Lead enrichment takes one identifier, such as a name, a domain, an email or a LinkedIn URL, and returns the missing fields: verified email, phone, title and company. A startup needs it when a founder or a first sales hire builds lists by hand and the hours no longer fit.
Startups buy differently from enterprise teams. The team is small, the volume is spiky, and the first tool is often bought on a card. So we ranked on four things: volume, price model, API and seats.
Some tools below have a LeadOcean head-to-head page: Apollo, Hunter.io, FullEnrich and Clay. Prices are list prices, checked in September 2026. For the all-buyer version, see the main roundup.
TL;DR
LeadOcean fits startups that pull data in code or with an agent and want a flat bill. Apollo fits a founder who wants data and outreach in one login. Hunter fits cheap email finding.
| Tool | Best for | Starting price | Cost at 1M records a month |
|---|---|---|---|
| LeadOcean | Code, agents and a flat bill | Free ($0, 1,000 records for life), then $97 a month | $497 a month (Agency), fair-use pace, no credits |
| Apollo | Founders who want data and outreach in one seat | $65 per seat a month billed monthly ($49 billed yearly) | $24,750 a month at list price (250 Professional seats), monthly billing |
| Hunter.io | Cheap work emails by domain | $49 a month billed monthly ($34 billed yearly) | $6,900 one-off on Data Platform, valid 12 months |
| Prospeo | Verified emails and mobiles on small plans | $49 per user a month billed monthly ($37 billed yearly) | $14,456 a month on the cheapest published path, monthly billing |
| FullEnrich | Waterfall mobile numbers | $29 a month for 500 credits | No public 1M price |
| Clay | Table workflows over many providers | $185 a month billed monthly ($167 billed yearly) | No public 1M price |
What we evaluated
Every tool got the same five questions, in this order.
- Cost at 1M records a month. A startup may never hit 1M. The number shows how the meter scales when it grows. We use the vendor's list price and write "No public 1M price" when none exists.
- Price model. Per credit, per seat or flat. Credits that expire each month punish spiky usage, so we note rollover.
- API and MCP. Is there a documented REST API on the entry plan, and does the vendor run its own hosted MCP server for agents?
- Seats. Does the price grow with each teammate, or can a founder, a hire and an agent share one account?
- Free tier. What can you learn before you pay?
1. LeadOcean: best for startups that pull data in code or with an agent
LeadOcean is a people and company data API with a hosted MCP server and no credits. It holds 693M people (366M with an email, 166M with a phone number) and 67M companies in one database (LeadOcean pricing, October 2026).
The model suits a small team. Free is $0 for 1,000 records, kept for life, with every feature and no card. Solo is $97 a month for one person: 10k enrichments every 5 hours and 50k a week, phones and bulk CSV export included. Agency is $497 a month for teams, with 5 keys and 200 requests a second.
You enrich with POST /v1/people/enrich, passing exactly one of a LinkedIn URL, an email, a phone or a person ID. A person we hold nothing for is a 404 and costs nothing. The MCP server at https://api.leadocean.io/mcp has 13 tools and signs in with OAuth. An agent can size and pull a list with no key pasted into a chat. Counting an audience is free, so you know the list size before you spend a record.
Pros
- A flat monthly price with a fair-use pace. No credits, no per-record invoice, nothing that expires.
- A 13-tool hosted MCP server on every plan, including Free.
- Phones and bulk CSV export included on paid plans. Agency exports 50,000 rows a file.
- Free plan with 1,000 records for life, no card and every feature.
- An app with an Exports page: filter builder, column picker and the record price before you start.
Cons
- It is a data layer only. There is no rep workspace, sequencer, dialer, CRM or Chrome extension.
- One dataset, not a waterfall. A mobile number we lack is not fetched from a second source.
- Phone coverage is 166M of 693M people, so some contacts have an email and no phone.
- Bulk CSV export is not on the Free plan.
Best for: founders and engineers who enrich in code or with an agent, and want a bill that does not move with volume.
Pricing: Free $0 (1,000 records for life), Solo $97 a month, Agency $497 a month, Platform $1,997 a month. LeadOcean pricing, October 2026.
2. Apollo: best for founders who want data and outreach in one seat
Apollo is an all-in-one sales platform with a contact database, sequences and a dialer. It is the usual first tool for a founder doing outbound, because one login covers finding and emailing (Apollo pricing, September 2026).

Pricing is per seat with a monthly credit allowance. An email costs 1 credit and a phone number 8. API enrichment runs 1 to 9 credits per person. Credits are pooled across the team and expire at the end of each billing cycle (Apollo API pricing, September 2026).
Every plan includes API access, Free included (Apollo developer FAQ, September 2026). Paid plans reach 1,000 enrichment requests a minute (Apollo rate limits, September 2026). Apollo runs an official MCP server at https://mcp.apollo.io/mcp on any plan, and MCP enrichment spends the same credits (Apollo MCP docs, September 2026).
Pros
- Data, sequences and a dialer in one product, so a founder does not stitch tools.
- A Free plan with 75 credits a month.
- Official MCP server and API access on every plan.
- Enrichment endpoints reach 1,000 requests a minute on paid plans.
Cons
- Priced per seat, so the bill grows with every hire. Organization has a minimum of 3 seats.
- Credits expire each cycle and do not roll over. A slow month wastes them.
- A phone number costs 8 credits, eight times an email.
- The price per extra credit is not public.
Best for: a founder or first sales hire who wants to find, email and call from one tool.
Pricing: Basic $65, Professional $99 and Organization $149 per seat a month billed monthly; $49, $79 and $119 billed yearly. Apollo pricing, September 2026.
3. Hunter.io: best for cheap work emails by domain
Hunter started as a domain email finder. It is the cheapest published way on this list to find work emails once volume grows (Hunter pricing, September 2026).
On the all-in-one plans, Email Finder costs 1 credit per email found and nothing is charged for a miss (Hunter credit help, September 2026). Starter is $49 a month for 2,000 credits, and unlimited teammates share the pool. Monthly credits reset and do not carry over.
For API and bulk use, the separate Data Platform sells Search credits once, valid 12 months. 1,000,000 credits cost $6,900 (Hunter Data Platform, September 2026). Limits are documented per endpoint, 15 requests a second on Domain Search and Email Finder (Hunter API docs, September 2026). Hunter also runs an official MCP server at https://mcp.hunter.io/mcp (Hunter MCP, September 2026).
Pros
- Unlimited team members share one credit pool, so seats do not add cost.
- The lowest published price at 1M on this list: $6,900 on Data Platform.
- Official MCP server, included on all plans.
- A Free plan with 50 credits a month.
Cons
- Focused on email. It is not a full profile or phone source.
- Monthly plan credits do not carry over. Yearly and Data Platform credits last 12 months.
- Two plan families (all-in-one and Data Platform) make the real price hard to read.
- A rate-limited call returns 403 and an exhausted quota returns 429, the reverse of what most clients expect.
Best for: a startup that mainly needs work emails by domain and name, at the lowest per-email price.
Pricing: Starter $49, Growth $149 and Scale $299 a month billed monthly ($34, $104 and $209 billed yearly). Hunter pricing, September 2026.
4. Prospeo: best for verified emails and mobiles on a small plan
Prospeo sells verified emails and mobile numbers by credit. Pricing is per user, with a shared team pool (Prospeo pricing, September 2026). It suits a small team that wants a clean entry plan.
A verified email costs 1 credit and a mobile 10, with the email included. A miss costs 0, and re-enriching the same record within 90 days costs 0 (Prospeo credit help, September 2026). Plan credits are added per seat into one pool. Unused credits expire at the end of each cycle.
Enrich API limits are 5 requests a second on Starter and Growth and 30 on Pro (Prospeo rate limits, September 2026). The hosted MCP server at https://mcp.prospeo.io has 8 tools and signs in with OAuth or an API key (Prospeo MCP docs, September 2026).
Pros
- Low entry price: Starter is $49 a month per user for 2,000 credits.
- A miss and a repeat lookup inside 90 days are free.
- Hosted MCP server with 8 tools.
- A Free plan with 100 credits a month.
Cons
- No single tier reaches 1M. The cheapest published path needs 44 Pro seats plus an add-on.
- Credits expire each cycle, including add-on credits.
- Add-ons are a recurring subscription, not a one-time top-up.
- Search results carry no contact data, so a search then an enrich is two steps.
Best for: a two-to-five person team that wants verified emails and some mobiles on a predictable plan.
Pricing: Starter $49, Growth $99 and Pro $249 per user a month billed monthly ($37, $74 and $187 billed yearly). Prospeo pricing, September 2026.
5. FullEnrich: best for waterfall mobile numbers
FullEnrich asks 25+ data sources in sequence for each email and phone, and bills only what it finds (FullEnrich pricing, September 2026). That design suits mobile numbers, where one dataset has gaps.
A work email costs 1 credit, a personal email 3 and a mobile 10 (FullEnrich credit docs, September 2026). Not found, or a landline, costs 0. The API, MCP, search and bulk CSV are on every plan, and users are unlimited, so seats do not add cost.
The default limit is 60 API calls a minute, with up to 100 contacts per bulk request (FullEnrich volume docs, September 2026). The free trial gives 50 credits with no card.
Pros
- A waterfall across 25+ sources lifts the find rate on mobiles.
- API and MCP on every plan, with unlimited users.
- No charge for a miss.
- Unused credits roll over 3 months on monthly plans and 12 months on annual plans.
Cons
- The top public monthly tier is 100,000 credits for $3,500. Above that you contact sales.
- 60 calls a minute is a low ceiling for batch work.
- Search costs 0.25 credits per person returned, and results carry no emails or phones.
Best for: a startup selling to mobile-first buyers, on a modest monthly volume.
Pricing: Pro from $29 a month for 500 credits ($26 a month billed yearly); $55 a month for 1,000 credits. FullEnrich pricing, September 2026.
6. Clay: best for table workflows over many providers
Clay is a workflow spreadsheet that runs enrichment across many data providers on credits. It is built for people who design outbound in tables, not for pulling a flat list at volume (Clay pricing, September 2026).

Each enrichment spends one Action plus Data Credits. Clay says a fully enriched record typically costs 6 to 20 Data Credits (Clay docs, September 2026). An enrichment that returns nothing is charged nothing. The Free plan has unlimited seats.
Clay's Public API is on every plan, and the docs publish no request rate (Clay API docs, September 2026; Clay rate limits, September 2026). Clay also has an MCP server (Clay MCP guide, September 2026).
Pros
- Waterfalls, AI research columns and table workflows in one place.
- Unlimited seats and 100 Data Credits a month on the Free plan.
- A miss costs nothing.
- Public API on every plan.
Cons
- The cost per enriched record is the highest here, at 6 to 20 Data Credits.
- The largest self-serve tier is 200,000 Actions and 50,000 Data Credits a month. 1M lookups need Enterprise.
- Extra credits carry a 30 percent premium.
- No published API rate limit.
Best for: a growth hire who builds outbound workflows in tables and wants many providers behind one screen.
Pricing: Launch from $185 a month billed monthly ($167 billed yearly), Growth from $495 ($446 billed yearly). Clay pricing, September 2026.

How to choose
- You enrich in code or with an agent. Pick LeadOcean. Start on Free, move to Solo at $97 a month for one person, and to Agency when a team shares keys.
- A founder runs outbound alone. Pick Apollo. One seat covers data, sequences and a dialer.
- You only need work emails, cheaply. Pick Hunter.io. Teammates are free, and its Data Platform is the lowest published price at 1M.
- You want clean verified emails on a small team plan. Pick Prospeo.
- Mobile numbers decide the deal. Pick FullEnrich. A waterfall finds more than one dataset.
- A growth hire builds workflows in tables. Pick Clay, and put a data API under it as the first hop.
- You are not sure yet. Start on a free tier. See the developer list if API depth matters, and compare plans on /pricing.
Verdict
LeadOcean is the pick for startups that pull data through an API, an agent or at volume. It has one flat price, no expiring credits and 13 MCP tools. Apollo wins for a founder who wants enrichment and outreach in one seat. Hunter wins on the lowest published email price. Prospeo wins on a small verified-email plan, FullEnrich on mobile numbers and Clay on table workflows. Many startups pair two: a data API as the source, and a workflow tool on top.
FAQ
What is the best lead enrichment tool for a startup?
It depends on how you work. For code and agents, LeadOcean. For a founder who wants data and outreach together, Apollo. For cheap work emails, Hunter.io.
How much should a startup spend on lead enrichment?
Start free. Every tool here has a free tier or a trial. Paid entry plans run from $29 a month (FullEnrich) to $185 a month (Clay), and LeadOcean Solo is $97 a month (LeadOcean pricing, October 2026).
Do I pay per seat?
Apollo and Prospeo price per seat or user. Hunter and FullEnrich share one pool across unlimited teammates. Clay's Free plan has unlimited seats. LeadOcean plans are per account with keys, not seats.
Do these tools have an MCP server?
All six run a hosted MCP server: LeadOcean, Apollo, Hunter, Prospeo, FullEnrich and Clay. Check the tool list and credit use of each before you point an agent at it.
Is there a free lead enrichment tool?
Yes. LeadOcean Free gives 1,000 records for life with every feature and no card. Apollo (75 credits a month), Hunter (50), Prospeo (100) and Clay (100 Data Credits) have monthly free allowances.
When should a startup move off a free tier?
When you run the same lookups every week. A monthly allowance resets, but the work does not. Pick a plan on the volume you saw in the first month, not the volume you hope for. See the recruiter list if you hire with the same tools.
