Developers leave Cognism's API because it meters three things and prices none of them in public. The pricing page shows no dollar amounts, and the docs say you need a package that includes API access (Cognism pricing, September 2026; Cognism docs, September 2026). Search tokens are charged per record returned, credits per contact revealed, and requests are capped at 500 a minute per operation (Cognism docs, September 2026).

Auth is OAuth 2.0 client credentials with 20-minute tokens. The endpoint list covers search, count, dictionaries and settings. It has no export endpoint (Cognism docs, September 2026).

"1M records" here means 1M people returned with a work email, one credit each where the vendor uses credits. Figures are list-price arithmetic. Where a vendor sells no plan at that volume, the cell says so. Enterprise quotes differ. Cognism publishes no price, so it has no row.

1. LeadOcean: best for API, agent and volume buyers

LeadOcean is one dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 63M companies. You search with 50 people filters and 34 company filters, and counts are free. Exports run up to 50,000 rows per request with POST /v1/exports, so a 1M-row pull is 20 calls over two days.

Auth is one header, x-api-key, with no token exchange. Pro is $499 a month with unlimited searches, enrichments and lookups, 5 API keys and 100 requests per second per key. That is 6,000 a minute on one key, against Cognism's 500 a minute per operation (Cognism docs, September 2026). There are no credits and no token quota. A very large month is paced down to one request a minute until the reset, not cut off.

People Data Labs (PDL) is a long-running person and company data API with bulk licences. Its All dataset holds 2.47 billion person profiles, 592 million of them with an email (PDL docs, September 2026). It lists ISO and SOC 2 Type 2 compliance on the pricing page, which helps in procurement (PDL pricing, September 2026).

It charges per match. A request that returns a person costs one credit, and a miss costs none. Pro starts at $98 a month for 350 credits, or $0.28 each, with 3 API keys. The Free plan gives up to 100 records a month with contact data hidden (PDL docs, September 2026).

Paid plans allow 1,000 enrichment calls a minute, and bulk enrichment takes 100 people per request (PDL docs, September 2026; bulk docs). Person Search defaults to 10 requests a minute, with up to 100 results a page (PDL docs, September 2026). The docs index lists no MCP server (PDL docs, September 2026).

Multi-source employee records carry a professional email and a four-level email status. No phone field appears in the multi-source or base employee dictionaries (Coresignal docs, September 2026). The Base Employee API pages list no email field (Coresignal docs, September 2026).

A base employee or company record costs 10 credits, a multi-source record 20 and a job posting 1 (Coresignal docs, September 2026). Mini is $49 a month for 2,500 credits. Pro is $499 for 35,000, which is 3,500 base records. Elite is $5,000 for 10M credits, which covers 1M base records (Coresignal pricing, September 2026). A work email is 20 credits, so 1M work-email lookups need 20M credits. No public plan covers that. The derived cost is about $10,000, two Elite months at $0.0005 a credit.

Auth is an apikey header. Rate limits run from 5 to 100 requests a second by plan, and Bulk Collect moves 10,000 records per request asynchronously (Coresignal docs, September 2026; bulk docs). The MCP server signs in with OAuth 2.1 and has 5 tools. entity_search costs 20 credits a call (Coresignal docs, September 2026).

It lists 1 billion+ people and describes its data as continuously re-verified (Crustdata, September 2026). It fits signal work, such as hiring spikes and funding events, better than bulk list building.

Pricing is credit based and the public page shows no dollar price per credit (Crustdata pricing, September 2026). Person search is 0.03 credits per result and person enrichment 1 to 7 (Crustdata docs, September 2026). Purchased credits last 12 months. The contact endpoint needs an enterprise plan, and self-serve keys get a 403 (Crustdata docs, September 2026).

Volume is the catch. Person enrich and search default to 15 to 30 requests a minute, and higher limits go through support (Crustdata docs, September 2026). Batch jobs take up to 10,000 people each. The credit price falls as you climb the plans. Essential is $99 a month for 5,000 credits. Professional is $499 for 50,000. Ultimate is $849 for 100,000, or $0.00849 a credit (LeadMagic pricing, September 2026). A valid email costs 1 credit and a mobile 5.

An email costs 1 credit and a phone number 5. Free gives 40 credits a month. Starter is $49.90 for 400 and Premium $399.90 for 3,400 (Lusha pricing, September 2026). A request costs at least 1 credit even when no data comes back.

Limits rise with the plan. Free and Starter allow 40 requests a minute and 100 a day. Premium allows 300 a minute and 18,000 a day, and the bulk person API takes 100 contacts per request (Lusha API guide, September 2026). The MCP server has 50 tools and draws on the same credit pool (Lusha MCP docs, September 2026).

Basic is $49 per seat a month with 30,000 credits a year. Professional is $79 with 48,000. Organization is $119 with 72,000 and a three-seat minimum, all billed annually (Apollo pricing, September 2026). An email costs 1 credit and a phone number 8. Unused credits expire each cycle.

For code, the limits are workable. Enrichment endpoints allow 1,000 requests a minute on paid plans. Search allows 200 a minute and 50,000 a day (Apollo docs, September 2026). The API and the MCP server work on any plan, including Free. Apollo also says its standard plans are for internal business use only.
