People Data Labs (PDL) is a data API you buy by the credit. Clearbit (Breeze Intelligence) is HubSpot's enrichment feature, bought as part of a HubSpot plan. Pick PDL if you build on raw data in code, and Clearbit if your records already live in HubSpot.

Verdict

  • Pick People Data Labs if you are an engineer or data team that wants a public REST API, a price you can read and exact dataset counts. It also fits if you need licensed data files for a warehouse.
  • Pick Clearbit (Breeze Intelligence) if your contacts and companies sit in HubSpot and you want them filled in without writing code. Enrichment does not use HubSpot Credits, so the plan is the cost.
  • Pick neither if you need millions of records a month through an API or an agent at a price you can predict. PDL quotes that volume by sales call, and Clearbit has no per-record price at all. See the LeadOcean section below.

Data and coverage

PDL publishes exact counts and Clearbit publishes none. That alone decides the sizing question: you can plan a project on PDL's numbers and cannot on Clearbit's.

PDL has 2,466,510,427 person profiles in the full dataset. The email dataset holds 592,376,573 profiles with at least one email, the mobile dataset 470,338,967 and the any-phone dataset 763,983,403. The company dataset has 76,606,079 records (PDL datasets, September 2026; PDL company stats, September 2026). These are record counts. A record with an email is not a verified, deliverable address, so test match quality on your own list.

Clearbit gives no totals. Its homepage describes industry codes (NAICS, GICS, SIC), parent and subsidiary mapping, and normalised role and seniority (Clearbit, September 2026). HubSpot's docs say contact enrichment uses a first name, last name and work email, and company enrichment uses a domain. The docs list the default contact and company properties it fills, from job title and seniority to industry and revenue range (HubSpot docs, September 2026).

The difference in job matters more than the counts. PDL lets you search for people you do not hold. Clearbit fills in a record you already have, and it does not search a database for new ones.

API and developer experience

PDL is the easier API to try. You sign up, copy a key and send one request. Clearbit's documentation redirects to a sign-in page, so you cannot read it before you commit.

PDL enrichment is one GET with the key in the X-Api-Key header. A match returns 200 with a likelihood score. No match returns 404, and you are charged per match (PDL docs, September 2026).

This follows the profile lookup in PDL's quickstart, with a placeholder profile (PDL quickstart, September 2026). Bulk enrichment takes up to 100 people in one POST to /v5/person/bulk. Person Search is a separate endpoint with its own 10 requests a minute default.

Clearbit is harder to judge. The docs are behind a sign-in, and new sign-ups since December 2023 need a HubSpot account (Clearbit release notes, September 2026). The route HubSpot documents is not an API call. A Super Admin switches on enrichment, and records fill in on create or on demand (HubSpot docs, September 2026). We show no Clearbit request here, because we cannot read its current API docs.

On MCP, neither vendor offers a hosted server for its enrichment data. PDL lists no official server in its docs or llms.txt, only community ones PDL does not publish (PDL llms.txt, September 2026). HubSpot's MCP server covers CRM records such as contacts and deals, not Clearbit enrichment (HubSpot MCP docs, October 2026).

Pricing

PDL has a price you can read, and Clearbit has a plan you have to buy. The two do not share a unit, so do not compare a credit with a seat.

PDL plans. Free is $0 for up to 100 credits a month, with contact data obscured. Pro starts at $98 a month for 350 credits, which is $0.28 a credit. Billed yearly it is $940 a year, or $78 a month (PDL pricing, September 2026). PDL says Pro person profiles cost about $0.20 to $0.28 each, depending on volume (PDL blog, September 2026).

Clearbit plans. There is no standalone price. HubSpot says data enrichment does not consume HubSpot Credits, so you pay the subscription (HubSpot docs, September 2026). Seat prices are on HubSpot's pricing page and vary by hub and region. Professional includes 3 core seats (HubSpot pricing, September 2026).

The PDL rows use the top and bottom of PDL's own Pro range. PDL does not publish the exact rate at 10,000 a month, so treat $2,000 to $2,800 as an estimate, not a quote. Self-serve Pro is meant for volumes below roughly 100,000 person profiles a year, and 10,000 a month is 120,000 a year (PDL blog, September 2026). You may land in Enterprise already.

Worked example at 1M records a month

Both vendors: no public 1M price. PDL sends volume above the self-serve ceiling to Enterprise and sales. Clearbit has no per-record price, and HubSpot lists no monthly enrichment cap. We do not multiply a rate out to 1M, because neither vendor has published one.

What we can state is time. PDL enrichment runs 1,000 requests a minute on paid plans, so 1M single lookups is 1,000 minutes of calls, about 17 hours. Bulk requests cut that by up to 100 times. HubSpot bulk enrichment from an index page tops out at 100 records at a time, so 1M records is a workflow job. Ask HubSpot for the ceiling before you plan a large run.

Where People Data Labs wins

  • Published scale. 2.47 billion profiles, 76.6 million companies and exact phone and email counts let you size a project up front.
  • A real API. Public docs, a self-serve key, a 404 with no charge on a miss and a rate limit written down.
  • Search, not just enrichment. You can find people you do not already hold. Clearbit starts from an email or a domain.
  • Data delivery. Bulk enrichment and annual data licences, delivered to S3, GCP or Azure, suit teams that want the data in their own stack (PDL docs, September 2026).

Where Clearbit (Breeze Intelligence) wins

  • Enrichment inside HubSpot. Records fill in where they already sit. Automatic enrichment covers new records with no code, and it needs no credits (HubSpot docs, September 2026).
  • Standardised company data. Industry codes (NAICS, GICS, SIC) and parent and subsidiary mapping, which PDL does not advertise in the pages we checked (Clearbit, September 2026).
  • Visitor signals. HubSpot's Buyer Intent flags anonymous companies browsing your website (HubSpot Buyer Intent, October 2026). PDL has no such product.
  • No separate bill. If you already pay for HubSpot, enrichment adds no per-record charge.

If you need volume through an API

LeadOcean is a third option for teams that pull records in code or from an agent. It has 693M people and 63M companies behind REST and a hosted MCP server, and every plan includes both. Free is 1,000 records one-off with no card. Pro is $499 a month, flat, with no credits and no per-record price.

Bulk export is POST /v1/exports, 50,000 rows per request, and the app has an Exports page with a filter builder and CSV download. At 10,000 records a month that is $499 against an estimated $2,000 to $2,800 on PDL Pro. Is Clearbit still a separate product?

Partly. Clearbit is now part of HubSpot, and new sign-ups need a HubSpot account (Clearbit release notes, September 2026). HubSpot's documentation calls the feature data enrichment and lists it inside its hubs.

Which has the bigger database, People Data Labs or Clearbit?
