ZoomInfo and People Data Labs (PDL) both sell B2B contact data, but in different shapes. ZoomInfo is a GTM suite with a new pay-as-you-go API, GTM AI, attached. PDL is a data API, priced per match.

Verdict

  • Pick ZoomInfo if you want an official MCP server with no seat fee, free search and lookup, or a suite with intent data and org charts. Its data credit lists at $0.38 at small volume.
  • Pick People Data Labs if you are a developer who wants raw profiles, published dataset counts or licensed bulk files. You pay per match, and a miss is free.
  • Pick neither if you need volume through an API at a price you can read. ZoomInfo and PDL both have no public 1M price. LeadOcean is one option: Pro is $499 a month, flat.

Data and coverage

ZoomInfo claims 500M+ professionals and 100M+ companies. PDL lists 2.47B person profiles and 76.6M companies. The two counts are not like for like.

ZoomInfo's figures come from its own API docs and are a claim, not a dataset page. PDL's 2.47B is its full person dataset, and only part of it carries contact data. Its email dataset is 592M profiles, and its mobile dataset is 470M.

ZoomInfo publishes no count for emails or phones. What it does give you is a free per-record hint. Search Contacts returns hasEmail, hasDirectPhone and hasMobilePhone before you spend a credit (ZoomInfo API docs, September 2026).

That free hint is a real advantage. You can count how many contacts in a segment carry a phone number, then pay only for the ones you want. PDL has no equivalent, so you learn the match rate by paying for matches.

Test on your own list before you buy. Run the same 500 people through each free plan and compare the match rate. PDL's Free plan obscures contact data, so you will need to pay to see its emails and phones.

Company data works the same way. ZoomInfo enriches a company for 1 credit and searches companies for free. PDL lists 76.6M company records, and its company plan starts at $100 a month for 1,000 records (PDL pricing, September 2026).

API and developer experience

Both are REST APIs with small-batch enrichment and both bill only when data comes back. The differences are auth, how you find records first, and the rate limits.

ZoomInfo uses OAuth, and the API sends a Bearer token. For a first test you can generate a token in the GTM AI developer portal, but those calls are real production requests and spend credits (ZoomInfo API docs, September 2026). The enrichment call is POST /data/v1/contacts/enrich:

bash
curl --request POST \
  --url 'https://api.zoominfo.com/gtm/data/v1/contacts/enrich' \
  --header 'accept: application/vnd.api+json' \
  --header 'content-type: application/vnd.api+json' \
  --header "authorization: Bearer $ZOOMINFO_ACCESS_TOKEN" \
  --data '{
    "data": [{ "type": "ContactEnrich", "attributes": { "personId": "4191419698" } }],
"outputFields": ["firstName", "lastName", "jobTitle", "email", "phone"],
    "requiredFields": ["email"]
  }'

ZoomInfo recommends a two-step flow. Search Contacts is free and returns IDs. Enrich then takes up to 25 records and charges 1 credit per new record. A "No match" is not charged (ZoomInfo API docs, September 2026).

PDL sends a key in the X-Api-Key header to GET /v5/person/enrich. A match returns 200 and is billed. A miss returns 404 and is not (PDL docs, September 2026).

bash
curl -G "https://api.peopledatalabs.com/v5/person/enrich" \
  -H "X-Api-Key: $PDL_API_KEY" \
  --data-urlencode "profile=https://linkedin.com/in/seanthorne"

Rate limits shape how each one scales. ZoomInfo enforces three windows at once: per second, per hour and per day. A Standard package allows 25 requests a second, 54,000 an hour and 648,000 a day (ZoomInfo rate limits, September 2026). Another ZoomInfo docs page lists 25 a second as the default, so check your package.

PDL limits are per key, in a fixed one-minute window. Enrichment allows 1,000 a minute on paid plans, but Person Search allows only 10 a minute by default (PDL usage limits, September 2026). A search-heavy job will queue on PDL unless you ask for more.

On MCP, ZoomInfo has an official server that works with Claude, ChatGPT and Cursor. It needs a free GTM AI account, or a ZoomInfo subscription that holds data credits. PDL lists no MCP server, and only community servers exist (ZoomInfo MCP docs, September 2026; PDL llms.txt, September 2026).

Pricing

ZoomInfo's API sells credits in tiers, and a bigger purchase lowers the price per credit. PDL sells credits by subscription, and one credit is one matched profile. To compare them, convert both to cost per record.

At 10,000 records a month

Take 10,000 contacts from ZoomInfo's GTM AI. One data credit covers one contact enriched or exported. The $1,000 spend tier covers 2,500 to 10,000 credits at $0.38 each. So 10,000 x $0.38 = $3,800 (GTM AI pricing, September 2026).

A record is charged once per 12 months, so enriching the same contact again inside that window costs nothing (ZoomInfo credit docs, September 2026). The 70% first-purchase offer is a promotion, so it is not used here.

For PDL, 10,000 profiles is 10,000 credits. PDL says Pro profiles cost about $0.20 to $0.28 each, depending on volume and plan. So 10,000 x $0.20 = $2,000 and 10,000 x $0.28 = $2,800 (PDL blog, February 2026). PDL does not publish its rate at 10,000 credits a month. That price sits in the credit selector behind the dashboard login, so these two figures are the ends of PDL's stated range, not a quote.

The units are close. A ZoomInfo credit returns one contact record with the fields you request, and a PDL credit returns one full profile. On these list rates, PDL costs less at 10,000.

ZoomInfo's platform plans are a different product. ZoomInfo does not show platform plan prices, credits or seats to an automated reader, so we cannot quote them. See its pricing page for current terms. Vendr reports a median contract of $33,500 a year across 1,574 purchases, from $7,220 to $155,730 (Vendr, February 2026).

At 1M records a month

ZoomInfo: no public 1M price. The GTM AI slider stops at 100,000 credits for $25,000, which is $0.25 a credit, and above that the page sends you to Enterprise sales (GTM AI pricing, September 2026). Whether the 100,000 pack can be bought repeatedly is not stated.

PDL: no public 1M price. Self-serve Pro stops near 100,000 profiles, and above that PDL quotes Enterprise only. Its docs and blog disagree on whether that ceiling is per month or per year (PDL blog, September 2026).

Do not multiply either rate out to 1M and call it a quote. Both vendors price that volume by negotiation, and the real figure will differ from any list rate.

Where ZoomInfo wins

  • Official MCP with no seat fee. Connect it to Claude or Cursor on a free GTM AI account.
  • Free search and lookup. You pay only when you enrich or export a record, never to explore.
  • Free coverage hints. hasEmail and hasMobilePhone let you size a segment before you spend.
  • A suite behind it. Intent data, org charts and signals sit in the same vendor, which PDL does not sell.

Where People Data Labs wins

  • Published dataset counts. 2.47B profiles, 592M with an email and 764M with any phone, by PDL's own stats.
  • Bulk files. An annual Data License delivers person data to S3, GCP or Azure (PDL docs, September 2026).
  • Bigger batches. Bulk enrichment takes 100 people per request against ZoomInfo's 25.
  • Lower list rate at 10,000. About $0.20 to $0.28 a profile against $0.38 a ZoomInfo credit, on the rates above.

If you need volume through an API

We build LeadOcean, so weigh this section accordingly. LeadOcean holds 693M people and 63M companies, and you reach them over REST and MCP. Free is 1,000 records, one-off, with no card. Pro is $499 a month, flat, with unlimited searches and lookups and a limit of 100 requests per second per key (LeadOcean pricing, September 2026).

For bulk work, POST /v1/exports returns up to 50,000 rows per request. The app also has an Exports page with a filter builder, column picker and CSV download (LeadOcean exports docs, September 2026). There is no sequencer, dialer or intent data. A very large month is paced down past the fair-usage line, not cut off. For a line-by-line version, see the ZoomInfo alternative page.

FAQ

Which has more contacts, ZoomInfo or People Data Labs?

PDL, by the counts each publishes. PDL lists 2.47B person profiles and 592M with an email. ZoomInfo claims 500M+ professionals. The units differ, so test both on your own list.

Does ZoomInfo or People Data Labs have an MCP server?

ZoomInfo has an official one, which needs a free GTM AI account or a ZoomInfo subscription with data credits. PDL lists none in its docs, llms.txt or GitHub organization. Community servers exist but are not from PDL.

Is People Data Labs cheaper than ZoomInfo?

At 10,000 records on list rates, yes. PDL says Pro profiles cost about $0.20 to $0.28, and a ZoomInfo data credit is $0.38 at that tier. ZoomInfo's larger packs fall to $0.25 at 100,000 credits.

Can I use the ZoomInfo API for free?

Yes. GTM AI gives 1,000 data credits and 1,000 AI credits at signup with no card, and includes API, MCP and CLI access at 5 requests a second. It suits a test, not a pipeline.

Which one can do 1M records a month?

Neither publishes a price for it. ZoomInfo's slider stops at 100,000 credits, and PDL sends that volume to Enterprise. Ask both for a quote at your volume.

How does LeadOcean compare with these two?

LeadOcean is a data API and MCP server with one flat price, $499 a month on Pro. It is not a sales suite. Read the PDL vs Wiza, PDL vs Snov.io and PDL vs Kaspr comparisons for more on PDL, or ZoomInfo alternatives for the other side.
