- Pick ContactOut if you are one recruiter, founder or rep working from LinkedIn and want a browser extension and a price you can read. Email is $49 a month ($39 a month billed yearly) with a free tier of 5 lookups a day.
- Pick neither if you need volume through an API at a price you can budget. Cognism publishes no price at all, and ContactOut has no public API price. LeadOcean is one option.

Data and coverage
The two vendors measure their data differently. ContactOut gives numbers: 800M people profiles, 150M personal emails, 200M work emails, 100M direct dials and 40M companies. These are its own claims (ContactOut data, September 2026). Cognism says "hundreds of millions" of profiles and adds that it does not usually make general coverage claims (Cognism FAQ, September 2026).
Treat ContactOut's totals with care. Its data page says 800M, its MCP page says 600M+, and its homepage headline says 350M. Ask which figure your plan reaches (ContactOut data, September 2026).
Phones are where they differ most. Cognism claims 10M+ phone-verified contacts, on-demand verification in under 48 hours and Do Not Call cross-referencing in 15 territories (Cognism Diamond Data, September 2026). ContactOut claims 100M direct dials, with no phone-call verification described.
Those numbers are not like for like. Cognism counts numbers it verified. ContactOut counts numbers it holds. A dialing team cares about the first. An enrichment job cares about match rate, and neither vendor publishes one.
Run the same 500 people through both before you buy. That is the only coverage number that matters for your list.
API and developer experience
ContactOut starts from a LinkedIn URL and returns contact details. Cognism starts from filters and returns pages of people. Pick the one that matches the data you already hold.
ContactOut's API is gated. API keys come from booking a meeting, and the pricing page shows Contact Us for Team / API (ContactOut API docs, September 2026). The contact lookup for one profile, with a placeholder person:

Cognism uses OAuth 2.0 client credentials from Settings, M2M Connect. Tokens last 20 minutes, so your code refreshes them (Cognism authentication, September 2026). Search returns 1 to 100 records a page. Its person schema has 13 filter fields and its company schema 21 (Cognism API reference, September 2026).

On agents, both host an MCP server. Cognism's has 15 tools: people and company search and count, eight dictionary lookups and three settings tools. It signs in with OAuth and spends the same credits as the API (Cognism MCP docs, September 2026). ContactOut's also has 15 tools and gives 600+ free credits at onboarding.
Rate limits shape how each scales. Cognism allows 500 requests a minute per account, counted separately for search, count and dictionary calls, with higher limits set per package (Cognism rate limits, September 2026). ContactOut's People Search is capped at 60 requests a minute, and most other endpoints at 1,000.
Pricing
Cognism has no price to compare. ContactOut has seat prices, but its API has none, so the sums below show capacity, not cost.
At 10,000 records a month. Ten thousand revealed contacts take 10,000 Cognism credits. Each seat includes an allocation whose size is not published, and Cognism says pricing is tailored to product, team setup and usage (Cognism pricing, September 2026). Ask for a written quote.
ContactOut self-serve does not reach 10,000. Email allows 300 exports a month and Email + Phone allows 600 (ContactOut pricing, September 2026). Under fair use, paid plans are limited to 2,000 email credits and 1,000 phone credits per account per month (ContactOut terms, September 2026). 10,000 / 2,000 = 5 accounts for emails alone, and every self-serve plan has a one-user-per-company limit. Ten thousand a month means the Team / API plan, priced on request.
At 1M records a month. Cognism has no public 1M price. One million revealed contacts is 1,000,000 credits plus search tokens, and no list price exists to multiply. The highest public tier is Pro with 5 seats, quote only.
ContactOut has no public 1M price either. 1,000,000 / 2,000 emails = 500 account-months at the fair-use ceiling, and that path is closed by the one-user-per-company limit. Volume means the API, and ContactOut publishes no API price.
Time matters at 1M too. At 100 records a page and 500 requests a minute, 1,000,000 / 100 = 10,000 search calls, about 20 minutes on Cognism. At ContactOut's 1,000 requests a minute, one call per profile is 1,000 minutes, about 16.7 hours.
