7 Best Mobile Phone Number Providers by Region (2026)

Seven providers compared on mobile numbers for EMEA, APAC, LATAM and North America, with free LeadOcean phone counts by region and the cost of 1M records a month.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

A mobile phone number provider sells direct mobile numbers for business buyers, so a rep can call a person and not a switchboard. Cold callers, recruiters and agent builders who work more than one region need one, because no vendor is equally deep everywhere.

The best-known test of this topic is Clay's data test, which filters by APAC, EMEA and NAMER and was last run on December 18, 2024 (Clay data test, October 2026). It scores providers on quality, coverage and cost per lookup. It shows no API limits, MCP support or cost at a million lookups.

This page ranks seven providers on those gaps. We ran free phone counts on LeadOcean for three regions and several countries. We did not run paid lookups on rival accounts, so each rival gets a region test you can run first. For one region only, see European mobile phone providers by country. Compare single vendors at Cognism, Lusha, FullEnrich, Apollo, ZoomInfo and Kaspr.

What we evaluated

  • Regional depth. Whether the vendor publishes phone counts by region or country, or only a global headline.
  • Cost of one mobile. Credits or dollars per number, and whether a miss is charged.
  • API and MCP. Whether a region filter exists in the API and whether an agent can call it.
  • Rate limits. Requests per second, minute or day, because they set how fast a regional list can be pulled.
  • Cost at 1M records. Published prices only. Where no public price exists, we say so.

1. LeadOcean: best for region sizing and phone pulls by API, agent or export

LeadOcean is a data API and a hosted MCP server. It holds 693M people, and 166M of them have a phone number. It is the only provider here where you can count phones by region before you spend anything. A leadocean_count_leads call with hasPhone: true costs no records.

On 21 October 2026 we counted people who hold a phone number, with reachable set to any so no email condition applies. These are phone-bearing people, with no claim that a number is a mobile or that it connects.

Filter (counted 21 October 2026, free)People who hold a phone number
salesRegion: EMEA8,231,153
salesRegion: APAC7,599,823

country: BR653,115
country: DE467,798
country: AE351,232
country: MX305,606
country: JP146,796

The gaps are the finding. India alone is more than half of APAC, LATAM is thin outside Brazil and Mexico, and Japan is small. The three regions sum to 17,325,193, against 166M with a phone overall (measured 23 September 2026). North America likely holds most of the rest. That is an inference, because our NORAM and full US counts timed out. The United States with seniority: c_suite returned 5,934,953 and with seniority: vp 2,347,861.

Over REST, the free sizing call is a search with count=true in the query string. Example request.

bash
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "content-type: application/json" \
-d '{"country": ["BR"], "hasPhone": true, "reachable": "any", "limit": 1}'

meta.total stops at 100,000 on that route. Use the MCP tool for exact totals. To fetch a number for a known person, call GET /v2/people/phone. The MCP server at https://api.leadocean.io/mcp has 13 tools and signs in with OAuth 2.1 (LeadOcean pricing, October 2026).

Agency is $497 a month, flat, with 1M enrichments a day, 200 requests a second and 5 keys. Solo is $97 a month for one person. There are no credits.

Pros

  • Free exact phone counts by region and country, which no rival here publishes.
  • Phones and bulk CSV export are included on Solo and Agency, with no per-phone credit.
  • REST and a 13-tool MCP server on every plan, including Free.

Cons

  • Phone depth is thin in some markets: 1,494,217 people in LATAM, 146,796 in Japan.
  • We did not test whether a number is a mobile or a landline, and we did not test connect rates.
  • No dialer, sequencer, CRM or Chrome extension.
  • A v2 contact call that finds nothing still costs one record. Bulk CSV export is not on Free.

Best for: engineers, RevOps and agents that size regions for free and pull phones at volume on a fixed bill.

Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month (LeadOcean pricing, October 2026).

2. Cognism: best for phone-verified contacts bought by contract

cognism homepage

Cognism is the phone-led choice, and it sells by contract. Its Diamond Data page claims over 10m phone-verified contacts globally and on-demand verification in under 48 hours. It also lists Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). We found no split of the 10m by region or country.

The Pro plan adds higher-quality mobile data and on-demand verification (Cognism pricing, September 2026). One credit reveals one contact. The API allows 500 requests a minute per operation (Cognism rate limits, September 2026). The MCP server has 15 tools (Cognism MCP docs, September 2026).

The region test: ask for a trial with API access, then call the count route with a location filter, one region at a time. Cognism's docs disagree on whether a count call costs a search token, so ask before you size large lists (Cognism credits docs, September 2026). Then reveal 20 contacts per region and dial them.

Pros

  • On-demand phone verification and Do Not Call screening in 15 territories.
  • A count route in the API and a 15-tool MCP server.

Cons

  • No public price for a plan, seat or credit.
  • API and MCP need a package that includes them.
  • No regional phone figure on the pages we read.

Best for: teams that cold-call and need verified numbers with Do Not Call screening.

Pricing: no public price. Standard and Pro are quote only (Cognism pricing, September 2026).

3. Lusha: best for one-off phone lookups in a browser

lusha homepage

Lusha charges 5 credits for a phone number and 1 for an email. Email plus phone is 7 credits in one API request (Lusha API guide, September 2026). Searching and filtering cost nothing.

The free plan has 40 credits a month, which is 8 phone numbers. Premium tops out at 10,000 credits on the public ladder (Lusha pricing, September 2026). API limits are per key: Pro is 50 requests a minute and Premium 300. The 50-tool MCP server shares the REST credit pool (Lusha MCP docs, September 2026).

The region test: filter prospecting to one country at a time and read the total. Then spend the 8 free phone reveals on a spread of titles and check which numbers connect. We found no per-region phone count on Lusha's pages.

Pros

  • Free filtering and a free plan with an API key.
  • Email plus phone in one API request.

Cons

  • A phone costs 5 credits, so 10,000 credits buy 2,000 numbers.
  • No regional phone figure.

Best for: reps who look up one buyer at a time.

Pricing: Free is 40 credits a month. Starter is $49.90 a month ($37.45 billed yearly). Pro is $69.90 ($52.45 yearly). Premium is $399.90 ($299.95 yearly) (Lusha pricing, September 2026).

4. FullEnrich: best for waterfall mobiles where a miss is free

FullEnrich runs a waterfall: it asks 25+ data sources in turn and returns the first match (FullEnrich pricing, September 2026). A mobile costs 10 credits, a work email 1, and a number it cannot find costs 0 (FullEnrich credit docs, September 2026). That makes it a fair way to test a region: you pay only for hits.

It is an enrichment tool first: you bring a name and company, or a LinkedIn URL. The API takes 60 calls a minute and up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). API, MCP and bulk CSV are on every plan, including the free trial.

The region test: take 100 contacts in one region that you already hold, run them through the trial's 50 credits, and count the mobile hits. Repeat per region. Because misses are free, the hit rate is your own number.

Pros

  • Pay only when a number is found.

Cons

  • A mobile is 10 credits. 1M mobiles would need 10M credits.
  • It enriches contacts you already have. Search by region is secondary.

Best for: teams that hold contacts in several regions and want the highest hit rate on mobiles.

Pricing: Pro starts at $29 a month for 500 credits, or $26 billed yearly. The top monthly tier is 100,000 credits for $3,500 (FullEnrich pricing, September 2026).

5. Apollo: best for seat-based prospecting with phone credits

apollo homepage

Apollo charges 1 credit for an email and 8 for a phone number. API people enrichment costs 1 to 9 credits, because a returned mobile adds 8 (Apollo API pricing, September 2026). Credits expire each billing cycle and do not roll over.

Plans are per seat. Free has 75 credits a month. Basic is $65 a seat monthly ($49 billed yearly) with 2,500 credits, and Professional is $99 with 4,000 (Apollo pricing, September 2026). Every plan includes API access. Enrichment endpoints allow 1,000 requests a minute on paid plans (Apollo rate limits, September 2026). The official MCP server works on any plan, including Free (Apollo MCP docs, September 2026).

The region test: filter people by country, then reveal 20 phones per region on the free credits.

Pros

  • API and MCP on every plan, including Free.

Cons

  • A phone costs 8 credits, eight times an email.
  • Credits expire each cycle. Extra credits have no public price.
  • Pricing is per seat, so volume means many seats.

Best for: sales teams that want a seat-based tool with email, phone and sequencing in one place.

Pricing: Free $0. Basic $65, Professional $99 and Organization $149 a seat a month, billed monthly (Apollo pricing, September 2026).

6. ZoomInfo: best for free search and pay-as-you-go credits

ZoomInfo's self-serve product is GTM AI. Search, lookup and find-similar are free, and one data credit enriches or exports one record (GTM AI credit docs, September 2026). Free signup gives 1,000 data credits and no card.

That makes regional sizing free: run a contact search with country or continent and read the total. We have not confirmed which records carry a mobile before you spend a credit. Rate limits run from 5 to 35 requests a second by package (GTM AI rate limits, September 2026). The official MCP server needs a free GTM AI account or a ZoomInfo subscription with data credits (GTM AI MCP docs, September 2026).

The region test: sign up free, filter contacts to one region, reveal 20 and check how many carry a mobile. The credit docs charge 1 data credit per new contact record and list no separate phone charge (GTM AI credit docs, October 2026).

Pros

  • Free search, so you can size a region with no credit spent.
  • Pay as you go from $20, with no contract or seat fee.

Cons

  • The public slider stops at 100,000 credits for $25,000.
  • You cannot see which records carry a mobile until you spend the credit.

Best for: teams that want free search and credits bought in packs.

Pricing: Free has 1,000 data credits. Pay as you go runs from $0.45 a credit at 100 credits to $0.25 at 100,000 for $25,000 (GTM AI pricing, September 2026).

7. Kaspr: best for LinkedIn-first calling with European data

Kaspr sells phones as separate credits inside a LinkedIn workflow. Its data page claims "200 million + European B2B contacts" (Kaspr data page, September 2026). That is a headline for all data types, not a phone count.

Free has 5 phone credits a month. Starter has 100 and Business 200, billed per user (Kaspr pricing, September 2026). API access is on request on paid plans and starts from a LinkedIn profile. It caps at 250 requests a day on Starter and 500 on Business (Kaspr help center, September 2026). We found no MCP server in its public docs.

The region test: on the Free plan, open 20 LinkedIn profiles in a region and count how many return a phone.

Pros

  • A first-party European headline, and a workflow reps already use.

Cons

  • The API enriches a profile you already found. It does not search by region.
  • Phone credits are a separate, capped pool.
  • No MCP server found, and no regional phone count.

Best for: reps and recruiters who call European buyers profile by profile in LinkedIn.

Pricing: Free has 5 phone credits a month. Starter is EUR 59 or $65 a user a month, billed monthly. Business is EUR 99 or $99 (Kaspr pricing, September 2026).

Whichever you pick, run 100 contacts per region through a free plan and dial them. See LeadOcean plans.

FAQ

Which provider has the best mobile phone numbers by region?

No provider publishes a connect rate by region that we could verify. Clay's data test covers APAC, EMEA and NAMER but was last run in December 2024. Run 100 contacts per region on two free plans and dial them.

How many phone numbers does LeadOcean hold by region?

On 21 October 2026 it held 8,231,153 people with a phone in EMEA, 7,599,823 in APAC and 1,494,217 in LATAM. The count is free. We did not get a North America total, because that query timed out.

Are the numbers mobiles or landlines?

We do not know for LeadOcean. It publishes no split of mobiles against landlines in its 166M phones. FullEnrich says a landline costs 0 credits, so it filters them out of charges.

Do these tools have an API and MCP server?

Yes, except Kaspr. Its API is on request, and we found no Kaspr MCP server.

What does 1M mobile numbers cost?

Only LeadOcean prints a flat figure, $497 a month on Agency with a fair-use pace. Every other vendor here has no public price at 1M. Do not multiply a per-credit rate out to 1M, because tiers and caps change it.

Is there a free way to test a region?

Yes. LeadOcean's free plan gives 1,000 records for life with no card, and counts cost nothing. The other tools have free tiers with a few phone reveals.

Count and pull mobile numbers by region, with phones included

Free to start. No credit card. 1,000 records to spend whenever you like.
