.
- You recruit from LinkedIn: ContactOut.
- You need mobiles for one country: read mobile coverage by region.

Verdict
LeadOcean wins when the buyer is a developer, an agent or a RevOps team pulling phones at volume, because phones are flat-priced and the API runs at 200 requests a second on Agency. Cognism wins when reps dial Europe and need verified mobiles and Do Not Call checks. FullEnrich wins when you want a waterfall and a free miss. Lusha and Kaspr win for a rep with a browser, and ContactOut wins for one recruiter. Whichever you pick, run 100 of your own contacts through a free plan first. See LeadOcean plans.
FAQ
What is a mobile number finder?
A mobile number finder returns the cell phone number of a B2B contact from a name, a LinkedIn URL or an email. Most tools meter mobiles apart from emails because they cost more to source and verify.
Which tool has the cheapest mobile number?
For one user, ContactOut's Email + Phone plan at $99 a month is the cheapest per phone, within a 1,000 phone fair use cap. For volume, LeadOcean's flat $497 Agency plan beats any per-credit tool in this list.
Are the mobile numbers verified?
Only Cognism says it verifies them, and it claims over 10M phone-verified contacts in its Diamond Data. We did not test that claim. LeadOcean does not call numbers to verify them.
Do these tools have an API?
Yes, with limits. LeadOcean, Lusha and FullEnrich give API keys on every plan. Kaspr gates the API behind a request, ContactOut behind a meeting, and Cognism behind a package.
Can an AI agent use them?
Yes. LeadOcean (13 tools), Lusha (50), Cognism (15) and ContactOut (15) publish MCP servers, and FullEnrich lists MCP on every plan. We found no MCP server for Kaspr in September 2026.
Is there a free mobile number finder?
Yes. LeadOcean's free plan gives 1,000 records for life with no card, and there is a free phone number finder tool.
