A lead enrichment tool takes a name, domain or LinkedIn URL and returns the missing fields, such as work email, phone and title. Agencies need it more than most buyers because they enrich lists for many clients at once. That breaks the usual pricing models fast.
Per-seat plans charge you for every account manager. Credit plans charge you for every client's list. Both get expensive when volume is the job.
We ranked seven tools on what an agency pays at volume, what the seat rules are and whether you can pull data in code. We compared Clay, Apollo, FullEnrich, BetterContact, People Data Labs and ZoomInfo. For the wider category, see our guide to lead enrichment tools.
TL;DR
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | Agencies that pull data in code or with an agent | Free, then $97 a month (Agency $497) | $497 a month on Agency, fair-use pace |
| Clay | Agencies that build table workflows with waterfalls | Free, then $185 a month ($167 billed yearly) | No public 1M price |
| FullEnrich | Agencies that want a waterfall with unlimited users | $29 a month for 500 credits ($26 billed yearly) | No public 1M price |
| BetterContact | Agencies that want waterfall email and phone at a low entry price | $15 a month ($12.50 billed yearly) | No public 1M price |
| Apollo | Agencies whose reps prospect inside one database | Free, then $65 per seat ($49 billed yearly) | $24,750 a month ($19,600 billed yearly) |
| People Data Labs | Agencies building their own product on raw profiles | $98 a month ($78 billed yearly) | No public 1M price |
| ZoomInfo | Agencies that already pay for the ZoomInfo platform | From $20 pay as you go on GTM AI | No public 1M price |
Prices are monthly list prices first, billed-yearly figures after. Checked September 2026.
What we evaluated
- Price model at volume. Credits, seats or a flat fee, and what a client list of 100,000 records does to the bill.
- Seats and client use. Whether one account covers the whole team and whether the plan allows work for clients.
- API and rate limits. Whether you can enrich in code, and how many requests a second or minute you get.
- MCP support. Whether an agent in Claude, ChatGPT or Cursor can query the data directly.
- Cost at 1M records a month. The public price, or the plain statement that none exists.
1. LeadOcean: best for agencies that pull data in code or with an agent
LeadOcean is one data layer over REST and MCP. It holds 693M people (366M with email, 166M with phone) and 67M companies. Agencies buy the Agency plan at $497 a month. The plan allows use for your own and your clients' work, with 5 keys and 200 requests a second (LeadOcean pricing, October 2026).
There are no credits. Paid plans have a fair-use pace, and Agency covers 1M enrichments a day and 25M search records a month, both raisable. Reaching the pace slows the key. It does not stop, and there is no overage invoice. Phones and bulk CSV export are included, up to 50k rows a file.
The catch is that LeadOcean is a data source, not a workspace. It has no sequencer, no dialer, no CRM and no table builder. The app has an Exports page with a filter builder, a column picker and a price preview, but your campaign tools stay where they are. The data goes into them.
Pros
- One flat price for the whole team and for client work, with no per-seat charge.
- 13 MCP tools, OAuth sign-in, no key pasted into a chat (LeadOcean MCP docs, September 2026).
- Free calls for sizing: a people count, a company count and a filter list cost nothing.
- Free plan runs the full API and MCP on 1,000 records for life, so you can test a client list before paying.
Cons
- No table interface, waterfall or sequencer. You bring your own tools for those.
- A bounced email gets no refund or credit-back. Read
email_statusbefore you send. - Free plan stops at 1,000 records and 5 requests a second, and has no bulk CSV export.
Best for: agencies that pull data into scripts, Clay tables or an agent and want a flat bill as client lists grow.
Pricing: Free $0, Solo $97, Agency $497, Platform $1,997 a month. Source: LeadOcean pricing, October 2026.
2. Clay: best for agencies that build table workflows

Clay is a spreadsheet that runs enrichment waterfalls across many providers and pushes rows to your outreach tools. Agencies like it because a table is easy to hand to a client. The Free plan has unlimited seats, so the team size does not set the price (Clay pricing, September 2026).
The price is the issue at volume. Launch starts at $185 a month ($167 billed yearly) for 15,000 Actions and 2,500 Data Credits. Clay's own doc says a fully enriched record typically costs 6 to 20 Data Credits, plus one Action (Clay docs, September 2026).
Clay's developer platform, with a public API and CLI, is on every plan. The largest self-serve tier is 200,000 Actions and 50,000 Data Credits a month. Above that, Clay sells Enterprise by quote.
Pros
- Unlimited seats on Free, and waterfalls, Claygent and bring-your-own-key.
- Public API and CLI on every plan (Clay API docs, September 2026).
- A record that returns no result costs no Data Credits and no Actions.
- Official MCP server for agents (Clay MCP guide, September 2026).
Cons
- Credits plus Actions make the monthly cost hard to forecast across client lists.
- Self-serve tiers stop at 200,000 Actions a month, far below 1M lookups.
- The public API rate limit is per workspace and Clay publishes no number (Clay rate limits, September 2026).
- Growth, at $495 a month, is the tier that adds the HTTP API column and webhooks.
Best for: agencies whose operators live in tables and want to hand clients a visible workflow.
Pricing: Free $0, Launch from $185 a month ($167 billed yearly), Growth from $495 ($446 billed yearly). Source: Clay pricing, September 2026.
3. FullEnrich: best for agencies that want a waterfall with unlimited users
FullEnrich runs a waterfall across 25+ data sources and charges per credit. A work email costs 1 credit, a personal email 3 and a mobile 10. A record it cannot find costs 0 (FullEnrich pricing, September 2026).
For agencies the useful part is the seat rule. Users are unlimited on every plan, and API, MCP, search and bulk CSV are on every plan, including the free trial. Unused credits roll over 3 months on monthly plans and 12 months on annual ones.
The rate limit is the constraint. FullEnrich allows 60 API calls a minute across Enrich, Reverse Email and Search, with up to 100 contacts per bulk request (FullEnrich docs, September 2026).
Pros
- Unlimited users on every plan, so account managers do not add cost.
- API, MCP and bulk CSV on every plan, trial included (FullEnrich MCP, September 2026).
- Credits roll over: 3 months monthly, 12 months annual.
- Charges nothing when a contact is not found.
Cons
- 60 API calls a minute is a low ceiling for agency volume without bulk requests.
- The top monthly tier is 100,000 credits at $3,500, and there is no public price above it.
- Credit costs rise fast for phones: 10 credits a mobile.
Best for: agencies that want waterfall coverage and a team of any size on one account.
Pricing: from $29 a month for 500 credits ($26 billed yearly). Source: FullEnrich pricing, September 2026.
4. BetterContact: best for low-cost waterfall email and phone
BetterContact is a waterfall over 20+ providers. It verifies emails with Bouncer and charges only for valid results. Starter is $15 a month for 200 credits, which is the lowest entry price on this list (BetterContact pricing, September 2026).
An email with verification costs 1 credit and a mobile 10. Pro steps run from 1,000 credits at $49 to 50,000 credits at $1,999 a month. Annual billing is two months free. Above 50,000 credits, Enterprise starts at $799 a month on a custom quote.
For agencies, the limits are the API pace and the missing agent path. The API allows 100 requests a minute on Starter and 200 on Pro (BetterContact rate limits, September 2026). We found no MCP server in its docs index.
Pros
- Lowest entry price here, at $15 a month.
- Charges only for valid emails and phones.
- Credits roll over, capped at twice the subscribed amount, and annual plans extend that to 12 months.
- 28 native integrations.
Cons
- No MCP server found in the docs index (BetterContact llms.txt, September 2026).
- Phone lookups by API need a phone add-on, or the call returns 402, and the add-on price is not published (BetterContact API docs, September 2026).
- Rate limit of 100 to 200 requests a minute caps API volume.
Best for: small agencies that want waterfall email and phone cheaply and work from a UI.
Pricing: Starter $15 a month ($12.50 billed yearly), Pro from $49 for 1,000 credits. Source: BetterContact pricing, September 2026.
5. Apollo: best for reps who prospect inside one database

Apollo is a database with sequencing, a dialer and a CRM layer, priced per seat. Free is $0 with 75 credits a month. Basic is $65 per seat a month ($49 billed yearly) with 2,500 credits (Apollo pricing, September 2026).
The seat model is the agency problem. Credits are per seat and pooled across the team, and they expire at the end of each billing cycle. An email costs 1 credit and a phone number 8 (Apollo API pricing, September 2026).
The API and MCP are good. Every plan includes API access, and enrichment endpoints reach 1,000 requests a minute on paid plans. The official MCP server is at mcp.apollo.io/mcp and spends the same credits.
Pros
- Database, sequencer, dialer and CRM layer in one product.
- Free API access on every plan, 1,000 enrichment requests a minute on paid plans (Apollo rate limits, September 2026).
- Official MCP server on any plan, Free included (Apollo MCP docs, September 2026).
Cons
- Per-seat credits make 1M lookups a month cost $24,750 at list price on monthly billing.
- Credits expire each cycle and do not roll over, including purchased add-ons.
- The price of extra credits is not public.
- Search endpoints have lower limits: 200 a minute and 50,000 a day on paid plans.
Best for: agencies whose reps prospect and send from one tool, at low volume per seat.
Pricing: Free $0, Basic $65 per seat monthly ($49 billed yearly), Professional $99 ($79), Organization $149 ($119, minimum 3 seats). Source: Apollo pricing, September 2026.
6. People Data Labs: best for building a product on raw profiles

People Data Labs sells person and company data by API on credits. Its person dataset holds 2,466,510,427 profiles, with 592,376,573 that have at least one email (PDL datasets, September 2026).
Pro starts at $98 a month for 350 credits, or $78 a month billed yearly. PDL says a Pro person profile costs about $0.20 to $0.28, depending on volume (PDL pricing explained, September 2026). Requests that return nothing are not billed.
Self-serve is meant for volumes below roughly 100,000 person profiles. Above that, PDL quotes Enterprise only. That is a hard stop for an agency that runs many large client lists.
Pros
- Very large person dataset and a well-documented API.
- 404s are not billed.
- Person enrichment allows 1,000 requests a minute on paying plans (PDL usage limits, September 2026).
Cons
- No official MCP server. Only community servers exist (PDL llms.txt, September 2026).
- Person Search allows only 10 requests a minute by default.
- Self-serve ends near 100,000 profiles, and there is no public price at 1M.
- Built for developers: no UI for client handoff.
Best for: agencies building their own tool or product and needing raw profile data by API.
Pricing: Free (100 credits), Pro from $98 a month ($78 billed yearly). Source: PDL pricing, September 2026.
7. ZoomInfo: best for agencies already on the platform
ZoomInfo is the enterprise database. Its public pay-as-you-go product is GTM AI, which sells data credits from $20 with no contract and no seat fee (GTM AI pricing, September 2026).
Credit prices fall with purchase size, from $0.45 for 100 credits to $0.25 at 100,000 credits ($25,000). One credit enriches or exports one record, and a record is charged once per 12 months. Search and lookup are free.
GTM AI includes API, MCP and CLI on the free tier: 1,000 data credits, 5 requests a second. Paid packages reach 25 to 35 requests a second (GTM AI rate limits, September 2026).
Pros
- Search and lookup are free, and a record is charged once per 12 months.
- Official MCP server for Claude, ChatGPT, Cursor and Copilot (ZoomInfo MCP docs, September 2026).
- Free tier of 1,000 data credits with API and MCP.
Cons
- Per-credit prices start at $0.45 and only reach $0.25 at the 100,000-credit pack.
- Batch enrichment takes at most 25 records per call.
- No public price at 1M, and 100,000+ credits goes to Enterprise sales.
Best for: agencies already paying for ZoomInfo or serving enterprise accounts where its coverage matters.
Pricing: GTM AI from $20 pay as you go, $0.45 to $0.25 a credit. Source: GTM AI pricing, September 2026.

LeadOcean wins when you pull data in code or with an agent: Agency is $497 a month, with no seat charge and no credit meter. Clay wins for table workflows. FullEnrich wins for a waterfall with unlimited users. Apollo wins when reps prospect and send in one tool. Pick People Data Labs for raw profiles and ZoomInfo only if you already pay for it. Many agencies pair two: Clay for workflow and LeadOcean as the data source behind it.
