7 Best European Mobile Phone Providers by Country (2026)

Seven providers ranked on mobile numbers for European buyers, with free LeadOcean phone counts for eight countries, a country test for each rival and the cost of 1M records a month.

Get your free API key →Free to start. No credit card. 1,000 records to spend whenever you like.

A European mobile phone provider sells direct mobile numbers for business buyers in European countries, so sales teams can call a person and not a switchboard. Cold callers, recruiters and agent builders who work several European markets need one. No vendor covers every country equally, so the right pick depends on where you dial.

This page ranks seven providers on mobile numbers by country. We ran free phone counts on LeadOcean for eight countries. For the rest we give a test you can run before you pay, because we have not run paid searches on their accounts. Each rival has its own comparison: Cognism, Kaspr, Lusha, FullEnrich, ZoomInfo and Dealfront. For wider coverage see European B2B data coverage in 2026.

"1M records" means 1M phone records returned, at list price. Where a vendor has no public price at that size we say so and do not multiply a rate out.

What we evaluated

  • Country test: can you size mobile numbers in one country, for free, before you spend a credit?
  • Phone coverage on record: does the vendor publish a phone count or a country list in a first-party source?
  • Phone price: what one mobile number costs in credits, and what a miss costs.
  • API and MCP: can code or an agent run the same country search and pull the numbers?
  • Rate limit and cap: the default per second, minute or day for a bulk pull.

We ran no accuracy or connect-rate test, so we quote no match rates. Only LeadOcean gets country counts from us, dated 21 October 2026.

1. LeadOcean: best for European phone pulls by API, agent or export

LeadOcean is the only provider here where we can show phone counts by country, and the counts are free. On 21 October 2026 a count_leads call with continent: Europe and hasPhone: true returned 6,426,892 people. The call costs no records. The numbers are modest, and we say so below.

The counts use country, which is where the person is. We set reachable to any so the default mailable-email condition does not apply. These are people who hold a phone number, with no claim about email.

Filter (counted 21 October 2026, free)People who hold a phone number
country: GB2,259,492
country: NL628,355
country: IT573,019
country: FR562,548
country: DE467,798
country: ES239,659
country: SE180,793
country: PL73,228
continent: Europe6,426,892

The gap between countries is the main finding. The United Kingdom holds about a third of the European total. Germany, Spain, Sweden and Poland are thin, so a German dialing team needs a second source.

Over REST, the free sizing call is a search with count=true in the query string and limit 1 in the body. Example:

bash
curl -X POST "https://api.leadocean.io/v1/people/search?count=true" \
  -H "x-api-key: $LEADOCEAN_API_KEY" \
  -H "content-type: application/json" \
-d '{"country": ["NL"], "hasPhone": true, "reachable": "any", "limit": 1}'

meta.total stops at 100,000 on that route, so use leadocean_count_leads over MCP for the exact figure. To fetch a number for a known person, call GET /v2/people/phone. The MCP server at https://api.leadocean.io/mcp has 13 tools and signs in with OAuth 2.1.

Agency is $497 a month, flat, with 1M enrichments a day, 200 requests a second and 5 API keys. Solo is $97 a month for one person. There are no credits and no per-record price.

Pros

  • Free exact phone counts by country, which no rival here publishes.
  • Agency is $497 a month flat for 1M enrichments a day, with phones and exports included.
  • REST and MCP on every plan, including Free.
  • POST /v1/exports returns up to 50,000 rows a request, so a country list is a short export job.

Cons

  • Phone depth is limited: 6,426,892 people in Europe, 73,228 in Poland.
  • A phone-led vendor may hold more verified mobiles for the countries you dial.
  • No dialer, sequencer, CRM or Chrome extension. The app has an Exports page.
  • Reaching the fair-use pace slows the key until the window resets.

Best for: engineers, RevOps and agents that pull European phone records at volume on a fixed bill.

Pricing: Free is 1,000 records for life, no card. Solo is $97 a month, Agency $497 and Platform $1,997 (LeadOcean pricing, October 2026).

2. Cognism: best for phone-verified European contacts through a sales contract

cognism homepage

Cognism is the phone-led choice for European calling, and it sells that by contract. Its Diamond Data page claims over 10m phone-verified contacts globally and on-demand verification in under 48 hours. It also lists Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). There is no European or per-country split of the 10m.

The Pro plan adds higher-quality mobile data and on-demand verification (Cognism pricing, September 2026). One credit reveals one contact, and re-viewing a revealed contact is free. The API allows 500 requests a minute per operation (Cognism rate limits, September 2026). The MCP server has 15 tools (Cognism MCP docs, September 2026).

The country test: ask for a trial with API access, then call the count route with a location filter, one country at a time. Cognism's docs disagree on whether a count call costs a search token, so ask before you size large lists (Cognism credits docs, September 2026). Then reveal 20 contacts per country and dial them.

Pros

  • Phone verification is the product: on-demand checks and Do Not Call screening in 15 territories.
  • A count route in the API and a 15-tool MCP server.
  • Re-viewing a revealed contact costs nothing.

Cons

  • No public price for a plan, seat or credit.
  • API and MCP need a package that includes them.
  • No European or per-country phone figure on the pages we read.

Best for: teams that cold-call European buyers and buy phone data through a negotiated contract.

Pricing: no public price. Standard and Pro are quote only (Cognism pricing, September 2026).

3. Kaspr: best for LinkedIn prospecting with phone credits

Kaspr sells phones as separate credits inside a LinkedIn workflow. Its data page claims "200 million + European B2B contacts" (Kaspr data page, September 2026). That is a headline for all data types, not a phone count by country.

Free has 5 phone credits a month. Starter has 100 and Business 200, billed per user (Kaspr pricing, September 2026). Phone add-on credits run from $0.36 down to $0.21 in packs. API access is on request on paid plans and starts from a LinkedIn profile. It caps at 250 requests a day on Starter and 500 on Business (Kaspr help center, September 2026). We found no MCP server in its public docs.

The country test: on the Free plan, open 20 LinkedIn profiles in one country and count how many return a phone. Five phone credits is a small sample, so repeat across a week or two accounts.

Pros

  • A first-party European headline, and the workflow reps already use.
  • Free plan to test phone credits in one country.
  • Credits roll over and are shared across the account on paid plans.

Cons

  • The API enriches a profile you already found. It does not search by country.
  • 500 API requests a day at most on Business.
  • Phone credits are a separate, capped pool.
  • No MCP server found, and no per-country phone count.

Best for: reps and recruiters who call European buyers profile by profile in LinkedIn.

Pricing: Free has 5 phone credits a month. Starter is EUR 59 or $65 a user a month, billed monthly. Business is EUR 99 or $99 (Kaspr pricing, September 2026).

4. Lusha: best for single phone lookups in a browser extension

lusha homepage

Lusha charges 5 credits for a phone number and 1 for an email (Lusha API guide, September 2026). Email plus phone is 7 credits in one API request. An API search adds 1 credit per 25 results, so sizing a country is cheap but not free (Lusha credit docs, September 2026).

The free plan has 40 credits a month, which is 8 phone numbers. Starter is 400 credits a month and Premium tops out at 10,000 on the public ladder (Lusha pricing, September 2026). API limits are per key: Pro is 50 requests a minute and Premium 300 a minute. The MCP server has 50 tools and shares the REST credit pool (Lusha MCP docs, September 2026).

The country test: filter prospecting to one country at a time and read the total. Then spend the 8 free phone reveals on a spread of titles and check which numbers connect. Lusha prints no per-country phone count that we found.

Pros

  • A free plan with an API key.
  • Email plus phone in one API request.
  • 50-tool MCP server on the same credit pool.

Cons

  • A phone costs 5 credits, so 10,000 credits buy 2,000 numbers.
  • The public tiers stop at 10,000 credits a month.
  • Per-key quotas are small.
  • No per-country phone figure.

Best for: reps who look up one buyer at a time.

Pricing: Free is 40 credits a month. Starter is $49.90 a month ($37.45 billed yearly). Pro is $69.90 ($52.45 yearly). Premium is $399.90 ($299.95 yearly) (Lusha pricing, September 2026).

5. FullEnrich: best for waterfall mobile lookups across many sources

FullEnrich runs a waterfall: it asks 25+ data sources in turn and returns the first match (FullEnrich pricing, September 2026). A mobile costs 10 credits, a work email 1, and a number it cannot find costs 0 (FullEnrich credit docs, September 2026). That makes it a fair way to test a country: you pay only for hits.

It is an enrichment tool first. You bring a name and company, or a LinkedIn URL, and it fills the number. The API takes 60 calls a minute and up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). API, MCP and bulk CSV are on every plan, including the free trial.

The country test: take 100 contacts in one country that you already hold, run them through the trial's 50 credits, and count the mobile hits. Repeat per country. Because misses are free, the hit rate is your own number.

Pros

  • Pay only when a number is found.
  • API, MCP and bulk CSV on every plan.
  • Credits roll over 3 months on monthly plans.

Cons

  • A mobile is 10 credits. 1M mobiles would need 10M credits.
  • 60 API calls a minute is slow for a big pull.
  • It enriches contacts you have. Search by country is secondary.
  • The trial gives 50 credits, enough for 5 mobiles.

Best for: teams that already hold European contacts and want the highest hit rate on mobiles.

Pricing: Pro starts at $29 a month for 500 credits, or $26 billed yearly. The top monthly tier is 100,000 credits for $3,500 (FullEnrich pricing, September 2026).

ZoomInfo's self-serve product is GTM AI. Search, lookup and find-similar are free, and one data credit enriches or exports one contact record (GTM AI credit docs, September 2026). A record is charged once per 12 months. Free signup gives 1,000 data credits and no card.

That makes country sizing free: run a contact search with continent or country, and read the total. We have not confirmed which records carry a mobile before you spend a credit, so treat the reveal as the test. Rate limits start at 5 requests a second on Builder, 25 on Standard and 35 on Scaling (GTM AI rate limits, September 2026). The official MCP server needs a free GTM AI account or a ZoomInfo subscription with data credits (GTM AI MCP docs, September 2026).

The country test: sign up free, filter contacts to one country, then reveal 20 and check how many carry a mobile. Do not assume every credit returns a phone.

The credit table lists Enrich Contacts at 1 data credit per new contact record, with no separate phone charge (GTM AI credit docs, October 2026).

Pros

  • Free search, so you can size a country with no credit spent.
  • Pay as you go from $20, with no contract or seat fee.
  • Official MCP server, plus API and CLI.

Cons

  • The public slider stops at 100,000 credits for $25,000.
  • Rate limits start low, at 5 requests a second.
  • Platform plan prices are not public.
  • A credit buys the record whether or not it carries a mobile.

Best for: teams that want free search and credits they buy in packs.

Pricing: Free has 1,000 data credits. Pay as you go runs from $0.45 a credit at 100 credits to $0.25 at 100,000 for $25,000 (GTM AI pricing, September 2026).

7. Dealfront: best for company-led prospecting with a credit pool

Dealfront trades as Leadfeeder, and its phone data is a bolt-on to company identification. Email-only enrichment costs 0.2 credit, and email plus phone, from a third-party waterfall, costs 1 credit (Dealfront credit docs, September 2026). A credit unlocks that record for 12 months for the whole account.

Plans are Discover at $79 a month billed annually, Activate at $369 and Scale at $599 (Dealfront pricing, September 2026). The same numbers show in euros for euro billing. Scale tops out at 5,500 credits a month. The API allows 10 requests a second per key and a monthly quota of 100,000 requests (Dealfront API limits, September 2026). The MCP server is included on paid plans and is marked beta.

The country test: start on the free Lite plan if you only need company identification, or on Discover for contacts. Search one country, enrich 20 contacts with full and count the phones.

Pros

  • API and MCP on every paid plan.
  • A single credit returns email and phone.
  • A free Lite plan to look at the product.

Cons

  • No price per extra credit.
  • 5,500 credits a month at the top public tier.
  • Phone numbers come from a third-party waterfall.
  • No country phone count published.

Best for: teams that start from identified companies and want a few phone numbers on top.

Pricing: Discover is $79 a month billed annually, $113 billed monthly. Activate is $369 ($527 monthly) and Scale $599 (Dealfront pricing, September 2026).

How to choose

  • Phone counts by country, API, agent or volume: LeadOcean. Free counts, flat price, REST and MCP.
  • Phone-verified calling on a contract: Cognism, after you reveal a sample in each country you dial.
  • LinkedIn-first calling: Kaspr, with a profile sample in your countries.
  • One buyer at a time: Lusha, mindful that a phone costs 5 credits.
  • Highest hit rate on contacts you already hold: FullEnrich, because misses are free.
  • Free search and credit packs: ZoomInfo.
  • Starting from identified companies: Dealfront.
  • Germany, Spain, Sweden or Poland: run a second vendor next to LeadOcean. Our counts there are small.

Verdict

LeadOcean wins for anyone who pulls European phone records by API, agent or export. It is the only provider here with free phone counts by country (6,426,892 people in Europe on 21 October 2026) and Agency at $497 a month flat. It does not win on depth: the UK holds 2,259,492 of those people and Poland 73,228, so thin countries need a second source. Cognism wins for contract buyers of verified mobiles, Kaspr for LinkedIn-first reps, Lusha for single lookups and FullEnrich for pay-on-hit enrichment. ZoomInfo suits free search with credit packs, Dealfront company-led prospecting. Run each country test first, and start on the free plan to compare the same filter.

FAQ

What is the best European mobile phone provider by country?

For API, agent and volume work, LeadOcean, with free phone counts per country. For phone-verified calling on a contract, Cognism. For a LinkedIn workflow, Kaspr. No single vendor leads in every country, so test the ones you dial.

How many European phone numbers does LeadOcean hold?

On 21 October 2026, 6,426,892 people with continent: Europe held a phone number, from 2,259,492 in the UK down to 73,228 in Poland. The table above has all eight countries. The counts were free.

How do I test a provider's phone coverage in one country?

Filter to the country, read the total, then reveal 20 contacts and dial them. ZoomInfo searches for free. Lusha charges 1 credit per 25 API search results. FullEnrich charges nothing for a miss. Check whether the filter means where the person lives or where the company is headquartered.

Does a global phone count say anything about Europe?

No. Cognism's 10m phone-verified contacts is a global figure with no European split. Only a filtered count shows what you can pull in a country.

Which provider is cheapest for 1M European phone records a month?

On list price, LeadOcean Agency at $497 a month flat, which allows 1M enrichments a day. The other six publish no 1M price, and their public tiers stop well short of it. FullEnrich charges 10 credits a mobile and Lusha 5 credits a phone, so 1M mobiles is a quote with either.

Do I need a credit card to try LeadOcean?

No. The free plan needs no card. It gives you 1,000 records for life, with the same API and MCP server as the paid plans.
