People Data Labs (PDL) and FullEnrich both sell B2B contact data, but they find it differently. PDL is one large dataset behind a data API, priced per matched profile. FullEnrich is a waterfall that asks 25+ sources for each email and phone, priced per item found.

- Pick People Data Labs if you are a developer who needs raw profiles at scale, or licensed bulk files. You pay per match, and a miss is free.
- Pick FullEnrich if you need verified work emails and mobiles on a modest monthly volume. Every price is public up to 100,000 credits a month, and MCP is on every plan.
- Pick neither if you need volume through an API at a price you can read. PDL and FullEnrich both have no public 1M price. LeadOcean is one option: Pro is $499 a month, flat.

Data and coverage
PDL lists 2.47B person profiles. FullEnrich lists 800M people and 50M companies for search. The counts are not like for like, and FullEnrich's 1.6B figure is a customer quote about coverage, not a database size (FullEnrich MCP page, September 2026).
PDL owns one dataset and tells you how much of it has contact data. Its email dataset is 592M profiles, and its mobile dataset is 470M. FullEnrich publishes no email or phone count. It says it queries 25+ sources in sequence and removes about 30% of raw data in verification (FullEnrich pricing.md, September 2026).
The two sell different things. PDL sells a profile: job history, location, company and whatever contact fields it holds. FullEnrich sells a verified contact point and throws in the profile with it. If you want the dataset itself, PDL is the closer fit.
Company data is a separate question. PDL lists 76.6M company records, and its company plan starts at $100 a month for 1,000 records (PDL pricing, September 2026). FullEnrich lists 50M companies and bills search at 0.25 credits per company returned.
Test on your own list before you buy. Run the same 500 people through both free plans. PDL's Free plan obscures contact data, so emails and phones need a paid plan to see. FullEnrich's 80% find rate is its own average, not a measured result on your list.
API and developer experience
Both are REST APIs with bearer-style keys. The difference is shape. PDL answers one person per call in one response. FullEnrich takes a batch and answers later.
PDL sends a key in the X-Api-Key header to GET /v5/person/enrich. A match returns 200 and is billed. A miss returns 404 and is not (PDL docs, September 2026).

}'Input differs too. FullEnrich accepts a name plus a company domain, or a LinkedIn URL. It says a LinkedIn URL lifts email rates by 5 to 20% and mobile rates by 10 to 60%.
Rate limits shape how each scales. PDL limits are per key, in a fixed one-minute window. Enrichment allows 1,000 a minute on paid plans, but Person Search allows only 10 a minute by default (PDL usage limits, September 2026).
FullEnrich allows 60 calls a minute across all endpoints. With 100 contacts per bulk call, that is up to 6,000 contacts a minute. Calls over the limit get HTTP 429 until the next calendar minute starts (FullEnrich docs, September 2026).
On MCP, only FullEnrich has an official server, at https://mcp.fullenrich.com/mcp. It covers search, enrich and export. Search previews the first 10 results and the total count for free (FullEnrich help, September 2026). PDL lists no MCP server in its docs, and only community servers exist.
Pricing
PDL charges one credit per matched profile. FullEnrich charges credits per item found, and a mobile costs ten times a work email. To compare them, convert both to cost per record.
At 10,000 records a month
For PDL, 10,000 profiles is 10,000 credits. PDL says Pro profiles cost about $0.20 to $0.28 each, depending on volume and plan. So 10,000 x $0.20 = $2,000 and 10,000 x $0.28 = $2,800 (PDL blog, September 2026). PDL does not publish the exact price per credit at 10,000 credits a month. The range is the only public figure, and the exact rate sits behind the account sign-in.
For FullEnrich, 10,000 work emails is 10,000 credits at 1 credit each. The 10,000-credit monthly tier is $499, which is $0.050 a credit. Billed yearly, the 120,000-credit tier is $454 a month, or $5,448 a year (FullEnrich pricing, September 2026).
Phones change the math. A mobile is 10 credits, so 10,000 mobiles is 100,000 credits. That fills the top public tier of $3,500 a month ($0.035 a credit). Misses and landlines cost nothing (FullEnrich docs, September 2026).
The unit matters. A PDL credit returns a full profile. A FullEnrich credit returns one verified email, so a contact with a work email and a mobile costs 11 credits.
At 1M records a month
PDL: no public 1M price. Self-serve Pro stops near 100,000 profiles, and above that PDL quotes Enterprise only. Its docs and blog disagree on whether that line is per month or per year (PDL blog, September 2026).
FullEnrich: no public 1M price. 1,000,000 work emails needs 1,000,000 credits. The top monthly tier covers 100,000 credits for $3,500, and above that the page says contact sales. The yearly toggle stops at 1,200,000 credits a year for $37,800. FullEnrich does not say whether annual credits arrive upfront, so that is not a confirmed path to 1M in one month (FullEnrich pricing, September 2026).
Do not multiply either Pro rate out to 1M and call it a quote. Ask both for a price at your volume.
Where People Data Labs wins
- Bigger dataset and phone counts. 2.47B profiles, 592M with an email, and 764M with any phone, by PDL's own stats.
- Bulk files. An annual Data License delivers person data to S3, GCP or Azure (PDL docs, September 2026).
- Faster enrichment. 1,000 calls a minute on paid plans, answered in the same response, against 60 calls a minute and a webhook.
- Profile depth. One credit returns the whole profile, not a single field.

- Waterfall verification. It asks 25+ sources and charges only for found, verified data. A miss or landline costs 0.
