"1M records" here means 1M work-email lookups that return a result, one credit each where the vendor uses credits. Where a vendor sells no plan at 1M, the cell says so and names the highest public tier. Enterprise quotes can be lower, so ask each vendor at your volume.

For reference, AI-Ark lists $2 to $4 per 1,000 credits on plans above 30,000 credits a month. A person with a verified email is 1 credit, so 1M records is $2,000 to $4,000 at list (AI-Ark pricing, September 2026). That is the number to beat.

We read each vendor's pricing page and docs in September 2026. We ran no accuracy test, so we quote no quality numbers.

1. LeadOcean: best for API, agent and volume pulls

LeadOcean is one dataset behind one REST API and one MCP server. It holds 693M people, 366M with an email and 166M with a phone number, plus 63M companies. You search with 50 people filters and 34 company filters. Filters are flat: several values in one filter join with OR, and separate filters join with AND (LeadOcean docs, September 2026).

The price does not move with volume. Pro is $499 a month with unlimited searches, enrichments and lookups, 5 API keys and 100 requests per second per key. There are no credits. A very large month is paced down, not cut off. More headroom is one email to support.

Here is the same single-person lookup on both APIs. AI-Ark's Export Single Person with Email costs 1 credit when it finds an email. LeadOcean's enrich call is 1 record, inside the flat fee. Both take a LinkedIn URL.

For bulk, POST /v1/exports takes any people search and writes up to 50,000 rows per request to a CSV. A 1M-row pull is 20 requests, spread over two days because exports stop at 500,000 rows a day. 2. BlitzAPI: best for a second flat-price search API

BlitzAPI sells B2B data as an API on flat monthly plans. It lists 550M+ contacts tied to LinkedIn profiles and 65M+ companies, with people and company search, email and phone enrichment and job data (BlitzAPI docs, September 2026). Auth is an x-api-key header, and there are typed Python and TypeScript SDKs (BlitzAPI docs, September 2026).

The plan ladder is where it gets fiddly. Core is $399 a month and leaves out emails and phones. Plus is $499 and adds verified work emails. Full is $599 and adds US phone numbers (BlitzAPI pricing, September 2026). Search returns 50 results a page and stops at 50,000 results per query (BlitzAPI docs, September 2026).

Check two things before you commit. The 50 requests per second and 15,000,000 monthly results are tied to accounts opened by September 30, 2026, against a standard 5 per second. Limits also apply per endpoint (BlitzAPI docs, September 2026). And its MCP server gives an assistant the API documentation, not the data (BlitzAPI docs, September 2026).

Pros

  • Flat monthly price. The 15,000,000 results a month line is the launch-offer limit for accounts opened by September 30, 2026 (BlitzAPI terms, September 2026). Limits for later accounts are not published.
  • 50 requests per second per endpoint on the current plans, ten times AI-Ark's default.

Cons

  • Three paid tiers, and phones need the top one, US only.
  • The MCP server reads docs. An agent cannot search or enrich through it.
  • The fast rate limit depends on when the account opened. After September 30 the lifetime offer closes to new accounts. The only published standard figure is 5 requests per second per endpoint. 3. LeadMagic: best for cheap valid emails by API

LeadMagic is a credit-based enrichment API. It lists 400M+ people and 25M+ companies and reaches them through REST, CSV, a command-line tool and a hosted MCP server (LeadMagic, September 2026). Auth is an X-API-Key header. Failed lookups cost nothing.

The credit price falls as you climb the plans. Essential is $99 a month for 5,000 credits. Professional is $499 for 50,000. Ultimate is $849 for 100,000, or $0.00849 a credit (LeadMagic pricing, September 2026). A valid email costs 1 credit and a mobile costs 5.

The Email Finder endpoint allows 600 requests a minute, which is 10 a second, twice AI-Ark's default. Search returns up to 50 rows per cursor page, but only 25 rows per page on the zero-credit Professional and Ultimate lane (LeadMagic docs, September 2026). LeadMagic also states that a sustained find rate below 10% can lead to throttling or suspension (LeadMagic docs, September 2026). The MCP server uses OAuth, and a preview_cost call shows the price of a large job first (LeadMagic docs, September 2026).

FullEnrich is a waterfall API. It queries 25+ sources for each contact, and you pay only for data it finds (FullEnrich pricing, September 2026). Its pricing page lists API access, search and an MCP server on Pro. Auth is a Bearer token.

Credits are the meter. A work email costs 1 credit, a personal email 3 and a mobile 10. Pro is $29 a month for 500 credits, which is $0.058 each. The 1,000-credit tier is $55 a month, or $0.055 each. Search costs 0.25 credits per person returned (FullEnrich docs, September 2026).

The API allows 60 calls a minute, with up to 100 contacts in a bulk request. That is slower than AI-Ark's 5 a second, and bulk enrichment is asynchronous, so you wait for a webhook or poll (FullEnrich docs, September 2026). The MCP server can search, enrich and export, and it asks you before it spends credits (FullEnrich help, September 2026).

People Data Labs (PDL) is a long-running person and company data API with dataset licences. Its All dataset lists 2.47 billion profiles, 592 million with an email (PDL docs, September 2026). You pass the key in the URL, in a header or through an SDK (PDL docs, September 2026). Person search queries any field in the person schema.

It charges per match: a request that returns a person costs one credit, and a miss costs none. Pro starts at $98 a month for 350 credits, which is $0.28 each. PDL puts it at about $0.20 to $0.28 a profile, and above about 100,000 profiles a year it is quote only (PDL docs, September 2026).

The rate limits split by endpoint. Enrichment allows 1,000 calls a minute on paid plans, and Bulk Person Enrichment takes 100 people per request. Person Search defaults to 10 calls a minute (PDL docs, September 2026). We found no official MCP server in PDL's docs (PDL docs, September 2026).

Pros

Crustdata sells real-time company and people data through APIs for search, enrichment, jobs, posts and watchers. It lists 1 billion+ people and describes its data as continuously re-verified (Crustdata, September 2026). It fits signal work better than bulk list building.

Pricing is credit based and the public page shows no dollar price per credit (Crustdata pricing, September 2026). The docs list costs per call. Person search is 0.03 credits per result, person enrichment 1 to 7 credits, and contact enrichment 1 to 5.5 credits (Crustdata docs, September 2026). Filters nest in and/or groups.

Volume is the catch. Standard search and enrich endpoints default to 15 to 30 requests a minute, and higher limits go through support (Crustdata docs, September 2026). Batch jobs carry up to 10,000 people (Crustdata docs, September 2026). The contact endpoint needs an enterprise plan (Crustdata docs, September 2026). Auth is an apikey header, and search supports Elasticsearch DSL (Coresignal docs, September 2026). Employee records carry professional emails and no phone numbers.

Pro is $499 a month for 35,000 credits and 10 requests per second. Elite is $5,000 for 10,000,000 credits, or $0.0005 a credit. A Base record costs 10 credits, a multi-source record 20 and a contact enrichment 20 (Coresignal pricing, September 2026). At the Pro rate, $499 buys 3,500 Base records.

Limits run from 5 to 100+ requests per second by plan (Coresignal docs, September 2026). Bulk Collect is asynchronous and holds 10,000 records per request (Coresignal docs, September 2026).
